During suspension, Rule 21A generally bars taxable supplies and provides relief from filing returns under section 39 for the suspension period. A cancellation notice requires a reply to the allegations, while an officer-initiated cancellation that has already taken effect may be challenged through revocation, subject to the current rules and the order’s conditions.
Start by downloading the communication on the GST portal. Its status, reason, effective date and deadline determine whether you should stop taxable supplies, answer a show-cause notice, correct compliance failures or apply for revocation.

Suspension and cancellation at a glance
These are different legal and procedural states, not interchangeable words. The Central Goods and Services Tax (CGST) Act, 2017 and Rule 21A of the CGST Rules provide the framework, with corresponding state or Union Territory provisions applying alongside it. Your notice or order controls the facts of your case.

| What it means | An interim restriction while a cancellation application or proceeding is pending. | A decision ending the registration, with an effective date stated under the applicable order and procedure. |
| How it begins | It can arise from a taxpayer’s cancellation application or an officer’s decision to suspend during proposed cancellation proceedings. | It may follow a taxpayer’s application or an officer’s order on the grounds in section 29 and the rules. |
| Taxable supplies | Rule 21A says a suspended registered person shall not make taxable supplies during the suspension. | The registration is no longer operative from the effective cancellation date. Supplies and obligations before that date must still be dealt with. |
| Section 39 returns | Rule 21A says the person need not furnish these returns for the suspension period; confirm the treatment after the proceeding ends. | Cancellation does not wipe out returns, tax, interest, penalties or other amounts that arose before the effective date. |
| How the status ends | It can be lifted when the Rule 22 cancellation proceeding is completed; the rule treats the revocation as effective from the original suspension date. | An officer-initiated cancellation may be eligible for a revocation application. A new registration is a separate route and does not undo the old order. |
| Main form references | GSTN material describes REG-31 for a particular suspected or fraudulent taxpayer workflow, not every suspension. | REG-17 is the proposed-cancellation notice, REG-18 the reply, REG-19 the cancellation order and REG-21 the revocation application. |
The table explains the usual structure. Read the exact communication because the initiating party, statutory ground, date and portal workflow can change the action available to you.

What GST registration suspension means
Why an officer or the portal may suspend a GSTIN
Rule 21A allows the proper officer to suspend a registration when there are grounds to believe that it is liable to cancellation, pending the proceedings under Rule 22. Suspension may also be deemed to begin when a taxpayer applies for cancellation: the deemed suspension starts on the application date or the requested cancellation date, whichever is later, while the application is processed.
A separate GSTN portal communication, REG-31, has been described for particular suspected or fraudulent-taxpayer workflows. That material asks for an explanation within 30 days in the described workflow. It is an operational reference from the cited portal functionality publications, not a universal 30-day rule for every suspension. The communication served to you is more important than a generic description.
The immediate restriction
Rule 21A states that a person whose registration is suspended shall not make taxable supplies during the suspension. Treat this as an operational stop: do not accept orders, issue documents or arrange transactions as taxable supplies while the restriction applies without obtaining professional advice on the precise facts. The rule’s text also says the suspended person is not required to furnish returns under section 39 for the suspension period.

That filing relief does not decide what happened before suspension or what must be filed and paid after the proceeding. Keep records of sales, purchases, tax collected, input tax credit and bank receipts, and check the eventual order for any return or payment instructions.
How suspension ends
Suspension is not a final finding that the registration must be cancelled. If the Rule 22 proceedings conclude without cancellation, Rule 21A treats the suspension as revoked, with effect from the date on which the suspension originally began. If cancellation is ordered, the case moves from an interim status to the cancellation and any available revocation process.

What GST registration cancellation means
Cancellation is the final administrative decision
Section 29 of the CGST Act permits cancellation on the proper officer’s own motion or on an application, including circumstances such as discontinuance of business, transfer of business and other specified grounds. The order sets the effective date under the applicable procedure. The date matters because it determines which period was registered and which later transactions require a different compliance treatment.
Cancellation does not erase earlier liabilities
The cancellation order can direct payment of arrears and amounts covered by section 29(5), including tax, interest and penalty where applicable. The CBIC registration rules also describe payment of applicable tax, interest, penalty and late fee in cases involving cancellation for return default. Cancellation therefore ends the registration; it is not a waiver of obligations that accrued while the GSTIN was active.
Voluntary and officer-initiated cancellation are not the same
A taxpayer’s own cancellation application follows a different path from an officer’s proposed cancellation. Revocation is generally the remedy identified for an officer-initiated cancellation where the current rules permit it. Do not assume that submitting a new registration application, or asking the officer to “remove” a voluntary cancellation, is equivalent to revocation.
What to do when your GST registration is suspended
- Confirm the status. Log in to the GST portal, open the registration or notices area and download the communication. Record whether it says suspension, proposed cancellation or cancellation, along with the issue date, effective date, allegation and response deadline.
- Stop taxable supplies during the suspension. Rule 21A prohibits taxable supplies while the status is suspended. Tell sales, billing and dispatch staff, and pause automated invoices or tax collection that would represent new taxable supplies until the status and legal position are clear.
- Identify the trigger. Compare the allegation with registration records, return acknowledgements, e-way or invoice records, principal-place-of-business evidence, bank details and correspondence. Separate a genuine error from a missing document or a disputed factual allegation.
- Assemble a response file. Use a dated index and retain the notice, registration certificate, returns, challans, ledgers, contracts, delivery evidence, photographs or address proof and any explanation of unusual transactions. Submit only documents relevant to the allegation and protect personal or commercially sensitive data.
- Use the route named in the communication. If the document asks for an explanation, answer through the portal function and form specified there. A REG-31 request in the particular workflow described by GSTN should not be answered by assuming that every suspension uses that form.
- Monitor the outcome. Download the order or status change after submission. If the proceeding ends without cancellation, confirm that the suspension has been lifted and determine whether any returns or other compliance actions are due for the period affected.
Do not treat the suspension itself as a resolution of old tax, interest, penalty or return issues. The eventual order and current rules determine what remains payable or reportable.
How to answer a proposed cancellation notice
Recognise REG-17 and REG-18
The GSTN form list identifies REG-17 as the show-cause notice proposing cancellation and REG-18 as the taxpayer’s reply. The notice should state the allegation, the time allowed and the manner of responding. A notice is not the same as a REG-19 cancellation order; it is the opportunity to correct an error or explain why cancellation should not follow.

Build the reply around the allegation
- Quote the reference and date. Begin with the notice number, GSTIN, legal name and date so the officer can match the reply to the case.
- Answer each allegation separately. State what happened, identify any factual error and explain the corrective action. Avoid a generic statement that the business is genuine without evidence.
- Attach proof. For a return-default allegation, attach filing acknowledgements and payment references. For an address or existence issue, provide the documents that establish possession or use of the premises. For transaction questions, provide reconciliations and source records.
- Correct what can be corrected. If a return, payment or registration amendment is outstanding, complete the permitted action and explain the date and reference. Correction does not guarantee acceptance, but it gives the officer a verifiable result.
- Submit before the printed deadline. The date in the served notice controls your response. Save the portal acknowledgement, uploaded files and a complete copy of the submission.
- Track further communication. An officer may request clarification or pass an order. Check the portal and registered email and download every communication.
Missing the response deadline can leave the officer with the available record. If the allegation is disputed, the amount at stake is material or the deadline has passed, obtain advice from an Indian GST practitioner or tax adviser promptly.
If cancellation has already been ordered
Read the REG-19 order first
REG-19 is identified in the GSTN form list as the order for cancellation. Check the effective date, reason, period covered, directions for returns or payment and whether the order says the action was taken on the officer’s own motion. Those details determine whether revocation is a possible remedy and what must be completed first.
Revocation is different from lifting suspension
When a pending cancellation proceeding ends without cancellation, suspension can be treated as revoked from its original date under Rule 21A. When an officer has already cancelled the registration, the taxpayer may need the separate revocation procedure. GSTN’s form reference identifies REG-21 as the application for revocation of cancellation.
Eligibility and compliance conditions
The CBIC registration rules describe conditions and a response process for revocation, including dealing with unfiled returns and related amounts where return default caused the cancellation. Establish exactly which returns, tax, interest, penalty and late fee the order and current rules require. Upload evidence of payment or filing in the manner requested; do not rely on an informal email to the officer.
Do not assume a universal 30-day deadline
Portal guidance cited for the described REG-21 functionality refers to 30 calendar days. The rules and later amendments can provide a different or extended route in particular circumstances. Use the cancellation order, the current consolidated rules and the live portal instructions to calculate the deadline applicable to your case. If the ordinary period has expired, ask a qualified adviser about the available remedy rather than filing a new application and assuming the old cancellation disappears.

Can you continue business during suspension?
Not by making taxable supplies covered by the suspension. Rule 21A’s prohibition is the decisive point. Pause taxable sales and obtain advice before restructuring a transaction, routing it through another entity or collecting tax. A suspension does not automatically answer questions about exempt supplies, activities outside GST, employment, asset protection or contracts; those questions depend on the facts and should not be used to sidestep the restriction.
Keep the business records intact while operations are paused. You may need them to prove that the registration conditions were met, to reconcile pre-suspension supplies or to satisfy payment and return directions after the case concludes.

| Question | Why the answer changes your next step |
|---|---|
| Does the portal show suspension, a proposed cancellation or a final cancellation? | Suspension calls for compliance while proceedings continue; a proposed cancellation calls for a reply; a final order may call for revocation. |
| Who initiated the action? | Taxpayer-initiated cancellation and officer-initiated cancellation do not have identical remedies. |
| What ground is stated? | The evidence needed for return default, address issues, discontinuance, transfer or another ground will differ. |
| What is the effective date? | It separates transactions and obligations before cancellation from those after it. |
| What deadline is printed? | The served notice or order and current rules, not a generic online article, determine the response date. |
| Which returns and amounts remain outstanding? | Filing and payment may be conditions for resolving a default-based cancellation or revocation. |
| What route is expressly available? | The document may direct a reply, clarification, payment, amendment, revocation application or another process. |
Common mistakes and how to avoid them
Continuing taxable sales because suspension is “only temporary”
Temporary does not mean optional. Rule 21A still prohibits taxable supplies during suspension. Put a written hold on taxable billing and document the date the hold began.
Treating a notice as if cancellation already happened
REG-17 is a proposal. Respond to the allegations and deadline instead of waiting for a REG-19 order.

Using a new GST registration to bypass an old order
A new application does not automatically reverse an existing cancellation or settle prior liabilities. Determine whether REG-21 or another statutory remedy is available.
Relying on an old deadline copied from a website
Deadlines and extensions have changed over time, and portal functionality may apply only to a specific workflow. Calculate the period from the served document and current rules.
Ignoring earlier liabilities after cancellation
Cancellation does not erase tax, interest, penalty, late fee or other amounts that arose before the effective date. Reconcile accounts and follow the order’s directions.

When to obtain professional help
Consider an Indian GST practitioner or tax adviser when the notice alleges fraud or wilful misstatement, the effective date is disputed, several periods are unpaid, input tax credit is substantial, the response deadline has passed, or the officer has already issued a cancellation order. Provide the adviser with the downloaded notice or order, portal acknowledgements, return history, payment challans, ledgers and a timeline. Advice is most useful when the professional can see the exact communication rather than a status screenshot alone.
State and Union Territory considerations
The CGST Act and Rules provide the central framework, while state and Union Territory GST provisions operate alongside it. The jurisdiction shown on the registration and order matters. Before relying on a form description, deadline, extension or appeal route, check the current consolidated central law, the applicable state or Union Territory provisions, the order served to the taxpayer and the live GST portal instructions.
Bottom line
Suspension is the stop-and-respond stage: do not make taxable supplies, examine the allegation and follow the communication while the cancellation question is pending. Cancellation is the order-ending stage: identify its effective date, settle obligations that arose before it and determine whether an officer-initiated cancellation can be challenged through REG-21. The notice or order, current CGST provisions and live portal instructions—not a generic deadline or form list—should control every next step.
