Short answer: A small business in India may still need GST registration. The decision depends on the current law for your state or Union territory, your PAN-wide aggregate turnover, the type and location of supplies, and exceptions such as exclusively exempt supplies. After registration, you generally must file the applicable GST statements even for periods with no transactions. Use the GST Portal and current notifications to confirm your liability and each due date before filing.

Do I need GST registration if my business is small?

Size alone does not decide GST registration. Liability is determined by the Central Goods and Services Tax (CGST) Act, related state or Union territory provisions, notifications, and the facts of your business. The relevant questions include where you supply, what you supply, whether supplies are taxable or exempt, and how much aggregate turnover is generated under the same PAN.

A CBIC FAQ describes aggregate turnover on an all-India, PAN-based basis. That means you should not assess registration only by looking at sales made from one shop, one state, or one business division when other business activities use the same PAN. Inter-state supplies can also affect the analysis. The exact threshold and exceptions must be checked against the current statutory rule for your state or Union territory and supply type.

Older CBIC FAQ material commonly uses examples of a ₹20 lakh general threshold and ₹10 lakh for certain special-category states. Those figures are historical examples in the retrieved FAQ, not a complete or automatically current rule for 2026. Do not rely on them without checking the current CGST Act, applicable state provisions, amendments, and notifications.

What if I sell only exempt products or services?

The older CBIC FAQ states that a person dealing exclusively in exempt supplies is not liable to register. A registered business, however, is still expected to file its required returns even when it deals exclusively in exempt products. Because classification can depend on the precise goods, services, and notification involved, verify the treatment of your supplies before deciding that registration is unnecessary.

Does the same PAN matter when I have several businesses?

Yes. The CBIC FAQ’s aggregate-turnover explanation is PAN-wide and all-India. Add the turnover that the law requires you to aggregate across relevant registrations and business activities using that PAN, then apply the current threshold and exceptions to your actual facts. Keep a written calculation so you can explain how you reached the result.

What turnover counts for GST registration?

For registration purposes, start with the legal definition of aggregate turnover rather than your bank deposits or profit. The CBIC material explains the concept on an all-India basis for a PAN and discusses the relevance of inter-state and exclusively exempt supplies. It does not provide a complete, state-by-state 2026 answer for every business model.

  • Include the turnover that the current law requires across the relevant businesses using the PAN, not just one location.
  • Review inter-state supplies separately; they can change the registration analysis.
  • Identify exempt supplies and confirm whether an exemption removes registration liability in your particular case.
  • Check special rules for your goods, services, e-commerce activity, or other category before relying on a threshold.

If your calculation is close to the applicable limit, obtain a current professional interpretation or written advice. A threshold decision made using an old FAQ can create an effective-date and return-filing problem later.

How do I register for GST?

Applications are made online through the GST Portal. The portal guide places the application at Services > Registration > New Registration. Prepare the information associated with the applicant’s PAN and the state or Union territory before you begin.

  1. Open the GST Portal and choose Services > Registration > New Registration.
  2. Select the taxpayer type and enter the requested state or Union territory and district details.
  3. Provide the legal name exactly as associated with the PAN, together with the PAN and contact details requested by the portal.
  4. Complete the verification step and note the temporary reference details generated by the portal.
  5. Continue the application with the business, promoter or partner, authorised signatory, principal place of business, and other information the form requests.
  6. Upload the supporting documents and complete the portal’s authentication and verification steps.
  7. Submit the application, save the acknowledgement reference number, and monitor the application status on the portal.

The GST Portal guide says a normal taxpayer who applies within 30 days from the date the liability arises generally receives registration effective from that liability date. When the application is filed late, the effective date is generally the date registration is granted. Because the legal date affects invoicing and returns, do not wait for a convenient month if you already know liability has arisen.

What should I check before submitting?

  • The legal name and PAN match the official records.
  • The state, address, and nature of the principal place of business are accurate.
  • The authorised signatory can complete the required verification.
  • Documents are legible and correspond to the business details entered.
  • You have retained the acknowledgement number and copies of the submitted information.

Regular registration versus the composition scheme

Composition is an optional, simplified scheme for qualifying small taxpayers; it is not a way to avoid registration when registration is otherwise required. It comes with important restrictions. A composition taxpayer generally cannot collect GST from customers as a regular tax invoice and cannot claim input tax credit in the way a regular taxpayer does. Inter-state supply and category-specific restrictions also apply.

Feature Regular GST registration Composition scheme
Eligibility Subject to the current registration rules and exceptions. Only for taxpayers meeting current scheme conditions and turnover limits.
Collecting GST from customers Regular tax collection and invoicing rules apply. Restricted; a composition taxpayer generally cannot collect GST as a regular tax.
Input tax credit Available only when statutory conditions are met. Generally not available to the composition taxpayer.
Inter-state supplies Handled under the regular rules. Restrictions apply and must be checked for the taxpayer’s category.
Payments and returns Regular return and payment cycle, including the applicable GSTR forms. Different payment and return mechanics prescribed for the scheme.

The GST Portal welcome kit reports turnover limits of ₹1.5 crore for goods in general, ₹75 lakh in specified states, and ₹50 lakh for service or mixed suppliers. Those figures come from that kit and must be checked against the current law and notifications before you opt in. The retrieved official material is not enough to determine every current eligibility condition, so treat composition as a decision requiring a current category-by-category check rather than an automatic recommendation.

What is the difference between GSTR-1 and GSTR-3B?

GSTR-1: outward-supply details

GSTR-1 is the statement of outward supplies. The GST Portal guide says normal and casual registered taxpayers generally file it, subject to listed exclusions such as composition taxpayers, input service distributors, TDS deductors, TCS collectors, and other specified categories. It can contain supply and invoice details, credit and debit notes, exports, and specified e-commerce transactions.

The portal states: “Form GSTR-1 needs to be filed even if there is no business activity (Nil Return) in the tax period.” Therefore, no sales does not by itself remove the GSTR-1 filing obligation.

GSTR-3B: summary return and tax payment

GSTR-3B is the summary return used to report the relevant tax positions and discharge tax for the period. A nil GSTR-3B is available only when all of the portal’s conditions are met: you have no outward supplies, no inward supplies, and no tax liability for that tax period.

If you had no sales but bought goods or services, made an inward supply, or otherwise have tax liability, do not select nil GSTR-3B merely because revenue was zero. Review the applicable entries and payment requirement instead.

When is my GST return due?

The GST Portal’s standard GSTR-1 dates are shown below. They are standard dates, not a guarantee for every tax period; a government notification can extend a deadline. Check the portal for the exact period and filing frequency assigned to your registration.

Filing pattern Standard GSTR-1 due date What it means
Monthly 11th of the following month The previous month’s outward-supply statement is due on the 11th.
Quarterly 13th of the month after the quarter The quarter’s outward-supply statement is due on the 13th after quarter-end.

GSTR-3B has its own due-date schedule based on your filing frequency and category. Use the due date displayed for your registration and tax period on the GST Portal rather than assuming the GSTR-1 date applies to GSTR-3B.

Can I file GST returns quarterly?

Eligible taxpayers can use the Quarterly Returns and Monthly Payment (QRMP) scheme. Under QRMP, GSTR-1 and GSTR-3B are filed quarterly, while tax dues are paid monthly through a challan.

The GST Portal guidance gives a PAN-based aggregate annual-turnover ceiling of ₹5 crore and lists filing prerequisites. Confirm that your registration, previous returns, and other conditions satisfy the portal’s current eligibility test before selecting QRMP. The ₹5 crore figure is an eligibility ceiling, not a promise that every business below it can opt in.

How do I file a nil return?

Nil GSTR-1

File GSTR-1 even when there was no business activity during the period. The portal’s guide expressly requires a nil filing in that situation for taxpayers who are otherwise required to file GSTR-1.

Nil GSTR-3B

Use the nil option only when there are no outward supplies, no inward supplies, and no tax liability for the period. A zero-sales month with purchases is not a nil GSTR-3B month under the portal’s stated conditions.

A practical month-end check

  1. Reconcile sales invoices, credit notes, debit notes, exports, and relevant e-commerce transactions.
  2. Check purchase and expense records for inward supplies and any tax liability.
  3. Decide separately whether GSTR-1 is nil and whether GSTR-3B meets all three nil conditions.
  4. Review the filing frequency and due date displayed on the GST Portal.
  5. Submit the form, complete verification, and save the acknowledgement.

Common mistakes small businesses should avoid

  • Using an old threshold as a universal rule: historic ₹20 lakh and ₹10 lakh examples do not replace the current state, supply, and notification analysis.
  • Counting only one outlet: aggregate turnover is assessed on the PAN-wide, all-India basis described in the CBIC FAQ.
  • Assuming no sales means no filing: nil GSTR-1 is still required when the taxpayer must file it.
  • Using nil GSTR-3B after making purchases: inward supplies or tax liability can disqualify the nil option.
  • Missing the liability date: a late registration application can make the effective date the grant date rather than the date liability arose.
  • Choosing composition without checking restrictions: confirm current limits, supply restrictions, credit treatment, and payment mechanics first.
  • Relying on a calendar reminder alone: notifications can extend dates, so verify the portal for each period.

What records should I keep for a defensible decision?

Keep the turnover calculation supporting your registration decision, broken down by PAN-linked business activity and location. Retain the classification of taxable and exempt supplies, evidence supporting any inter-state treatment, registration acknowledgement, invoices, credit and debit notes, purchase records, challans, filed forms, and portal acknowledgements. These records let you explain both why registration was required or not required and why a particular return was filed as nil or non-nil.

For a business near a threshold, changing its product mix, adding a new state, or starting inter-state sales, recalculate promptly. The legal answer can change when the facts change, even if the business still feels small.

Where can I get help with filing?

The GST Portal supports online preparation and filing. Its materials also describe GST Suvidha Providers as a route through which third-party applications may help prepare GSTR-1. A provider can assist with data entry or workflow, but it does not replace checking your registration liability, category, records, and due dates against current law. Keep control of your credentials, review every populated figure, and save the final acknowledgement.
