GST Registration Address Proof: Documents Landlords Should Keep on File

If a tenant uses your property as the principal place of business for GST registration, keep a legible copy of the valid rent or lease agreement and at least one document supporting your ownership of the premises. The GST Portal gives a latest property-tax receipt, municipal khata copy and electricity bill as examples of ownership evidence. For some other or shared-property arrangements, the applicant may instead need a consent letter accompanied by ownership evidence from the person giving consent.

These are documents the applicant may have to upload; they are not a universal list that every landlord must supply in every case. The right packet depends on how the premises are occupied, what ownership record you hold and what the live GST Portal accepts when the application is filed.

What a landlord should keep for a tenant’s GST registration

The GST registration guidance for a rented or leased principal place of business pairs two elements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. A valid rent or lease agreement covering the premises used as the business address.
  2. Evidence supporting the lessor’s ownership of those premises.

The official manual describes the combination as “a copy of the valid Rent / Lease Agreement with any document in support of the ownership of the premises of the Lessor like Latest Property Tax Receipt or Municipal Khata copy or copy of Electricity Bill.” The wording is important: the agreement shows the tenant’s right to use the address, while the second document supports the lessor’s connection to the property.

A landlord does not necessarily need to hand over every ownership document in their records. The Portal lists examples, not a rule that all three must be submitted. Give the applicant a clear copy of the relevant document or documents you actually hold, and let the applicant follow the current upload fields and instructions.

The core file set

  • A signed, current rent or lease agreement that identifies the property address and the parties.
  • A recent property-tax receipt, municipal khata copy or electricity bill that supports ownership of the premises.
  • Copies that are readable when opened and scanned or photographed without missing pages.

The GST materials reviewed do not establish that one of the three ownership examples is universally preferred. A property-tax receipt may be the most direct record available to one owner; another may have a municipal khata copy or an electricity bill. The useful test is whether the document supports ownership, identifies the same premises and can be uploaded within the Portal’s current file constraints.

Which packet applies to the premises?

Start with the occupancy arrangement, not with a preferred document. The Portal’s guidance separates rented or leased premises from other arrangements, including shared properties.

Premises arrangement Documents the Portal identifies Landlord or consenter’s practical preparation
Rented or leased premises Valid rent or lease agreement plus ownership evidence for the lessor Keep the agreement and a legible copy of the applicable ownership record together.
Premises not covered by the other categories Consent letter plus ownership evidence for the person giving consent Keep a signed consent letter and the consenter’s ownership evidence available to the applicant.
Shared property The Portal says the same consent-letter and ownership-evidence documents may be uploaded for shared properties Make sure the consent and ownership records identify the property and the person giving consent.

This table describes the Portal’s registration-document routes, not a determination of tenancy rights, title or state property law. If the occupancy arrangement is unusual, the applicant should check the current GST instructions or obtain qualified local advice rather than forcing it into the wrong category.

Ownership evidence landlords commonly use

Latest property-tax receipt

A latest property-tax receipt is one of the Portal’s named examples. Keep the version that most clearly identifies the property and the person or account associated with it. “Latest” is a relative filing-time description, so avoid assuming that an old receipt will always satisfy an officer or a changed Portal workflow.

Municipal khata copy

A municipal khata copy is another named example of ownership support. Preserve all pages needed to show the relevant address and ownership details. If the document uses local terminology or abbreviations, do not alter the copy; instead, provide a clear scan and allow the applicant to enter the address consistently in the registration form.

Electricity bill

The GST manual and checklist also identify a copy of an electricity bill as an example. Use a bill that is sufficiently legible to connect the premises with the ownership evidence. An electricity bill can contain account, service and address information that is sensitive, so share it through a secure channel and provide only the copy needed for the registration purpose.

What if you hold more than one document?

Having several records does not mean the applicant must upload every one. Compare them for consistency:

  • Does the address describe the same unit, building or premises?
  • Is the name of the lessor or owner readable?
  • Are the pages complete and free from cropping or glare?
  • Does the agreement identify the tenant and the address in a compatible way?

If one document has a shortened address and another has the full address, tell the applicant before filing so the application can explain the difference if the Portal requests clarification. Do not edit an official record to make the wording match.

When a consent letter is the relevant document

For premises not covered by the Portal’s other categories, the guidance describes a consent-letter route. It calls for a consent letter accompanied by ownership evidence for the person giving consent. The same documents may be uploaded for shared properties.

What the landlord or consenter should prepare

  • A signed consent letter that identifies the premises and the business applicant.
  • Ownership evidence for the person giving consent, such as the Portal’s listed property-tax receipt, municipal khata copy or electricity bill.
  • A clear copy of each page, kept together so the applicant can upload the set in the appropriate field.

The official guidance does not prescribe a single universal consent-letter wording in the material considered here. Do not assume that a generic letter guarantees approval. The applicant should use the current Portal instructions and include any details the live form requests.

How the applicant uploads the landlord’s documents

Landlords do not normally complete the tenant’s GST registration upload themselves, but preparing files in advance prevents avoidable delays. The checklist identifies JPG and PDF as accepted formats and indicates that size limits vary by document type. The registration manual says that multiple documents can be combined into one file when necessary, with the indicated “Others” and “Legal Ownership document” options used where applicable.

  1. Scan or photograph the originals. Capture every relevant page at a resolution that makes names, dates and addresses readable. Avoid shadows, cut-off edges and reflections.
  2. Choose JPG or PDF. Use the format shown for the relevant field on the live Portal. Do not rely on an old saved checklist for current limits.
  3. Check the file size. The checklist’s limits vary by document type. Before the applicant submits, confirm the current limit displayed by the Portal.
  4. Combine related pages when required. If the field allows one attachment but the packet has several pages, combine them into a single PDF or other accepted file as the manual instructs.
  5. Select the correct document category. The manual refers to “Others” and “Legal Ownership document” for the combined ownership packet where indicated. Follow the labels actually displayed in the current interface.
  6. Open the final file. Check that it is not password-protected, corrupted, blank or out of order. A file that exists on the computer but cannot be opened by the Portal is not a usable proof.

Because the checklist available for this guidance predates October 2026 by roughly ten months, treat its file-size and interface details as operational instructions to recheck, not permanent specifications. The current GST Portal screen at filing time controls.

A landlord’s file-preparation checklist

Use this checklist before sending anything to a tenant or registration professional:

  • Agreement: The copy covers the address being registered and is valid for the filing period.
  • Ownership record: At least one relevant property-tax receipt, municipal khata copy or electricity bill is available.
  • Address consistency: The address can be read on both the agreement and ownership evidence.
  • Names: The lessor or owner’s name is legible and can be explained if it differs from a property manager’s name.
  • Completeness: No page, signature, seal or relevant reverse side is missing.
  • File quality: The scan is readable at normal screen size and does not contain accidental blank pages.
  • Format and size: The applicant has checked the live Portal’s accepted format and size for the chosen field.
  • Privacy: Copies are transmitted securely and retained only in places the owner controls.
  • Arrangement: If the premises are shared or fall outside the rented/leased category, a consent letter and the consenter’s ownership evidence are ready.

Common problems and how to resolve them

The lease and ownership document show different addresses

Check whether the difference is only a formatting issue, such as a missing floor, unit number or locality abbreviation. If it identifies a genuinely different property, do not submit it as if it were the same premises. Obtain the appropriate record or ask the applicant to clarify the premises arrangement before filing.

The applicant asks for all three ownership examples

The Portal’s examples are alternatives, not a statement that every landlord must provide a property-tax receipt, khata copy and electricity bill together. Supply the relevant ownership evidence you hold. The applicant should follow the current field instructions and respond to any specific clarification request.

The scan is too large

Do not remove pages that establish the address or ownership merely to reduce size. Rescan at a practical resolution, remove unnecessary blank pages, or combine the pages using the format and size permitted by the live Portal. Confirm that the resulting file remains readable.

The landlord is not the name shown on the bill

Do not rewrite the bill or obscure the name. Explain the relationship to the applicant and seek the current Portal’s instructions for the particular arrangement. If the person giving consent is different from the person named in the ownership evidence, the consent-letter route may require additional clarification.

The Portal rejects an otherwise valid-looking file

Check the extension, size, password protection, page orientation and file integrity first. Portal labels and limits can change, so compare the error with the current on-screen instructions rather than relying on an older checklist. If the issue is substantive, the applicant should use the Portal’s support or clarification process.

How long should a landlord keep the records?

The official registration materials reviewed do not state a universal period for a landlord to retain the rent or lease agreement, ownership evidence or consent letter for this purpose. Do not advertise a GST-specific retention deadline that the Portal does not provide.

A practical recordkeeping policy is still sensible: keep the signed agreement, the copy supplied for registration and the ownership evidence in an organized folder for as long as they are relevant to the tenancy and any ordinary legal, accounting or property-record needs that apply to you. The appropriate period can depend on the lease, disputes, local law, tax advice and other obligations unrelated to the GST upload. Ask a qualified adviser about those separate requirements if a tenancy is disputed, terminated early or involved in a compliance matter.

What these documents do—and do not—prove

The packet supports the applicant’s declaration of the principal place of business under the GST registration process. It does not, by itself, settle title disputes, validate every tenancy term, establish a state-specific property-law right or guarantee that the application will be approved.

Approval can depend on the complete application, the category selected, the information entered and any clarification requested by the authorities. A landlord’s job is to provide accurate, readable records for the premises and to avoid altering or overstating what a document proves.

Best way to hand the packet to a tenant

  1. Confirm which premises address the tenant will register.
  2. Send a copy of the valid agreement and the most relevant ownership evidence in a clearly named folder.
  3. If the arrangement is shared or otherwise outside the rented/leased category, include the signed consent letter and the consenter’s ownership evidence.
  4. Tell the tenant that the GST Portal’s current upload format, size and field labels control at the time of filing.
  5. Keep your own original records and a note of what copy was supplied.

This approach gives the applicant the evidence identified by the GST Portal without implying that every landlord must produce every possible document or that any single document guarantees registration.
