GST-registered or unregistered: which option makes sense for a small business?

For an Australian small business below the compulsory GST threshold, registration is usually a choice—not an automatic advantage. Staying unregistered can mean simpler pricing and less reporting. Registering can allow eligible GST credits on business purchases, but it also means accounting for GST on taxable sales and lodging business activity statements (BAS).

The sensible option depends on your GST turnover, whether your customers are businesses or consumers, how much GST is included in your eligible expenses, your pricing model and your ability to keep reliable records. First establish whether registration is legally required; only then compare the voluntary choice.

Start with the legal test: GST turnover, not profit

The Australian Taxation Office (ATO) generally requires an enterprise to register for GST when its GST turnover is $75,000 or more. GST turnover is not your profit, taxable income or necessarily the sales total for a calendar or financial year.

Current GST turnover

The current-turnover test adds sales for the current month to sales for the preceding 11 months. In other words, it is a rolling 12-month measure. A large month can push the rolling total over the threshold even when your annual accounts do not look unusual.

Projected GST turnover

The projected-turnover test adds the current month to the next 11 months. It asks whether your reasonable expectation is that the enterprise will reach $75,000 over that forward period. The ATO says a business whose current turnover reaches the threshold may not have to register when its projected turnover is below the threshold, unless a special rule applies. Keep written support for a forecast that you rely on, such as signed contracts, known cancellations and realistic capacity assumptions.

Special cases that override the ordinary choice

Registration is not simply optional in these situations:

  • Passenger taxi or limousine travel, including ride-sourcing, requires registration regardless of turnover.
  • A business that wants to claim fuel tax credits must register.
  • A new enterprise expected to reach the general threshold in its first year must register.
  • A non-profit organisation has a separate $150,000 GST-turnover threshold.

If any exception applies, do not treat a low current sales figure as permission to remain unregistered. Check the ATO’s current registration instructions or obtain advice from a registered tax or BAS agent.

What changes when you register

You account for GST on taxable sales

GST is 10% on most goods and services sold in Australia. A registered business generally includes GST in the price of taxable sales, records the GST collected and reports it through its BAS. Whether you show a separate GST line on an invoice or quote a GST-inclusive price, the total amount and the tax treatment need to be clear to the customer.

An unregistered business cannot charge GST as GST and cannot claim GST credits. If you are not registered, amounts paid to suppliers are simply part of your business costs for your normal accounting and income-tax purposes; they are not recoverable GST credits.

You may claim eligible GST credits

Registration can allow a credit for GST included in an eligible business purchase. The purchase must satisfy the applicable requirements, the expense must have a business connection and any private or other non-creditable use must be excluded. You generally need a valid tax invoice or other required evidence. Registration does not turn every receipt, vehicle cost, subscription or household bill into a credit.

You lodge BAS and retain records

A registered business must keep records that separate GST on sales from GST on purchases and lodge BAS accurately and on time. You may need to correct errors, apportion mixed business and private use, and retain invoices and other supporting documents. The ATO notes that accounting software can make sales and expense accounting easier, but software is not a condition of registration and does not replace sound records.

Unregistered or registered: the practical comparison

Decision factor Remaining unregistered Registering for GST
Legal status Available when turnover is below the compulsory threshold and no special rule applies. Mandatory at the applicable threshold or under an exception; voluntary below it.
Sales Do not charge or identify GST as GST. Account for GST on taxable sales, generally at 10%.
Purchases No GST credits. Eligible GST credits may be claimed when conditions and evidence requirements are met.
Reporting No GST BAS reporting solely because of GST. Lodge BAS and maintain GST records for the registration period.
Customer impact Prices may be simpler for consumers, but there is no GST for a GST-registered business customer to claim. Price presentation and competitiveness depend on whether customers can claim credits and on your agreed pricing.
Commitment No voluntary-registration minimum period. A voluntary registrant generally must stay registered for at least 12 months.

When staying unregistered can make sense

You sell mainly to private consumers

Consumers generally cannot claim GST credits. If your market compares the final amount they pay, adding GST to a quote can make the price look higher unless you absorb the tax. Staying unregistered may let you quote a straightforward final price while your turnover remains below the compulsory threshold. That is a commercial effect, not a guarantee that registration would reduce demand; your competitors, margins and contract terms still matter.

Your GST-bearing expenses are modest

If most of your costs are wages, rent or other items with little or no GST, the pool of potential credits may be small. Compare the credits you could legitimately claim with the time and professional cost of preparing BAS and maintaining GST records. Use actual invoices rather than a rough percentage of turnover.

Your sales are irregular and forecasts remain below the threshold

A seasonal business can have a strong month without a continuing obligation to register if its forward 11-month projection is genuinely below $75,000 and no exception applies. Review the rolling tests whenever contracts, pricing or capacity change; do not rely on a once-a-year profit review.

You need the simplest possible administration

Remaining unregistered avoids GST coding on every sale and purchase and avoids BAS obligations that arise from GST registration. This is valuable only while you are entitled to remain unregistered. Failing to register after an obligation arises can create tax, interest and correction work.

When voluntary registration may make sense

Your customers are GST-registered businesses

Business customers that are themselves registered may be able to claim GST credits on taxable purchases. A GST-inclusive invoice can therefore be commercially workable, especially where contracts are written on a “plus GST” basis or where customers compare the pre-GST amount. Confirm how each customer’s contract and accounting system handles GST; do not assume every business customer will accept a higher cash price.

You have substantial eligible purchases

Equipment, stock, commercial services and other inputs may contain GST. Registration can make the GST component recoverable when the purchase is for a creditable purpose and you hold the required invoice. Work through the invoices you actually expect to receive, remove private or exempt portions and account for timing. A large one-off purchase does not automatically make registration worthwhile if future sales are mainly to price-sensitive consumers.

You expect to cross the threshold soon

Voluntary registration can make the transition less abrupt when reliable contracts or growth plans indicate that compulsory registration is approaching. You can establish GST-inclusive pricing, invoice practices and bookkeeping before the threshold is breached. If the expectation becomes a legal obligation, the ATO guidance says to register within 21 days of the relevant obligation arising; check the current instructions for the precise start date and process.

You need a registration for a special business reason

Fuel tax credit claims and passenger taxi, limousine or ride-sourcing operations are examples where the ordinary below-threshold choice does not apply. Treat the underlying rule as the reason for registration, not as an optional tax strategy.

How GST affects your pricing

GST-inclusive pricing

Suppose a taxable service is advertised at $1,100 GST-inclusive. The amount attributable to GST is $100 and the pre-GST sale value is $1,000. A registered business reports the GST component; an unregistered business must not describe any part of that price as GST. If your existing consumer price is $1,100 and you register without changing it, the GST may come out of your margin rather than being added to the customer’s bill.

“Plus GST” contracts

A business-to-business agreement may state a pre-GST fee and add GST when the supplier is registered. That arrangement can preserve the supplier’s intended pre-GST revenue, but only if the contract permits it and the customer understands the final amount. Review existing quotes and recurring invoices before registering; a unilateral 10% increase can breach a fixed-price agreement.

Input-taxed and GST-free sales

Not every sale is taxable, and not every purchase produces a credit. The GST treatment of a particular supply can depend on its type and use. Keep the analysis at transaction level rather than applying a blanket “10% to everything” rule.

Make the purchase-credit calculation defensible

  1. List the business purchases you expect during the next 12 months.
  2. Identify the GST actually included in each price from valid tax invoices or other accepted records.
  3. Remove personal, private and other non-creditable portions and apportion mixed-use costs.
  4. Compare the resulting eligible credits with the administration, BAS preparation and any accounting fees.
  5. Allow for credits on purchases to be reported through the BAS process rather than treating them as an instant cash discount at checkout.

Keep invoices in a retrievable system and make sure the legal entity named on the document matches the registered business where required. If an invoice is missing or an expense is partly private, delay the claim until the evidence and apportionment are correct.

Prepare and lodge each BAS

At each reporting date, total GST on taxable sales, identify eligible purchase credits, check adjustments and lodge the BAS by the assigned due date. Keep a calendar for lodgment and payment. A BAS that reports no net amount can still be required while the registration remains active.

Protect cash flow

GST collected from customers is not ordinary business income available for unrestricted spending. Set aside the amount needed for the BAS liability, while recognising that eligible credits may reduce the net amount. Forecast periods with high sales and low purchases so the tax component is available when due.

Monitor turnover continuously

Review both the current and projected GST-turnover tests at least monthly when sales are growing, seasonal or contract-based. Track invoices issued, not just bank deposits, and document cancellations, refunds and changes in expected contracts. A dashboard showing the rolling 12-month total and the forward 12-month forecast is more useful than an annual profit report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the compulsory obligation arises, the ATO guidance cites a 21-day registration timeframe. Because the exact effective date can depend on the event that created the obligation, confirm it in the current ATO instructions or with a registered adviser.

How cancellation works

The ATO says a business may choose to cancel its GST registration when its turnover is below the compulsory threshold, subject to exceptions. Voluntary registrants generally need to remain registered for at least 12 months before ordinary cancellation can be considered.

Cancellation is required within 21 days after specified events, including selling or closing the business or changing its business structure. The cancellation does not erase obligations for the period in which you were registered: complete outstanding BAS, account for final adjustments and retain records. Confirm the effective cancellation date and any final reporting requirements before stopping GST codes on your books.

A decision process for the owner

  1. Check the rule. Calculate current and projected GST turnover and test taxi or limousine work, ride-sourcing, fuel tax credits, new-business forecasts and the non-profit threshold.
  2. Map customers. Separate GST-registered business customers from consumers and review whether contracts are GST-inclusive, “plus GST” or fixed-price.
  3. Model purchases. Use real supplier invoices to estimate eligible GST credits after private-use and other exclusions.
  4. Cost administration. Include bookkeeping time, BAS preparation, adviser fees, record storage and cash-flow management.
  5. Apply the time horizon. If registering voluntarily, plan on at least 12 months of registration and the reporting that comes with it.
  6. Choose and document. Record why the choice fits your pricing, customers and forecast, then revisit it whenever turnover or business structure changes.

There is no universal “best” status. Below the compulsory threshold and outside the exceptions, an unregistered status often suits a consumer-facing microbusiness with limited GST-bearing costs and a strong need for simple administration. Voluntary registration becomes more plausible when customers can claim credits, eligible purchases are material, or growth makes compulsory registration likely—but only after the 10% sales accounting and BAS workload are included in the numbers.
