A GST refund “rejection” can mean three different things. FORM GST RFD-03 is a deficiency communication that requires a corrected application; FORM GST RFD-08 is a notice proposing rejection and requires an RFD-09 reply within 15 days of receipt; FORM GST RFD-06 is the reasoned order that allows or rejects the claim. Identify the form first, then match your correction or reply to the stated defect and your refund category. The governing provisions are on the CBIC refund-rules page.
Start by identifying the form and procedural stage
Do not treat every unfavourable message as a final rejection. The Central Board of Indirect Taxes and Customs (CBIC) rules separate completeness checks, proposed rejection and the final decision.

| Form | What it means | What you should do | What happens next |
|---|---|---|---|
| RFD-02 | Acknowledgement that a non-cash-ledger application is complete at scrutiny stage. | Keep the acknowledgement and monitor the application. | The claim proceeds to processing under the applicable rule. |
| RFD-03 | Deficiency memo: the officer found defects in completeness or filing. | Correct the listed deficiencies and file a fresh refund application as required. | The deficient application is not converted into a merits order merely by receiving this memo. |
| RFD-08 | Reasoned show-cause notice stating that all or part of the claim may be inadmissible or not payable. | Submit FORM RFD-09 within 15 days after receipt, answering every reason with claim-specific evidence. | The officer considers the reply and gives an RFD-06 order. A hearing must be reasonably offered before rejection. |
| RFD-06 | Final order allowing or rejecting the refund, in whole or in part. | Check the findings, amount, re-credit treatment and the current appeal provisions applicable to your case. | The order controls unless corrected or successfully challenged through the route available for your facts. |
CBIC’s Rule 92(3) wording states: “Provided that no application for refund shall be rejected without giving the applicant a reasonable opportunity of being heard.” Read the current rule text at CBIC’s official refund-rules page before relying on a procedural deadline or remedy.
If you received RFD-03: correct the deficiency, do not argue a final rejection
RFD-03 is used when the officer finds deficiencies in the application. The rule requires the applicant to file a refund application after rectifying them. It is therefore a completeness stage, not the same as an RFD-06 merits rejection.

Work through the memo line by line
- Copy each objection into a working list. Preserve the wording, document reference and period mentioned in the memo.
- Classify the defect. Mark it as missing data, incorrect period, unsupported invoice, calculation error, eligibility issue or another category stated by the officer.
- Correct the source records first. Reconcile invoices, returns, electronic ledgers, export or SEZ evidence and payment records before preparing the new application.
- Prepare a replacement application. The rules describe filing an application after rectification; do not assume that uploading an informal explanation alone reactivates the deficient application.
- Keep an audit trail. Retain the memo, corrected schedules, workings and proof of the subsequent filing.
A deficiency memo does not establish that the underlying refund ground is legally unavailable. It tells you that the submitted application was incomplete or defective in the respects listed.
If you received RFD-08: build a complete RFD-09 reply
An RFD-08 is a proposed rejection notice. The statutory reply period supported by the CBIC rule is 15 days from receipt. Calculate that period from the date you can evidence as receipt, and submit the reply in the prescribed form and channel. If the notice proposes only partial rejection, address the disputed portion separately from the amount you accept.
Use a reason-by-reason response matrix
| Notice objection | Your response should contain | Typical supporting records |
|---|---|---|
| Applicant, period or refund ground is incorrect | State why the claimant is entitled, identify the statutory ground and explain the relevant tax period. | Registration details, invoices, returns, contracts, payment or export/SEZ records applicable to that ground. |
| Invoice or return mismatch | List the disputed invoice numbers and dates, show the values in the claim and source records, and explain any timing or amendment difference. | Tax invoices, amended invoices, return extracts, invoice statement and reconciliation. |
| Missing export-of-services evidence | Identify each exported service invoice and connect it to the required receipt evidence. | Relevant Bank Realization Certificates (BRCs) or Foreign Inward Remittance Certificates (FIRCs), invoices and contract or agreement records. |
| SEZ supply not established | Demonstrate that the supply was made to an SEZ unit or developer and that the required endorsement exists. | Invoices, shipping or supply records and relevant SEZ endorsement evidence. |
| Unutilized ITC amount or formula challenged | Show the category eligibility, relevant period, each formula input and the ledger debit, then reconcile the claimed amount. | Electronic credit ledger, eligible purchase invoices, return data, turnover schedules and calculation sheet. |
| Unjust-enrichment document missing or defective | Explain whether the statutory declaration, certificate or an exception applies and provide the correct document. | Declaration for claims up to ₹2 lakh where required, or Annex 2 certificate from a chartered accountant or cost accountant for larger claims, subject to the stated exceptions. |
Draft the reply so the officer can verify it
- Identify the notice. State the RFD-08 reference, date received, claimant, refund period, category and amount claimed.
- Answer in the notice’s order. Use numbered headings matching each proposed-rejection reason.
- Give a conclusion for each point. Say whether the objection is factually incorrect, already rectified, supported by an exception or accepted in whole or part.
- Cross-reference evidence. Name the file or schedule and the exact invoice, return line, ledger entry or certificate that proves the point.
- Reconcile totals. Show claimed amount, amount supported by records, any amount conceded and the final amount requested.
- Request a hearing when clarification is needed. The rules require a reasonable opportunity of being heard before rejection; a hearing request does not replace the written reply.
- Submit before the 15-day period expires. Preserve the submission acknowledgement and the complete reply package.
Do not send an undifferentiated document bundle. A large attachment that does not answer the notice’s specific reasons makes verification harder and may leave the objection unresolved.

1. Wrong refund ground, claimant or period
Rule 89 uses different conditions for exports of goods, exports of services, supplies to SEZ units or developers, deemed exports, order-based refunds and specified unutilized ITC claims. Confirm that the applicant is the person entitled to claim under the chosen ground. Then check that the refund period matches the invoices, returns, payment evidence and export or SEZ records. A correct document attached to the wrong category or period will not cure an eligibility mismatch.
2. Missing ground-specific evidence
Evidence is not interchangeable across categories. Export-of-services claims use invoice information with relevant BRCs or FIRCs. SEZ claims require relevant endorsement evidence. Other grounds call for their own records. Make an evidence index that states the document, date, amount, document number and the Rule 89 requirement it satisfies.
3. Invoice and return-data mismatch
Compare invoice numbers, dates, taxable values and tax amounts in the refund statement with source invoices and the relevant returns. Investigate amended invoices, credit notes, duplicate entries, period cut-offs and typographical differences. Rule 89’s requirement for invoice-level information in specified unutilized ITC claims means that a reconciliation should be prepared before filing, not after a notice arrives. A mismatch is a problem to explain and verify; the available rule text does not establish that every mismatch automatically makes a claim ineligible.

4. Formula input or category error
The formula in Rule 89 applies to a specific unutilized ITC category, not to every GST refund. First establish that the claim is for unutilized ITC arising because the tax rate on inputs is higher than the rate on output supplies, excluding nil-rated or fully exempt supplies as described on the CBIC page. Only then test the formula inputs and definitions.

5. Unjust-enrichment declaration or certificate problem
For claims not exceeding ₹2 lakh, the rule describes a specified declaration unless an exception applies. For claims above ₹2 lakh, it describes an Annex 2 certificate issued by a chartered accountant or cost accountant, again subject to stated exceptions. Check the exception before treating either document as universally mandatory. Ensure that the document identifies the correct claimant, period and amount and is signed and dated as required.
6. Incomplete RFD-08 response
A reply that merely repeats “the claim is eligible” does not address a reasoned notice. Match every paragraph of the notice to a factual answer and evidence. If an amount is not supportable, identify it explicitly rather than allowing an unexplained difference to undermine the supported portion.
Understand the Rule 89 formula before checking arithmetic
For the specified unutilized ITC claim described above, the CBIC page states this maximum-refund formula:
Maximum refund = (Turnover of zero-rated supply of goods + Turnover of zero-rated supply of services) × Net ITC ÷ Adjusted Total Turnover

For this category, the page defines Net ITC as ITC availed on inputs and input services during the relevant period. The relevant period is the period for which the claim is filed. The turnover and adjusted-total-turnover definitions also contain category-specific inclusions and exclusions. Verify the current consolidated rule and definitions before applying the equation.
Arithmetic checklist
- Confirm that the refund category actually uses this formula.
- Use one consistent relevant period for invoices, returns, ledger data and turnover.
- Tie Net ITC to eligible input and input-service invoices and the electronic credit ledger.
- Separate zero-rated goods turnover from zero-rated services turnover and retain the underlying schedules.
- Test the adjusted-total-turnover definition, including any exclusions applicable to the claim.
- Reconcile the resulting maximum with the amount debited from the electronic credit ledger and the amount requested in RFD-01.
Do not apply this equation indiscriminately to export, SEZ, deemed-export, order-based or other refund grounds.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What happens to the electronic credit ledger
For an ITC refund, the rules require the applicant to debit the electronic credit ledger by the amount claimed. If deficiencies are communicated, the amount debited is re-credited. Where an amount is rejected fully or partly, the rejected portion is re-credited by an order in FORM GST PMT-03 in the circumstances set out by Rule 93.
Rule 93 also explains that a refund is deemed rejected if an appeal is finally rejected or if the claimant gives the proper officer a written undertaking that no appeal will be filed. The rule does not justify promising an automatic payment or re-credit date. Track the order, the amount rejected, the PMT-03 reference and the ledger balance, and raise a discrepancy through the applicable GST process if the recorded treatment does not match the order.

If RFD-06 finally rejects all or part of the claim
Read the RFD-06 findings rather than relying on the earlier notice alone. Confirm:
- which refund ground and period the order decided;
- which objections were accepted or rejected;
- the amount allowed, rejected and any amount conceded;
- whether the order records the hearing opportunity and considers your RFD-09 reply;
- how the rejected ITC portion is to be re-credited, including any PMT-03 order; and
- the appeal authority, limitation period and filing requirements that apply to your jurisdiction and facts.
The material cited here does not establish one universal appeal deadline or route for every GST refund order. Check the current CGST Rules, applicable state rules, notifications and the specific order before deciding whether to appeal. A final order should not be treated as an RFD-03 that can simply be replaced with another application.
A prevention checklist for the next refund application
- Select the correct Rule 89 ground. Record why the claimant, transaction type and period satisfy that ground.
- Set the period boundary. Freeze the invoice, return, payment, export or SEZ evidence included in the claim.
- Build a document index. Map each requirement to a named file, invoice or certificate.
- Reconcile before submission. Compare invoices, returns, ledgers, turnover schedules and the amount claimed.
- Test the formula only when applicable. Document every input and definition used.
- Check unjust-enrichment requirements and exceptions. Obtain the correct declaration or professional certificate where required.
- Retain proof of debit and filing. Keep the electronic credit ledger debit, application acknowledgement and uploaded schedules.
- Monitor notices daily during processing. An RFD-08 starts a 15-day reply period from receipt.
- Preserve the complete record. Store RFD-03, RFD-08, RFD-09, RFD-06, PMT-03 and all supporting evidence together.
When a GST practitioner is worth engaging
Professional review is particularly useful when the notice disputes eligibility rather than a simple missing attachment; when export, SEZ or deemed-export evidence spans multiple periods; when the formula inputs are contested; when unjust-enrichment exceptions are involved; or when an RFD-06 order requires an appeal decision. Give the practitioner the notice or order, the filed application, reconciliation, ledger extracts and every supporting record. Ask for a written issue list that distinguishes a deficiency, an evidentiary gap, an arithmetic error and a legal eligibility dispute.
