GST on Courier, Freight and Last-Mile Delivery in India (2026): Rates, Liability, Place of Supply and Records

There is no single “last-mile GST rate” in India. A parcel courier, a goods transport agency (GTA), another road transporter and a qualifying multimodal operator can fall under different entries, rates and liability rules. The CBIC rate schedule lists postal and courier services at 18% total GST (9% CGST + 9% SGST for an intra-State supply). GTA services have separate 5% and 12% options subject to the GTA’s election and conditions. Some other road transport is exempt, while qualifying multimodal transport is listed at 12%.

To determine the correct treatment, identify the service actually supplied, the legal supplier, the route and destination, the recipient’s registration status, who must pay the tax, and the documents supporting the movement. “Freight,” “delivery charge” or “last-mile” on an invoice does not decide the classification.

The rate map: courier, GTA, other transport and multimodal services

The CBIC GST rate schedule listed the following rates on 13 October 2026. “Total” means the combined rate; for an intra-State supply that is generally split between CGST and SGST, while an inter-State supply uses IGST at the corresponding total rate.

Service category Rate shown in the schedule Conditions and cautions
Postal and courier services (heading 9968) 18% total (9% CGST + 9% SGST for intra-State supplies) Use this only when the contracted service is actually postal or courier service. Determine whether the supply is intra-State or inter-State before selecting the tax head.
Goods transport agency (GTA) 5% total where the GTA does not exercise the option to pay tax itself; the schedule also lists 5% or 12% total where it does exercise the option The option, notification conditions and input-tax-credit (ITC) treatment matter. The 5% option includes an ITC restriction described in the schedule.
Other goods transport services The schedule lists 18% for specified services outside the separately listed categories Mode and precise statutory category must be checked. A road transporter that is neither a GTA nor a courier agency can fall under a separate exemption entry.
Qualifying multimodal transport of goods 12% total Requires at least two modes, a multimodal transporter contracting as principal and assuming responsibility, and transport from one place in India to another.

These are tax rates, not industry averages or delivery-cost statistics. Rate entries, exemptions and notifications can change, so confirm the current CBIC schedule and the governing notification when preparing a return or issuing an invoice.

Why “last-mile delivery” is not a GST category

Last-mile describes the operational leg from a depot, fulfilment centre or local hub to the recipient. GST classifies the legal supply, not the logistics team’s internal label. A courier agency may collect and deliver individual parcels under a courier contract. A GTA may undertake road transport of goods under a consignment arrangement. A merchant may contract a transporter directly, or an electronic marketplace may arrange delivery while a separate carrier performs it.

Those arrangements can differ in rate, who is liable for tax, place of supply, ITC conditions and documentation. Start with the written contract, service description and invoice rather than assuming that every delivery partner is a GTA or that every platform-collected delivery fee is taxed in the same way.

Classify the service before calculating GST

Postal or courier service

Courier services are expressly listed in heading 9968 at 18% total GST. The classification should match what the supplier undertakes: receiving, handling and transporting consignments as a courier or postal service. A business should not apply the courier entry merely because a road vehicle is used for the final leg. Review the supplier’s agreement, service licence or business description, consignment terms and invoice wording together.

Goods transport agency

A GTA is a distinct category from a courier agency. The rate schedule gives a GTA choices that depend on whether it exercises the applicable option to pay tax itself and on the conditions attached to that option. One listed outcome is 5% total where the GTA does not exercise the option to pay itself. Where the GTA does exercise the option, the schedule lists 5% or 12% total alternatives with different conditions and ITC treatment.

Consequently, the reader question “Whether 5% GST applicable to the Transport service provider is to be charged on the total freight amount bill?” cannot be answered from the words “transport service provider” alone. Confirm that the supplier is a GTA, establish which option it has exercised for the relevant period, and check the applicable notification conditions. A single freight amount does not convert a courier or another transporter into a GTA.

Other road transport and exemptions

The exemption schedule covers road transport of goods other than services of a GTA or courier agency. That is a narrow carve-out, not a blanket exemption for every truck, van or delivery rider. If the arrangement is outside the GTA and courier categories, identify the exact service entry and mode before applying either the 18% entry for other specified goods transport or an exemption.

Multimodal transport

The 12% entry applies to qualifying multimodal transport of goods. The definition requires at least two modes, a multimodal transporter contracting as principal and assuming responsibility for the movement, and transport from one place in India to another. A broker or agent that merely arranges separate legs may not satisfy those conditions. A shipment using road and rail is not automatically multimodal transport under this entry; the contractual role and responsibility must also fit the definition.

Who is responsible for paying GST?

Liability follows the statutory rule for the service and the facts of the transaction, not simply the party that collects money. For a GTA, the rate schedule and applicable provisions can make the GTA’s election decisive. The GTA invoice rules also require the GSTIN of the person liable to pay tax—whether that is the consignor, consignee or GTA—to be shown with the other prescribed particulars.

For a courier, identify the courier supplier and apply the courier entry after determining the place of supply. For another transporter, determine whether an exemption, a specified rate or another liability mechanism applies. Keep the contract and tax position aligned: if the agreement says one entity supplies transport but the invoice is issued by another, document the agency or subcontracting arrangement and obtain advice before filing.

E-commerce operators: section 9(5) is limited

Section 9(5) of the CGST Act allows the Government to notify services supplied through an electronic commerce operator for which the operator pays GST as though it were the supplier. The rule is therefore notification-specific. The mere fact that a customer booked delivery through an app or that the platform collected the charge does not, by itself, transfer liability to the operator.

Check the current section 9(5) notification and map it to the actual service, supplier and contractual flow. Keep that analysis separate from section 52 TCS. TCS concerns collection on taxable supplies routed through an operator under its own conditions; section 9(5) makes the operator liable for a notified service. The two mechanisms should not be combined or used interchangeably, and a TCS percentage should not be quoted without checking the current law.

Place of supply: recipient, handover point and destination

Place of supply determines whether the supply is intra-State or inter-State and therefore which tax head applies. The IGST Act has specific rules for transportation of goods by mail or courier:

“The place of supply of services by way of transportation of goods, including by mail or courier to, (a) a registered person, shall be the location of such person; (b) a person other than a registered person, shall be the location at which such goods are handed over for their transportation.”

That statutory rule means a courier should first establish whether the customer is registered. For a registered recipient, use the recipient’s location. For an unregistered recipient, use the location where the goods are handed over for transportation. The Act also contains a proviso for goods transported to a place outside India: the place of supply is the destination.

For transportation of goods other than by mail or courier, the statute states that the place of supply is the destination of the goods. Do not transfer the courier rule mechanically to a GTA or another goods transporter.

Shipments ending outside India

CBIC Circular 184/16/2022-GST addresses a case in which both supplier and recipient are in India but the goods are transported to a foreign destination. For the circumstances covered by that circular, the place of supply is the foreign destination and the service is inter-State, so IGST is chargeable. The circular also discusses ITC for the stated circumstances, but that clarification is conditional: verify that the recipient meets the eligibility requirements described in the circular before relying on it.

For an export-linked movement, retain the contract, commercial invoice, transport document, destination evidence and any customs or shipping records that demonstrate where the goods were to be delivered. A foreign destination should not be asserted solely because an Indian customer later resells the goods abroad.

Invoices and movement records

GTA invoice particulars

For a GTA supplying road transport in a goods carriage, the CGST invoice rule calls for prescribed particulars including:

  • Gross consignment weight.
  • Name of the consignor and consignee.
  • Vehicle registration number.
  • Description of the goods transported.
  • Origin and destination.
  • GSTIN of the person liable to pay tax—consignor, consignee or GTA, as applicable.
  • The other standard tax-invoice particulars required by the rules.

These details let the recipient, transporter and tax auditor connect the invoice to the actual consignment. If a subcontractor moves the goods, retain the subcontracting records and make sure the invoice identifies the legally liable party correctly.

E-way bill situations

E-way bill obligations depend on the movement and the applicable value and other conditions. When a transporter moves goods from one conveyance to another, the rules require a new e-way bill before further movement. The rules also provide for a consolidated e-way bill covering multiple consignments in one conveyance.

Where the consignor has not generated the required information, a transporter may have to generate it when the goods value and other prescribed conditions trigger the rule. These are conditional duties; not every parcel movement has identical e-way bill requirements. Check the consignment value, registration status, exemptions, vehicle changes and the current rule before dispatch.

A practical decision procedure for every delivery contract

  1. Read the contract and invoice together. Identify whether the supplier promises courier handling, road transport as a GTA, another transport service or multimodal transport as principal.
  2. Confirm the actual supplier. Separate the carrier, broker, fulfilment provider and electronic commerce operator. Do not assume that the entity collecting payment is the supplier for GST purposes.
  3. Check the service category and rate entry. Use the courier, GTA, other transport, exemption or multimodal entry only when the facts meet its conditions.
  4. For a GTA, document the option. Establish whether the GTA has exercised the option to pay tax itself and apply the associated rate and ITC conditions for the relevant period.
  5. Determine the route and destination. Record origin, delivery destination, modes used and whether the goods leave India. For courier, also record whether the recipient is registered.
  6. Determine the place of supply and tax head. Apply the specific courier rule or the destination rule for other goods transportation, then decide intra-State versus inter-State treatment.
  7. Test e-commerce liability separately. Check whether a current section 9(5) notification covers the service. Analyze section 52 TCS independently.
  8. Build the document file. Retain the contract, tax invoice, consignment details, vehicle information, e-way bill records and destination evidence relevant to the movement.
  9. Recheck current law. Rate schedules, exemptions, notifications and procedural rules can change. Verify them before invoicing and filing.

Worked fact patterns

Domestic parcel courier to a registered business

A courier agency collects a consignment in one Indian State and delivers it to a GST-registered business in another. First classify the service as courier, not GTA merely because a truck is used. The recipient-location rule for mail or courier determines the place of supply, after which the supplier applies the inter-State tax treatment if the statutory conditions are met. The invoice should identify the courier service and the registered recipient accurately.

Road freight under a GTA contract

A manufacturer contracts a GTA to carry palletised goods by road. The word “freight” does not settle the rate. The manufacturer should obtain the GTA’s stated option, check the relevant schedule conditions and confirm who is liable to pay tax. The invoice and consignment records should contain the prescribed GTA particulars, including vehicle registration, origin, destination and the liable person’s GSTIN.

Indian supplier and recipient, foreign delivery destination

An Indian supplier engages a transporter for goods that will be delivered outside India. Determine whether the arrangement is mail/courier or another goods-transport service, then apply the destination rule and examine Circular 184/16/2022-GST for the circumstances it covers. If relying on its ITC clarification, verify every eligibility condition in the circular and preserve proof of the foreign destination.

Marketplace-arranged local delivery

A platform collects a delivery fee and assigns a carrier. Map each contractual supply: the carrier’s transport service, the platform’s facilitation and any sale of goods. Only a notified service under section 9(5) makes the operator liable as supplier for that service. If no notification covers the arrangement, do not shift liability solely because the booking occurred on the platform; analyze the actual supplier and applicable tax rule.

Common errors and how to correct them

  • Calling every transporter a GTA: Compare the service and contract with the GTA definition. A courier agency or exempt road transporter is not automatically a GTA.
  • Applying 5% to every freight invoice: Confirm the GTA election and conditions before using a 5% option.
  • Treating all road transport as exempt: The exemption excludes GTA and courier agency services and does not cover every delivery vehicle.
  • Using the customer’s billing address without checking the rule: Courier supplies use the registered recipient’s location or the handover location for an unregistered recipient, subject to the foreign-destination proviso; other goods transport uses destination.
  • Assuming a platform always pays GST: Section 9(5) applies only to notified services. Keep it distinct from TCS under section 52.
  • Omitting movement evidence: Missing vehicle, consignment, destination or e-way bill information can make a defensible classification difficult during an audit.
  • Quoting an old rate or notification: Recheck the CBIC schedule and later amendments immediately before invoicing or filing.

Business checklist before issuing or accepting a delivery invoice

  • Service described in the contract: courier, GTA, other road transport or multimodal.
  • Actual supplier and any subcontractor identified.
  • GTA option and ITC conditions documented, where relevant.
  • Recipient registration status and location verified.
  • Origin, destination, transport mode and foreign destination recorded.
  • Place of supply and intra-State/inter-State result documented.
  • Section 9(5) notification checked for any platform-mediated service.
  • Section 52 TCS reviewed separately, without treating it as tax liability under section 9(5).
  • Invoice particulars, GSTIN of the liable person and consignment details complete.
  • E-way bill duties assessed for the particular movement, including any vehicle change.
  • Current CBIC rates, exemptions, notifications and the 2022 export-destination circular checked for superseding changes.

For a transaction-specific conclusion, have the contract, invoice flow and movement documents reviewed together by a qualified Indian GST professional. The classification should be supportable from those records, not inferred from the informal label “last-mile delivery.”
