For a GST-registered small business in India, a valid tax invoice needs the particulars required by Rule 46 of the CGST Rules, and it must be issued within the deadline for the type of supply. There is no single prescribed invoice layout, but there are prescribed details. The main exceptions to understand are the limited option to consolidate certain sales below ₹200, the bill of supply for exempt or composition supplies, and the separate e-invoicing mandate, whose current scope must be checked against later notifications.

Which document should a small business issue: a tax invoice or a bill of supply?

A GST-registered supplier making a taxable supply generally issues a tax invoice. A supplier of exempt goods or services, or a person paying tax under the Composition Scheme, issues a bill of supply instead.

A bill of supply does not show a GST rate or tax amount: GST is not collected on that document. Do not use a tax invoice to collect GST on an exempt or composition supply. An unregistered person cannot issue a GST tax invoice or collect an amount as GST, even if a customer asks for a separate GST line.

The document type follows the nature of the supply and the supplier’s GST status, not the customer’s preference. When a transaction or status is unclear, confirm the applicable treatment before issuing a document that represents tax as payable.

What details must a GST tax invoice contain?

Rule 46 requires the applicable particulars below. CBIC’s invoice flier says that no single invoice format is prescribed, but the invoice rules require the relevant fields to be present; fields that do not apply need not be filled.

Invoice area What to include
Supplier Supplier’s legal name, address and GSTIN.
Invoice identity A consecutive serial number unique for the financial year, and the date of issue. The series may use letters, numerals, hyphens and slashes.
Recipient For a registered recipient, name, address and GSTIN or UIN. For an unregistered recipient where the taxable supply is ₹50,000 or more, include the recipient’s name and address, delivery address, State name and State code.
What was supplied HSN code for goods or Accounting Code of Services, plus a clear description. For goods, include quantity and unit or Unique Quantity Code (UQC).
Values Total value and taxable value after discount or abatement.
Tax The applicable CGST, SGST, IGST, UTGST or cess rate and amount.
Location and delivery For an inter-State supply, place of supply with the State name. Include the delivery address when it differs from the place of supply.
Other declarations State whether tax is payable under reverse charge.
Authentication Supplier’s signature or digital signature, or that of an authorised representative.

Use this checklist as a completeness review rather than a demand to populate every box on every invoice. For example, the recipient fields differ according to whether the customer is registered and, for certain unregistered-recipient details, the value of the taxable supply. Keep the distinctions clear when setting up a template so that a field is not accidentally omitted when it does apply.

When must I issue an invoice for goods or services?

The deadline depends on whether the taxable supply is goods or services. The goods deadline is tied to movement or delivery; the service deadline runs from the date of supply.

Supply Issue the invoice
Goods involving movement Before or at the time of removal of the goods.
Goods without movement Before or at delivery, or when the goods are made available to the recipient.
Services Within 30 days from the date of supply.
Services supplied by specified insurers, banking companies, financial institutions or NBFCs Within 45 days under the stated rule.

For goods, CBIC’s FAQ describes the deadline as on or before removal or delivery. In practice, determine which event applies to the transaction and have the invoice ready by that point; do not treat the goods deadline as a general grace period after dispatch. The 45-day service period is for the specified types of suppliers, not a general extension available to every small business supplying services.

Can I skip an invoice for a sale below ₹200?

Only in a narrow case. A registered person may omit an individual invoice for a supply below ₹200 only when the recipient is unregistered and has not asked for an invoice; the qualifying supplies must then be covered by one consolidated invoice at the close of the day.

  • Value condition: the individual supply is below ₹200.
  • Customer condition: the recipient is unregistered.
  • Request condition: the recipient does not ask for an invoice.
  • End-of-day step: issue a consolidated invoice for the qualifying supplies at the close of the day.

If any condition fails, do not rely on this exception. In particular, issue an invoice if the customer requests one, regardless of the amount. CBIC’s 2017 FAQ guidance is the source for this ₹200 exception; it should not be read as permission to omit invoices for every low-value transaction.

Can I use my own invoice format?

Yes. CBIC states that there is no prescribed invoice format, so a business can use a layout suited to its operations. That flexibility concerns presentation, not the Rule 46 information the document must carry.

A paper form, spreadsheet or invoicing application can all be used as a workflow, provided the applicable fields are complete and the records remain controlled. When choosing or building a format, check whether it can:

  • Keep a consecutive series unique within the financial year, including when multiple people issue invoices.
  • Capture HSN or service accounting codes, quantities for goods, taxable values and the applicable tax components accurately.
  • Record the recipient and delivery details that apply, as well as place of supply for inter-State transactions.
  • Produce a bill of supply when that is the required document instead of a tax invoice.
  • Support the business’s credit or debit note workflow and export invoice data for GSTR-1 reporting.
  • Retain an identifiable record of issued documents and changes, so that a correction does not silently overwrite the original history.

These are operational checks, not an approval list or a claim that a particular product is certified by CBIC. A manual workflow may need more review to prevent duplicates or missed fields; software may automate calculations and exports, but automation does not establish that a tax classification or entered value is correct.

How should I number invoices and maintain records?

Invoice serial numbers must be consecutive and unique for the financial year. A business can use letters, numerals, hyphens and slashes in its series, but the resulting invoice number must still meet the uniqueness and sequence requirements.

Plan the series before issuing the first invoice of a financial year. If more than one person or sales channel creates invoices, use a shared control or distinct coordinated series so that two documents do not receive the same number and gaps can be investigated. A spreadsheet or register should connect each issued number to its invoice and underlying transaction; do not assume that a printed copy alone is a sufficient control.

The rules also require invoice serial numbers issued during a tax period to be furnished electronically through the Common Portal in FORM GSTR-1. This makes a reliable number register and usable invoice-data export important beyond day-to-day bookkeeping. Check the current return process for applicable filing details rather than assuming the numbering control is separate from reporting.

Does a small business need e-invoicing?

Do not determine e-invoice coverage from an old threshold alone. CBIC Notification 17/2022-Central Tax, dated 1 August 2022, implemented e-invoicing for taxpayers with aggregate turnover exceeding ₹10 crore from 1 October 2022; that is a dated rule reference, not by itself confirmation of the mandate’s full scope in 2026.

Later notifications may change thresholds, exclusions or reporting timelines. Before deciding whether the business is covered for a particular financial year, verify the current notification position and the GST/e-invoice portal guidance for that period. Consider the applicable aggregate-turnover basis and any relevant exclusions rather than relying only on the turnover for a single recent month or on an old article.

E-invoicing is distinct from simply creating an invoice in a spreadsheet or sending a PDF. If the business falls within the current mandate, follow the applicable portal process and technical requirements; ordinary invoice-format flexibility should not be treated as an exemption from a separate e-invoicing rule.

  1. Choose the document: establish whether the transaction requires a tax invoice or a bill of supply, taking account of registration status and the supply’s tax treatment.
  2. Confirm timing: identify whether the supply is goods or services and apply the corresponding issue deadline.
  3. Assign the number: take the next controlled number in the financial-year series before sending the document.
  4. Complete the applicable fields: verify supplier and recipient identifiers, supply description and code, values, tax, location details, reverse-charge indication and authentication as relevant.
  5. Review the transaction: check calculations and place-of-supply details, especially where the transaction is inter-State or the delivery address differs.
  6. Save and report: retain the final issued record and make its serial number and data available for the applicable GSTR-1 process.
  7. Check e-invoice coverage: verify current rules for the relevant period if the business could be within the mandate.

If a field, classification or reporting treatment is uncertain, resolve that issue before issuing the document rather than using a visually polished template as a substitute for the correct GST treatment.

Frequently Asked Questions

What does UQC mean on a GST invoice?

UQC means Unique Quantity Code, the unit notation used for the quantity of goods. Keep the quantity and its unit together so the recipient can understand what the stated number measures.

How long must I keep GST invoices?

The material available here does not establish a retention period, so it would be unsafe to infer one from the invoice-numbering rules alone. Check the current record-retention provisions that apply to your business and retain records in a form you can retrieve for the relevant period.

Does this invoice checklist tell me whether I need GST registration?

No. It explains invoice duties for registered suppliers and the boundary on issuing a GST tax invoice while unregistered; it does not determine whether a business must register. Registration eligibility is a separate question that depends on the applicable rules and the business’s circumstances.

What should I do if I discover a duplicate or skipped invoice number?

Do not silently renumber issued documents or overwrite the record to conceal the sequence issue. Preserve the original trail, document what happened, and check the applicable GST reporting and correction process before changing the records.
