GST input tax credit (ITC) lets an eligible GST-registered taxpayer offset qualifying GST paid on business purchases against GST collected on taxable sales. It is conditional, not automatic: the purchase must satisfy documentation, receipt, business-use and other legal tests; blocked or partly ineligible amounts must be excluded or reversed. An invoice appearing in GSTR-2B is a useful reconciliation signal, but it is not a legal guarantee that the credit may be claimed.
What GST input tax credit means
When a business buys goods or services and pays GST, that tax is “input” GST. When the business sells taxable goods or services, it collects “output” GST. ITC is the mechanism that allows an eligible registered person to set qualifying input GST against output tax, rather than bearing the full tax again at each stage.

The credit belongs to the registered taxpayer, not automatically to every buyer or every expense. Eligibility depends on the taxpayer’s registration status, the purpose and nature of the purchase, prescribed records, receipt of the supply, supplier-side reporting and other conditions in the law in force for the relevant period. The GST Portal’s GSTR-2B guidance expressly warns that its statement does not capture every legal reason a credit may be unavailable, so the recipient must self-assess.
Who may claim ITC
An eligible GST-registered person
ITC is intended for a person registered under GST and operating within a category allowed to claim credit. Registration alone does not make every purchase creditable. Taxpayer type, registration particulars, the nature of the supply and the applicable provisions for the tax period can all matter. Confirm the current CGST Act, Rules and notifications for unusual registrations, special schemes or transactions before claiming.

A taxpayer using the purchase for business
The purchase must relate to the business. If an item is used personally, the private portion cannot be treated as business ITC. Where one purchase supports both business and non-business activity, only the eligible business portion should be considered, with the required apportionment and later adjustment if use changes.
A taxpayer making taxable supplies, subject to apportionment
Use connected with exempt supplies can restrict credit. A cost used partly for taxable and partly for exempt activity may require allocation and reversal of the ineligible share. Keep a documented method that ties the allocation to invoices, usage and the return period rather than claiming the full tax merely because the supplier charged GST.
A recipient holding prescribed evidence
Keep the tax invoice or another document permitted for the transaction, along with proof that the goods or services were received. An invoice by itself is not conclusive evidence. Delivery records, service-completion evidence, purchase orders, contracts, payment records and inventory or consumption entries can help demonstrate that the supply was actually received and used in the business.

Current law can impose additional requirements, including conditions connected with supplier reporting or payment, filing the relevant return, time limits for taking credit, reverse-charge transactions and specific blocked-credit categories. These requirements change through legislation and notifications. For a high-value, disputed or unusual item, check the provision applicable to that financial year with a qualified Indian GST professional rather than relying on a portal status alone.

Why GSTR-2B matters—and why it is not approval
GSTR-2B is a system-generated statement of specified documents reported through supplier-side filings. It helps a recipient compare supplier invoices with its purchase register and identify documents that may be available for consideration in the return. The official FAQ explains the statement’s available and not-available classifications and the need to reconcile it with the recipient’s records: GST Portal GSTR-2B FAQ.
Visibility in GSTR-2B does not override an independent legal disqualification. The portal does not show every situation in which ITC is unavailable. A visible document may still fail because the purchase is personal, relates to exempt activity, falls in a blocked category, was not actually received, is duplicated, or requires apportionment or reversal. Conversely, a missing document may reflect a supplier filing or correction issue rather than a final determination that the underlying transaction can never qualify.
Use GSTR-2B as one control in a three-way check:
- match the supplier’s GSTIN, invoice number, date, taxable value and tax amounts to the tax invoice and purchase records;
- confirm receipt, business use, tax-period treatment and any reverse-charge or apportionment requirement; and
- document why the amount is eligible, ineligible or temporarily held for follow-up.
How to claim ITC: a practical sequence
- Confirm the claimant. Verify that the GST registration is active for the relevant period and that the taxpayer category and transaction permit credit.
- Classify the purchase. Identify whether it supports taxable business activity, exempt activity, non-business use, or a mixture. Flag items that may be blocked under current law.
- Collect the document and receipt evidence. Retain the prescribed invoice or other permitted document and records showing that goods or services were received. For services, retain the contract, work evidence or acceptance record; for goods, retain delivery, stock or consumption evidence where relevant.
- Reconcile to GSTR-2B. Compare invoice-level details with the statement and books. Do not use a summary total without investigating differences, duplicate entries or credit notes.
- Resolve supplier errors. Ask the supplier to correct missing, wrong or duplicated details in its outward-supply filing. Keep correspondence and a tracker showing the expected correction period.
- Calculate the eligible amount. Remove personal, exempt-use, blocked, duplicate and otherwise disallowed portions. Apply the required apportionment and identify any reversal that must be made now or later.
- Check timing and prior claims. Confirm that the credit is within the applicable statutory time limit and has not already been claimed on the same document. The portal specifically cautions against taking the same document’s credit twice.
- Report the net figure. Enter eligible ITC and required reversals in the applicable GSTR-3B fields for the period, retain the workings and reconcile the return to the books and GSTR-2B.
Reporting, reversals and reclaiming credit
GSTR-3B is the reporting route
Eligible credit and reversals are reported through GSTR-3B using the table labels and instructions displayed for the relevant period. Portal layouts can change, so check the current return screen and instructions rather than copying an old screenshot. Report the amount that remains legally eligible after adjustments, not the gross total of every invoice visible in GSTR-2B.

Reversal may be required for non-business or exempt use, a blocked category, a duplicate claim, a change in use, or another statutory condition. A reversal is an accounting and return action, not merely a note in the purchase register. Record the invoice, reason, calculation, period and person approving the adjustment so that the same amount is not claimed again accidentally.

Reclaiming after a temporary issue
If credit is reversed and later becomes claimable, the timing and reporting treatment depend on the reason for the reversal and the law for that year. The GST Portal’s FAQ for FY 2024-25 gives year-specific examples in which ITC was claimed and reversed in one period, reclaimed later and reflected in specified GSTR-9 reporting: FY 2024-25 GSTR-9/9C FAQ. Treat those examples as illustrations for that financial year, not a universal rule for every transaction.
Supplier corrections and the timing trap
A missing or incorrect invoice in GSTR-2B often requires supplier action. The GST Portal’s GSTR-1 guide describes GSTR-1 as the outward-supplies statement and explains that a supplier may use the optional GSTR-1A facility to add or amend records for the same tax period before filing GSTR-3B. Information added through GSTR-1A reaches the recipient’s GSTR-2B in the next tax period: GST Portal GSTR-1 guide.
This timing explains why a supplier’s correction may not appear in the recipient’s current-period statement. Keep the original invoice, the supplier’s confirmation and the subsequent statement entry together; do not force a claim merely to make the books agree with an expected correction.

The same guide states that additions or amendments to prior-financial-year invoices in GSTR-1 have a cutoff of 30 November of the following financial year. That is a supplier-side invoice-correction cutoff. It must not be presented as the universal deadline for the recipient to claim ITC. The recipient’s claim deadline must be checked under the current statute and any applicable notification for the relevant financial year.

Restrictions that commonly reduce or deny ITC
- Personal or non-business use: exclude the private share and retain a reasonable allocation.
- Exempt-supply use: apportion common inputs and services and reverse the ineligible portion under the applicable rules.
- Blocked categories: some goods or services are disallowed by statute even when used in a business. Check the current provision instead of relying on a generic internet list.
- Non-receipt: do not claim solely on an invoice when the goods or services were not received.
- Duplicate or excess claims: match invoice numbers and tax amounts across purchase registers, prior returns, credit notes and GSTR-2B.
- Reverse-charge supplies: follow the separate tax-payment, documentation and credit sequence applicable to the transaction; do not treat a supplier’s ordinary invoice treatment as a substitute for those steps.
- Time-barred claims: verify the statutory deadline for the financial year before carrying an old invoice into a current return.
Choosing a filing and reconciliation method
The portal documentation identifies three preparation routes. The right choice depends on transaction volume and control requirements, not on a claim that one route changes legal eligibility.
| Route | What the GST Portal documents | Controls to evaluate |
|---|---|---|
| GST Portal | Electronic preparation and filing of returns | Invoice-level reconciliation, review workflow, user access and error handling |
| Offline return utility | Preparation of return data outside the online screen for upload | Import accuracy, validation errors, version control and secure file handling |
| Application through a GST Suvidha Provider | An application route for preparing and submitting return information | Bookkeeping integration, reconciliation depth, approvals, support, access controls and cost |
Whichever route is used, retain a tax-period reconciliation that links the purchase register, GSTR-2B, reversals, credit notes and GSTR-3B figures. Software can automate matching; it cannot decide whether a personal, exempt-use or blocked purchase is legally creditable without accurate classifications and review.
Records and controls that make an ITC claim defensible
- Maintain a purchase register with supplier GSTIN, invoice details, taxable value, tax components, nature of supply and eligibility status.
- Store the prescribed document and receipt evidence in a retrievable location linked to the accounting entry.
- Run a periodic GSTR-2B-to-books reconciliation and assign every mismatch to a person and due date.
- Use separate flags for pending supplier correction, blocked credit, mixed use, reverse charge, duplicate and reversal-required items.
- Keep a reversal and reclaim register showing the original invoice, amount, reason, return period and later action.
- Lock the period after filing so an amended invoice or late supplier entry cannot silently create a duplicate claim.
Common problems and the practical response
“The invoice is in GSTR-2B, but my accountant says it is ineligible.”
Check the underlying legal condition first. GSTR-2B confirms specified supplier reporting, not business purpose, receipt, blocked-credit status or correct apportionment. Remove or restrict the amount and document the reason.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“The purchase is in my books, but it is missing from GSTR-2B.”
Compare the invoice with the supplier’s filing details and ask the supplier to correct or report it. Track the next statement period after a GSTR-1A correction. Do not treat absence from the current statement as automatic proof of permanent disallowance, and do not claim without satisfying the other statutory conditions.

“A supplier correction appeared after I filed.”
Reconcile the new entry in the next available statement, check the applicable time limit and ensure the invoice was not already claimed. If a prior reversal or annual-return disclosure is involved, apply the treatment required for that financial year.
“The amount was claimed and later found partly ineligible.”
Calculate the affected portion, reverse it in the appropriate return and update the reversal register. Review whether any interest, disclosure or later reclaim consequence applies under the current law; obtain professional advice when the amount is material.
What a business should verify before filing
- The registration and taxpayer category permit the claim.
- The supply was received and is connected with business activity.
- The document is prescribed and agrees with the books and GSTR-2B.
- Personal, exempt-use, blocked, duplicate and reverse-charge issues have been addressed.
- Apportionment and reversals are calculated and approved.
- The same document has not been claimed previously.
- The claim is within the applicable financial-year time limit.
- The GSTR-3B amount agrees with the working papers and supporting records.
For disputed or high-value transactions, a qualified Indian tax professional should review the facts and the law in force for the relevant period. GST Portal guidance is valuable for workflow and reconciliation, but it does not replace the statutory eligibility analysis.
