To compare a GST-inclusive price with a GST-exclusive price in Australia, put both quotes on the same basis first. For a taxable supply subject to the standard 10% GST rate, multiply an exclusive amount by 1.1 to find the amount payable, or multiply an inclusive amount by 10/11 to remove the GST component. Then check that both quotes cover the same goods or services, quantity and extra charges.
The two conversions you need
GST-inclusive means the quoted number already contains GST. GST-exclusive means GST has not yet been added. The following calculations apply only when GST applies to the supply and the standard 10% rate is used.

| Quoted amount | Calculation | Result | What the result represents |
|---|---|---|---|
| $100 GST-exclusive | $100 × 1.1 | $110 | Final price including $10 GST |
| $110 GST-inclusive | $110 × 10/11 | $100 | GST-exclusive value; the GST component is $10 |
| $22,000 GST-inclusive taxable car sale | $22,000 × 10/11 | $20,000 value | $2,000 GST, as in the statutory example |
The inclusive-to-exclusive calculation is not a 10% deduction. GST is 10% of the underlying value, but it represents one-eleventh of a total that already includes GST. Therefore, dividing an inclusive total by 1.1 (the same as multiplying by 10/11) isolates the pre-GST value.

Why the GST basis changes the apparent bargain
A quote of $1,000 excluding GST is not a $1,000 final cost when GST applies. Its payable total is $1,100. A quote of $1,100 including GST has the same final cost. Looking only at the headline numbers would make the first quote appear cheaper even though the two totals are equal.

The reverse problem also occurs. A $1,100 inclusive quote contains a $100 GST component and a $1,000 underlying price. Comparing it directly with a $1,000 exclusive quote compares a final amount with a pre-tax amount.
GST status is only one part of a like-for-like comparison. A mathematically correct conversion cannot tell you whether a particular supply is taxable, whether a seller has included delivery or other fees, or whether the two offers describe the same scope of work.
How to compare two real quotes step by step
- Write down each quote exactly as issued. Record the amount, the words used to describe GST, the items or services covered, the quantity, the quote validity period and every listed charge.
- Check whether GST applies. Use the seller’s tax treatment and the nature of the supply as the starting point. The conversion formulas are for a taxable supply at the standard rate; they do not turn a non-taxable supply into a taxable one.
- Convert exclusive figures to a final, inclusive figure. Multiply by 1.1 when the standard 10% rate applies. Keep the calculation beside the original quote so the basis is visible.
- Convert inclusive figures to the underlying value when useful. Multiply by 10/11. This lets you compare the pre-GST component with another pre-GST figure, while still retaining the inclusive total as the amount payable.
- Align the scope. Confirm that both quotes cover the same goods or services, quantity, inclusions, exclusions, delivery, installation, transaction fees and other additional charges. A lower GST-inclusive number is not a saving if it omits a charge included in the other quote.
- Compare the final totals. Use the GST-inclusive totals when deciding how much cash the purchase will require. If you are comparing business costs before recoverable GST, also keep the exclusive values, but do not confuse that accounting view with the amount charged by the seller.
Worked comparisons
Quote A is exclusive and Quote B is inclusive
Quote A says $500 plus GST for the same taxable service. Quote B says $550 including GST. Applying the standard-rate conversion to Quote A gives $500 × 1.1 = $550. The final costs match, provided both quotes have the same scope and no different extras.
Two quotes that look close but are not
Quote A is $1,000 including GST. Quote B is $1,000 excluding GST. Quote A requires $1,000 at the quoted total. Quote B requires $1,100 when GST is added. Quote A is therefore $100 lower on a final-cost basis, assuming the supplies and additional charges are otherwise identical.
Different delivery charges
Suppose one supplier quotes $800 excluding GST and separately lists $50 delivery excluding GST. The taxable subtotal is $850 before GST, producing a $935 inclusive total. If another supplier quotes $920 including delivery and GST, the second offer is lower by $15. The comparison works only because delivery was brought into both totals.

A larger purchase
A taxable equipment quote of $2,400 excluding GST becomes $2,640 including GST. An alternative quote of $2,640 including GST has the same final price. If the alternative is $2,600 including GST, it is $40 cheaper even though its pre-GST value is not shown; multiplying $2,600 by 10/11 gives an underlying value of $2,363.64, with the remainder representing GST.
Check that GST actually applies
Not every supply is taxable. The 1.1 and 10/11 calculations answer a pricing question after the standard GST treatment is established; they do not determine that treatment. A seller should not describe a non-taxable supply as GST-inclusive, because that wording implies GST has been charged.

Treat an uncertain label as a reason to ask the seller for clarification rather than applying the formula automatically.
- Ask whether the quoted supply is taxable at the standard 10% rate.
- Ask whether the displayed number is the complete amount payable or excludes specified charges.
- Request an amended quote if the GST wording is inconsistent with the seller’s explanation.
- Keep the answer with the quote so a later invoice can be checked against it.
Advertised prices in Australia
For consumer-facing pricing, the Australian Taxation Office states: “Generally speaking, Australian consumer law requires retailers to provide a price that is inclusive of GST, where GST is applicable.” The same guidance notes that the precise requirement depends on the facts of the supply and describes a caveat where the seller cannot yet determine whether GST applies.
That general expectation is why a consumer advertisement commonly shows the amount a shopper must pay rather than a pre-GST figure. Business-to-business quotations can still be expressed as exclusive amounts, but the quote should state the basis clearly so the recipient can calculate the payable total.

Use the tax invoice to verify the final amount
A tax invoice is a practical cross-check after you have compared quotes. The Australian Taxation Office says, “A tax invoice must contain enough information to enable the price of what is supplied to be clearly ascertained.” It is evidence about the seller, the supply and the GST treatment, not a replacement for deciding whether the supply is taxable.

For a taxable sale under $1,000, the invoice guidance requires enough information to show that the document is intended to be a tax invoice, the seller’s identity and ABN, the issue date, a description of each item, the price, the GST amount (or, when GST is exactly one-eleventh of the total, a statement that the total price includes GST), and the extent to which each sale is taxable.
Taxable sales of $1,000 or more
For a taxable sale of $1,000 or more, the buyer’s identity or ABN is also required. Check that the buyer details, item descriptions, prices and GST information match the quote you accepted.
What to reconcile
- Seller name and ABN match the business that issued the quote.
- Descriptions and quantities match what was ordered.
- The invoice states the GST amount or clearly states that the total includes GST where the one-eleventh rule applies.
- Delivery, installation, surcharges and other additions are shown or explainable.
- The total payable agrees with the inclusive figure you used for the decision.
A practical comparison worksheet
For each quote, create one row with the original wording and one row with your normalized figures. This prevents a sales representative’s shorthand from being mistaken for a final total.
| Field | Quote A | Quote B |
|---|---|---|
| Original amount | Enter the issued figure | Enter the issued figure |
| GST basis | Inclusive or exclusive | Inclusive or exclusive |
| GST applies at 10% | Confirm with seller | Confirm with seller |
| Normalized inclusive total | Use the appropriate conversion | Use the appropriate conversion |
| Goods or service and quantity | Describe precisely | Describe precisely |
| Additional charges | List each included charge | List each included charge |
| Amount payable | Use the complete inclusive total | Use the complete inclusive total |
The worksheet is especially useful when one quote is a short email and the other is a formal proposal. Do not treat a blank GST field as proof that GST is absent; ask the issuer to state the treatment.

Common mistakes and how to correct them
Subtracting 10% from an inclusive total
Subtracting 10% from $1,100 produces $990, which is not the underlying $1,000 value. Use 10/11 instead. The GST portion of an inclusive total is one-eleventh, so $1,100 × 1/11 = $100.
Adding GST to an amount that already includes it
If a quote says “including GST,” multiplying it by 1.1 charges GST twice in your comparison. First identify the basis, then apply only the conversion that matches it.
Comparing a subtotal with a complete quote
An exclusive product price may exclude freight, setup or other listed charges. Add every charge that will be payable, apply GST according to the seller’s treatment, and compare the resulting totals with the other offer’s complete amount.
Assuming every Australian price is taxable
The arithmetic cannot establish taxability. A supply may require different treatment, and the invoice must not imply GST was included when it was not charged. Obtain a clear answer from the seller before relying on either conversion.

Relying on a displayed price after the quote changes
Use the latest written quote and reconcile it with the final tax invoice. If the seller changes the GST basis or adds a charge, redo the comparison rather than carrying forward the old total.
The legal calculation behind the 10/11 rule
Section 9-75 of the A New Tax System (Goods and Services Tax) Act 1999 sets the value of a taxable supply at 10/11 of its price when the price is GST-inclusive. The Act’s example uses a $22,000 taxable car sale: the value is $20,000 and GST is $2,000. The Australian Taxation Office’s ruling on taxable supplies describes GST as 10% of the value, which is equivalent to 10/11 of an inclusive price.
These rules explain why the two conversions are inverses: multiplying an exclusive value by 1.1 creates the inclusive price, and multiplying that inclusive price by 10/11 recovers the value. They do not resolve other questions such as whether the supply is taxable or which charges belong in the price.

You have a reliable comparison when both quotes have a confirmed GST treatment, the same scope and quantity, all additional charges are included, and both totals are expressed on the same GST-inclusive basis. Use that normalized total for the amount you must pay. Retain the exclusive value and the tax invoice when you need to understand the GST component or reconcile the transaction later.
