Whether tax may be added at checkout depends on the country, the type of sale, and who the advertised price targets. Consumer-facing guidance in the United Kingdom, New Zealand and Australia generally expects VAT or GST to be included in the displayed total. A narrow U.S. federal rule for live-event tickets and short-term lodging allows certain taxes to be left out of the upfront total if they are disclosed before payment. Canadian federal drip-pricing guidance distinguishes government sales taxes from mandatory seller fees. A tax line on your receipt may therefore be a breakdown of tax already included, not a second charge.
Start with the number you will actually pay
“GST-inclusive” or “VAT-inclusive” means the tax is already built into the consumer price shown. “Plus tax,” “tax extra” or “before tax” means the amount due can be higher at checkout. The wording alone does not settle whether a seller is complying with the law: the applicable jurisdiction, audience, product or service, and transaction rules all matter.

For a shopper, the practical test is simple: identify the displayed total, read the checkout breakdown, and confirm the final amount immediately before payment. A separate tax line can merely explain the composition of a gross price. UK government guidance says VAT in a shop price is already included and that showing VAT separately on a bill or receipt “does not mean you’re paying extra” (UK Government guidance).

| GST-inclusive / VAT-inclusive | Tax is included in the displayed consumer price. | Whether unavoidable fees, delivery, payment surcharges or optional extras are also included. |
| Plus GST / plus VAT / tax extra | Tax may be calculated and added later. | Whether local rules permit that format for this audience and transaction. |

| Tax shown on receipt | A line-item explanation of tax charged. | Whether the receipt total already contains that tax; do not add the line twice. |
Why the answer changes by jurisdiction and audience
There is no worldwide rule requiring every advertised price to include every tax. Governments set different standards for retail signs, websites, business quotations, tickets, accommodation and other sectors. Even within one country, a consumer advertisement can be regulated differently from a business-only quote.

Consumer-facing versus business-facing prices
UK guidance illustrates the distinction. Material aimed only at the general public should show VAT-inclusive prices. A business-only price normally does not include VAT, while material aimed at both businesses and consumers may show both figures. A quote negotiated between registered businesses therefore cannot automatically be judged by the same display expectation as a shelf label for households. Read the intended audience and the wording around the number before comparing it with a retail price (UK marketing and advertising guidance).
Tax is not the same as a seller fee
A government-imposed tax is collected under public law. A booking, service, handling, resort, processing or delivery fee is charged by the seller or platform. Rules often treat these categories differently. New Zealand requires surcharges to be declared before purchase; Australia’s total-price guidance includes unavoidable and pre-selected fees; Canadian federal guidance treats fixed mandatory seller fees as a drip-pricing concern while identifying government-imposed sales tax as an exception in that analysis. The label “taxes and fees” should not be assumed to describe one legally identical category.
The transaction itself can create an exception
Some rules focus on particular sectors or payment methods. The U.S. Federal Trade Commission’s Unfair or Deceptive Fees Rule FAQ addresses covered live-event tickets and short-term lodging, not every U.S. purchase. State, local and sector-specific requirements may impose additional obligations. A ticket site and a supermarket may therefore present taxes differently even when both sell to consumers.

United Kingdom: VAT is generally included in shop prices
UK government guidance states that any VAT due is already included in the price of something bought in a shop. A shelf or online consumer price is therefore ordinarily a gross price, not a net amount to which VAT should unexpectedly be added at the payment screen. A receipt may still show the VAT component separately so that the customer or a business can see how much tax is included.
How the receipt line works
Suppose a shop displays a gross price of £120. The receipt might show a subtotal, a VAT amount and a total of £120. The VAT line explains the total; it is not a second £120 charge. If the checkout instead changes the total to £120 plus VAT after advertising £120 to the public, preserve the advertised wording and ask the seller to explain the difference.

Business quotations are different
Businesses that sell to other businesses may quote prices excluding VAT, particularly where the customer is expected to account for the tax or reclaim it. The UK guidance distinguishes business-only material from public-facing material, so a “£X + VAT” quote is not automatically evidence of an unlawful consumer display. The decisive details include who the quote was aimed at and whether consumers could reasonably rely on it.
New Zealand: clear 15% GST information and an expected checkout match
The New Zealand Commerce Commission says prices must include or be clear about the 15% Goods and Services Tax (GST) rate stated on its pricing page (Commerce Commission pricing guidance). The rate is presented here as the rate in that guidance at the time of publication; tax rates can change, and the figure should not be exported to another country.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe Commission also says: “When you see a price on a product or a shelf price, it is reasonable to expect that this is the price you will be charged at the checkout.” That expectation is especially useful when a retailer advertises a single consumer price and then attempts to add GST without a clear explanation.
Surcharges must be visible before purchase
GST and a seller’s surcharge are separate questions. A card, weekend, booking or other surcharge should be declared before you commit to the purchase. Look for the surcharge beside the price, in the booking summary or in a clearly signposted payment step rather than relying on a disclosure hidden after payment.
Illustrative GST arithmetic
If a New Zealand consumer price is GST-inclusive at NZ$115 and the stated rate is 15%, the GST-exclusive amount is NZ$100 and the GST component is NZ$15. This is arithmetic for understanding a displayed total, not a claim about a particular product or retailer. A tax line that divides NZ$115 into those components has not increased the amount payable.

Australia: one displayed minimum total price, with stated exceptions
The Australian Competition and Consumer Commission (ACCC) says businesses must display a total price that includes taxes, duties and all unavoidable or pre-selected extra fees (ACCC price-display guidance). The consumer should be able to identify one minimum total cost rather than assemble compulsory components from scattered screens.
What belongs in the displayed total
- Taxes and duties that apply to the transaction.
- Unavoidable charges imposed as part of buying the advertised product or service.
- Fees that are pre-selected and will remain unless the customer actively changes a permitted option.
Payment-method surcharges and other exceptions have particular rules. The ACCC page explains those exceptions, so check the exact sale rather than assuming every possible fee must appear in the same figure. An optional add-on selected by the customer is different from a compulsory charge that appears only at the final step.
United States: a narrow federal exception for tickets and short-term lodging
The U.S. FTC’s FAQ for the Unfair or Deceptive Fees Rule says taxes may be omitted from the upfront total price for covered live-event ticket and short-term lodging transactions, provided the excluded amounts are disclosed before payment and the final amount is displayed. Read the qualification carefully: this is a federal rule for specified transactions, not a universal statement that U.S. retailers may always add tax at checkout (FTC rule FAQ).
What a compliant-looking flow should reveal
- The initial price identifies that certain taxes are excluded, rather than implying the first number is the final total.
- The customer can see the tax amount or the resulting total before submitting payment.
- The final amount is not concealed behind an undisclosed mandatory fee.
State and local laws may be stricter or different. For a U.S. purchase outside live-event tickets or short-term lodging, identify the state, locality and sector rules instead of applying this FTC FAQ by analogy.
Canada: federal drip-pricing guidance separates tax from mandatory fees
The Competition Bureau’s drip-pricing guidance says an unattainable price caused by fixed mandatory fees can raise concerns, while identifying additional fixed charges imposed by government on purchasers, such as sales tax, as an exception in that analysis (Competition Bureau drip-pricing guidance). The Bureau’s consumer message is that Canadians should be able to trust that the price they see is the one they pay.

This does not establish a universal Canadian requirement that every displayed consumer price include sales tax. Provincial rules, sector-specific requirements and the nature of the seller’s fee can change the result. A mandatory platform fee is not transformed into a government tax merely because both appear on the same checkout page.
How to read a receipt and checkout screen
First, find the advertised figure
Save the product page, shelf label, menu, ticket listing or quotation showing the original price. Note whether it says “total,” “including tax,” “before tax,” “plus GST/VAT,” or “taxes calculated at checkout.” Also record the currency, delivery destination and any membership or business status that may have changed the offer.
Second, classify each additional line
- Government tax: VAT, GST, sales tax, occupancy tax or a similar public charge.
- Seller fee: service, booking, handling, processing or platform charge.
- Delivery or fulfillment: shipping, delivery, installation or collection cost.
- Payment surcharge: a charge linked to a card, wallet or other payment method.
- Optional choice: insurance, upgrades or extras you actively selected.
Third, compare the final total with the original promise
If the original price was explicitly tax-inclusive, the final total may still rise for a separately disclosed delivery charge or an optional item, but an unexplained second tax charge needs clarification. If the original price was tax-exclusive, calculate the expected tax and compare it with the stated rate and destination. Keep screenshots or photographs when the displayed and charged amounts differ.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when checkout is higher than the advertised price
- Pause before payment. Do not submit the order while the reason for the increase is unclear.
- Check the destination and customer type. Cross-border delivery, a different region, a business account or a tax-exempt status can change the calculation.
- Read the price qualification. Look for “plus tax,” “taxes excluded,” “fees may apply,” delivery terms and payment-method disclosures.
- Separate tax from fees. Ask the seller to identify which lines are government taxes and which are seller charges.
- Request a corrected total or explanation. Quote the exact advertised wording and ask why the payable amount changed.
- Preserve evidence. Keep the advertisement, shelf label, checkout summary, correspondence and receipt, including dates and currency.
- Check the relevant regulator. Use the consumer or competition authority for the country and transaction type; do not rely on a rule from another jurisdiction.
These steps help you diagnose the discrepancy; they do not by themselves determine whether a seller has breached a particular law. Enforcement depends on the exact wording, timing, audience and jurisdiction.
Common misunderstandings
“A VAT or GST line means I was charged tax twice.”
Not necessarily. In the UK example, VAT is included in the shop price and can be itemized on the receipt. Compare the line with the final total and the advertised gross price before concluding that tax was added again.

“Every country must show one tax-inclusive price.”
No. The UK, New Zealand and Australia guidance described here generally supports tax-inclusive or total consumer pricing, but the U.S. federal rule cited is transaction-specific and Canadian federal guidance does not create a universal tax-inclusive display mandate.
“A mandatory fee is just another tax.”
No. A government tax and a seller-imposed service or booking fee have different sources and can be treated differently by pricing rules. Identify the recipient and legal description of each charge.
“The New Zealand 15% rate applies everywhere.”
No. It is the rate stated in the New Zealand Commerce Commission guidance at the time covered here. Rates and rules vary by country and can change over time.
“The FTC ticket and lodging rule covers all U.S. online shopping.”
No. The FTC FAQ concerns specified live-event ticket and short-term lodging transactions. Other U.S. purchases may be governed by different federal, state or local requirements.
Cross-border and online purchases
For an online order, determine which seller, delivery destination and transaction law controls the price display. A website may be operated from one country while selling to a customer in another. Import duties, destination taxes, marketplace fees and currency conversion can create additional lines, but each should be identified before payment where the applicable rules require disclosure.
Do not compare a domestic shelf price with an overseas online price without checking whether either figure excludes shipping, duties, local tax or payment surcharges. The most useful comparison is the final amount for the same delivery address, currency and customer status.
A quick consumer checklist
- Is the price labelled inclusive, exclusive, pre-tax or “plus tax”?
- Is the offer aimed at the general public, businesses, or both?
- Which country, state, province or territory and which transaction sector apply?
- Does the total include unavoidable and pre-selected fees?
- Are delivery, payment and optional charges clearly separated?
- Does the tax line explain an already-inclusive total or increase it?
- Can you see the complete payable amount before payment?
- Have you saved the original price and the final receipt?
