The published CBIC thresholds distinguish services from businesses exclusively supplying goods, and the higher goods threshold cannot automatically be used by a mixed goods-and-services business.
Registering voluntarily can make sense when eligible input tax credit and GST-compliant business customers are important enough to outweigh tax-pricing and filing costs. It also changes your legal position: taxable supplies made after registration attract GST even if turnover remains below the ordinary threshold.

What the GST registration thresholds are
The figures below come from the Central Board of Indirect Taxes and Customs (CBIC) threshold update published on 1 June 2019 and effective from 1 April 2019. Because notifications can change, treat these as the published baseline and verify the current rule for your exact supply pattern before relying on it.
| Business or supply profile | Published threshold | Important qualification |
|---|---|---|
| Supplier of services | ₹20 lakh | ₹10 lakh in Manipur, Mizoram, Nagaland and Tripura. |
| Supplier exclusively of goods | ₹40 lakh | ₹20 lakh in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Sikkim, Telangana, Tripura and Uttarakhand. The goods figures took effect on 1 April 2019. |
| Mixed goods and services, or another special supply pattern | Do not assume the goods-only figure | Confirm the applicable notification and facts. The higher threshold is for suppliers exclusively engaged in goods. |
These thresholds do not override compulsory-registration provisions or exemptions. A business can therefore be below the relevant figure and still need registration, or be outside ordinary registration liability because it supplies only non-taxable or wholly exempt goods or services.
#1 Best Overall
- Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
- Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
- Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
- 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
- Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.
How turnover and state registration are calculated
Aggregate turnover is measured across the PAN
Aggregate turnover is a PAN-based, all-India calculation. Do not test each outlet, trade name or state in isolation. A proprietor with several businesses under the same PAN must consider the qualifying turnover together, including the supplies covered by the GST definition of aggregate turnover. The registration application, however, is made in each state or union territory where the person is liable to register.
Why the state list matters
The threshold can change with the state and the nature of supplies. For example, a service provider in a state with the lower service threshold cannot use the general service figure merely because a related business elsewhere has a higher limit. Keep a state-by-state map of locations, supplies and registrations while using the PAN-wide turnover total to test liability.
A practical mixed-business example
Suppose a business sells products and also performs installation and maintenance. It is not “exclusively” a goods supplier. Applying the goods-only threshold without checking the notification could produce the wrong answer. Classify the actual supplies, identify the state rules and then check whether a compulsory-registration category applies.
When registration is compulsory even below the threshold
Section 24 of the Central Goods and Services Tax Act names classes that may require registration regardless of turnover. The list includes specified inter-state taxable suppliers, casual taxable persons, non-resident taxable persons, persons liable to pay tax under reverse charge, agents making taxable supplies for others and specified suppliers connected with electronic-commerce arrangements.
The exact provision, exemptions and later notifications matter. Do not use the shortcut “every inter-state sale requires registration” or “every online seller is exempt.” CBIC’s 2019 update notes exemptions for some low-turnover service suppliers making inter-state supplies or supplying through e-commerce platforms, while the Act and FAQs contain more detailed e-commerce rules. Identify the precise category before deciding.

Exclusively exempt or non-taxable supplies
A person supplying exclusively non-taxable goods or services, or wholly exempt supplies, is treated differently from an ordinary taxable supplier. Section 23 addresses this situation. If even one taxable supply is added, reassess the position rather than carrying forward an exemption assumption.
Casual and non-resident taxable persons
Casual and non-resident taxable persons have a separate registration timetable and may face additional procedural requirements. They must apply at least five days before commencing business, rather than waiting for the ordinary post-liability deadline.

What voluntary GST registration changes
Section 25(3) of the CGST Act states: “A person, though not liable to be registered under section 22 or section 24 may get himself registered voluntarily, and all provisions of this Act, as are applicable to a registered person, shall apply to such person”.
That sentence is the central trade-off. Voluntary registration is not a dormant certificate that can be used only when a customer asks for an invoice. Once registered, you are treated as a normal taxable person for the applicable provisions.
Tax applies to post-registration taxable supplies
CBIC’s Sectoral FAQs explain that a voluntary registrant must pay tax on taxable supplies made after registration even when turnover remains below the ordinary registration threshold. The relevant date is the registration position when the supply is made; do not assume that a low turnover removes the charging obligation after registration.

Input tax credit may become available
CBIC also states that a voluntary registrant is entitled to take input tax credit, subject to the GST rules and documentation. This is not a promise that all GST paid on purchases is creditable or refundable. Eligibility depends on the nature of the purchase, business use, tax invoice and other statutory conditions. Blocked credits, non-business expenses and documentation failures can reduce the amount actually available.
When voluntary registration can help
Eligible input tax credit is substantial
Registration can be attractive where the business regularly buys taxable inventory, equipment, software or professional services and can preserve the records needed for credit. Calculate the credit that is legally eligible, not the total GST appearing on every bill. Include reversals, blocked items and timing in the estimate.
Your customers are GST-registered businesses
Business buyers may prefer a compliant GST invoice and may be able to claim eligible credit themselves. That can remove an objection in a procurement process, but it is a customer consideration rather than a guarantee of new sales. Ask existing and target customers whether registration affects their purchasing decision before treating it as a revenue benefit.
You can pass the tax through pricing
After registration, model whether GST will be added to the quoted price, absorbed within the existing price or handled through a different pricing structure. Consumers who compare tax-inclusive prices may react differently from registered business buyers. Run the calculation on your actual margins and customer mix; the law does not guarantee a saving.
You expect taxable expansion
Voluntary registration may simplify a planned expansion into additional taxable products, business-to-business work or locations if the compliance systems are put in place early. It does not remove the need to examine each new state, supply type or compulsory-registration trigger.

When voluntary registration can be a poor fit
- Consumer-heavy sales: If most buyers cannot use input tax credit, adding GST can make a tax-inclusive price less competitive or force you to absorb the tax.
- Little eligible input tax: A service business with low taxable overheads may have limited credit to offset its output tax.
- Small administrative capacity: Registration brings return, invoice, record and payment responsibilities. Bookkeeping and professional fees can exceed the practical value of the credit or customer benefit.
- Unclear supply classification: Registering before resolving whether supplies are taxable, exempt, interstate or covered by a special rule can create avoidable corrections.
- Inability to maintain evidence: Missing tax invoices, poor reconciliation or private use of business assets can make expected credit unavailable.
These are decision factors, not universal outcomes. Compare the expected eligible credit and customer value with tax that cannot be passed on and the recurring cost of compliance.
A decision worksheet before you apply
| Question | What to calculate | Why it matters |
|---|---|---|
| What supplies do you make? | Goods, services, mixed, exempt, non-taxable, interstate and e-commerce-related supplies. | Classification determines the threshold and whether a special rule applies. |
| What is aggregate turnover? | PAN-wide turnover across India, not a separate total for each shop. | Liability is tested on the correct base. |
| Where are you liable? | States and union territories connected with the taxable business activity. | Registration is state-specific. |
| What credit is eligible? | Input tax on documented business purchases after applying statutory restrictions. | Shows the realistic benefit rather than the headline GST on bills. |
| Who buys from you? | Share of registered businesses, consumers and buyers that require a GST invoice. | Indicates whether registration may support sales. |
| Can pricing absorb GST? | Tax-inclusive and tax-exclusive margins under realistic prices. | Shows whether output tax becomes a margin cost. |
| What will compliance cost? | Bookkeeping, reconciliation, return preparation, software and professional help. | Prevents a small credit from being outweighed by administration. |
| Could composition apply? | Eligibility, turnover limits, supply restrictions and disclosure duties. | Composition is a separate regime, not an automatic option for every registrant. |
Compliance after registration
Electronic returns continue even in quiet periods
Ordinary registered taxpayers file outward-supply details electronically. GST Portal guidance says GSTR-1 must still be filed as a nil return for a tax period with no activity. A month or quarter with no invoices is therefore not a reason to ignore the filing calendar.
Quarterly filing may be available
Eligible taxpayers may opt for quarterly GSTR-1 under the criteria stated by the GST Portal. Check the current eligibility and reporting arrangement rather than assuming every new registrant can choose quarterly filing immediately.
Composition is not a universal shortcut
Composition has its own eligibility limits and conditions. Composition taxpayers must state that they are not eligible to collect tax on supplies and must identify themselves as composition taxpayers under the applicable rules. Do not present composition as a way for every voluntary registrant to avoid ordinary compliance, and do not choose it without checking the effect on customers and input tax credit.

Application timing and a safe preparation sequence
- Map the facts: List every state or union territory, business location, supply type, exempt activity, interstate transaction and e-commerce arrangement.
- Calculate PAN-wide turnover: Combine the relevant all-India turnover rather than testing each location separately.
- Check the threshold table and exceptions: Use the state and supply category that actually applies, then test section 24 and section 23 issues.
- Review current notifications: The published figures are from the 2019 CBIC update. Check later Central and State notifications before filing.
- Model voluntary registration: Estimate eligible input credit, customer impact, pricing, filing workload and professional costs.
- Set up records: Preserve purchase invoices, classify supplies consistently and establish a calendar for electronic returns and tax payments.
- Apply on time: Under section 25(1), apply within 30 days after liability arises. Casual and non-resident taxable persons apply at least five days before commencing business.
- Price and invoice from the correct date: Once registered, treat taxable supplies made after registration according to the obligations of a registered person.
Common mistakes and how to correct them
Using the goods threshold for a mixed business
Reclassify the supplies and check the notification. “We sell products” is not enough if installation, repair, consultancy or another service is also supplied.
Counting turnover separately by state
Recalculate on a PAN-wide, all-India basis, then determine where separate registrations are required.
Assuming an inter-state or online sale always has one result
Identify the exact statutory category and any exemption. The treatment of low-turnover service suppliers and e-commerce arrangements is fact-specific.

Registering but continuing to quote as if unregistered
Update pricing, invoicing, tax collection and return processes from the registration date. The post-registration tax obligation does not disappear because turnover is low.
Missing a nil return
Keep the filing calendar active even when there were no outward supplies in the period. GSTR-1 can still be due as a nil return.
Bottom line for a small business owner
Start with the correct threshold category, but do not stop there. Confirm PAN-wide aggregate turnover, state-specific liability, compulsory-registration provisions, exemptions and current notifications. If you are eligible to remain unregistered, compare the measurable value of eligible input credit and business customers against output-tax pricing and recurring compliance work. Voluntary registration is a legal choice with ongoing obligations—not an automatic tax saving—and unusual supply, state or e-commerce arrangements deserve advice from a qualified Indian GST professional.
