India’s GST questions rarely have one answer that applies to every business. The rate depends on the exact goods or service and its HSN or SAC classification; an invoice must contain prescribed particulars; GSTR-1 reports outward supplies; refunds require the correct claim category and evidence; and GSTR-2B is only a reconciliation statement, not permission to claim every credit shown in it. The practical rule is to identify the transaction first, then apply the current notification, form instruction and taxpayer category that govern it.

How to use these GST FAQs

GST compliance is form-specific and changes through legislation, notifications and portal updates. A rate, reporting field or eligibility conclusion that was correct for one period, state of supply or taxpayer type may not apply to another. Before filing, check the current GST Portal instructions and Central Board of Indirect Taxes and Customs (CBIC) rules for the relevant return period.

  • Identify whether you are dealing with goods, services, an export, a supply to a Special Economic Zone (SEZ), a deemed export or a domestic sale.
  • Confirm the supplier’s and recipient’s registration status, the place of supply and whether reverse charge is involved.
  • Use the current HSN or SAC classification and rate notification rather than relying on a product nickname or an old invoice.
  • Keep the invoice, payment evidence, shipping or export documents and return data consistent. Mismatches can affect reporting, refunds and input tax credit (ITC).

What is the GST rate on a product or service?

There is no single GST rate for every product or service. Classification, composition, intended use, packaging and the facts of the supply can change the result. Rate schedules attach to detailed descriptions and notifications, so two items that look similar in ordinary language can fall under different headings.

Ask the classification question before the rate question

  1. Describe the item precisely. Record its material, function, technical specifications, formulation, capacity, packaging and whether it is new, used, fresh, dried, processed or supplied with another product.
  2. Decide whether it is goods or a service. For a service, document what is supplied, to whom, where it is performed or received and any bundled elements.
  3. Locate the likely HSN or SAC heading. Do not select a code solely because a vendor, marketplace or accounting program suggests it.
  4. Read the current entry and conditions. Check exclusions, explanatory notes, concessional conditions, exemptions and the effective date of the notification.
  5. Keep the basis for the decision. Save the classification description, notification reference, product literature and any professional opinion used for the rate decision.

CBIC’s published rate FAQ illustrates why broad labels are unsafe: it lists water purifiers under heading 8421 at 18%, while fresh and dried tamarind are treated under different headings and rates. Those are examples from that FAQ, not a complete live rate table and not a basis for assigning a rate to another product.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

Questions to resolve before printing a rate on an invoice

Question Why it matters
What exactly is supplied? A commercial name may conceal differences in composition, condition or function that affect classification.
Which HSN or SAC description fits? The rate is tied to the legal description, not merely the seller’s catalog category.
Is the supply intra-state or inter-state? The tax components and place-of-supply details on the invoice differ.
Does an exemption or concessional condition apply? Eligibility may depend on the customer, end use, documentation or notification wording.
Which notification is effective on the supply date? Rates and conditions can change; an old chart may be obsolete.

If you cannot establish the exact classification, do not describe a rate as “the standard GST rate.” Ask a GST professional for a fact-specific opinion and retain the evidence supporting the conclusion.

Is GST included in the price?

A quotation should state whether the amount is tax-inclusive or tax-exclusive. “₹10,000 plus GST” means the tax is added to the taxable value. “₹10,000 including GST” means the stated amount already contains tax, so the taxable value must be backed out using the applicable rate before reporting.

For an inclusive amount, the tax component is calculated as inclusive price × rate ÷ (100 + rate). For example, at an 18% rate, the GST embedded in an inclusive price of ₹10,000 would be ₹1,525.42 and the underlying value ₹8,474.58, subject to rounding and the applicable tax components. The invoice should show the taxable value, rate and tax amount rather than leaving the customer to infer them.

What must a GST tax invoice contain?

CBIC invoice rules require key particulars, although the exact document requirements vary by document type and transaction. A normal tax invoice should be checked for the following items:

Invoice field What to verify
Supplier details Legal name, address and GST registration number where applicable.
Recipient details Customer name, address and registration number where applicable; use the correct unregistered-customer details when required.
Serial number and date A unique, consecutive serial number for the relevant financial year or series and the invoice date.
Description and classification A meaningful description, quantity or unit information for goods where relevant, and HSN or SAC details required for the transaction.
Taxable value Value after permitted discounts or abatements, with the calculation traceable to the commercial agreement.
Tax rate and amount Applicable central tax, state or union-territory tax, integrated tax and cess, as relevant, shown separately and correctly calculated.
Place of supply State or union territory for an inter-state supply, along with the other place-of-supply information required by the rules.
Delivery address Include it when the delivery address differs from the recipient’s registered or billing address.
Reverse-charge indication State whether the tax is payable under reverse charge.
Authentication Supplier’s signature or digital signature, or that of an authorised representative, as required.

Do not assume that every GST document follows this identical checklist. Receipt vouchers, supplementary invoices, credit notes and debit notes have their own particulars and triggering circumstances. A credit or debit note should be linked clearly to the original supply and reflected consistently in the relevant return.

What does GSTR-1 report?

GSTR-1 is the statement of outward supplies for relevant normal and casual registered taxpayers. The GST Portal describes monthly and quarterly filing options, subject to the taxpayer’s category and the applicable scheme. It is not a statement of purchases or an ITC claim.

Information commonly covered in GSTR-1

  • Credit notes and debit notes, including amendments.
  • Export supplies and relevant export invoice details.
  • Advances received and their later adjustment where the reporting rules require it.
  • Amendments to previously reported invoices or notes.
  • Nil-rated, exempt and non-GST outward supplies.
  • HSN or SAC summaries. The portal guide states that, from May 2025, HSN-wise outward-supply summaries are separated for B2B and B2C reporting.

Portal tables and thresholds can change. Check the instructions displayed for the exact return period rather than copying a prior period’s table or threshold.

Who is generally outside the normal GSTR-1 process?

The portal guide lists exclusions that include composition taxpayers, non-resident foreign taxpayers, providers of online information and database access or retrieval (OIDAR) services, input service distributors, tax deductors and e-commerce operators collecting tax at source. This is a category guide, not a substitute for checking your registration status and current notification.

Ways to prepare and submit the return

Route Best use Controls to apply
Online entry on the GST Portal Smaller volumes or corrections that need direct review. Use maker-checker review, retain the source invoice and verify totals before filing.
Official offline returns tool Bulk preparation where invoice data can be structured before upload. Validate templates, import files carefully and reconcile upload errors to the source ledger.
ASP or GSP application Businesses that need an integrated preparation workflow. Confirm which forms are supported, how data is exported, who controls access and how audit records are retained.

The portal recognises all three preparation routes. It does not, by that recognition, endorse a particular commercial product or guarantee its accuracy.

How is GSTR-1 different from GSTR-2B?

Feature GSTR-1 GSTR-2B
Purpose Reports the supplier’s outward supplies. Provides the recipient with an auto-drafted ITC statement.
Who acts? The registered supplier prepares and files it when applicable. The recipient reviews it; the recipient does not file GSTR-2B.
Data source The supplier’s reported sales, notes, exports, advances and amendments. Supplier-reported information and other system sources available for the statement.
Character A filed return statement that communicates outward-supply data. Static and read-only for the relevant period.
Use in compliance Supports outward-tax reporting and recipient matching. Supports preparation of GSTR-3B, but does not decide legal ITC eligibility.

GSTR-2B can show credit as available or unavailable in specified situations, but it cannot capture every legal restriction. A credit appearing in the statement is therefore a reconciliation signal, not an automatic approval.

How do I claim a GST refund?

Start with the legal category of the claim. CBIC’s refund rules generally provide for an electronic application in FORM GST RFD-01 through the common portal, either directly or through a notified facilitation centre. Filing RFD-01 does not itself establish entitlement or guarantee payment.

Common categories and evidence

Claim category Important qualification
Export of goods Claims follow export-manifest or report conditions and require the export evidence specified for the claim.
Export of services or other zero-rated supplies Eligibility depends on the zero-rated supply conditions, declarations and supporting records applicable to the transaction.
Supply to an SEZ Evidence of admission or receipt for authorised operations may be required, along with the documents prescribed for the claim.
Deemed exports The rules place the claim with the recipient in the circumstances covered by the category.
Inverted tax structure Refund of unutilised ITC is available only in the statutory circumstances and subject to conditions; an unused balance is not automatically refundable.

A practical RFD-01 checklist

  1. Classify the refund reason before opening the form.
  2. Reconcile invoices, tax payments, shipping or SEZ evidence, declarations and the amount claimed.
  3. Prepare the statements, certificates and accountant certification required for that category and value, where applicable.
  4. Submit RFD-01 electronically and save the acknowledgement reference and uploaded documents.
  5. Monitor the portal for a request, deficiency or clarification and answer it with documents that tie directly to the claim.

A pending status means the application has not reached a final outcome; it is not evidence that the amount will be paid. The appropriate response depends on the claim category, the notice or deficiency raised and the records available. Do not promise a processing time or refund amount without checking the current case and rules.

Adams Invoice Book, 2-Part, Carbonless, 5-9/16 x 8-7/16 Inches, 50 Sets per Book (DC5840)
  • 2 part carbonless forms (White originals, Canary duplicates) for invoicing customers
  • Wraparound cover attached to back to place between sets
  • Consecutively numbered within each book
  • 50 sets per book
  • Space at top for company stamp

When can I claim input tax credit?

ITC is conditional. CBIC rules identify documentary bases such as a supplier tax invoice, debit note, bill of entry and specified input service distributor documents. Possessing one of those documents is necessary in the relevant case but does not, by itself, overcome blocked-credit rules, business-use requirements, time limits or other statutory conditions.

Use GSTR-2B as a control, not a conclusion

  • Match the supplier’s GSTIN, invoice number, date, taxable value and tax amount to your purchase ledger.
  • Check that the purchase relates to business activity and is not subject to a blocked-credit restriction.
  • Confirm that the document is valid and that the supply was actually received where the law requires receipt.
  • Investigate invoices missing from GSTR-2B with the supplier and retain correspondence or replacement documents.
  • Separate credit that is available, credit that is unavailable and credit requiring legal review before preparing GSTR-3B.

The GST Portal expressly warns that other ineligibility scenarios may not appear in GSTR-2B. Self-assess the credit under the law even when the statement labels it available.

The 180-day supplier-payment rule

Where a recipient avails ITC but fails to pay the supplier the value of the supply plus tax within 180 days, the relevant amount is added to output tax liability, with interest treatment addressed by the rule. Verify current amendments, transaction-specific exceptions and the precise reversal and re-availment procedure before posting an adjustment.

A monthly GST control routine

  1. Capture. Record every outward invoice, note, export, advance and exempt or non-GST supply with its classification and place-of-supply data.
  2. Validate. Check serial continuity, tax calculations, reverse-charge flags, customer GSTINs and required invoice particulars.
  3. Reconcile. Compare the sales ledger with GSTR-1 data and compare eligible purchases with GSTR-2B and source documents.
  4. Review exceptions. Investigate missing supplier invoices, duplicate documents, amendments, blocked credits, unpaid invoices approaching 180 days and unusual rate decisions.
  5. File and archive. Submit the applicable statements, preserve acknowledgements and retain the invoice, reconciliation and approval trail for the period.

Common GST mistakes and how to correct them

  • Using a broad product label as the HSN. Reopen the classification using the product’s technical facts and current notification.
  • Copying an old rate chart. Check the effective date and current portal or CBIC instruction for the supply date.
  • Reporting a purchase in GSTR-1. GSTR-1 is for outward supplies; purchase and ITC review belong in the recipient’s records and applicable return process.
  • Treating GSTR-2B as an approval. Perform the legal eligibility review and retain documentary support.
  • Submitting a refund without category-specific evidence. Identify whether it is export, SEZ, deemed export, inverted structure or another permitted category before filing RFD-01.
  • Ignoring payment ageing. Track the 180-day supplier-payment condition and investigate unpaid invoices before an adjustment is required.
  • Assuming every taxpayer files the same forms. Check exclusions such as composition, non-resident, OIDAR, ISD, TDS and e-commerce TCS categories.

When should a business obtain professional help?

Obtain a chartered accountant or GST professional’s advice when classification is disputed, a supply combines goods and services, a refund involves exports or SEZ documentation, a large ITC balance depends on complex restrictions, or a notice requires a legal response. A GST invoice book or stationery can help organise paper records, but it cannot determine the correct rate, replace required records or file a return. Likewise, accounting or return-preparation software can streamline capture and reconciliation, but the taxpayer remains responsible for classifications, evidence and filing decisions.

Final checks before you file

  • Have you confirmed the exact HSN or SAC and the notification effective on the supply date?
  • Do the invoice fields, tax components and place-of-supply data agree with the contract and ledger?
  • Does your taxpayer category require GSTR-1, and are you using the current period’s tables?
  • Have you reconciled GSTR-2B without treating it as a guarantee of ITC?
  • If claiming a refund, have you selected the correct category and assembled its evidence?
  • Have you checked supplier payment ageing, including the 180-day condition?
  • Are acknowledgements, reconciliations and supporting documents stored together?

These checks answer the most common GST questions without replacing the current law. Rates, forms, due dates, portal behaviour and eligibility rules should be verified for the taxpayer, transaction and return period concerned.
