Short answer: GST compliance for a small business depends on more than a single turnover number. Your state, taxable and exempt supplies, interstate or e-commerce activity, taxpayer category and the way turnover is aggregated all matter. Registration thresholds and filing duties can also change through notifications, so treat the figures below as India-wide guidance checked against official material available on 13 October 2026—not as a personal tax opinion.
Once registered, you must use the returns that match your category, reconcile purchase data before claiming input tax credit (ITC), and file even in some periods with no activity. A refund of unused ITC is available only in specified situations, not simply because credit remains in the electronic ledger.

What a small business should decide first
Before calculating a threshold or opening a return, answer these questions:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Where is the business registered and where are its supplies made?
- Are the supplies taxable, exempt, zero-rated or outside GST?
- What is the business’s aggregate turnover under the statutory definition?
- Are there interstate sales, online marketplace sales or other activities with special registration rules?
- Is the taxpayer a normal registered person, casual taxpayer, composition taxpayer or another category with different forms?
Those answers determine whether registration is required, which forms apply and whether a credit or refund can be claimed. The CGST Act section 22 text and current notifications should be read together; an older FAQ by itself is not a complete registration test.

Do I need GST registration?
The general threshold is only a starting point
The displayed text of section 22 sets a general threshold of ₹20 lakh in states outside the special category States and ₹10 lakh in special category States. It also allows the government to notify a higher threshold for specified suppliers, including some businesses exclusively supplying goods. Therefore, “₹20 lakh is the GST limit” is not a universal answer.
Turnover is aggregated under statutory rules, and the relevant test can change with the nature and location of supplies. Compulsory-registration provisions may apply even where a business has not reached the general threshold. Interstate supplies, e-commerce activity, exempt-only operations and other exceptions can alter the result. The CBIC GST FAQ contains useful background but includes dated answers; confirm the current Act, rules and notifications before relying on it.
A practical registration checklist
- List every product and service and classify each as taxable, exempt, zero-rated or non-GST.
- Map customers and dispatches by state, including sales made through online marketplaces.
- Calculate aggregate turnover using the statutory definition across the relevant registrations, rather than looking only at one bank account or one outlet.
- Check whether a compulsory-registration rule applies to your activity despite the general threshold.
- Check current state-specific thresholds and notifications for the date on which the obligation would arise.
- Record the conclusion and the evidence used; this makes later registration, return and audit work easier.
What the registration application requires
The GST Portal’s normal-taxpayer registration instructions make PAN mandatory and distinguish the legal name from the trade name. The application is completed online and may offer Aadhaar-based electronic signing in circumstances specified by the portal.
Use the normal-taxpayer workflow only after identifying the correct taxpayer category. Enter the legal name exactly as supported by PAN records, use the trading name consistently on invoices, and retain the documents and declarations submitted. Portal screens and authentication options can change, so follow the instructions shown for the relevant application date.
Which GST returns does a small business file?
GSTR-1: outward supplies
The GST Portal describes GSTR-1 as the outward-supplies statement generally filed monthly or quarterly by normal and casual registered taxpayers, with exclusions for composition taxpayers and certain other categories. It captures more than a total sales figure, including:
Rank #2
- Ideal for Gifting
- Ideal for a bookworm
- Compact for travelling
- Invoice-level details for registered recipients and specified interstate supplies.
- Credit notes, debit notes, exports, advances and amendments.
- Exempt, nil-rated and non-GST supplies.
- HSN or SAC summaries where required.
The portal supports direct online entry, an offline preparation tool and third-party applications working through GST Suvidha Providers (GSPs). Whichever method you use, the filed data must agree with invoices, credit notes, export records and the books.
GSTR-3B and other forms
GSTR-3B is the summary return used to declare liability and claim eligible ITC for taxpayers to whom it applies. Your exact forms depend on registration category: composition taxpayers and other specialised categories follow different return arrangements. Do not copy a neighbour’s filing calendar without checking the category attached to your GSTIN.

The Quarterly Return Monthly Payment (QRMP) option described in the GSTR-1 FAQ is available, subject to the portal’s conditions, when preceding-year turnover was up to ₹5 crore. A taxpayer registered during the current year may also be eligible when expected turnover is up to ₹5 crore. An eligible taxpayer that opts in files both GSTR-1 and GSTR-3B quarterly.
Eligibility, opt-in status, payment arrangements and due dates must be checked for the specific tax period. State, registration and period settings can affect the dates shown by the portal.
| Consideration | More frequent filing | QRMP, if eligible and selected |
|---|---|---|
| Eligibility | Available where the taxpayer’s category and portal rules require or permit the relevant frequency. | Requires the applicable turnover and registration conditions and an opt-in. |
| Bookkeeping cadence | Sales, purchases and reconciliations need to be closed more often. | Internal records still need regular maintenance even though the statements are quarterly. |
| Cash-flow planning | Liability is reported on a more frequent cycle. | Payment and reporting arrangements follow the QRMP rules shown for the period. |
| Customer invoice visibility | New invoices and corrections can be reported sooner when the return is filed sooner. | Customers may wait longer for quarterly reporting to appear. |
| Best fit | Businesses with frequent transactions, rapid corrections or customers that need prompt invoice data. | Businesses that qualify and can keep accurate books while reducing the number of formal filing cycles. |
The final two rows are practical trade-offs, not guaranteed legal outcomes. Choose only after considering transaction volume, customer expectations and the ability to reconcile before each filing.

Do I have to file when there were no sales?
Nil GSTR-3B
The portal’s nil GSTR-3B guidance permits a nil return only when, for that period, there were no outward supplies, no inward supplies of goods or services and no tax liability. A business with no sales but with purchases, reverse-charge liability or another tax amount may not satisfy those conditions.
Nil GSTR-1
The GSTR-1 FAQ states that a person required to file GSTR-1 must file it even for a period with nil activity. “No invoices issued” does not automatically remove the filing obligation. Check the return tile and status for the exact period, then file the appropriate nil or non-nil form.
How does input tax credit work?
Credit is conditional, not automatic
ITC is a credit that may be available for eligible business inputs. Eligibility depends on the CGST Act, rules, restrictions, documentation and the nature of the purchase. A tax invoice alone does not settle every legal condition. Maintain evidence that the purchase relates to business, that the document is valid and that any statutory restriction has been considered.
What GSTR-2B tells you
The GST Portal calls GSTR-2B a static, read-only, auto-drafted statement. In its words, it is “only a read-only static auto-drafted ITC statement which indicates the availability of Input Tax Credit to you against each document filed by your suppliers and ITC received through ISD.” Read the full GSTR-2B FAQ alongside the law.
GSTR-2B is a reconciliation aid for preparing GSTR-3B; it is not blanket approval. The portal indicates availability document by document based on supplier-reported data, but expressly warns that other legal provisions can make credit unavailable even when the system does not flag it.
Rank #4
A defensible ITC reconciliation process
- Export or view the relevant GSTR-2B for the tax period.
- Match each document to the purchase register, supplier invoice and proof of receipt or service.
- Check the supplier GSTIN, invoice number, date, taxable value and tax amount for transcription errors.
- Investigate invoices missing from GSTR-2B with the supplier and check whether the supplier filed or amended the document in a later period.
- Separate credit that is legally blocked, personal, exempt-related or otherwise restricted, even if it appears in the statement.
- Claim only the eligible amount in the applicable return and maintain a working paper showing inclusions, exclusions and reversals.
- Review subsequent statements for amendments, credit notes or other changes that require a reversal or correction.
Why an invoice may not appear
Common operational explanations include a supplier filing after the statement’s data cut-off, an incorrect recipient GSTIN, a document entered in the wrong period, or a supplier amendment that has not yet flowed through. Contact the supplier, preserve the correspondence and correct the source document rather than forcing a manual match. None of these explanations overrides the statutory eligibility tests.
Can I claim a refund of unused GST credit?
Only specified accumulation qualifies
Unused ITC is not generally refundable on demand. CBIC’s sectoral GST FAQs describe conditional refunds for specified cases, including unutilised credit attributable to zero-rated supplies and accumulation caused by an inverted duty structure, where the rate on inputs exceeds the rate on output supplies. Exclusions and statutory conditions apply.
Exports and zero-rated supplies
The sectoral guidance describes electronic applications for exporters. For an IGST export-refund route, it refers to a shipping bill together with valid return filing and export-manifest requirements. That is a category-specific outline, not a complete checklist for every export or refund claim. Verify the current section 54, rules, forms, notifications and portal workflow before submitting.
How to approach a refund claim
- Identify the legal category: zero-rated supply, inverted duty structure or another route expressly allowed by the current law.
- Reconcile the credit ledger, GSTR-2B, purchase register, sales data and returns for the claim period.
- Remove blocked, ineligible, already-utilised or otherwise excluded credit.
- Assemble invoices, shipping and export evidence, returns, statements and declarations required for that category.
- Submit the electronic application through the GST Portal and monitor notices, deficiency memos and requests for clarification.
- Keep the calculation and supporting records long enough to answer verification or audit questions.
What about the September 2025 GST Council announcement?
A September 2025 GST Council press release described recommendations concerning provisional refunds and an optional simplified registration scheme. A Council recommendation is not, by itself, an operative entitlement or procedure. Use it only after locating the implementing notification or instruction and confirming that it covers your taxpayer category and claim date.
Records and controls that prevent avoidable errors
GST compliance is easier when records are maintained continuously rather than reconstructed at filing time. Keep:
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
- A sales register tied to issued invoices, credit notes, debit notes, advances and amendments.
- A purchase register with supplier GSTINs, invoice data, tax amounts and payment or receipt evidence.
- Separate tracking for taxable, exempt, nil-rated, non-GST and zero-rated supplies.
- Export documents, shipping bills, manifests and proof of supply where relevant.
- Monthly or quarterly reconciliation files showing GSTR-1, GSTR-2B, GSTR-3B and ledger balances.
- Copies of filed returns, acknowledgements, notices and responses.
A paper invoice book can be an optional aid for businesses that choose paper records, but it does not replace portal reporting or filing. The GST Portal’s description of online, offline-tool and GSP preparation options means accounting or invoicing software may streamline data work, yet no particular vendor or product is required.
Where to verify a rule before filing
Use the GST Portal for the return period’s eligibility, forms, filing status and due dates. Use the current CGST Act, rules and notifications for legal thresholds, compulsory-registration provisions, ITC restrictions and refund conditions. The official pages linked in this guide are starting points, not substitutes for checking a change that took effect after their publication.
For a high-risk decision—such as interstate registration, a large refund, disputed ITC or a change from regular taxation to composition—document the facts and obtain advice based on the business’s actual state, supplies, turnover and category.

There is no single GST answer for every small business. Establish whether registration is required using the complete fact pattern, file the forms attached to your taxpayer category, treat GSTR-2B as a reconciliation statement rather than permission to claim, and pursue an ITC refund only when a current legal category supports it. Recheck official portal instructions and notifications for every return period.
