The correct rate depends on the legal classification and conditions of the particular supply, not merely its everyday product name. Check the invoice (or bill of supply), ask the seller to explain any disputed rate, use the formal GST refund process only where the rules permit it, and send seller-service complaints to the National Consumer Helpline (NCH). GST portal or technical failures belong with the GSTN Self Service Portal instead.
What GST is and why the bill matters
The Central Board of Indirect Taxes and Customs (CBIC) describes GST as “a destination based tax on consumption of goods and services.” Its explanation adds that “only value addition will be taxed and burden of tax is to be borne by the final consumer.” In practical terms, tax is collected at stages in the supply chain, with the economic burden intended to end with the person consuming the good or service.

That principle does not give a shopper one universal percentage to apply to every purchase. GST treatment follows the legal classification of the supply and any conditions attached to the relevant rate entry. The same broad category of goods can therefore have different treatment when its form, value, or other qualifying facts change.
How do I find the GST rate on an item?
Do not rely on the everyday product name
A name used in a shop or on a receipt may be too general to identify the correct rate. CBIC’s rate FAQ illustrates this with tamarind: it distinguishes fresh tamarind, shown there as Nil-rated, from dried tamarind, shown there as 12%. That example demonstrates the classification issue; it is not a safe substitute for checking the current entry that applies to your purchase.

The same FAQ discusses readymade garments using a transaction-value threshold. The applicable percentage can therefore depend on the value condition as well as the description of the garment. Because rate notifications can change, an old example should not be treated as the current rate for a different product.
| What can affect the rate | What to check |
|---|---|
| Legal classification | The precise description or tariff classification used for the supply |
| Form or condition of goods | For example, whether an item is fresh, dried, processed, or otherwise described by the rate entry |
| Supply type | Whether the transaction is a sale of goods, a service, an exempt supply, or another specified type |
| Transaction-value or other threshold | Any value, quantity, customer, or other condition stated in the applicable entry |
| Effective date | The notification and date in force when the supply took place |
A practical rate-verification sequence
- Keep the product description, quantity, price, and purchase date together.
- Ask the seller which classification and rate entry was used, especially if the line appears inconsistent with the item.
- Check the exact good or service in the current official GST rate lookup or the latest applicable notification. Do not copy a percentage from an old FAQ example without checking its effective date.
- Compare the seller’s explanation with the invoice’s taxable value, rate, and tax amount. A disagreement about the percentage is different from a seller failing to issue any document.
- If the seller will not correct or explain the charge, preserve the evidence and use the consumer-grievance route described below.
There is no general consumer statistic that can be inferred from a GST percentage. A rate is a legal rate for a specified classification and effective period, not an average or a nationwide measure.
Can a shop charge GST separately?
A separate GST line on a document is not, by itself, proof that the amount is correct or incorrect. The important questions are whether the supply is taxable, whether the seller used the correct classification and rate, and whether the document identifies the transaction properly. Ask for the basis of the rate rather than assuming that a familiar product label settles the issue.
Do not assume that every transaction must carry a document titled “tax invoice.” CBIC’s sectoral FAQ describes circumstances in which a bill of supply is used instead. Exempt supplies and supplies by a composition taxpayer are documented with a bill of supply rather than a tax invoice showing GST collected. If you expected a tax invoice but received another document, first establish whether the supply is exempt or the seller is operating under the composition scheme.
What should a GST invoice show?
For a taxable supply documented by a tax invoice, CBIC identifies particulars that let a buyer connect the tax to a real supplier and transaction. Check the following fields before discarding the receipt:

- Ideal for Gifting
- Ideal for a bookworm
- Compact for travelling
| Invoice check | What it should identify |
|---|---|
| Supplier details | The seller’s identifying details; recipient details where the recipient is registered |
| Invoice number and date | A unique invoice number and the date of issue |
| Description | The goods or services supplied, with enough detail to understand what was bought |
| Value | The value of the supply on which tax is calculated |
| Tax rate | The GST rate applied to the supply |
| Tax amount | The resulting tax amount, shown separately as applicable |
| Signature | The supplier’s signature or permitted authentication |
Keep the invoice with the payment confirmation, order record, delivery evidence, and messages with the seller. This bundle is useful when the dispute concerns a missing document, a rate explanation, or a requested correction.
What should I do if the GST amount looks wrong?
Separate a document problem from a rate dispute
- Document problem: the seller has not supplied a receipt or has supplied a document that omits expected transaction details. Ask for the appropriate document for the type of supply.
- Rate dispute: the document exists, but you believe the classification, threshold, taxable value, or percentage is wrong. Ask the seller to identify the rate entry and explain the calculation.
- Price dispute: the total charged differs from the advertised or agreed price. Preserve the offer, order confirmation, and payment record; this is a consumer-service issue even when the GST line itself is accurate.
Suggested written request to the seller
Send the invoice number, date, item description, amount paid, and the exact correction you want. Ask the seller to state the classification, applicable rate entry, taxable value, and tax calculation. A written request creates a clear record and gives the seller an opportunity to correct a clerical error before escalation.
How do I get a GST refund?
What the formal refund route covers
GST refund rules allow a person claiming a refund of tax, interest, penalty, fees, or another amount paid to apply electronically in FORM GST RFD-01, subject to the relevant provisions. The claim must meet the applicable statutory category, documentary-evidence requirements, and other conditions. The existence of RFD-01 does not create an automatic refund right for every retail purchase.
Refund provisions address specified situations under GST law. Eligibility can depend on facts such as the type of supply, who paid the amount, and the evidence required for that category. A shopper should not file a form simply because a seller’s invoice appears questionable; first determine whether the legal refund category fits the circumstances.
For an ordinary retail disagreement
- Contact the seller with the invoice and payment proof.
- Explain whether you seek a corrected invoice, reversal of an excess charge, or another specific remedy.
- Ask the seller to confirm the classification and calculation in writing.
- If the seller does not resolve the issue, use the National Consumer Helpline (NCH) as a pre-litigation consumer-grievance channel.
- Consider an RFD-01 claim only when the applicable GST refund provisions actually cover the payment and you can provide the required evidence.
A GST refund application and a consumer complaint are different procedures. Filing one does not replace the other or guarantee that a seller will repay a disputed retail amount.

Where should I complain about GST overcharging?
Choose the channel according to the problem. A seller’s conduct and a technical failure on a government portal are not the same type of complaint.
| Problem | Best first route | Purpose and outcome |
|---|---|---|
| Seller charged or displayed an amount you dispute; refused a correction; failed to address a consumer-service grievance | National Consumer Helpline (NCH) | Pre-litigation grievance redressal and communication with the business |
| GST website, login, filing, or other system malfunction | GSTN Self Service Portal | Technical support ticket and status tracking |
| Dispute remains unresolved after the pre-litigation stage | An appropriate Consumer Commission, after checking current official procedure | Formal consumer redressal route; current jurisdiction, deadlines, fees, and monetary limits must be verified before filing |
How to contact the National Consumer Helpline
The Department of Consumer Affairs describes NCH as a single point of access for pre-litigation grievances. Its listed channels include toll-free telephone 1915, a web portal, WhatsApp at 8800001915, SMS, email, the NCH app, and UMANG.
The listed operating hours are 8:00 a.m. to 8:00 p.m. on all seven days except national holidays, with a callback facility described for contacts outside those hours. Helpline numbers, hours, and digital options can change, so confirm the live details on the official NCH service before relying on them.
When submitting a complaint, provide the seller’s name and contact details, invoice number and date, item or service description, amount paid, the GST line in dispute, your attempted resolution, and the remedy requested. Upload legible records and avoid sending unrelated personal information.
A PIB release reported that a dedicated GST grievance category was enabled on the NCH INGRAM portal in connection with revised GST rates and exemptions effective 22 September 2025. The same release reported 1,142 convergence partners at that time. That is a dated programme figure, not a promise that every complaint will be resolved or that a particular business will agree to a refund.

How to report a GST portal or system problem
Use the GSTN Self Service Portal when the difficulty is technical—for example, a portal error, login problem, or transaction that cannot be completed—not when you are arguing with a shop about its rate.
- Search the portal’s issue FAQ for the error or task you are trying to complete.
- If the FAQ does not solve it, select the complaint option.
- Enter the requested details, including the error message, relevant dates, and screenshots or other supporting information where allowed.
- Submit the complaint and save the ticket reference issued by the system.
- Use the portal’s status function to follow the ticket and add information if requested.
The GSTN material lists the GST Helpdesk toll-free number as 1800-103-4786. Verify the number and current support arrangements before calling because contact details can change.

- Original invoice or bill of supply, including the number and date
- Payment confirmation, card or bank record, and order confirmation
- Photograph or screenshot of the advertised price, rate, or exemption claim
- Messages, emails, or call notes showing what you asked the seller to correct
- Your calculation of the disputed amount, separating product value, GST, and any delivery or service charge

Keep originals and submit copies where possible. Redact passwords, full payment-card numbers, and unrelated identity documents unless an official channel specifically requires them.
Common mistakes to avoid
Using a remembered percentage
Rates are classification- and notification-sensitive. A percentage that was correct for one form of a product, one threshold, or one date may not apply to your purchase.

Assuming every receipt must say “tax invoice”
Exempt supplies and composition-taxpayer supplies can use a bill of supply. Identify the supply type before concluding that the seller issued the wrong document.

Treating RFD-01 as a shopper guarantee
RFD-01 is an electronic application under specified refund provisions. It is not a universal mechanism for reversing any disputed retail charge.
Sending a seller dispute to technical support
GSTN support can record portal problems, but it is not the consumer-grievance channel for a shop that refuses to explain or correct a charge. Use NCH for that seller dispute.
Assuming escalation guarantees repayment
NCH is a pre-litigation route, and a ticket or complaint reference confirms submission—not a guaranteed result. If the matter remains unresolved, check current Consumer Commission procedures from official sources before taking the next step.

Start with the exact supply, not a generic product name. Confirm the classification, conditions, effective date, taxable value, rate, and tax amount shown on the document. Keep the invoice and payment evidence, ask the seller for a written explanation, and select the remedy that matches the problem: NCH for a seller dispute, GSTN Self Service for a portal failure, and RFD-01 only when a statutory refund category applies. The operational details above reflect official material available through 13 October 2026 and should be rechecked before use because rates, notifications, portals, and helpline arrangements can change.
