GST e-invoices and GST e-way bills are different compliance records. An e-invoice authenticates a covered tax invoice through an Invoice Registration Portal (IRP), which returns an Invoice Reference Number (IRN) and QR code. An e-way bill documents qualifying movement of goods, including consignment and transport details. Having an e-invoice does not automatically prove that a particular shipment has, or does not have, an e-way-bill obligation.
The correct result depends on the supplier’s status and turnover history, the transaction type, whether goods move, consignment value, route, exemptions, state or Union Territory rules, and current portal validations.

What is the difference between a GST e-way bill and a GST e-invoice?
The simplest distinction is the event each document records:
- E-invoice: invoice authentication and reporting for specified taxpayers and transaction classes. The supplier submits an already prepared invoice to an IRP; the IRP validates it and returns an IRN and QR code.
- E-way bill: a movement document for qualifying consignments of goods. It lets enforcement authorities verify what is being carried, why it is moving, its value and how it is being transported.
The IRIS IRP for GSTN describes e-invoicing this way: “It is how businesses submit an already generated standard invoice to a common portal and get it registered with the government systems to generate a unique identifier – Invoice Registration Number (IRN).” The e-way bill system FAQ defines an e-way bill as “a document required to be carried by a person in charge of the conveyance carrying any consignment of goods of value exceeding fifty thousand rupees…” Those descriptions point to separate legal purposes, even when the systems exchange data.

| Comparison point | GST e-invoice | GST e-way bill |
|---|---|---|
| Main job | Authenticates and registers a covered invoice with the IRP and returns an IRN and QR code. | Documents qualifying movement of goods and supports verification during transport. |
| Information recorded | Invoice information, including supplier, recipient and item details. | Part A contains consignment and invoice information; Part B records transport details such as mode, transporter or vehicle and distance. |
| Typical trigger | A covered supplier issues an in-scope transaction and no notification-based exclusion applies. | A movement of goods meets the rule’s conditions after value, route, transaction purpose, exemptions and state provisions are considered. |
| Primary participants | The supplier reports the invoice; the IRP authenticates it. E-commerce operators may have specified responsibilities. | The supplier, recipient or transporter may generate it, depending on the movement and the applicable rules. |
These records can be connected, but neither is a universal substitute for the other. The official sources are the IRP FAQ, CBIC’s Chapter XVI e-way bill rules and the E-Way Bill System FAQ.
Is an e-way bill required if I have an e-invoice?
Sometimes, but not automatically. First determine whether the goods movement falls within the e-way bill rules. An e-invoice answers the invoice-authentication question; it does not by itself answer whether this particular consignment must travel with an e-way bill.
If the movement is covered, the IRP connection can reduce duplicate entry. Invoice data may populate e-way bill Part A. The supplier or transporter still has to provide the required Part B transport information when it was not supplied with the invoice data. The e-way bill can be generated with the IRN at the same time as the invoice or later.
Conversely, a shipment can require an e-way bill even when the transaction is not subject to e-invoicing. E-way-bill applicability is based on the movement rules, not solely on the supplier’s e-invoice status.
The March 2024 portal validation
A National Informatics Centre advisory dated 5 January 2024 said that, from 1 March 2024, direct e-way bill generation without e-invoice or IRN details would not be allowed for e-invoice-enabled suppliers’ specified B2B and export transactions. The advisory covered listed supply, export, completely knocked-down (CKD), semi-knocked-down (SKD) and lots consignments. It stated that B2C and non-supply transactions would continue as usual.
This was a scoped portal validation, not a rule that every e-way bill in India must always have an e-invoice. Portal controls can be amended, so check the current notice and portal message before relying on this behavior. The advisory is available at NIC’s “Blocking the generation of E-Way Bill without e-Invoice/IRN details”.

What is a GST e-invoice and how does it work?
An e-invoice in GST usage is not simply a PDF or a typed invoice. It is a standard invoice that a covered taxpayer reports to an authorized IRP for registration. The IRP returns an IRN and QR code, which are associated with the invoice issued to the customer.

- Prepare the invoice: Create the tax invoice in the business’s accounting or billing system using the required GST fields.
- Submit to an IRP: Send the invoice data to an authorized IRP, directly or through compatible software.
- Receive authentication: The IRP validates the data and returns the IRN and QR code.
- Issue the document: Provide the customer with the invoice carrying the required e-invoice particulars and QR code.
- Reuse data where applicable: If the related movement needs an e-way bill, use the invoice and IRN data to populate Part A, then complete transport information.
The IRP registration step does not change the commercial substance of the invoice. It authenticates and reports a covered invoice to government systems.
Who needs to generate an e-invoice?
Applicability is a combination of taxpayer coverage, transaction scope and exclusions. The IRP mandate page says the relevant aggregate annual turnover (AATO) is considered in any preceding financial year from 2017–18 onward. A business should not treat a single year’s current turnover, a portal switch or one invoice type as the only test.
Rollout thresholds listed by the IRIS IRP for GSTN
| AATO level listed | Effective date shown on the mandate page | Rollout reference |
|---|---|---|
| ₹500 crore or more | 1 October 2020 | IRIS IRP for GSTN, 2020 |
| ₹100 crore or more | 1 January 2021 | IRIS IRP for GSTN, 2020 |
| ₹50 crore or more | 1 April 2021 | IRIS IRP for GSTN, 2021 |
| ₹20 crore or more | 1 April 2022 | IRIS IRP for GSTN, 2022 |
| ₹10 crore or more | 1 October 2022 | IRIS IRP for GSTN, 2022 |
| ₹5 crore or more | 1 August 2023 | IRIS IRP for GSTN, 2023 |
These are mandate rollout figures, not a blanket instruction that every business at or above ₹5 crore must issue an e-invoice for every document. The mandate page directs taxpayers to check applicability by entity type and transaction. Notification-based exclusions and the legal status of the entity also matter.
Why a portal “enabled” message is not enough
The IRP FAQ cautions that a GSTIN shown as “enabled” means the facility is enabled on the portal; it does not, by itself, establish legal liability for every transaction. Check the applicable notifications, entity exclusions and transaction category. CBIC Circular No. 186/18/2022-GST explains that the exemption for specified entities applies to the entity as a whole, rather than only to a particular kind of supply. Read the circular at CBIC Circular No. 186/18/2022-GST.
Who submits the invoice?
IRP guidance places the normal reporting responsibility on the supplier. Specific provisions can involve an e-commerce operator. The exact obligation follows the current notification and the taxpayer’s facts, so the supplier should document why the transaction is, or is not, within the mandate.

When is an e-way bill required?
Rule 138 covers movement of goods for a supply, for reasons other than supply, and inward supply from an unregistered person. The general rule described in the official FAQ uses a consignment value exceeding ₹50,000. That figure is a starting point, not an unconditional test for every shipment.
Checks that must be made together
- What is moving: Confirm that the transaction involves goods and identify any specified-goods exception.
- Why it is moving: Apply the rules for a sale or other supply, a non-supply movement such as a return or transfer, or inward supply from an unregistered person.
- Consignment value: Test the value against the applicable rule. An e-way bill may also be generated voluntarily below ₹50,000 in situations allowed by the rules.
- Route and jurisdiction: Check whether the movement is interstate or intrastate and whether the relevant state or Union Territory has a different threshold or condition.
- Exceptions: Review the rule’s listed exemptions and special cases, including specified kinds of movement, certain interstate job-work movements and handicraft movements below the general threshold.
The full rule text is in Chapter XVI: E-Way Bill Rules. The portal FAQ at E-Way Bill System FAQ explains the general threshold and state-level variation. Because notifications and state directions can change, use the current rule and portal instructions for a shipment-specific decision.
Who can generate the e-way bill?
Depending on the circumstances, the supplier, recipient or transporter can generate the document. The person responsible for the transport should ensure that the required information is complete and that the person in charge of the conveyance carries the e-way bill number or permitted form of the document.

How long is an e-way bill valid?
Rule 138 sets normal validity by distance: up to 100 kilometres, one day; each additional 100 kilometres or part of 100 kilometres, one additional day. Over-dimensional cargo receives different treatment under the rule. These are rule-based validity periods, and later amendments or operating instructions can alter the practical calculation. Confirm the current rule version before dispatch, especially for long-haul or over-dimensional movements.
How the two systems work together in practice
Use the systems as a connected workflow, not as interchangeable records.
Step 1: Classify the transaction
Record whether it is B2B, export, B2C or non-supply; identify the supplier and recipient GST status; and determine whether goods will physically move. This classification affects both e-invoice scope and the e-way-bill path.

Submit the prepared invoice to the IRP, capture the IRN and QR code, and retain the registration response with the accounting record.
Step 4: Test the movement separately
Apply Rule 138 and the current state or Union Territory provisions to the goods, consignment value, route, purpose and exceptions. An e-invoice does not complete this test for you.
Step 5: Build the e-way bill
Where required, reuse invoice data for Part A. Add Part B transport data, including the applicable mode, transporter or vehicle details and distance. If transport information was already transmitted with the invoice data, verify that the resulting record is complete.
Step 6: Check portal validation before dispatch
For e-invoice-enabled suppliers, test the current portal behavior for B2B and export movements. The NIC’s 5 January 2024 advisory is a useful historical marker for the 1 March 2024 validation, but a portal message or later notification may supersede it.
Decision examples
| Situation to analyze | E-invoice question | E-way bill question |
|---|---|---|
| A covered supplier sells goods to a registered customer and dispatches them interstate. | Check the supplier’s historical AATO, entity exclusions and B2B scope; register the invoice if covered. | Check consignment value, interstate rules, movement purpose and exceptions; generate the e-way bill if the movement rule requires it. |
| A supplier below the mandate threshold moves goods whose consignment value exceeds the general threshold. | The transaction may be outside the supplier’s e-invoice mandate after all exclusions and current rules are checked. | The movement may still require an e-way bill because e-way-bill applicability is tested independently. |
| An e-invoice-enabled supplier makes a B2C sale. | Check whether the current mandate covers that document and transaction type. | Apply the movement rules; the NIC advisory said B2C e-way-bill generation would continue as usual under its stated scope. |
| Goods move for a non-supply reason, such as an internal transfer or return. | Determine whether an invoice covered by the mandate exists for the transaction. | Apply the non-supply movement provisions, value test and any listed exception; do not assume an invoice registration substitutes for the movement document. |
These examples illustrate the questions to ask, not a legal determination for a particular shipment. Preserve the notification and state-rule basis for the conclusion in your dispatch records.

Common mistakes and how to correct them
Calling a PDF an e-invoice
A PDF is a presentation format. In GST usage, the defining event is registration of the standard invoice through an IRP and receipt of the IRN and QR code. Keep the IRP response linked to the issued invoice.
Treating the documents as alternatives
An e-invoice authenticates an invoice; an e-way bill documents qualifying goods movement. If both legal triggers apply, both records may be needed.
Applying ₹50,000 as a universal e-way-bill rule
The general threshold is for a consignment value exceeding ₹50,000, but Rule 138 includes exemptions, optional generation below the threshold, special movements and state or Union Territory variations. Check all of them.

An enabled GSTIN indicates technical availability, not conclusive legal applicability. Review the entity’s status, historical AATO, transaction class and exclusions.
Stopping after Part A
Part A carries invoice and consignment data. Where required, Part B must contain transport details. Confirm that the vehicle, transporter, mode and distance information are present before the goods leave.
Using an old validity calculation
Distance-based validity comes from the current rule text, and amendments can change operating details. Recalculate against the current version rather than relying on an old FAQ screenshot or internal spreadsheet.
A practical compliance checklist
- Identify the supplier’s GSTIN, entity type and AATO in every preceding financial year from 2017–18 onward.
- Confirm whether an entity-wide exclusion or transaction-specific exclusion applies.
- Classify the transaction as B2B, export, B2C or non-supply.
- Record whether goods move, the origin and destination, the route and the movement purpose.
- Calculate consignment value using the applicable e-way-bill rule and check state or Union Territory provisions.
- Register a covered invoice with an IRP and retain the IRN and QR code.
- When an e-way bill is required, populate Part A from the invoice and complete Part B transport data.
- Check current portal advisories, notifications and validations immediately before dispatch.
- Keep the rule, notification or exemption relied on with the shipment file so another employee can reproduce the decision.
How to verify a borderline case
For a transaction that sits near a threshold or exception, use a three-source check: the current GST notification or rule, the applicable state or Union Territory direction, and the live portal instruction or error message. Compare those sources with the taxpayer’s historical turnover and entity status. If they point in different directions, pause dispatch and obtain advice from a qualified GST professional; the general framework cannot determine every fact-specific liability.
Thresholds, exclusions, state rules and portal validations are subject to amendment. The figures and dates in this guide reflect the official pages and documents linked above, including the IRIS IRP mandate page available at E-Invoicing Mandate Under GST. Always verify the current position for the invoice date and movement date.
