It records why you paid, the statutory section, period, tax, interest, any penalty, and the ledger debit details. It is not a return, a universal demand-payment form, or an officer’s order. Before filing, classify the liability as self-ascertained, communicated in DRC-01A, covered by a served notice or statement, or already converted into an adjudicated demand. That status determines the section, components, deadline, payment route and whether DRC-04, DRC-05 or DRC-03A is needed afterward.
What GST DRC-03 does
The official form is titled “Intimation of payment made voluntarily or made against the show cause notice (SCN) or statement.” It is prescribed under the CGST Rules and is submitted electronically. The form asks for the cause of payment, the section under which a voluntary payment is made, notice particulars where relevant, financial year, tax period, tax, interest, applicable penalty, the ledger used, debit-entry number and date, reasons and verification. See the CBIC FORM GST DRC-03.

Filing DRC-03 tells the proper officer that you have made a payment and supplies the legal and accounting context. It does not, by itself, prove that the amount, section, timing or treatment of the liability is correct. It also does not automatically close every proceeding or attach the payment to every demand entry on the portal.
- Use it only for a payment route covered by the applicable rule and facts.
- Identify whether tax, interest, penalty or another amount is legally due before entering figures.
- Keep the payment reference, DRC-03 acknowledgement reference and ledger records together.
- Check whether a separate demand-payment or adjustment process is required.
When should you use DRC-03?
Start with the procedural status of the liability, not with the fact that the portal displays a “voluntary” option. The same amount can require a different process before notice, after notice, or after an adjudication order.

The governing text is in rule 142 of the CGST Rules. The amended wording can also be reviewed in the CGST Rules text amended through 1 January 2022. Because statutory provisions and portal workflows change, check the version and notification that apply on the date of your payment.
How the pre-notice and post-notice routes differ
Payment before a notice or statement
Rule 142(2) describes a taxpayer who pays the tax and interest under the specified section 73 provision, or tax, interest and penalty under the specified section 74 provision, before service of a notice or statement. The taxpayer informs the proper officer in DRC-03. Where the rule’s conditions are met, the officer issues DRC-04 acknowledging acceptance of the payment.
The amended rule text extends this sub-rule to payment of tax, interest, penalty or another amount due under the Act when the taxpayer makes the payment on its own ascertainment or after the officer communicates the amount in DRC-01A. That extension does not remove the need to identify the correct section, amount and timing.
Payment after a notice or statement
Rule 142(3) covers specified payments under the cited section 73 or 74 provisions made within 30 days of service of the notice. The payment is intimated in DRC-03, after which the proper officer issues DRC-05 concluding proceedings in respect of that notice when the rule’s requirements are satisfied. Do not treat “30 days” as a universal deadline for every GST liability; confirm the section, service date and the exact notice language.
Why section 73 or 74 matters
The sections can require different combinations of tax, interest and penalty and can apply to different fact patterns. A DRC-03 screen that accepts a figure does not validate your legal classification. Retain the reconciliation, invoices, returns, correspondence and computation supporting the section and each component.
DRC-03 versus a regular return or a demand payment
DRC-03 is an intimation of a payment. It is not a substitute for reporting a transaction in the relevant GST return, correcting books, filing a return late, or responding to every type of demand. If an adjudication order has generated a liability in Part II of the Electronic Liability Register, the appropriate action may be to pay against that demand entry rather than create an unrelated voluntary payment.

In the section 128A waiver setting, CBIC Circular No. 238/32/2024-GST distinguishes payment for a notice or statement that has not been adjudicated (made through DRC-03) from payment for an order (made against the debit entry in the Electronic Liability Register). The circular also describes adjustment through DRC-03A where the order amount was previously paid through DRC-03. Those instructions are specific to that statutory context; do not generalize its eligibility, dates or waiver treatment to unrelated liabilities.

Confirm the legal basis
- Identify the cause: audit, investigation, voluntary payment, SCN, statement or another cause offered by the form.
- Record the statutory section and whether the amount came from your own ascertainment, DRC-01A, a notice or a statement.
- If there is a notice, copy its reference number, date and service date exactly.
- Check whether the matter is already an adjudicated order with a demand ID.
Calculate the components
- Tax for the correct financial year and tax period.
- Interest through the legally relevant payment date.
- Penalty only where the applicable provision requires or permits it.
- Any other amount specifically due under the Act and covered by the route you are using.
Keep a working paper showing the source return or transaction, rate, dates, payment calculation and reviewer. The form captures amounts and references; it does not replace your evidence.
Gather payment identifiers
- Payment reference number (PRN) or other payment reference generated by the portal.
- Challan and bank confirmation, if payment was made through a challan.
- Electronic Cash Ledger entry and debit date.
- Any earlier DRC-03 ARN/receipt if you are seeking a correction or demand mapping.
How to make the payment
Use the live GST Portal payment facility applicable to your account and liability. GSTN’s online-payment guidance describes generating a challan, selecting an available mode such as net banking through an authorised bank, and crediting the Electronic Cash Ledger after successful confirmation. Available modes and screen labels can change, so follow the current portal instructions rather than relying on an old screenshot. The official guidance is at GST Portal – Online Payments Modes.
- Generate the challan for the amount and components you have calculated.
- Complete payment using a currently available authorised mode.
- Wait for the bank and portal confirmation; do not assume that a debited bank account alone means the GST ledger has been credited.
- Save the challan, PRN, bank confirmation and Electronic Cash Ledger entry.
If the payment is already complete, use the payment reference shown by the portal when you prepare the intimation. A payment that is still pending, failed or not credited should be resolved before you report it as made.
How to file DRC-03 safely
The exact current end-to-end screen sequence is not fixed in the official material. Use these controls while following the labels displayed in your GST Portal account.
- Select the correct application. Open the GST Portal facility for DRC-03 and choose the cause that matches your facts. Do not select “voluntary” merely because it is convenient if a notice, statement or order governs the payment.
- Enter the legal and notice details. Provide the statutory section, financial year, tax period and, where applicable, notice or statement reference and date. Compare every character with the source document.
- Enter tax, interest and penalty separately. Use the amounts supported by your computation. The form’s separate fields are not an invitation to move an amount from one component to another.
- Identify the payment and ledger debit. Enter the relevant payment reference, ledger used, debit-entry number and date as requested. If the portal offers retrieval by PRN, verify that the returned details match your challan and ledger.
- State the reason and verify. Explain the factual cause concisely, complete the verification and review the preview. Check period, section, notice reference, amounts and payment date before submission.
- Submit and preserve the acknowledgement. Download or print the DRC-03 ARN/receipt and retain the submitted form with the payment records.
GSTN’s troubleshooting document describes a payment-already-made flow in which the taxpayer goes to Services → User Services → New Application, selects the DRC-03-after-payment link, supplies the PRN and retrieves payment details. That document is scenario-specific troubleshooting, not a guarantee that every account will show the same labels or route. Consult GSTN’s Known Issues & Suggested Solutions if your payment is not retrieved.

What happens after submission?
DRC-04 is not DRC-03
DRC-03 is your intimation. DRC-04 is the proper officer’s acknowledgement of specified pre-notice payment under rule 142. Filing DRC-03 does not mean that DRC-04 has already been issued. Monitor the portal and your official communications for the officer’s response.
DRC-05 is not a payment receipt
For a qualifying post-notice payment under rule 142(3), DRC-05 is the order concluding the specified proceedings in respect of that notice. It is distinct from the bank confirmation, cash-ledger credit and DRC-03 acknowledgement.
Reconcile the ledgers
- Confirm the Electronic Cash Ledger shows the credit and debit.
- Check the Electronic Liability Register for any outstanding or newly adjusted entry.
- Match the DRC-03 amounts to the payment and your books.
- Track whether DRC-04 or DRC-05 is due under the route you used.
When DRC-03 must be mapped with DRC-03A
A DRC-03 payment is not automatically recognised against a particular demand ID in all portal processes. GSTN’s advisory on appeal pre-deposits says that a payment made through DRC-03 may not count in the portal’s pre-deposit calculation until it is mapped to the relevant demand through DRC-03A. Read the advisory at GSTN’s pre-deposit payment through DRC-03 guidance.
The same distinction matters when an order has already been issued. If you paid an adjudicated order amount through DRC-03, do not make a second payment simply because the demand still appears unpaid. First compare the order, Electronic Liability Register entry, original DRC-03 and current DRC-03A instructions. In the section 128A context, the CBIC circular specifically describes DRC-03A adjustment for a payment previously made through DRC-03. The correct action depends on the demand, process and current instructions.
Practical mapping checklist
- Record the demand ID, order number and Electronic Liability Register debit entry.
- Locate the original DRC-03 ARN, PRN and ledger debit details.
- Confirm that the taxpayer, tax period and amount correspond to the demand.
- Use the live DRC-03A facility or other prescribed adjustment process if the advisory requires it.
- Recheck the demand balance and appeal pre-deposit calculation after the mapping is processed.
Common mistakes and how to correct them
Using “voluntary” for an adjudicated order
Problem: The payment is reported as voluntary even though an order and demand entry already exist. Fix: Determine whether payment should be made against the Electronic Liability Register demand, and map any earlier DRC-03 payment through the prescribed process.
Confusing a bank debit with a GST payment
Problem: The bank account is debited but the portal has not credited the Electronic Cash Ledger. Fix: Check the payment status and PRN; retain evidence and resolve the pending or failed transaction before filing an intimation that says payment was made.

Entering the wrong period or section
Problem: A correct amount is attached to the wrong financial year, tax period or statutory provision. Fix: Reconcile the DRC-03 preview to the notice, DRC-01A communication and calculation before final submission. If already filed, preserve the ARN and seek correction through the current portal or officer process rather than silently filing a duplicate.
Omitting interest or required penalty
Problem: Only the tax is paid although the applicable route requires interest or penalty as well. Fix: Recalculate under the governing section and payment date; obtain professional advice where the statutory treatment is disputed.
Assuming DRC-03 ends the case
Problem: The taxpayer treats the ARN as an acknowledgement, order or waiver. Fix: Track DRC-04, DRC-05, demand status and any correspondence separately. The procedural document issued by the officer is distinct from the taxpayer’s intimation.
Failing to retain references
Problem: The taxpayer cannot prove which payment was reported or cannot retrieve it by PRN. Fix: Store the submitted form, ARN, PRN, challan, bank confirmation, ledger entries and source notice in one case file.

Self-identified tax before notice
You identify an underpaid amount, calculate the applicable tax and interest, pay through the portal and submit DRC-03 using the voluntary cause and correct statutory section. You then monitor for the officer’s DRC-04 acknowledgement. This is appropriate only if the facts fit the qualifying pre-notice route.

Order already appears in the liability register
You should first identify the demand entry and payment instructions. A fresh DRC-03 may not satisfy the demand or an appeal pre-deposit calculation. If an earlier DRC-03 payment was intended for that order, investigate DRC-03A mapping before paying again.
Current limits and verification points
Portal labels, authentication steps, payment modes and available applications can change. The official material does not provide a single current, end-to-end manual covering every DRC-03 scenario. Verify the live GST Portal flow, current consolidated rules, notifications and the text of your notice before submission.
No general section 74A-specific DRC-03 portal path or effect is established in the cited materials. If your liability relies on a newer provision, confirm the current amendment, notification and portal instructions rather than assuming the section 73 or 74 workflow applies.
