GST Documents to Keep Ready During a Goods-in-Transit Inspection

During a GST transit inspection in India, the person in charge of the vehicle should be able to produce the transaction document that applies to the movement and an e-way bill copy or number in a permitted form. Before departure, reconcile those documents with the actual goods, route, transporter and vehicle. The exact requirement can change with the type of movement, transport mode, consignment value, goods and current exemptions.

The documents to place in the transit folder

Rule 138A of the Central Goods and Services Tax Rules, 2017 states that “The person in charge of a conveyance shall carry—” the prescribed documents for the movement. In practical terms, prepare the following set before the vehicle leaves:

As an Amazon Associate I earn from qualifying purchases.

Document or information What to carry or make available Important qualification
Transaction document Applicable tax invoice, bill of supply or delivery challan Choose the document according to the nature of the movement. A delivery challan is not a substitute for an invoice in every taxable sale.
E-way bill A copy of the e-way bill or the e-way bill number The number may be carried physically or mapped to an RFID device embedded on the conveyance in the manner notified by the Commissioner. An arbitrary screenshot or unapproved RFID tag should not be assumed to qualify.
Transport reconciliation details Transporter information, transporter document number and vehicle particulars, where relevant These details help the officer match the physical movement to the electronic record. An older CBIC FAQ describes them as information used to generate an e-way bill; it should not be read as creating a separate universal carry requirement under Rule 138A.

The driver or other person in charge should know where each item is stored and be able to show it promptly. Keep the document version consistent with the data submitted on the e-way bill: consignor and recipient GSTINs, invoice or challan number, goods description, quantities, value, origin, destination and conveyance details.

Which transaction document applies?

Tax invoice

A tax invoice is the normal document for a taxable supply when the supplier is required to charge GST. It identifies the supplier and recipient, describes the goods and records the taxable value, tax rates and tax amounts. If the vehicle is carrying goods sold in an ordinary taxable transaction, the invoice is generally the document the person in charge should present.

Bill of supply

A bill of supply is used in circumstances where GST is not charged on the document, such as supplies made by an eligible composition taxpayer or exempt supplies. It is one of the alternatives named in Rule 138A. Do not carry an invoice merely because the goods are moving; use the document that legally belongs to the underlying transaction.

Delivery challan

A delivery challan is used for prescribed movements where goods travel without an invoice at that stage. Common examples can include movement for job work, movement for reasons other than supply, or other situations covered by the invoice rules. The challan should describe the goods and movement accurately and be connected to the relevant business records.

Calling every shipment a “challan movement” creates risk. If the goods are being sold in a taxable supply for which an invoice is required, replacing that invoice with a delivery challan can leave the vehicle unable to explain the transaction during interception. Confirm the specific delivery-challan provision that applies to the movement before loading.

When an e-way bill generally applies

Rule 138 generally requires the prescribed e-way bill information before movement begins when a registered person causes movement of goods with a consignment value exceeding ₹50,000 in connection with a supply, for a reason other than supply, or because of an inward supply from an unregistered person. The word “generally” matters: the rule and notifications contain exceptions, and some specified movements require an e-way bill regardless of value.

Movements covered by the general trigger

  • A taxable sale or other supply between businesses or to another recipient.
  • A movement that is not a supply, when the rule treats the movement as requiring an e-way bill.
  • An inward movement from an unregistered supplier in the cases covered by Rule 138.

Specified inter-State job-work movements and certain handicraft movements are examples of situations in which an e-way bill can be required even when the usual ₹50,000 value trigger is not met. State and Union Territory notifications may also affect particular goods or routes. Therefore, do not tell a driver that a consignment below ₹50,000 is automatically exempt.

How to understand consignment value

Rule 138 defines consignment value by reference to the value under section 15 declared in the invoice, bill of supply or delivery challan. The amount includes CGST, SGST or UTGST, IGST and cess charged in that document. A consolidated CBIC CGST Rules PDF surfaced in 2020; because amendments may have followed, use the current rule and notifications when calculating a live shipment.

Use the value of the consignment being moved, not an informal estimate made by the driver. If several invoices travel in one vehicle, check how the applicable e-way bill rules treat the consignments and whether the relevant value and document references have been entered correctly.

Who generates the e-way bill?

Road transport

The registered consignor or recipient may generate the e-way bill in the situations specified by the rules. If goods are handed to a road transporter and the registered person has not generated the bill, the registered person furnishes the required transporter information and the transporter can generate the e-way bill from that information. The party generating it must use the actual invoice, bill of supply or delivery-challan data.

Rail, air and vessel movements

The rules contain distinct provisions for rail, air and vessel transport, including the relevant transport-document particulars. A road-style assumption about vehicle numbers may not fit these modes. The person arranging the movement should confirm which transport document number and other particulars must be recorded before dispatch.

When a conveyance changes

If the vehicle, transporter or other conveyance detail changes after the bill is generated, update the prescribed information before the goods continue. A bill that accurately described the first vehicle can become inconsistent when the goods are transferred to another conveyance. The replacement vehicle information should match the vehicle actually carrying the consignment.

Pre-departure preparation: a practical sequence

  1. Classify the movement. Decide whether it is a taxable supply, an exempt or composition supply, a return, a job-work movement, a transfer or another non-supply movement. This determines whether the primary document is an invoice, bill of supply or delivery challan.
  2. Check the value and exceptions. Calculate the consignment value using the applicable document and include the taxes and cess charged there. Check whether a specified inter-State, handicraft, job-work or other notified case requires an e-way bill despite the value.
  3. Create or verify the e-way bill. Compare the electronic record with the transaction document: GSTINs, document number and date, goods description, quantity, value, origin, destination and transport mode.
  4. Enter transport particulars. For road movement, confirm the transporter details and vehicle information required for validity. For rail, air or vessel movement, enter the prescribed transport-document particulars instead.
  5. Check Part B and validity. Road movements generally require Part B information for validity, subject to the rule’s stated exceptions. Do not dispatch while required fields are blank or while the bill shows a different conveyance.
  6. Assemble the folder. Give the driver the invoice, bill of supply or delivery challan and the e-way bill copy or number. Keep an accessible electronic backup, but do not rely on an unverified image as the only evidence of compliance.
  7. Brief the driver. The driver should know the consignor, recipient, destination, nature of the movement and where the documents are kept. They should not guess at answers or alter a document during an inspection.

What happens when an officer intercepts the vehicle?

An authorised proper officer may intercept a conveyance to verify the e-way bill or e-way bill number. The inspection is not automatically a physical opening of every package; the immediate document check is whether the movement and electronic record correspond. The person in charge should present the applicable transaction document and e-way bill information and answer factual questions about the load and route.

Officer reporting timelines

Rule 138C provides that the proper officer records an inspection summary online within 24 hours and the final report within three days. These are duties imposed on the officer. They are not additional documents that the driver must carry, nor are they deadlines for the driver to upload a report.

If the vehicle is detained

Where an intercepted vehicle is detained for more than 30 minutes, Rule 138D provides a portal process for the transporter to upload detention information in the prescribed form. This is a transporter remedy and reporting route; it is separate from the basic transit folder. Record the time and circumstances of the detention so the transporter can use the process accurately.

Common document problems and how to correct them

Problem Why it creates difficulty Practical response
Only a delivery challan is carried for an ordinary taxable sale The document may not establish the taxable supply for which an invoice is required. Issue and carry the applicable invoice; use a challan only for a movement covered by the relevant rules.
The e-way bill number does not match the document The officer cannot reconcile the physical goods with the electronic record. Stop dispatch until the record is corrected or a new bill is generated as required.
Vehicle changed but the bill still shows the old conveyance Conveyance particulars no longer describe the actual movement. Update the prescribed vehicle or transport details before further movement.
The shipment is below ₹50,000 and no bill was prepared A special exemption or mandatory low-value category may apply. Check the current central and state or Union Territory notifications and goods-specific rules.
The driver has a phone image but cannot provide the number or a usable record A casual image may not satisfy the permitted method of presenting the e-way bill information. Provide the e-way bill number or a reliable copy and ensure any RFID arrangement is one notified for that purpose.
Transporter details are missing from internal records Generation and reconciliation can be delayed, particularly when the transporter generated the bill. Keep the transporter ID, transporter document number and vehicle information used for generation available for verification.

Examples of how the decision works

Taxable road sale above the general threshold

A registered supplier sends goods by road under a taxable sale with a consignment value above ₹50,000. The normal preparation is the tax invoice plus an e-way bill with the actual transporter and vehicle details. The driver presents the invoice and the bill number or copy if intercepted.

Non-supply movement using a challan

A business moves goods for a prescribed non-supply reason and no invoice is issued at dispatch. If the invoice rules permit a delivery challan for that movement, the challan becomes the transaction document. The e-way bill question still depends on Rule 138, the value and any applicable exception; the absence of an invoice does not by itself eliminate the e-way bill requirement.

Vehicle transfer during a trip

A consignment starts in one truck and is transferred to another because of a breakdown. The original documents remain relevant, but the transport details must be updated in the manner prescribed before the new truck continues. The driver should carry evidence that connects the replacement conveyance to the same consignment.

Limits of a general checklist

Central GST rules do not answer every shipment-specific question in isolation. State and Union Territory notifications, goods-specific exemptions, the exact reason for movement, the transport mode and later amendments can change the result. The consolidated rules PDF dated 2020 and the 2019 CBIC FAQ are useful background, but current rules and notifications control a live inspection. For a high-value, unusual or multi-state movement, have the tax team verify the route and documents before loading.

The safest operating standard is simple: identify the legal reason for movement, carry the matching invoice, bill of supply or delivery challan, keep the e-way bill available in a permitted form, and make the electronic record describe the actual vehicle and route. That preparation addresses the documents an officer is most likely to request without confusing officer reporting duties or transporter remedies with driver obligations.
