Composition is usually a fit for an eligible, small, mainly consumer-facing business that wants simpler tax administration and can absorb GST on its purchases. Regular GST registration is generally better when you need input tax credit, sell to GST-registered customers, issue tax invoices, or make inter-State supplies. The right choice depends on your PAN-based turnover, state, business activity, purchases, customers and expected growth—not on the scheme rate alone.

What you are choosing

GST registration does not have only one operating model for a small business. An eligible taxpayer can choose the composition scheme, while an ordinary registered taxpayer follows the regular GST system. Composition changes how you charge customers, recover tax paid to suppliers, document sales and file returns.

As an Amazon Associate I earn from qualifying purchases.

Under regular registration, you generally charge the applicable GST rate on taxable supplies, issue a tax invoice and claim eligible input tax credit (ITC) on business purchases. Under composition, you pay a prescribed levy on the relevant turnover base, cannot collect GST separately from customers and cannot claim ITC. The business therefore bears the GST embedded in its purchases.

Composition is optional only if the business satisfies every statutory condition. A preference for less paperwork cannot override an excluded activity, an impermissible supply pattern or a turnover limit.

PAN-based aggregate turnover

The GST Portal’s normal-taxpayer registration guidance validates aggregate turnover for the relevant PAN. Its check considers the current financial year and the immediately preceding financial year and uses the higher turnover when applying the relevant composition threshold. Turnover is therefore not assessed only from the individual shop, branch or trade name making the application.

Do not rely on a single nationwide ceiling printed in an old article. Thresholds can differ by taxpayer category, state and notification. The GST Portal welcome material has used examples such as ₹1.5 crore for goods-only cases and ₹50 lakh for services or mixed supplies, but those figures are time-sensitive examples rather than a complete current threshold table for every state and category. Verify the applicable CBIC notification and current portal guidance for your state and activity before opting in.

Business category and excluded activities

Confirm whether your supplies fit the category for which the composition option is available. The rules distinguish manufacturers, specified restaurant or food-service suppliers, other eligible suppliers and the separate section 10(2A) category. Services, mixed supplies, goods trading, manufacturing and food service can have different conditions and rates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the exact current restrictions before filing. Inter-State supplies and other excluded activities or supply patterns can make a business ineligible even when its turnover is below a relevant threshold. Review every channel: your own premises, online orders, marketplaces, branch transfers and sales to customers outside the state.

Continuing eligibility

Eligibility is ongoing. If turnover, customer geography, product mix or another condition changes, the business may have to leave composition and move to ordinary GST treatment. Build a review into monthly bookkeeping rather than waiting for year-end accounts.

How tax is calculated under each option

Composition levy rates

CBIC’s composition rules prescribe category-dependent rates. The rates below are statutory scheme rates; the applicable turnover base and treatment of other tax liabilities differ by category.

Category in the composition rules Prescribed rate Important qualification
Manufacturers 0.5% Applied on the turnover base specified by the rules for that category.
Specified restaurant or food-service suppliers 2.5% Applies only to the food-service category covered by the rules, not every business selling food.
Other eligible suppliers 0.5% Eligibility and the relevant turnover base must be checked against the current rules.
Section 10(2A) category 3% A separate statutory category with its own conditions and turnover treatment.

These percentages are not ordinary GST rates and should not be compared with a customer’s headline GST rate as though the two systems were interchangeable. A composition taxpayer must also account for tax on inward supplies where the law requires it.

Regular GST mechanics

A regular taxpayer charges GST on taxable outward supplies at the applicable rate, collects it from the customer and remits the net amount after eligible ITC. The result depends on both sales and purchases: output tax, eligible input tax, exempt or non-creditable costs and the timing of invoices all affect cash flow.

The statutory customer-facing wording

A composition taxpayer cannot collect GST on supplies. The composition rules require a bill of supply carrying the wording composition taxable person, not eligible to collect tax on supplies. You must not show a separate GST amount as if the customer could claim it.

Input tax credit is often the deciding variable

Composition taxpayers cannot claim ITC. GST paid on inventory, packaging, equipment, rent or professional services becomes part of the business’s cost, subject to the underlying tax treatment. This can outweigh the apparently low composition levy when purchases carry substantial GST.

Regular registration permits eligible ITC under ordinary GST rules. The credit is not automatic: the purchase must satisfy statutory conditions, the supplier’s documentation and reporting must support the claim, and blocked-credit rules can apply. Still, a business with significant taxable inputs should model the credit before selecting composition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Simple illustration

Assume a shop has ₹40 lakh of annual taxable sales and ₹20 lakh of purchases that include eligible GST. Under composition, the shop pays the applicable scheme levy and absorbs the GST in those purchases. Under regular registration, it charges GST on sales and may offset eligible purchase tax through ITC. The correct comparison is the final tax and margin after credit—not the composition percentage multiplied by sales alone. The exact result requires the actual product rates, purchase invoices, exempt sales and blocked-credit items.

Customers and pricing change under composition

Consumer-facing businesses

If most buyers are individuals who cannot claim ITC, a tax-inclusive shelf price may be easier to explain under composition. You can advertise one final price, but you cannot add GST as a separately recoverable line. Your margin must absorb the tax on inputs and the scheme levy.

GST-registered business customers

A registered business buyer often expects a tax invoice and creditable GST. A composition bill of supply does not give that customer an ITC claim. If buyers compare suppliers on net-of-credit cost, regular registration may be commercially necessary even when composition administration appears simpler.

Price modelling

Prepare two versions of every major price list:

  • Consumer price: the amount the buyer pays, including any tax cost you cannot recover.
  • Business-buyer price: the buyer’s effective cost after considering whether a valid ITC is available.

Do not promise that composition is cheaper. A low levy can be offset by unrecoverable input tax, while regular GST can preserve margin through ITC but may require a higher tax-inclusive invoice total.

Geography and supply channels can rule out composition

Inter-State supply restrictions are a critical screening question. If you sell from one state to customers in another, ship across state borders, transfer stock between states or use a channel that creates an inter-State supply, composition may not be available for that activity. Confirm the current rule against the precise transaction, place-of-supply facts and registration structure.

Review marketplace and online orders separately from counter sales. A business that is local today may become ineligible after adding a national delivery service. Make the geography test part of every expansion plan.

Invoices, bills and returns

Operational issue Composition Regular registration
Customer document Bill of supply with the prescribed composition wording; GST cannot be collected separately. Tax invoice showing applicable GST and required invoice particulars.
Input tax credit Not available to the composition taxpayer. Eligible ITC may be claimed subject to ordinary GST conditions and blocked-credit rules.
GSTR-1 Composition taxpayers are excluded from GSTR-1. Ordinary taxpayers file the outward-supply statement monthly or quarterly, depending on the applicable option.
QRMP Not the regular-taxpayer QRMP route. Eligible regular taxpayers may use QRMP, subject to turnover, registration and filing prerequisites.
Tax collection Cannot collect GST from customers on supplies. Collects GST on taxable supplies and remits the net liability after eligible ITC.

“Simpler” does not mean “no compliance.” Composition still requires accurate turnover tracking, prescribed payments and returns, correct bills of supply and monitoring of eligibility. Regular taxpayers have more outward-supply reporting, but an eligible taxpayer may choose quarterly GSTR-1 through QRMP rather than assuming that every regular taxpayer files monthly.

A decision framework for a small business

1. Establish eligibility

  • Calculate aggregate turnover across the PAN, including the current and immediately preceding financial years used by the portal validation.
  • Identify the state or states involved and the exact business category.
  • List every supply channel and test for inter-State or otherwise excluded supplies.
  • Check the latest threshold and conditions in the applicable CBIC notification and GST Portal guidance.

2. Quantify input tax

Extract the last twelve months of purchase invoices and forecast the next twelve months. Separate eligible GST, exempt purchases, non-business costs and blocked credits. If GST-bearing purchases are a large share of sales, the value of lost ITC may make regular registration preferable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Map your customers

Estimate the proportion of sales to consumers, unregistered small traders and GST-registered businesses. Ask business customers whether they require creditable tax invoices. A customer who cannot use your GST as ITC may focus on the final price; a registered customer may focus on the price after credit.

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.

4. Test geography and growth

Document where goods are dispatched, where services are supplied and where customers are located. Then forecast likely expansion, including online orders, a second state, a new product line or a change from retail to wholesale. A scheme that works for today’s local sales may be unsuitable after one expansion step.

5. Compare administration and cash timing

List the people and systems available for invoicing, purchase reconciliation, payment and returns. Compare the composition payment and return pattern with regular GSTR-1 and other ordinary-tax filings, including whether QRMP is available. Also consider when tax is collected from customers versus when suppliers’ GST must be paid.

6. Run a scenario model

Use at least three scenarios: expected sales, a high-growth case and a low-margin case. For each, calculate output tax, eligible ITC, composition levy, unrecoverable input tax, customer price and compliance cost. State the assumptions, because composition rates and bases are category-specific and cannot be applied as a universal shortcut.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When composition is commonly a sensible fit

  • The business is within the applicable threshold and satisfies every current condition.
  • Sales are predominantly to final consumers who do not need ITC.
  • Purchases contain relatively little recoverable GST, or the business can price in that cost.
  • Operations are concentrated within permitted supply geography.
  • The owner values a simpler outward-supply reporting routine and does not need ordinary tax invoices.

These are decision signals, not an automatic recommendation. Confirm the statutory category and current notification first.

When regular registration is usually stronger

  • GST-bearing purchases, equipment or inventory are substantial and eligible for ITC.
  • Customers are GST-registered businesses that expect to claim credit.
  • The business makes, or plans to make, inter-State supplies or uses a channel affected by composition restrictions.
  • Wholesale, institutional or contract sales require tax invoices and transparent GST charging.
  • Growth could push turnover or activity beyond the composition conditions soon.

Regular registration brings more invoice and return discipline, but that administration can support a broader customer base and preserve input credit.

How to opt in and stay compliant

  1. Confirm the current rule: Check the latest CBIC notification and GST Portal guidance for your state, category, turnover and supply pattern.
  2. Document the eligibility test: Keep the PAN-level turnover calculation, activity classification and geography review with your registration records.
  3. Configure billing correctly: Use bills of supply and the prescribed composition wording if you choose composition; do not allow software to add a separately collectible GST line.
  4. Separate purchase tax from credit: Record GST on inputs for cost analysis even though a composition taxpayer cannot claim it as ITC.
  5. Set a turnover and activity alert: Review sales, new products, new states and new channels every month.
  6. Prepare for a change: If a condition ceases to be met, establish the effective date of ordinary-tax treatment, portal intimation and invoicing changes required by the current rules.

What happens if your circumstances change

Composition is conditional, so a business can lose the option when turnover or activity changes. Continuing to issue composition bills after becoming ineligible can create tax, interest, invoice and customer-credit problems. Stop and obtain professional advice promptly when a new state, supply category, marketplace arrangement or threshold issue appears.

Transition planning should cover the effective date, customer communication, billing software, stock and input-tax records, contracts that quote tax-inclusive prices, and the returns due for each period. Do not assume that switching automatically restores credit for every earlier purchase; eligibility and statutory transition rules determine what can be claimed.

Bottom line

Choose composition only after confirming eligibility and proving that the value of simpler administration and consumer-friendly pricing exceeds the cost of lost ITC and restricted customer and geographic coverage. Choose regular registration when creditable purchases, GST-registered customers, ordinary tax invoices or inter-State growth matter. Because thresholds, exceptions and portal workflows can change, verify the current rules for your state and business immediately before applying or changing status. This is general information, not individualized tax advice.
