Regular GST registration is usually the better fit when you sell to GST-registered customers, buy substantial taxable inputs, need to make restricted supplies, issue standard tax invoices, or expect interstate growth.
The answer depends on your PAN-wide aggregate turnover, every activity and supply channel, customer mix, purchase-tax burden, and ability to manage returns. Check the current threshold, rates, notifications and classification for your financial year before opting; the figures in older portal publications should not be treated as current law.

What you are actually choosing
GST registration puts a business into the normal-taxpayer system unless it validly opts for a special scheme. The composition levy is an alternative method for eligible smaller businesses under section 10 of the Central Goods and Services Tax Act. It changes how tax is paid, how customers are billed, whether input tax credit (ITC) is available, and which supplies the business may make.

“Regular registration” does not mean a separate type of business entity. It means normal GST treatment: charge the applicable GST on taxable supplies, issue tax invoices, claim eligible ITC, and file the returns that apply to the registration. Composition is not simply a cheaper rate; it is a package of eligibility conditions and commercial restrictions.
#1 Best Overall
| Decision axis | Composition levy | Regular registration |
|---|---|---|
| Eligibility | Available only within the applicable threshold and subject to section 10 conditions and exclusions. | Normal-taxpayer treatment, subject to ordinary GST registration rules. |
| Customer billing | GST cannot be collected from the customer as a separately charged tax; use the prescribed composition documentation. | Issue tax invoices and charge applicable GST. |
| Input-tax credit | No ITC on purchases or business inputs. | Eligible ITC may be claimed when statutory conditions are met. |
| Supply footprint | Section 10 restrictions can exclude interstate outward goods supplies, certain services, specified e-commerce supplies and notified manufacturers. | Generally accommodates a wider range of taxable supplies, subject to ordinary GST law. |
| Periodic compliance | Official guidance describes quarterly CMP-08 payments and an annual GSTR-4. | GSTR-1 and other applicable returns; eligible taxpayers may use quarterly options. |
| Commercial fit | Most workable where customers are mainly consumers and taxable purchases are modest. | Often preferable where customers need ITC, purchase tax is material, or expansion is planned. |
This table is a screening tool, not a tax calculation. A business can be under the turnover limit and still be barred from composition by its activities or supply pattern.
Check eligibility before comparing cost
Use the applicable PAN-wide turnover test
The GST Portal’s registration workflow checks annual aggregate turnover linked to the applicant’s PAN and the relevant category. It can direct an applicant who does not qualify for composition to normal-taxpayer registration. The portal’s registration application guidance should be read with the current Act, rules and notifications for the business’s state and financial year.
Include every relevant activity and same-PAN business when making the assessment. Looking only at the turnover of one shop, branch or brand can produce a wrong answer. Keep a written calculation showing the entities and supplies included, the period used, and the threshold notification relied on.

The GST Portal’s Welcome Kit for New Taxpayers reproduces figures of ₹1.5 crore for goods-only businesses, ₹75 lakh for certain special-category states, and ₹50 lakh for services or mixed supplies. Those figures are presented in that older publication and are not a statement of the current threshold. Thresholds, state categories and notified conditions can change. Verify the current consolidated legislation and notification before applying.
Do not confuse the composition eligibility threshold with the separate question of when registration is compulsory. A business can be below one limit, above another, or voluntarily registered; the correct treatment depends on the current rules and its facts.

Understand the invoice and ITC consequences
Composition: tax is embedded, not collected separately
A composition taxpayer cannot collect GST as tax from customers. The selling price therefore has to absorb the levy and the GST included in purchases. The prescribed composition wording and document must be used, and a separate GST amount should not be presented as recoverable tax on the customer’s invoice.
A customer buying from a composition dealer generally cannot claim GST ITC on that purchase because no GST is charged as a creditable line item. This is easy for a consumer to overlook but important for a registered business comparing suppliers. A composition quote may look lower when the seller hides no tax, yet be more expensive to a buyer that could have credited GST from a regular supplier.
Regular registration: credit flows through the chain
A normal taxpayer charges the applicable rate and issues a tax invoice. The taxpayer may offset eligible input tax against output tax, provided the statutory conditions are satisfied and the credit is not blocked. Eligibility is not automatic: invoices, receipt of supplies, return reporting, payment and other conditions must be monitored under the current law.
For a business with significant GST-bearing inventory, rent, equipment, software or professional services, the value of eligible ITC can exceed the administrative saving that composition appears to offer. Conversely, a consumer-facing business with little taxable purchasing may have little credit to lose.
Map your supplies and sales channels
Interstate goods sales
Section 10 restricts interstate outward supplies of goods for composition taxpayers. If you ship taxable goods from one state to customers in another, that activity can make the business ineligible rather than merely changing its rate. Check the place of supply, dispatch model and every state from which goods are supplied before opting.

Services and mixed businesses
The section contains conditions for specified service supplies and for businesses making both goods and services. Do not assume that calling an activity “small services” makes it eligible. Separate each revenue stream, identify how it is classified, and confirm the current statutory permission and limits.

Certain supplies through electronic-commerce channels and supplies by notified manufacturers are restricted. The relevant question is not simply whether you have a website; it is what is supplied, through which operator or arrangement, and whether the activity falls within a notified exclusion. Obtain a current classification before selecting the scheme.
The current text of section 10 is available from the CBIC CGST Act. Read the section with later notifications and the composition rules rather than relying on a general internet summary.
Compare the compliance workflows
Composition cycle
- Track eligibility continuously. Maintain PAN-wide turnover, supply-type and state-wise records during the year; opting once does not protect you if conditions later cease to be met.
- Make the periodic payment. Official portal guidance describes quarterly CMP-08 payment for composition taxpayers. Check the current due date, payment fields and late consequences on the portal for the relevant period.
- File the annual return. The same guidance describes an annual GSTR-4. Reconcile the year’s turnover, payments, purchases and any change in status before filing.
- Retain supporting records. Keep invoices or bills of supply, purchase records, bank evidence, stock records and the eligibility calculation so the composition declaration can be supported.
Quarterly payment plus an annual return is a different workload, not an absence of bookkeeping. You still need reliable transaction records to test the threshold and calculate the levy.
Regular-taxpayer cycle
- Issue compliant tax invoices. Capture the customer’s details, place of supply, rate and tax amount required for the transaction.
- Report outward supplies. File GSTR-1 and any other applicable return through the GST Portal. The portal’s GSTR-1 guidance explains the reporting workflow.
- Claim only supportable ITC. Match purchase documents and portal data, identify blocked or ineligible credits, and retain evidence of receipt and business use.
- Pay the net liability. Reconcile output tax, eligible ITC, amendments, credit notes and reverse-charge items before the applicable payment and return deadlines.
Eligible normal taxpayers may use quarterly filing options. The GSTR-1 guidance refers to availability where preceding-year turnover or expected current-year aggregate turnover is up to ₹5 crore, but portal conditions and eligibility can change; confirm them for the current year rather than treating ₹5 crore as a permanent entitlement.

Evaluate the money with a simple model
Do not compare only the headline composition percentage with the GST rate on your sales. Compare the total cash and margin effect under both treatments using your own turnover and purchases.
| Calculation | Composition | Regular registration |
|---|---|---|
| Output-side tax | Apply the current composition levy to the turnover base prescribed for your category; do not add GST as a separately recoverable charge to the customer. | Apply the current GST rate to each taxable supply and show it on the tax invoice. |
| Purchase-side tax | GST on inputs, services and assets remains a business cost because ITC is unavailable. | Subtract eligible ITC from output tax, subject to statutory conditions and blocked-credit rules. |
| Customer price effect | Build the levy and embedded purchase tax into the selling price. | Quote a taxable value plus GST; a registered customer may generally evaluate the tax through its own ITC rules. |
| Administrative cost | Quarterly CMP-08 and annual GSTR-4, plus records proving continued eligibility. | GSTR-1 and other applicable returns, reconciliations and ITC documentation; quarterly options may be available if eligible. |
A practical worksheet should contain, for each option:
- expected taxable and exempt turnover by activity;
- GST paid on inventory, rent, equipment and services that would be lost as ITC under composition;
- customer categories and the share of sales to GST-registered buyers;
- delivery states, e-commerce channels and any notified goods or services;
- bookkeeping and return-preparation time; and
- the financial effect if turnover or activities change during the year.
There is no reliable universal “composition saves X%” result. The outcome depends on current rates, the business’s input-tax ratio, pricing power and customer credit position. Use verified rates and label every assumption if you build a forecast.
A decision process you can follow
- List the business under one PAN. Combine relevant turnover and activities across locations and registrations for the aggregate-turnover review.
- Confirm the current category threshold. Check the GST Portal workflow, current notifications and state/category rules. Treat figures in older welcome material as historical until verified.
- Test every exclusion. Review interstate outward goods, services, e-commerce arrangements, notified manufacturing and any other section 10 condition against the actual contracts and invoices.
- Model lost ITC. Total the GST on normal purchases and assets that would become a cost under composition. Separate eligible credit from blocked or unsupported credit.
- Map customers. Ask whether buyers are households, unregistered firms or registered businesses that expect a tax invoice and credit. Document how each group will react to an embedded-tax price.
- Map growth plans. Include new states, marketplaces, wholesale channels, services and product lines planned for the financial year, not just today’s sales.
- Compare the filing workload. Price the records and reconciliations needed for CMP-08/GSTR-4 against regular returns and ITC matching. Consider whether a quarterly normal-taxpayer option is available.
- Set a monitoring trigger. Review turnover and activities monthly or quarterly, with an escalation point before a threshold is crossed or a restricted supply begins.
- Document the choice. Keep the calculation, eligibility review, customer-pricing decision and professional advice with the GST records.
Which type of business tends to fit each option?
| Business pattern | Likely direction | Reason to examine |
|---|---|---|
| Small local shop selling mainly to household consumers, with modest taxable purchases and no restricted channel | Composition may be workable if every eligibility condition is met. | Consumers usually do not need a GST credit, while the owner may value the lighter periodic cycle. |
| Trader or manufacturer selling to GST-registered retailers and buying substantial inventory | Regular registration is often more practical. | Buyers may expect creditable tax invoices, and lost purchase ITC can materially reduce margin. |
| Business shipping goods across state borders or using a restricted e-commerce model | Regular registration is generally the safer path. | Section 10 restrictions can make the composition option unavailable. |
| Service business with mixed activities or a rapidly changing offering | Review regular registration unless a current section 10 permission clearly covers all supplies. | Classification and service restrictions can change eligibility as the model evolves. |
| Business close to its applicable threshold | Plan for regular treatment before the trigger. | A forced mid-year transition affects invoices, pricing, returns and stock records. |
These are directional examples, not automatic approvals. A local retailer with large taxable rent and equipment purchases may prefer regular registration, while a low-input business selling only to consumers may find the opposite.
What happens when composition no longer applies?
Composition is conditional throughout the period of use. Crossing the applicable threshold, beginning a prohibited activity or otherwise failing a section 10 condition requires withdrawal and a move to section 9 normal-tax treatment under the prescribed rules. The CBIC Composition Rules set out the withdrawal and switching framework.

- Comes with secure packaging
- Helpful in various ways
- Identify the trigger date. Preserve the turnover calculation, contract, order or other evidence showing when the condition ceased to be met.
- Stop using composition treatment as required. Do not continue issuing composition documents or omit GST after normal treatment becomes applicable.
- Complete the prescribed intimation and registration steps. Forms, effective dates and deadlines depend on the current rules and portal workflow; verify them immediately.
- Rework invoices and customer communications. Explain the new tax treatment, pricing and credit documentation to customers before the first affected supply.
- Reconcile stock and capital goods. The rules prescribe procedures for moving into normal taxation and handling available stock-related credit. Keep purchase invoices, quantities, dates and tax amounts needed for that calculation.
- File both sides of the transition. Close the composition-period payments and annual reporting accurately, then begin the normal returns from the effective date.
Waiting until the annual return to correct the status can create under-collected tax, interest, penalties and customer-credit disputes. Get advice promptly when the trigger is uncertain.
Common mistakes and how to prevent them
- Using a remembered threshold: Recheck the current category and notification instead of copying a number from an old article or welcome kit.
- Checking only one location: Build the turnover review on the PAN and include all relevant businesses and activities.
- Adding GST to a composition invoice: Composition taxpayers cannot collect GST as tax. Correct the document and pricing process before issuing it.
- Assuming “no ITC” affects only inventory: Include eligible GST on rent, professional services, software, repairs, equipment and other inputs that would otherwise be creditable.
- Ignoring the customer’s status: A registered buyer may value a regular tax invoice even if the final consumer does not. Segment quotes by customer type.
- Treating online sales as automatically permitted: Examine the exact e-commerce arrangement and supply classification under current section 10 conditions.
- Leaving the transition until year-end: Monitor turnover and new activities during the year and set an internal escalation threshold below the legal limit.
- Claiming all regular-taxpayer ITC: Reconcile documents and statutory conditions; blocked or unsupported credits remain unavailable.
- Assuming fewer forms means no records: Composition still requires purchase, sales, stock and turnover evidence for the quarterly payment and annual return.
When to obtain professional help
A GST practitioner or chartered accountant is particularly useful when the business has mixed goods and services, several states or registrations, marketplace sales, related entities under one PAN, notified products, large capital purchases, or a pending threshold crossing. Ask for a written eligibility conclusion, a current-law rate and threshold check, a side-by-side cash-flow model, and a transition plan.
For a simple local business, you can prepare the worksheet yourself, but retain the source documents and revisit the choice whenever the customer mix, purchase profile, sales geography or product range changes. Tax rules and portal workflows are updated; verify the latest official instructions before each new financial year and before making an irrevocable commercial promise to customers.
Bottom line
Composition is a conditional simplification, not a default discount. It can suit an eligible, consumer-focused, mainly local business with limited creditable purchases and stable activities. Regular registration is usually the more resilient choice when ITC, business-to-business customers, standard tax invoices, interstate reach or growth flexibility matter. Make the decision from a current eligibility review and an actual input-tax and customer-pricing calculation, then monitor the conditions throughout the year.
