Short answer: choose the GST composition scheme only when your business is eligible, your supply footprint fits its restrictions, most customers do not need GST input-tax credit, and your purchase taxes are modest. Choose regular GST when you sell across state borders, supply registered businesses, buy significant taxable inputs, or need to preserve input tax credit (ITC). Composition can reduce reporting complexity, but it does not permit GST collection on taxable sales or ITC claims.
The figures and filing descriptions below reflect GST Portal material available on 13 October 2026. Thresholds are a first screening test, not a legal eligibility opinion; confirm the current CGST Act, rules and notifications for your facts before opting in.

The decision in one view
| Decision factor | Composition scheme | Regular GST |
|---|---|---|
| Basic eligibility | Turnover ceiling plus statutory and activity conditions. The ceiling is based on PAN-level aggregate turnover for the preceding financial year. | Normal GST registration and continuing-compliance rules apply; composition-specific restrictions do not. |
| Charging GST to customers | Not permitted on taxable outward supplies. The seller issues a bill of supply. | Tax invoices and GST collection follow the normal rules. |
| Input tax credit | No ITC. GST paid on purchases generally becomes a business cost. | Eligible ITC can be claimed subject to documentation, restrictions and the GST law. |
| Routine pattern described by the portal | Quarterly payment through CMP-08 and an annual GSTR-4. | Outward-supply reporting in GSTR-1, monthly or quarterly where eligible, plus other applicable returns. |
| Inter-state and activity flexibility | Inter-state and specified-activity restrictions can make the taxpayer ineligible; exceptions must be checked in current law. | Broader operating flexibility, while all ordinary GST restrictions still apply. |
| Commercial fit | Often suits local, consumer-facing businesses with relatively low taxable purchases. | Usually better for B2B chains, input-heavy operations, exporters or businesses serving customers in several states. |
These are structural differences, not a promise that either option produces a lower final tax bill. A sound choice compares the levy, unrecoverable purchase tax, eligible ITC, pricing and the value customers place on tax-credit documentation.
What each GST option actually does
Composition scheme
Composition is an optional simplified method for eligible small taxpayers. Instead of charging GST separately on taxable sales, the taxpayer pays the applicable composition levy on the prescribed base and gives the customer a bill of supply. The taxpayer cannot claim ITC on purchases. Taxes that become payable on inward supplies under reverse charge or other applicable provisions still have to be paid.
#1 Best Overall
A composition taxpayer must identify itself as a “composition taxable person” in the manner required by the portal and applicable rules. The status is conditional: if the business becomes ineligible, it must withdraw and move to the normal scheme rather than continuing to use composition documents.
Regular GST
Under regular GST, the business issues tax invoices where required, collects the applicable GST from customers and reports outward supplies. Subject to the law and valid records, it may claim ITC on eligible purchases. The GST collected from a customer is normally a pass-through amount, but the timing of collection, payment and credit affects working capital and pricing.
Regular registration does not remove bookkeeping or return work. It changes the tax-invoice and credit framework and gives a business more room to operate across customers, products and locations.
Eligibility: turnover ceilings are only the first test
The GST Portal’s Welcome Kit for New Taxpayers states the following composition ceilings for the preceding financial year:
| Business profile | Portal figure | Qualification attached to the figure |
|---|---|---|
| Goods-only business, generally | ₹1.5 crore of PAN-based aggregate turnover | Applies to the category described in the portal material; other statutory conditions still apply. |
| Goods-only business in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura or Uttarakhand | ₹75 lakh | State-specific ceiling stated in the portal Welcome Kit. |
| Services or mixed supplies | ₹50 lakh | Ceiling stated for supply of services or mixed supplies across states and Union territories. |
See the GST Portal Welcome Kit for New Taxpayers and the portal’s registration guidance. The amounts are portal guidance accessed on 13 October 2026, not a substitute for checking the law in force on the date you opt.
How to read “aggregate turnover”
The portal describes the test by reference to PAN-based aggregate turnover, so do not look only at the sales of one shop, branch or GSTIN. Assemble the relevant turnover of the legal person across its registrations and the categories included by the statute. Keep the calculation for the preceding financial year and the current year updated as sales change.
Conditions beyond the number
A business below the stated ceiling can still fail the composition test. The nature of the goods or services, restricted categories, registration configuration, supply locations and other section 10 conditions matter. The registration material identifies a section 10(2A) category and a restricted-HSN route; those labels should be matched to the business’s actual activity rather than selected as a shortcut.

The Welcome Kit says a taxpayer must withdraw after becoming ineligible. It also says a normal taxpayer cannot opt into composition midway through a financial year under the described process. Because exceptions and legislative amendments can change, obtain a current statutory check before relying on either statement for a particular transition.
Restrictions that can decide the answer before tax arithmetic
Inter-state supplies
The portal material identifies restrictions involving inter-state supply. If you sell goods or services to customers in another state or Union territory, do not assume that a low turnover makes composition available. Map where the customer receives the supply, where stock is held and which registrations are used. Then check the current exceptions and notification wording; a categorical “never allowed” statement would be too broad without that check.
Restricted goods and activities
Some goods and activities are outside the composition route or subject to special conditions. Compare every significant HSN or service classification with the current statutory and portal list. If the business is adding a new product line, treat that change as an eligibility review, not merely a sales decision.
Registration and status changes
Opening another location, changing the legal entity, crossing the turnover ceiling or adding a disqualifying supply can require withdrawal. Build a monthly eligibility review into the accounting calendar so the business does not continue issuing bills of supply after the qualifying conditions have ended.

Costs: why “composition is cheaper” is not a safe conclusion
The retrieved official passages do not establish current category-specific composition rates, so this guide deliberately does not quote a rate or claim a universal saving. Rates and conditions must be verified in the current statute and notifications before a calculation is signed off.
The two economic calculations
For a composition scenario, estimate:
- the applicable composition levy on the relevant turnover base;
- GST embedded in purchases that cannot be recovered as ITC;
- reverse-charge and other inward taxes that remain payable;
- the effect of issuing a bill of supply rather than a tax invoice; and
- additional accounting, pricing or customer-service cost caused by the scheme.
For a regular-GST scenario, estimate:
- output GST that must be charged and remitted, with its cash-flow timing;
- eligible ITC supported by valid invoices and other statutory conditions;
- taxes that are blocked or otherwise not creditable;
- return, reconciliation and record-keeping effort; and
- the commercial effect of allowing a registered customer to receive credit through the normal chain.
A useful internal comparison is not “levy rate versus GST rate.” It is composition levy plus unrecoverable purchase taxes plus compliance and pricing effects versus net regular-GST cash burden after eligible ITC plus compliance and working-capital effects. Use the business’s actual purchase mix and customer contracts; the portal material contains no independent comparative-saving statistic.
Why purchase profile matters
A retailer buying mostly from unregistered or low-tax sources may have little ITC to lose, while a distributor buying large taxable inventories may lose a substantial credit stream under composition. A service business with taxable software, equipment, subcontractor or rent costs should perform the same exercise. The relevant question is the tax actually embedded in purchases that would otherwise be creditable, not the gross value of purchases.
Rank #3
Why customer profile matters
Consumers may focus on the final displayed price and may not need a GST credit. A registered business customer may compare suppliers partly on whether a valid tax invoice and credit chain are available. That is a commercial consideration, not a guaranteed customer preference: ask key customers what their procurement policy requires before changing schemes.

Composition compliance: what you file and what you cannot skip
Quarterly CMP-08 payment
The Welcome Kit describes quarterly tax payment through FORM GST CMP-08. Maintain sales and purchase records throughout the quarter so the payment is based on complete information rather than a last-day estimate. A simpler payment form does not remove the need to identify taxable turnover, inward supplies and reverse-charge liabilities.
Annual GSTR-4
The portal describes an annual FORM GSTR-4. Its manual shows sections for inward supplies, tax on outward supplies, amendments and reverse-charge advances. Reconcile the annual figures to the quarterly payments and to the books before submission; an annual return is not permission to ignore monthly transaction records.
Use the GST Portal GSTR-4 manual for the form’s current fields and workflow. Labels and reporting requirements can change, so follow the period-specific portal instructions.
Invoices and customer communication
Issue a bill of supply rather than adding GST as a separate line to a taxable customer bill. Do not advertise a composition sale as if the customer can claim ITC from it. Include the required composition-status wording and keep copies of documents, purchase invoices and payment records.

Composition does not make inward tax disappear. The Welcome Kit specifically notes that applicable taxes on inward supplies, including reverse-charge taxes, remain payable. Track these transactions separately so they are not omitted merely because the business does not file the regular outward-supply return.
Regular-GST compliance: more reporting, a normal credit chain
Regular taxpayers report outward supplies in GSTR-1. The GST Portal says filing may be monthly or quarterly where the taxpayer is eligible, and that composition taxpayers are not required to file GSTR-1. The portal also warns that listed due dates can be extended by government notification, so check the deadline for the relevant tax period instead of copying an old calendar.
Rank #4
Read the current GST Portal GSTR-1 guidance for applicability, reporting tables and the filing option available to the registration. GSTR-1 is only one part of regular compliance: the business must also complete other returns, payments, reconciliations, e-invoicing or record requirements when those rules apply to its turnover, activity and period.
What the credit framework requires
Claiming ITC is not automatic. Preserve supplier invoices, receipt evidence, payment and accounting records, and test blocked-credit rules and other statutory conditions. Reconcile purchase data to the relevant portal information and reverse or correct credit when the law requires. Regular GST creates the opportunity for ITC; it does not guarantee that every purchase qualifies.

Regular GST can require payment before a customer pays, while eligible purchase credit may reduce the net remittance later. Set a cash reserve for the tax payment cycle and distinguish GST collected on behalf of the government from operating revenue in management accounts.
A practical choice process for a small business
- Map the legal entity and turnover. Calculate PAN-based aggregate turnover for the preceding financial year and monitor the current year. Separate goods-only, services and mixed-supply revenue.
- List every supply location. Record customer states, delivery locations, stock points and registrations. Flag any inter-state or other restricted activity for a current-law review.
- Classify products and services. Check HSN and service categories against the current composition conditions, including the section 10(2A) path referred to in portal registration guidance.
- Measure lost ITC. From the purchase ledger, identify GST that would be eligible under regular GST and the portion that would become an unrecoverable composition cost.
- Interview important customers. Ask whether they require a GST tax invoice, ITC eligibility or vendor registration details. Document the answer rather than assuming that every customer values the same feature.
- Model pricing. Compare the customer-facing price under a bill of supply with the regular-GST price after considering output tax, eligible ITC and competitors’ invoice expectations. Do not use an unverified composition rate.
- Budget compliance capacity. Compare the people, software, reconciliation and review time needed for CMP-08/GSTR-4 with GSTR-1 and other regular filings. Simpler forms still require accurate books.
- Set an exit trigger. Define alerts for turnover, new states, new product lines and customer-contract changes. Assign someone to review eligibility before the next invoice cycle.
- Confirm the current rule. Before opting, changing status or filing, check the latest CGST provisions, notifications and GST Portal instructions for the relevant period. Keep the confirmation with the tax records.
Illustrative decision patterns
Local consumer retailer
A small retailer selling only within its state, mainly to final consumers, with modest taxable purchases and turnover below the applicable goods ceiling may find composition commercially workable. The retailer must still test restricted goods, issue bills of supply, pay CMP-08 and complete GSTR-4. If it begins selling to another state or serving registered resellers that demand ITC, the analysis changes.
Input-heavy wholesaler
A wholesaler buying substantial taxable inventory and selling to GST-registered businesses will often value regular GST’s credit chain more than simplified forms. The decision should be confirmed with an invoice-level ITC estimate and customer requirements; it should not be based solely on the turnover ceiling.
Service provider with mixed revenue
A provider with services plus goods or other mixed supplies must use the services/mixed-supply ceiling stated by the portal, not the goods-only figure. It should also examine interstate clients, taxable subcontractor costs and whether customers need credit. If the business crosses the applicable ceiling or fails another condition, composition cannot be maintained merely because some revenue is consumer-facing.
Leaving composition or correcting a wrong choice
When a condition is lost, stop treating the scheme as available and follow the GST Portal and current law for withdrawal and regular registration status. Review the effective date carefully, change invoice wording, prepare the regular return calendar and tell customers which document they should expect. Do not invent an ITC entitlement for the transition; determine any transitional treatment from the applicable provisions and professional advice.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
If the business discovers that it opted in despite being ineligible, preserve the transaction trail and seek prompt correction. Continuing to issue bills of supply or omitting required tax after the error is discovered can compound the exposure.
Records and controls that prevent common failures
- Eligibility file: preceding-year PAN turnover calculation, state footprint, product/service classifications and current-law review.
- Sales file: bills of supply or tax invoices, customer GSTINs where applicable, place-of-supply evidence and amendments.
- Purchase file: supplier invoices, tax amounts, receipt dates, payment records and an ITC-eligibility decision for regular GST.
- Reverse-charge register: inward transactions, tax computation, payment evidence and reporting reference.
- Return calendar: CMP-08 and GSTR-4 for composition, or GSTR-1 and other applicable filings for regular GST, with a check for notified extensions.
- Change log: new states, warehouses, products, service lines, turnover alerts and customer-contract changes.
Common mistakes and how to fix them
Adding GST to a composition bill
Problem: the invoice shows a separate GST amount even though the seller is under composition. Fix: correct the document and pricing process, use the required bill-of-supply format and train staff not to describe the amount as customer-creditable GST.
Claiming purchase ITC under composition
Problem: the bookkeeping system posts input GST as recoverable credit. Fix: configure the ledger so the tax is treated as cost unless another specific rule applies, and reconcile the error before the annual return.
Assuming the threshold alone grants eligibility
Problem: the business relies on ₹1.5 crore, ₹75 lakh or ₹50 lakh without checking supply type, states or restricted activity. Fix: complete the full eligibility file and obtain a current statutory check.
Missing inward or reverse-charge tax
Problem: simplified outward reporting leads to omitted inward liabilities. Fix: maintain a reverse-charge register and review it before every CMP-08 payment and the annual GSTR-4.
Treating due dates as permanent
Problem: staff use an old calendar even after a notification changes a deadline. Fix: verify the portal for each tax period; the GSTR-1 guidance expressly notes that due dates may be extended.
Bottom-line decision rule
Composition is a fit only when eligibility, supply geography, activity, customer expectations and purchase economics all point in the same direction. It can simplify the recurring return pattern, but it removes outward GST collection and ITC. Regular GST asks for more reporting and stronger records, yet it preserves the normal tax-invoice and credit chain and is usually the safer operating base for interstate, B2B or input-heavy businesses. Make the choice with a documented turnover-and-ITC model, then recheck it whenever the business, customer mix or law changes.
