Works contractors should run GST compliance contract by contract, not as one undifferentiated ledger. Keep a separate file for each project, issue controlled service invoices within the applicable time limit, retain evidence for every input-tax-credit claim, and document the underlying supply behind every reimbursement. Reconcile invoices, credit notes, advances, payments and input tax credit before each return, then keep an audit-ready trail of the figures and decisions. The checklist below follows Indian CGST requirements for registered works contractors; state notifications, reverse-charge entries, e-invoicing applicability, filing frequency and due dates can differ, so confirm the current position for your registration and facts.
What records must a works contractor keep for GST?
Maintain a distinct electronic or physical file for every works contract. The file should let an officer trace the project from customer order to procurement, site use, billing, payment, return reporting and tax payment without relying on undocumented explanations.

Contract-level information
- Customer name, address and GSTIN, where the customer is registered.
- The contract, work order, amendments, scope, site address, milestones, retention terms and payment conditions.
- A description, value and quantity, where applicable, of goods or services received for the contract.
- A description, value and quantity, where applicable, of goods or services actually used in performing the work.
- Payment applications, measurement books, work-completion certificates, receipts and dates of receipt.
- Supplier and subcontractor names and addresses, along with their invoices, debit notes, credit notes and delivery documents.
These particulars reflect the CGST accounts requirements for goods and services received, used, supplied and paid for. Link each purchase and subcontractor document to a project or job code so that the same invoice is not accidentally claimed against two contracts.
Electronic records and control
Electronic books are permitted when they can be produced in a readable form and authenticated digitally where required. Use role-based access, a change log, routine backups and a retention policy aligned with the current GST rules. A scanned invoice without a reliable link to its contract, payment and return entry is not an audit trail; preserve the original electronic file and the metadata that identifies who approved or altered it.

What should be on a GST works-contract invoice?
A works-contract invoice is a service tax invoice. It should identify the parties, the supply and the tax calculation clearly enough for the recipient to account for it and, where eligible, support input tax credit.
Invoice fields to check before release
- Supplier’s legal name, address and GSTIN, if registered.
- Recipient’s legal name, address and GSTIN, where applicable.
- A unique serial number that follows a controlled sequence for the financial year.
- Invoice date and the relevant date of supply or milestone, where that distinction matters.
- Service Accounting Code (SAC) or HSN information as applicable to the supply.
- Precise description of the work, site, milestone or measurement covered.
- Taxable value, rate of CGST, SGST/UTGST or IGST, the amount of each tax and the total invoice value.
- Place-of-supply details when required, especially for inter-State supplies.
- Reference to the contract, purchase order, measurement sheet or work-completion certificate.
Do not use a generic description such as “contract work” when the contract contains several activities or sites. A line-level description and job code make later matching to material purchases, subcontractor bills and customer certifications much easier.
When must a service invoice be issued?
CBIC’s general rule for services is that the invoice is issued within 30 days from the date of supply of service. The exact trigger can depend on the nature of the supply and the contractor’s status, so set an internal approval deadline earlier than the statutory limit. Keep evidence of the milestone or service date used to determine timeliness.
Numbering, amendments and document register
Maintain an invoice and document register covering tax invoices, credit notes, debit notes and delivery challans. Record the document number, date, customer or supplier, contract code, taxable value, tax and the reason for any amendment or cancellation. Never recycle a number or overwrite an issued invoice; use the legally permitted correction document and preserve the audit history.
How should a contractor organize a GST invoice and document register?
Use one index that connects commercial documents, accounting entries and GST returns. A practical register contains these columns:
| Register field | What to capture | Why it matters |
|---|---|---|
| Document identity | Type, serial number, date and financial year | Proves sequence and prevents duplicate reporting |
| Party details | Name, address and GSTIN where applicable | Supports place-of-supply and recipient matching |
| Contract link | Project, site, work order and milestone | Connects the document to actual performance |
| Tax calculation | Taxable value, rate, CGST, SGST/UTGST or IGST | Reconciles books to the return |
| Evidence link | Measurement sheet, delivery challan, receipt or approval | Shows that the supply occurred |
| Settlement status | Payment date, credit note, debit note or dispute | Explains outstanding balances and adjustments |
For subcontractor and material invoices, add supplier registration status, place of supply, receipt date and the person who approved use at the site. Restrict edits after filing and retain a report of changes so a later correction does not erase the original position.

Can a works contractor claim ITC on materials and services?
Input tax credit (ITC) needs both an eligible document and evidence that the goods or services were received and used in the business. Rule 36 recognizes compliant supplier invoices, qualifying section 31 invoices, debit notes, import documents and input-service-distributor documents as documentary bases, but a document alone does not prove receipt, business use or the correct amount.
Build an ITC evidence chain
- Capture the supplier invoice with GSTIN, invoice number, date, taxable value and tax amount.
- Verify that the supplier and document details agree with your purchase ledger and the GST portal data available for reconciliation.
- Record receipt through a goods-receipt note, delivery challan, weighment, store entry or site acknowledgement appropriate to the item.
- Assign the purchase to the contract, site and cost category; retain evidence of consumption or service use.
- Check whether any credit is restricted, reversed or affected by a supplier credit note before including it in the return.
- Document the final ITC amount claimed, any reversal and the reviewer’s approval.
Reconcile more than invoice totals
Match supplier GSTIN, invoice number, date, taxable value and tax to your books and the portal statement. Investigate missing, duplicate, amended or credit-note-affected invoices instead of forcing the ledger to agree. Keep a separate schedule for reversals, ineligible or blocked credits and credits carried forward so that the return preparer does not net unlike items.
Works contractors often buy materials, hire plant, use professional services and engage subcontractors across several sites. A project-level ITC schedule shows whether an input was consumed on the taxable works contract, transferred to another site, returned to a supplier or left in inventory at period end.
How should employee and site-expense reimbursements be recorded?
Classify a reimbursement by the underlying purchase, not by the label on an expense claim. Identify who bought the good or service, who received it, whether the supplier is registered and whether a reverse-charge rule applies to that underlying supply.
Recommended Free Tools
Evidence to retain for every reimbursement
- The original supplier invoice or receipt, showing the supplier and tax details.
- Proof of payment by the employee, supervisor, company card or contractor account.
- The employee or site-expense claim stating the business purpose, date, site and amount.
- Approval by the responsible manager and the contract or job code charged.
- Any delivery, attendance, travel, measurement or consumption evidence that explains the expense.
- The GST treatment chosen, including the reason for claiming, reversing or not claiming ITC.
When can reverse charge apply?
CBIC’s Sectoral FAQ states: “Re-imbursement is an expense in the course or furtherance of business and if the same is against a taxable supply taken from an unregistered supplier, RCM will apply.” Therefore, a reimbursement paid to an employee is not automatically outside GST. If the employee paid an unregistered supplier for a taxable business input, examine the applicable reverse-charge entry and account for it where the law requires; do not infer the result solely from the word “reimbursement.”
Common reimbursement examples
A site manager who buys taxable consumables from a local unregistered vendor creates a different GST question from an employee claiming a salary advance or submitting a personal expense with no business supply. In the first case, preserve the original vendor document and test reverse charge and ITC conditions. In the second, there may be no underlying taxable supply to the contractor, so document the reason for exclusion rather than treating the claim as an invoice.

What should be reconciled before filing GST returns?
Prepare the return from reconciled schedules, not from the bank statement or an unreviewed sales ledger. The exact filing dates and forms applicable to a contractor vary by registration profile, filing frequency, notifications and extensions; verify the current GST portal calendar.
Outward-supply reconciliation
- Match contract milestones, measurement certificates, invoices, advances, receipts and unbilled amounts.
- Reconcile tax invoices, credit notes, debit notes and cancellations to the outward-supply return and tax-payment return.
- Check customer GSTIN, place of supply, taxable value and tax rate, especially where projects cross State borders.
- Explain differences caused by retention money, disputed measurements, year-end accruals or later credit notes.
Inward-supply and ITC reconciliation
- Match eligible supplier documents to purchase and expense ledgers, portal data and contract-use evidence.
- Separate eligible ITC, reversals, blocked or ineligible amounts, imports and reverse-charge credits.
- Track supplier amendments and credit notes after the original claim and adjust in the legally appropriate period.
- Obtain reviewer sign-off on unresolved differences and keep a dated follow-up list.
Keep the filing pack together
Store filed return acknowledgements, payment challans, electronic-liability and cash ledgers, reconciliation workpapers, approval emails and correspondence in the same period folder. A return number without the calculations and source documents that produced it is difficult to defend during an audit.
How do I prepare for a GST audit?
Audit readiness is a continuous recordkeeping process. CBIC audit rules cover books, returns, turnover, exemptions and deductions, tax rates, ITC availed and utilised, refunds and related matters.
Build an audit file for each period and contract
- Start with the executed contract, amendments, customer master and site list.
- Attach the invoice register, outward-return reconciliation and evidence for advances and receipts.
- Add purchase and subcontractor registers, delivery records, measurement sheets and ITC reconciliation.
- Include reimbursement claims, original bills, reverse-charge analysis and approvals.
- File return acknowledgements, challans, ledgers, notices, replies and management explanations.
- Prepare a variance memo for unusual rates, cancellations, retention, large credit notes or portal mismatches.
Use consistent file names and an index that an independent reviewer can follow. If records are electronic, test that a historical document can be opened, traced to the ledger and reproduced in a readable format.
What is the Invoice Management System and how should contractors respond?
A Ministry of Finance release dated 9 September 2024 described an Invoice Management System that allows taxpayers to accept, reject or keep invoices pending for ITC and is intended to improve reconciliation. The release also stated that its recommendations would require implementation through law, notifications or system changes.
Treat the system as an additional control, not as a replacement for source records. When functionality applies to your account, assign an owner to review invoice statuses, resolve rejected or pending documents with suppliers, and preserve the decision and supporting communication. Confirm the live portal instructions before changing your filing workflow because the release itself did not establish every operational or legal detail.

Which GST recordkeeping workflow should a contractor choose?
The legal requirement is to keep complete, retrievable records; the best tool depends on transaction volume, number of sites, user permissions and portal integration. Compare the following capabilities before adopting a process.
| Capability | Manual invoice book | Spreadsheet workflow | GST accounting software |
|---|---|---|---|
| Invoice numbering | Physical sequence; higher risk of lost copies | Formula or manual control; version risk | Configured sequence, permissions and audit trail |
| Contract/job tracking | Separate folders and handwritten references | Job-code columns and linked tabs | Project modules and searchable source documents |
| Supplier-invoice capture | Paper filing and manual entry | Scans plus keyed data | Import, validation and document attachment options |
| ITC reconciliation | Manual tick marks | Matching formulas and exception lists | Automated matching where supported, with review controls |
| Reimbursement approval | Signed claim packets | Approval columns and email evidence | Workflow, permissions and status history |
| Return preparation | Manual transcription | Export templates and checks | Configured reports or portal files, subject to validation |
| Audit retrieval and backup | Physical search and duplicate storage | Folder discipline and backup required | Search, access logs and vendor-dependent backup |
A tax invoice book can provide continuity during a site outage, but it does not replace required portal filing, reconciliation or electronic controls. For spreadsheets or software, define who may create, approve, amend and export records, and test restoration from backup before relying on the system.
What are the most common GST failures for works contractors?
Late or incomplete milestone invoices
Symptom: The customer’s measurement certificate is approved weeks before the invoice. Fix: Set a milestone alert, retain the certificate and review the service-invoice time limit before month-end closing.
ITC claimed without receipt evidence
Symptom: The invoice exists, but there is no goods receipt, site acknowledgement or proof of service. Fix: Make receipt and contract-use evidence mandatory fields before an ITC item can be approved.
Reimbursement treated as automatically tax-free
Symptom: An employee claim is posted as a simple expense without examining the vendor or supply. Fix: attach the original bill, identify the recipient and test registration and reverse-charge rules for the underlying purchase.
Portal and ledger differences ignored
Symptom: Missing or amended supplier invoices remain on the ITC list because the total “looks reasonable.” Fix: Maintain an exception register with an owner, explanation, proposed action and resolution date.

Records scattered across sites
Symptom: The head office has invoices, while measurement sheets and delivery proofs remain with site staff. Fix: require a central contract index and a monthly upload deadline for every site document.
What should be on a contractor’s monthly GST checklist?
- Update each contract file with new work orders, measurements, receipts and supplier documents.
- Review invoice sequence, service dates, descriptions, SAC or HSN details, place of supply and tax calculations.
- Post and approve credit notes, debit notes, advances, reversals and adjustments.
- Reconcile outward supplies and inward ITC to books, portal data and contract-use evidence.
- Review employee and site reimbursements for original bills, approvals, supplier status and reverse-charge implications.
- Lock the period after review, export the reconciliation, file the return and save the acknowledgement and payment proof.
- Carry unresolved exceptions into the next period with a named owner and documented rationale.
Frequently Asked Questions
Can GST records for several sites be kept in one accounting system?
Yes, provided each transaction remains identifiable by contract, site and period, and the system can reproduce the underlying documents. Configure separate job codes and access rights rather than merging projects into a single undifferentiated expense account.

What should I do when a supplier corrects an invoice after I claimed ITC?
Preserve the original invoice, the supplier’s corrected document or credit note, and the reconciliation showing the tax difference. Determine the adjustment period under the applicable GST rules and record who approved the correction; do not silently edit the historical ledger.
Is a delivery challan enough to support input tax credit?
A delivery challan can evidence movement or receipt in appropriate circumstances, but it is not generally a substitute for the eligible tax document required for ITC. Keep it with the supplier invoice, goods-receipt evidence and contract-use record so the complete chain is available.
How should a contractor handle a disputed customer measurement?
Keep the signed or disputed measurement, correspondence, contract clause and accounting treatment together. Issue or defer the tax document according to the supply and invoicing rules that apply, then explain any timing difference in the reconciliation rather than deleting the draft transaction.
