GST Compliance Checklist for Small Fuel Retailers in India (2026)

By TheFinanceBase Team 9 min read

For an Indian fuel outlet, GST compliance starts by separating supplies, not by assuming every sale is either taxable or exempt. Petrol, high-speed diesel, aviation turbine fuel, petroleum crude and natural gas are shown as examples of non-GST supplies in the GST Portal’s return-format instructions. A station that also sells taxable shop goods or services may still have GST registration, invoicing, return and input-tax-credit duties. Use this checklist for the outlet’s actual products, registration category, state, notifications and tax period.

The checklist is a control framework, not a determination that a particular station must register or file a particular form. GST rules, forms, frequencies and due dates can change, so confirm the live GST Portal and current notifications before filing.

1. Map every supply before deciding what is taxable

Begin with a complete list of revenue streams. Do not treat the pump’s total daily sales as one GST category. Create separate product and service codes for each item sold through the forecourt, store, workshop, café, car wash or delivery operation.

Fuel covered by the current non-GST reporting examples

The GST Portal’s normal return format lists petrol, high-speed diesel, aviation turbine fuel, petroleum crude and natural gas as examples of non-GST supplies. Section 9 of the Central Goods and Services Tax Act, 2017 states that GST on specified petroleum products is to be levied from a date notified by the government. Therefore, check the precise product and the notification position for the period you are filing; do not describe every petroleum-related sale as permanently outside GST.

Ancillary sales and services

Convenience-store merchandise, lubricants, accessories, packaged food, repairs, vehicle services, parking, equipment rental or other activities may be taxable, exempt or subject to a special rule depending on their classification. Preserve enough detail to identify the item, applicable HSN or SAC, rate and place-of-supply treatment. A fuel-only outlet and a mixed outlet can have very different obligations.

Operating case Supply question Registration and returns Records and credit
Fuel-only outlet Confirm the exact fuel products and current notification treatment. Check GSTIN status and taxpayer category; the available sources do not establish that every fuel-only outlet must register or file the same forms. Report non-GST supplies in the applicable return fields if a return is required; do not claim GST credit on fuel purchases without checking the invoice and current law.
Fuel outlet with taxable shop goods or services Separate fuel turnover from each taxable, exempt or otherwise classified activity. Determine registration liability, return category and filing frequency for the combined business. Keep taxable invoices and review direct and common input-credit attribution.

2. Confirm registration and taxpayer category

Log in to the GST Portal and verify the outlet’s GSTIN, legal name, state, registration status and taxpayer type. “Small” is not a legal registration category: thresholds, exceptions, special registrations and state-specific facts must be checked against current law. Do not rely on an old turnover article or a legacy threshold table.

Check the registration application data

The GST registration manual identifies core application information such as PAN, business details and the goods or services supplied, with HSN or SAC entries. Compare the portal record with the outlet’s current operations. Add or amend details when the business begins a new taxable line, changes constitution, moves premises or alters the nature of its supplies.

Identify the return category

Return obligations depend on whether the entity is a normal registered taxpayer, casual taxpayer or another category. The GST Portal’s GSTR-1 guidance generally describes normal and casual registered taxpayers as GSTR-1 filers, while noting exceptions for other categories. Read the taxpayer-type instructions shown in the account rather than selecting a form from memory.

3. Build a product-level sales record

Your point-of-sale system should preserve the information needed to reconcile pump readings, store sales and GST returns. Use separate departments or tax codes for each fuel product and each ancillary item. A single “fuel sales” button that combines petrol, diesel and taxable shop goods makes classification and reconciliation difficult.

Capture invoice information for taxable supplies

For taxable sales, retain the invoice number and date, supplier and recipient details where required, GSTIN of a registered customer, item description, HSN or SAC, quantity, taxable value, rate, tax amount and place-of-supply information. GSTR-1 guidance calls for invoice-level details for registered recipients and certain inter-state supplies to unregistered customers. Other consumer supplies can be reported in the applicable summary fields, with HSN or SAC summaries where required.

Keep non-GST sales visible

Non-GST fuel sales should remain identifiable in the ledger and POS even when no GST is charged. Record quantities, pump totals, cash and electronic receipts, credit sales and any adjustments. The objective is not to issue a GST tax invoice for a non-GST supply; it is to preserve a reliable trail for the return fields and for reconciliation with financial records.

4. Report supplies in the correct GSTR-1 fields

Before preparing a return, open the active tax-period form on the GST Portal and confirm its table mapping. The GSTR-1 FAQ describes reporting of taxable information as well as nil-rated, exempted and non-GST supplies. Table names and validations can change, so use the form displayed for the relevant period.

Registered-customer transactions

Match the GSTIN, invoice number, date, taxable value and tax amounts to the buyer’s details. Correcting a customer’s GSTIN or an invoice value after filing can create matching problems, so perform a review before submission.

Consumer and inter-state transactions

Use the summary or invoice-level route required by the form for the customer type, value and place of supply. Do not classify a sale as local merely because the customer paid at the pump; apply the applicable place-of-supply rule to the transaction.

Non-GST, nil-rated and exempt information

Enter non-GST fuel figures in the field provided by the active return format. Keep nil-rated, exempt and non-GST categories distinct in the working papers so that a change in classification can be traced to the underlying product and notification.

5. Decide filing frequency and meet the portal deadline

The GST Portal describes a quarterly option for eligible taxpayers whose preceding-year turnover or expected turnover meets the stated condition of up to ₹5 crore. The FAQ says a taxpayer opting for quarterly filing submits both GSTR-1 and GSTR-3B quarterly. This is an eligibility description from portal guidance, not a guarantee that every fuel retailer qualifies. Check the account’s opt-in status, turnover basis and current rules.

Nil returns are still a filing task

The portal guidance states that nil GSTR-1 filing applies even when there was no business activity in the period, subject to the taxpayer-category exceptions shown in the instructions. A quiet month is not a reason to ignore the return calendar.

Use the live calendar

Record the due date displayed for the outlet’s state, category and frequency. Extensions, public-holiday changes and portal notices can alter a date. Save the filed return acknowledgement, ARN and payment challan or offset details with the period’s working papers.

6. Review input tax credit in a mixed business

Fuel retailers often incur expenses that support both non-GST fuel activity and taxable shop or service activity. Separate credit into three groups:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Directly attributable credit: an input used solely for an eligible taxable supply, supported by a valid tax invoice and other statutory conditions.
  • Directly attributable non-credit activity: an input used solely for a non-GST or otherwise ineligible activity.
  • Common credit: an input serving both activities, such as shared premises, software, security or equipment.

Apply the apportionment method

CBIC’s input-tax-credit rules provide a turnover-based method for common credit attributable to exempt supplies and address petroleum duties in the calculation context. Have the retailer’s accountant apply the current rule, definitions and period figures to the books. Keep the calculation, turnover basis, reversals and subsequent adjustments with the return file.

Do not assume fuel purchases create GST credit

A fuel purchase invoice may show state or central petroleum duties rather than GST. This checklist does not establish those duties as GST input tax. Verify the document and current rule treatment before recording any credit; never convert the pump’s purchase cost into GST credit merely because the business is GST-registered for shop sales.

7. Perform a period-end reconciliation

Close each month or quarter with a documented tie-out. The following sequence converts the reporting and credit requirements into a practical control.

  1. Export pump and POS totals. Separate petrol, high-speed diesel and other fuel products from every store or service department. Include meter readings, opening and closing stock where maintained, returns, discounts and voids.
  2. Agree sales to the ledger and bank records. Reconcile cash, card, wallet, fleet-card and credit-customer receipts. Investigate timing differences rather than forcing the figures to match.
  3. Extract taxable invoices. Check invoice numbering, GSTINs, HSN or SAC codes, rates, tax amounts and place-of-supply fields. Separate registered-customer invoices from consumer summaries.
  4. Classify non-GST supplies. Tie the fuel totals to the non-GST figures prepared for the return. Confirm that a product change, new blend or new service has not been placed under an outdated code.
  5. Reconcile purchases and expenses. Match supplier invoices to the purchase ledger, identify direct taxable-use costs, and flag common costs for the credit-apportionment workpaper.
  6. Calculate reversals and adjustments. Record common-credit reversals or other adjustments required by the applicable rules, with the calculation and reviewer’s sign-off.
  7. Compare the draft return to source records. Resolve differences before filing. A return summary should be explainable from the POS export, invoice register, ledger and credit schedule.
  8. File, pay or offset, and archive evidence. Save the acknowledgement and the final versions of the reports used to prepare the return.

8. Keep an evidence file that survives staff changes

Maintain a period-indexed folder, digital or paper, containing the GSTIN verification, registration amendments, POS exports, pump reports, taxable invoice register, purchase invoices, HSN or SAC mapping, non-GST working, credit-apportionment schedule, filed forms, acknowledgements, challans and explanations for unusual adjustments. Follow the statutory retention period applicable to the taxpayer and keep portal downloads in a format that can be opened later.

9. Common failure modes and fixes

All pump and shop sales are posted to one account

Create separate POS departments and ledger accounts immediately. Reconstruct the affected period from pump reports, stock records and invoices before preparing the return; do not estimate the split from bank deposits.

A legacy threshold is used as the registration test

Check the current CGST Act, notifications, state facts, exceptions and the portal’s registration guidance. The older threshold and composition figures visible in some CBIC FAQ material are dated context, not a current universal answer.

Non-GST fuel is omitted from a return that requires the field

Open the active return format, locate the non-GST supply field and reconcile the entry to the product-level schedule. If the form’s treatment is unclear, obtain professional advice before submission.

Common expenses are claimed entirely as taxable credit

Mark shared costs when invoices arrive, calculate the required turnover-based allocation, and retain the reversal worksheet. Correct an unsupported claim through the applicable return or amendment mechanism rather than carrying the error forward.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A nil period is ignored

Check whether the outlet’s taxpayer category requires nil GSTR-1 and file through the portal when required. Keep the nil acknowledgement with the period file.

10. A one-page sign-off checklist

  • Every revenue stream is listed and coded as taxable, exempt, nil-rated or non-GST only after checking the current classification.
  • GSTIN, legal name, state, taxpayer type and registration activities match the business.
  • Taxable invoices contain the required customer, HSN or SAC, value, rate and place-of-supply information.
  • Fuel totals, shop totals, service totals, ledger balances and receipts reconcile.
  • Non-GST supplies are entered in the active return format where required.
  • Direct and common input credit are separated; unsupported fuel-duty credit is excluded.
  • GSTR-1 and GSTR-3B frequency is confirmed in the portal account, including any quarterly opt-in.
  • Due dates, acknowledgements, challans and working papers are saved.
  • Exceptions, corrections and credit reversals have written explanations and reviewer approval.

What this means for a small fuel retailer

The safest operating model is a split ledger: one trail for fuel and other non-GST supplies, another for taxable ancillary business, and a controlled schedule for shared costs. Registration, return and credit conclusions must be made for the outlet’s actual structure and the rules in force for the filing period. Use the GST Portal’s current forms and calendar, and obtain a tax professional’s review when the outlet adds products, services, states or complex common expenses.
