Green Hydrogen vs Blue and Grey Hydrogen: Emissions, Costs and Use Cases

Green hydrogen is usually the lowest-emissions option, but it is not automatically zero-emissions across its full life cycle. Blue hydrogen can reduce the direct emissions of fossil-based production, yet its climate performance depends on capture rates, methane leakage and permanent storage. Grey hydrogen is generally the cheapest where fossil fuels are inexpensive, but it has the highest emissions among the three common natural-gas pathways.

The practical choice depends on more than the color label. Electricity quality, upstream methane, carbon-capture performance, infrastructure, regional energy prices and certification rules can change the result. Hydrogen is most valuable where it is a chemical feedstock or where direct use of electricity is difficult—not as a default replacement for every fossil-fuel application.

What the three hydrogen colors mean

Hydrogen is a colorless gas. The colors describe how it was produced, not a physical difference in the molecule. They are shorthand for the feedstock, energy source and emissions-control equipment used at the plant.

Type How it is made What determines its climate impact Typical position on cost
Green Water is split into hydrogen and oxygen in an electrolyzer powered by renewable electricity. Emissions from electricity generation, electrolyzer and renewable-equipment manufacturing, construction, water supply and the utilization of the assets. Often more expensive than unabated fossil production today; costs vary sharply with renewable power prices, utilization, financing and delivery.
Blue Hydrogen is made from fossil feedstock, generally natural gas, while carbon dioxide is captured and sent to storage. Capture rate, methane leakage before the plant, energy used by the capture system, carbon-dioxide transport and storage permanence. Can be cheaper than green in regions with low-cost gas and suitable storage, but there is no universal price.
Grey Hydrogen is made from fossil feedstock without carbon capture, usually by reforming natural gas. Combustion and process emissions at the plant plus upstream and midstream fossil-fuel emissions. Usually the lowest-cost route when fossil fuel is inexpensive and carbon costs are low.

These labels are not a certification system. A purchaser needs a measured life-cycle emissions value, the system boundary used to calculate it and evidence that the electricity, gas and carbon storage meet the applicable rules.

Which hydrogen is actually clean?

“Clean” is a policy or commercial description, not a universal scientific threshold. The defensible way to compare hydrogen is kilograms of carbon-dioxide equivalent per kilogram of hydrogen, calculated over a stated life cycle. That calculation should identify whether it includes feedstock extraction, methane leakage, electricity generation, equipment manufacture, transport, storage and end use.

Grey hydrogen has the clearest emissions problem

Unabated natural-gas hydrogen has an emissions intensity of 10–12 kg CO2-equivalent per kg H2, according to the International Energy Agency’s 2024 assessment. Unabated coal hydrogen is higher at 22–26 kg CO2-equivalent per kg H2. Those figures include more than the carbon dioxide released inside the hydrogen plant; the boundary also matters for upstream fuel emissions.

The IEA estimates that 75–95% of fossil-hydrogen emissions occur directly at the production site. That large share is why carbon capture can materially reduce emissions from a blue-hydrogen plant. It does not eliminate the remaining upstream, midstream or storage-related risks.

Blue hydrogen is only as low-carbon as its whole chain

Blue hydrogen retains a fossil feedstock. A credible assessment therefore reports the capture rate for the specific plant, whether the rate applies to process emissions, combustion emissions or both, and the methane-leakage assumptions for gas production and transport. Capturing carbon dioxide at the reformer cannot remove methane that escaped before the gas reached the plant.

Capture equipment also consumes energy. If that energy comes from additional gas combustion, the plant may create more emissions that must be captured or accounted for. Carbon dioxide must then be compressed, transported and injected into a storage formation that remains secure for the stated accounting period. A project that has no demonstrated storage permanence should not be described as zero-carbon.

The IEA’s wording is direct: However, carbon capture alone is not sufficient; upstream and midstream emissions must also be tackled. A blue-hydrogen claim that gives only a capture percentage, without methane and storage information, is incomplete.

Green hydrogen avoids plant emissions but has life-cycle emissions

At the point of electrolysis, green hydrogen produces no carbon dioxide from the chemical reaction. Its life-cycle result depends on the electricity used. Dedicated new renewable generation generally gives a stronger claim than electricity drawn from a grid that is still supplied partly by fossil fuels. The timing of power use, the utilization rate of the electrolyzer and the rules for proving that renewable electricity is additional can all affect the result.

Manufacturing wind, solar, transmission equipment and the electrolyzer also has an emissions footprint. The IEA cites 0.4–2.7 kg CO2-equivalent per kg H2 as the embedded-emissions range for renewable assets used in electrolysis. The range is not a universal score for every project: technology, manufacturing mix, operating life, capacity factor and the electricity system behind construction all matter.

How production pathways work

Green: electrolysis powered by renewables

  1. Water is treated to the quality required by the electrolyzer.
  2. Electricity passes through the electrolyzer, splitting water into hydrogen and oxygen.
  3. Hydrogen is dried, compressed and either used near the plant or transported.
  4. Renewable-power certificates, contracts or direct connections are used to document the electricity source under the relevant certification rules.

Electrolyzers can be operated continuously with firmed renewable power or more flexibly when wind and solar output is available. Continuous operation improves asset utilization but may require additional electricity or storage. Flexible operation can reduce electricity cost in some markets while leaving expensive equipment idle for longer periods. Those choices directly affect the kilograms of emissions and dollars assigned to each kilogram of hydrogen.

Blue: fossil feedstock plus carbon capture and storage

  1. Natural gas is processed in a reformer to produce hydrogen-rich gas and carbon dioxide.
  2. Carbon dioxide is separated from process gas and, where designed, from combustion exhaust.
  3. The captured gas is compressed and moved by pipeline, ship or other infrastructure to a storage site.
  4. Hydrogen is purified, compressed and delivered to the customer.

The uncaptured fraction remains in the atmosphere. The project also depends on a reliable gas supply with measured leakage rates, sufficient energy for capture and compression, and a storage reservoir with monitoring and liability arrangements. A blue-hydrogen plant can therefore have a lower or higher life-cycle intensity than another blue plant, even when both use the same label.

Grey: fossil production without capture

Grey hydrogen follows the same basic fossil conversion route as blue hydrogen but vents the carbon dioxide rather than capturing it. It is deeply established in industry because the equipment and feedstock supply chains already exist. Its low apparent price generally excludes a carbon price, climate damages and some infrastructure costs. Adding those costs can change the comparison with low-emissions alternatives.

How much hydrogen is being made, and how much is low-emissions?

Hydrogen is already a large industrial commodity rather than a purely future fuel. The IEA estimates global demand at 97 million tonnes in 2023, concentrated mainly in oil refining and chemical production. Less than 1 million tonne of that year’s production came from low-emissions pathways.

In its 2025 assessment, the IEA put global production in 2024 at nearly 100 million tonnes. The Breakthrough Agenda assessment associated that production with almost 1,300 million tonnes of CO2-equivalent of emissions. The year-to-year figures use the definitions and accounting boundaries of those assessments; they should not be treated as a plant-level measurement for every producer.

Project announcements point to almost 520 GW of electrolysis capacity. Announced capacity is not the same as equipment operating today. Projects can be delayed, resized or cancelled because of electricity prices, permitting, equipment supply, financing, offtake contracts and grid access.

Is green hydrogen cheaper than blue or grey?

There is no honest single global price per kilogram. Hydrogen cost depends on the region, plant size, capacity factor, financing rate, electricity or gas price, carbon price, transport distance, storage, compression, water, taxes and the boundary used for “delivered.” ACER’s 2025 European monitoring report presents regional technology-cost ranges rather than one European number. The US Department of Energy’s H2A methodology likewise calculates production and delivery costs from explicit technical and financial assumptions.

Cost question What changes the answer What can be stated from current evidence
Green versus grey at the plant gate Renewable-power price and availability, electrolyzer capital cost, utilization, financing and whether grid electricity is allowed. Green is generally more expensive than unabated fossil hydrogen in the IEA’s 2025 assessment, but the gap is regional and time-dependent.
Blue versus grey Natural-gas price, capture equipment, energy penalty, carbon-transport and storage fees, methane leakage and any carbon price. Blue can compete where gas and storage are favorable; a universal blue premium or discount is not established.
Delivered hydrogen Compression, liquefaction or conversion, pipelines, shipping, terminals, storage and distance to the user. A plant-gate comparison can mislead a buyer whose facility is far from production.
Low-emissions hydrogen in 2030 Technology learning, renewable build-out, policy support, financing and the definition of “low-emissions.” The IEA’s Net Zero Emissions scenario projects a broad USD 2–9 per kg H2 range by 2030, not a guaranteed market price.

Grey hydrogen is often the least expensive where gas is cheap and environmental costs are not charged. Blue adds capture, compression and storage costs but may avoid some of green hydrogen’s electricity and electrolyzer costs. Green can become more competitive when renewable electricity is abundant, electrolyzers run at a high utilization rate and policy rewards verified low emissions. None of those statements identifies a universal winner.

Why the delivered price can matter more than the production price

Hydrogen is difficult to store and move compared with many liquid fuels. A user may need compression, pipeline connection, a carrier such as ammonia, a port terminal or on-site storage. The cheapest production route in another region can lose its advantage after conversion and transport. A buyer should request both the production-gate figure and the delivered figure, with the same emissions boundary for each.

Where low-emissions hydrogen is most useful

Existing chemical and refining demand

Oil refining already consumes hydrogen, and chemical plants use it to make ammonia and methanol. Replacing grey hydrogen in these processes can reduce emissions without inventing a new end use. The hydrogen molecule is already required as a feedstock, so the main decision is how to produce it.

Ammonia is used in fertilizers and can also serve as a hydrogen carrier. Methanol is a chemical intermediate and can be made with hydrogen from a low-emissions source. In both cases, the cost of hydrogen is only one part of the final product. The IEA notes that hydrogen is often an intermediate input, so a higher hydrogen price can translate into a smaller percentage increase in the finished product than the per-kilogram comparison suggests.

Iron and steel

Direct-reduced iron can use hydrogen as the reducing agent instead of a carbon-intensive coal route. The opportunity is substantial because steelmaking is difficult to decarbonize with direct electrification alone. It requires suitable iron ore, new furnaces, reliable hydrogen supply and buyers willing to pay for lower-emissions steel. A project should be judged on the emissions of the actual hydrogen and electricity system, not merely on the word “hydrogen” in its description.

Shipping and other difficult transport applications

Some shipping routes may use hydrogen directly or use hydrogen-derived fuels such as ammonia or methanol. These applications face conversion losses, onboard storage constraints, new engines or fuel cells, port infrastructure and safety requirements. Hydrogen is more defensible where batteries or direct electric equipment cannot meet range, weight or operating-time requirements.

Where hydrogen is usually a poor first choice

Turning electricity into hydrogen and then back into useful motion or heat loses energy at each step. For applications that can use electricity directly—such as many light-duty vehicles, building heating systems and routine low-temperature industrial heat—direct electrification is often simpler and more efficient. The exact choice depends on equipment, network constraints and local prices, but a hydrogen proposal should explain why direct electricity is impractical rather than assuming hydrogen is automatically superior.

1. What is the full life-cycle greenhouse-gas intensity?

Ask for kilograms of CO2-equivalent per kilogram of hydrogen and the system boundary. For green projects, check the electricity source and equipment-manufacturing assumptions. For blue and grey projects, check gas extraction, processing and transport emissions. Confirm whether the result is measured, modeled or based on a default factor.

2. For blue hydrogen, what capture rate and storage evidence exist?

Separate capture of process carbon dioxide from capture of combustion exhaust. Request the expected capture rate at normal operation, not only a design maximum. Check the energy penalty, carbon-dioxide transport route, storage formation, monitoring plan and responsibility for leakage. A capture rate without these details is not a complete climate specification.

3. For green hydrogen, is the renewable electricity credible and additional?

Determine whether the electrolyzer has a dedicated renewable plant, a power-purchase agreement or grid electricity matched with certificates. Ask how hourly matching, geographic matching and additionality are handled under the applicable rules. Also review the electrolyzer’s expected annual operating hours: a low electricity price is not useful if the equipment rarely runs.

4. What is the cost boundary and geography?

Compare like with like: plant-gate with plant-gate, or delivered with delivered. Put the region and date beside every number. Include electricity or gas, capital recovery, operations, water, compression, transport, storage and taxes. A quoted cost that omits delivery can be unusable for a customer located far from the plant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Which certification and accounting rules apply?

Customers, regulators and lenders may use different thresholds for “renewable,” “clean” or “low-carbon.” Confirm which standard determines eligibility, how emissions are audited and whether certificates can be traded separately from the physical hydrogen. A project can meet one program’s definition while failing another’s, changing its market access and value.

What these differences mean for households and personal-finance decisions

Most households will not buy hydrogen directly, but hydrogen costs can reach personal budgets through products and infrastructure. Fertilizer affects agricultural input costs and therefore food prices. Steel made with hydrogen can carry a different price premium in vehicles, appliances and construction. Shipping fuels can influence freight costs. Public support for electrolyzers, pipelines, carbon storage or renewable generation can also appear in taxes, utility rates or regulated charges.

These effects are indirect and project-specific. A higher hydrogen cost does not automatically produce an equal increase in a supermarket item or a car because hydrogen may be a small share of the finished product, as the IEA’s intermediate-input observation illustrates. Conversely, a project with expensive transport or low utilization can have a larger cost impact than its headline production price suggests.

Questions to ask before treating a hydrogen company as a climate investment

  • Does the company have an operating facility, or only announced capacity?
  • Are revenue and costs tied to a long-term offtake contract, or to an unproven future market?
  • What electricity, gas, capture, storage and transport assumptions support its emissions claim?
  • Which certification regime allows the product to earn a premium or qualify for public support?
  • How sensitive are project returns to electricity prices, gas prices, utilization, interest rates and delays?
  • Who carries liability if carbon storage leaks or a certificate is rejected?

These are diligence questions, not a recommendation to buy or sell a security. The same color label can describe projects with very different financial and climate risks.

A practical decision guide

  1. Define the job. Identify whether hydrogen is a feedstock, a reducing agent, a shipping fuel or an energy-storage medium. If direct electricity can do the job, compare that option first.
  2. Set the emissions threshold. Specify a life-cycle limit in kilograms of CO2-equivalent per kilogram of hydrogen and state whether indirect emissions are included.
  3. Screen the supply chain. For green, verify renewable electricity and equipment assumptions. For blue, verify methane, capture and storage. For grey, recognize that the unabated emissions remain.
  4. Compare delivered economics. Use regional prices and include compression, transport, storage, taxes and financing. Do not substitute the IEA’s 2030 scenario range for a current quote.
  5. Check certification and contracts. Make sure the product’s emissions evidence, certificate and physical delivery arrangements satisfy the buyer’s rules.
  6. Stress-test the project. Model lower utilization, higher electricity or gas prices, construction delays, rejected certificates and storage or transport bottlenecks.

Bottom line: the useful distinction is measured emissions, not color

Green hydrogen generally offers the strongest route to very low life-cycle emissions when it uses genuinely additional renewable electricity and accounts for equipment and construction. Blue hydrogen can be a lower-emissions alternative to grey only when capture is high, methane leakage is controlled, the energy penalty is included and carbon storage is demonstrably permanent. Grey hydrogen remains a high-emissions fossil pathway even when it is inexpensive.

For most decisions, start with the industrial task, then compare verified life-cycle emissions and delivered cost within the same region and accounting boundary. That approach avoids both common errors: calling blue hydrogen zero-carbon and treating green hydrogen as automatically emissions-free.
