Google Demand Gen lets you attach audience segments to each ad group, but those selections do not always act as hard delivery boundaries. Manual targeting is intended to stay within the selected audience, while optimized targeting can use your selections as signals and reach additional people who Google predicts may convert. Lookalike segments are also moving through a phased 2026 change from a similarity constraint to a signal-based model. Your campaign type, country, inventory, audience type and advertising policy determine what you can select and exclude.
How audience targeting works in Demand Gen
Demand Gen campaigns use audience segments at the ad-group level. An ad group can have one audience, and that audience can contain several segments. You can combine segment types rather than creating a separate ad group for every interest or first-party list.

Google describes segments around interests and habits, active research or purchase intent, demographics, life events and previous interactions with an advertiser. Available families include affinity, custom, detailed demographics, life events, in-market and first-party “your data” segments such as website or app visitors and Customer Match. Lookalike segments use a first-party seed list and are specific to Demand Gen.
Audience selection is separate from campaign controls such as location and language. Those settings determine where and in which language ads can serve; the audience determines which people Google should consider under the targeting mode you choose.

One audience per ad group, multiple segments inside it
When you build or select an audience, you can add multiple eligible segments. A saved audience can then be attached to an ad group. Editing that saved audience changes every campaign and ad group using it. If you need a different definition without changing existing traffic, save a new audience instead of editing the shared one.
Audience availability depends on campaign type
Audience Manager can display segments that are usable in Display or another campaign type but unavailable in Demand Gen. Taxonomies are not universal across Google Ads. Lookalike segments are designed for Demand Gen and cannot be used as a normal segment outside it. If an audience containing a Lookalike component is reused elsewhere, only the eligible non-Lookalike portions may remain, and the audience can show an “Eligible – Limited” status.
Manual targeting versus optimized targeting
The most important setting is whether the selected audience is a targeting boundary or a learning signal.
| Setting | How Google uses your audience selection | Practical implication |
|---|---|---|
| Manual targeting | Ads are intended for the people specified by the advertiser, subject to campaign settings and policy. | Provides tighter control over the intended audience, but eligibility, inventory and policy still apply. |
| Optimized targeting | Selected segments act as signals. Google may find people outside them when its systems predict they are likely to achieve the configured conversion goal. | Can expand reach beyond the selected audience; do not describe the selected segments as an absolute cap. |
Optimized targeting uses conversion goals and other campaign information to look for additional users. The expansion is not a promise that every person in the chosen segment will be reached, nor that every expansion will resemble the original segment. If strict audience containment matters, review whether manual targeting is available for your objective and monitor delivery after launch.
Do audience signals override location or language?
No. Location and language remain campaign controls. Google’s Demand Gen documentation says you can set location or language at the campaign level or the ad-group level, but not both for the same setting. Once you choose a level, edits must be made at that level. Radius targeting is campaign-level only. An audience signal cannot make an ad eligible in a location you excluded, and a location setting does not turn optimized audience expansion into a fixed demographic boundary.

Building a Demand Gen audience
- Create or open the Demand Gen campaign and ad group. Audience selection is made in the ad-group setup rather than as a separate campaign-wide audience list.
- Open the audience controls. Choose an existing saved audience or use the Audience builder to create one.
- Add eligible segments. Select the relevant affinity, custom, detailed-demographic, life-event, in-market or first-party “your data” segments. Availability is determined by Demand Gen eligibility, not merely by whether a segment appears in Audience Manager.
- Choose the targeting behavior. Decide whether the selected audience should be used for manual targeting or as a signal for optimized targeting, where that option is available for the campaign.
- Review exclusions and policy. Exclusion controls differ by segment type, and sensitive categories can remove advertiser-curated audience options entirely.
- Save deliberately. If the audience will be reused, save it. Remember that later edits to a saved audience affect every attached campaign and ad group; create a separate saved audience for a test or materially different definition.
Lookalike segments in the 2026 transition
Lookalikes start with a first-party seed audience and seek people similar to it. Google lists website visitors, app users, customer lists, Google Analytics audiences and YouTube audiences as possible seed sources. The older workflow allows up to 10 seed lists and recommends creating the campaign and Lookalike segment two to three days before launch so the segment can populate.
What is changing
Google says a phased update began becoming available in March 2026. In the new mode, the seed list is a suggestion or signal rather than a strict similarity boundary. Delivery can therefore extend to qualified customers who do not meet the former similarity threshold. Google also states that the former minimum seed-list requirement of 100 users is no longer true for Lookalike creation under the updated flow.

Check the Lookalike settings in the specific account before promising a constrained audience or relying on the removal of the 100-user minimum.

|---|---|---|
| Role of the seed list | Defines a similarity-based audience constraint. | Acts as a signal that helps Google find qualified users. |

How to plan around the rollout
- Record whether the account is using the constrained or suggestion behavior before launch.
- Use manual targeting when you need the clearest possible audience boundary and the campaign supports it.
- Keep seed-list definitions and consent records documented, especially when customer lists or analytics audiences are involved.
- Allow the documented two-to-three-day population period when following the older creation workflow.
- Do not treat a Lookalike label as proof that all delivered users satisfy the old similarity threshold.
Exclusions: what you can and cannot remove
Google’s general Audience builder FAQ says exclusions are currently available only for “your data” segments. That means the broad exclusion control should not be presented as a universal way to remove every affinity, in-market or demographic segment.
Google’s Lookalike-specific constraint instructions separately describe including or excluding existing Lookalike segments. Because the general FAQ and the Lookalike workflow describe different scopes, treat Lookalike exclusion as an account- and interface-dependent exception. Verify the control for the exact campaign and segment type before building a suppression strategy.

Excluding people from a first-party segment
Use a “your data” segment when you need to suppress known site visitors, app users, Customer Match members or another first-party audience supported by the account. Check that the segment is eligible for Demand Gen and that its membership and consent settings comply with Google’s policies. Excluding one first-party list does not automatically exclude people who appear in another overlapping list.

Inventory, channels and campaign-level controls
Demand Gen can serve across YouTube, Discover, Gmail and the Google Display Network. Google’s campaign overview describes YouTube placements including Shorts, in-feed, Home feed, watch next and YouTube Search. Channel availability and controls can vary by campaign configuration and policy category.
Location and language can be set at either campaign or ad-group level, but not both for the same setting. Radius targeting is available only at campaign level. Decide the control level before launch because moving an existing setting to the other level is not an in-place edit; you must change it where it was originally selected.
Sensitive categories can have restricted inventory. Google says ads in sensitive categories are generally restricted to YouTube, while many categories may also qualify for Discover under conditions. Personalized-audience limitations can further reduce where or to whom ads serve. Use the applicable Google Ads policy entry as the authority for a regulated campaign rather than relying only on the campaign setup screen.
Policy restrictions for sensitive advertising
Audience configuration cannot override personalized-advertising policy. Google disallows advertiser-curated audiences for products and services in sensitive-interest categories. Eligible predefined Google audiences may be treated differently, but they remain subject to the specific policy and geography.

US and Canadian housing, employment and consumer finance
For housing, employment and consumer-finance advertising in the United States or Canada, Google restricts targeting by age, gender, parental status, marital status and ZIP code. A campaign that appears technically able to select one of these dimensions may still be disallowed from using it for the regulated offer. Review the policy before building the audience, not after ads are rejected.
Children and under-18 users
Users under 18 are ineligible for personalized advertising. Advertisers also cannot upload customer information from viewers of child-directed content. These rules affect the use of first-party lists and the way campaigns can personalize delivery.
Custom segments and sensitive creative
Custom segments tied to sensitive creative or sensitive landing pages can face additional serving limits. The subject of the ad, the landing-page content, the audience method and the user’s geography all matter. A segment that is acceptable for one offer may be inappropriate for another even when the segment name is unchanged.

Assuming the selected audience is a hard cap
Symptom: reports show impressions outside the chosen segments. Fix: check whether optimized targeting or Lookalike suggestion mode is active. Both can use the selection as a signal and expand delivery.
Trying to add two audiences to one ad group
Symptom: the setup does not allow a second audience. Fix: combine the needed segments inside one audience, or create separate ad groups when you need genuinely different audience definitions and reporting.

Editing a saved audience without checking attachments
Symptom: several campaigns change after one audience edit. Fix: inspect where the saved audience is used and save a new audience before making a test variation.
Using a segment that is visible but ineligible
Symptom: a segment appears in Audience Manager but cannot be selected in Demand Gen, or an attached audience becomes “Eligible – Limited.” Fix: confirm campaign-type eligibility and remove or replace unsupported components, particularly Lookalikes outside Demand Gen.
Expecting broad exclusion controls
Symptom: an exclusion option is missing for an affinity, in-market or demographic segment. Fix: use supported “your data” exclusions, then check the separate Lookalike workflow if a Lookalike segment is involved. Do not assume every segment family can be excluded.

Symptom: an audience or ad is rejected despite valid setup. Fix: identify the offer category and target country, then apply the housing, employment, consumer-finance and personalized-advertising rules before relaunching.
A practical decision framework
- Need the tightest possible audience definition? Start with manual targeting, subject to available controls and policy.
- Need more conversion-oriented reach? Consider optimized targeting, understanding that selected segments become signals rather than boundaries.
- Want similarity-based prospecting? Use a Demand Gen Lookalike, first checking whether the account is in legacy constraint behavior or the 2026 suggestion rollout.
- Need suppression? Build supported first-party exclusions and verify any Lookalike exception in the live interface.
- Operating in a sensitive category or regulated geography? Check Google Ads Policies before choosing advertiser-curated audiences, demographics, ZIP codes or customer lists.
Finally, document the audience definition, targeting mode, Lookalike rollout state, location and language level, exclusions and policy category in the campaign record. Those details determine what “reaching this audience” actually means when you evaluate Demand Gen delivery.
