Germany’s Semiconductor Push After Intel’s Magdeburg Project Stalled

Germany’s semiconductor investment agenda now spans 35 planned IPCEI AST projects and four separately approved facility grants—not a documented transfer of Intel’s proposed subsidy.

Intel’s planned chip factory in Magdeburg is not proceeding, but Germany has not simply transferred its proposed Intel subsidy to a set of replacement projects. Instead, the country is pursuing a broader portfolio: conditional support for 35 semiconductor projects, plus €659 million in separately approved aid for four facilities across Germany. Those investments span materials, chipmaking equipment and components—not just leading-edge chip factories.

What happened to Intel’s planned German factory?

In June 2023, the German government proposed €9.9 billion in support for Intel’s planned Magdeburg factory, subject to European Commission state-aid approval. The government described Intel’s planned investment as more than €30 billion. It also projected around 3,000 direct Intel jobs and about 7,000 construction jobs; those were estimates for the proposed project, not jobs created. The government’s announcement was later updated to record Intel’s September 17, 2024 decision to postpone the project by two years. In March 2026, Saxony-Anhalt said Intel would not pursue the manufacturing project at the site.

The sources do not establish that the proposed €9.9 billion was transferred intact—or directly—to the projects now receiving support. The more accurate description is a wider reorientation of semiconductor policy and investment after the Intel plan fell away.

Where is Germany directing semiconductor support now?

Two distinct funding tracks are in view: a broad, conditional project portfolio under the European IPCEI Advanced Semiconductor Technologies (IPCEI AST) framework, and specific facility grants already approved by the European Commission. They differ in status and should not be conflated.

IPCEI AST: a broad portfolio, still conditional

In a July 1, 2026 announcement, Germany’s Federal Ministry for Economic Affairs and Energy (BMWE) said 14 German projects had been prenotified for preparatory EU review. The national plan includes 35 projects, a possible federal contribution of up to €3.8 billion, and nearly €10 billion in total investment in Germany. These are planned figures, not evidence that all projects have received approval or that funds have been paid. BMWE says support depends on EU state-aid approval and the required budget. BMWE’s announcement describes projects spanning the value chain, from materials and manufacturing equipment to chip design, production and advanced packaging. Germany is coordinating the wider initiative with the Netherlands and France; 17 EU member states participate in the framework.

Four facilities: €659 million in approved aid

Separately, on July 14, 2026, the European Commission approved German aid for four semiconductor-related facilities. Germany Trade & Invest (GTAI) reported the approvals the following day. The grants total €659.3 million when added, which GTAI rounds to €659 million; the money is to come from the federal government and the respective state governments. These recipients are not established as “Intel replacements.” The approvals support particular projects at facilities in four states; they do not show that those firms will take over Intel’s Magdeburg site or its proposed production.

What kinds of semiconductor projects are included?

The portfolio reaches beyond construction of large commercial logic-chip factories. GTAI describes IPCEI AST as covering advanced logic and memory, advanced packaging and heterogeneous integration, new materials, and manufacturing equipment and processes. That breadth matters: a resilient semiconductor supply chain needs not only chips but also the tools, materials, packaging capabilities and industrial processes that make them possible.

The initiative also includes infrastructure intended to bridge research and industrialization. GTAI describes APECS as a pilot line for advanced packaging, chiplets and heterogeneous integration, designed for technology transfer rather than volume production. A pilot line is therefore not equivalent to a commercial factory turning out chips at scale. GTAI’s sector overview discusses both the technical areas and shared research-to-production infrastructure.

What happens to the Magdeburg-area site?

Saxony-Anhalt says it decided in October 2024 to continue developing the High-Tech Park independently of any single investment project. Its March 2026 strategy considers a broader mix of uses, including digital industry, Industry 4.0, data and AI technologies, and clean technology, alongside microelectronics. The state identifies land, water, energy and grid capacity, and workforce development as necessary conditions for future industrial settlement. An Elbe waterworks is in planning preparation; the state announcement does not say it has been built.

Land ownership remains a practical issue. According to Saxony-Anhalt’s investment agency, Intel owns roughly 400 hectares in Magdeburg and parts of Sülzetal that it acquired for the original project. The state says it will pursue bringing those parcels into the High-Tech Park portfolio; it does not say that a transfer has been completed.

How to read the headline figures

  • €9.9 billion: the German government’s proposed 2023 support for Intel’s Magdeburg plan, subject to EU approval—not a confirmed payment to Intel or a fund shown to have been reassigned.
  • Up to €3.8 billion: BMWE’s 2026 figure for a possible federal contribution to the planned IPCEI AST projects, conditional on state-aid approval and budget provision.
  • €659 million: GTAI’s rounded total for four facility grants approved by the European Commission in July 2026; the listed individual amounts add to €659.3 million.

These figures describe different proposals and approvals. They should not be added together as though they were a single pot of money, or treated as proof that the former Intel subsidy has been redirected dollar for dollar.
