Free Tax Filing for 2026: 9 Federal and State Options for 2025 Returns

For filing season 2026, you are filing a 2025 federal return. The best free route depends on your 2025 adjusted gross income (AGI), state, tax forms, military status, age, language needs and whether you want guided software or human assistance. The IRS says taxpayers with 2025 AGI of $89,000 or less can find a free guided-software offer through IRS Free File, but partner rules differ and a state return may cost extra. Other routes include self-preparation with Free File Fillable Forms, IRS-certified VITA or TCE volunteers, MilTax for eligible military-community members, and commercial providers’ qualifying free tiers.

The nine entries below are an editorial selection of free or potentially free filing routes. They are not nine programs that guarantee both federal and state filing at no charge for every taxpayer. Confirm the current offer, state fee and eligibility on the linked official or provider page before entering your tax data.

What “2026 tax filing” means

The 2026 filing season covers individual income-tax returns for tax year 2025. The IRS began accepting and processing those returns in January 2026, so income, deductions and credits from January 1 through December 31, 2025 are generally what you report. The IRS announcement for this season identifies eight private-sector guided-software partners in its Free File program, not nine universally free federal-and-state services. The nine routes here combine that program with self-preparation, volunteer help, military filing and commercial offers so you can compare realistic choices.

Start at the IRS Free File page or its partner-selection flow rather than searching for a provider separately. The IRS says Free File is available in all 50 states and the District of Columbia, and the partner finder is the authoritative way to see which offer is available for your facts. 1. IRS Free File Guided Tax

This is the main no-cost software route for many taxpayers. For filing season 2026, the IRS says a taxpayer with 2025 AGI of $89,000 or less can find a free federal guided-tax offer. Each of the eight participating partners may add requirements involving age, state residency, military status, income type or return complexity. Meeting the $89,000 figure alone does not guarantee that every partner will accept your return at no charge.

Guided software asks questions, selects forms and calculates the return. Within the IRS program, the agency says partners may not upsell additional services or hide fees, and it describes review and calculation guarantees for guided software. Keep that protection tied to the offer reached through the official IRS program; a similarly named commercial product reached elsewhere may have different terms. Some partners include one state return, while others charge for state preparation or filing.

How to use it

  1. Open the IRS Free File page and choose the partner-finder option.
  2. Enter your filing information when requested, including state, age, military status and an estimate of 2025 AGI.
  3. Read the selected offer’s federal and state terms before creating an account.
  4. Check the final price screen for state filing, additional schedules or paid support before submitting.

2. IRS Free File Fillable Forms

Fillable Forms are electronic versions of IRS forms, not an interview program. You select the correct form, enter figures yourself and follow the IRS instructions. The IRS says the 2026 forms become available January 26, 2026, and the route is available to taxpayers above the $89,000 AGI threshold as well as those below it. It is appropriate when you understand which forms and schedules your return requires and can check your own calculations.

This option is federal self-preparation. It does not automatically provide a free state return, and it is less forgiving of an incorrect form choice than guided software. Keep copies of every completed form and confirmation page. If you are unsure whether a credit, business schedule or retirement form applies, a volunteer or tax professional may be safer than guessing.

3. VITA volunteer preparation

The Volunteer Income Tax Assistance program offers free basic preparation through IRS-certified volunteers at local sites. USAGov describes people earning $69,000 or less, people with disabilities and people with limited English as common VITA audiences. The exact services, appointment rules and filing capability vary by location, so use the IRS locator rather than assuming a nearby site handles every return.

Bring photo identification, Social Security or taxpayer-identification documents for everyone on the return, income forms, health-insurance information where applicable, last year’s return and bank details for direct deposit. Ask the site whether it can prepare your state return and whether your income, self-employment, rental or investment situation falls outside its scope.

4. TCE for retirement-focused questions

Tax Counseling for the Elderly (TCE) is another IRS-certified volunteer program. It particularly serves taxpayers age 60 and older and is designed for questions involving pensions, annuities, Social Security and other retirement income. A TCE site may also prepare a basic federal and state return, but local capacity controls what is offered.

Before booking, ask whether the site handles your specific retirement forms and whether electronic filing is available. Gather Forms 1099-R, SSA-1099, pension statements, charitable-contribution records and any required estimated-tax payments. TCE is free basic assistance, not a promise of representation in an audit or specialized planning for complex estates.

5. MilTax for eligible military-community members

MilTax is the Department of Defense tax resource described by the IRS for eligible members of the military community. It permits electronic filing of one federal return and up to three state returns without charge. Eligibility is tied to military-community status, so verify current rules through Military OneSource before relying on it.

Military pay, combat-zone exclusions, moving expenses, multistate residency and spouse filing status can change which forms are needed. Have your W-2, duty-station and residence information, deployment dates and any state withholding documents ready. The three-state allowance is a specific MilTax feature; it should not be generalized to ordinary Free File offers.

6. FreeTaxUSA’s free federal tier

FreeTaxUSA states that federal returns are free and that it earns revenue from state returns and optional services. That makes it a potentially low-cost route when your return fits the product, but the total price is not necessarily zero once a state return or add-on is selected. Review the provider’s current pricing page before starting.

Compare the complete checkout amount, not the federal headline. Include each state return, amended-return service, audit assistance or other optional feature you actually need. A free federal return can still be more expensive overall than an IRS partner offer that includes your state.

7. TurboTax Free Edition

The provider describes its Free Edition as $0 federal and state filing for qualifying simple Form 1040 returns, with only certain schedules allowed. A return involving additional income types, deductions or schedules may move to another product tier. Check the current definition of “simple” and the included schedules on the Free Edition page before entering information.

Do not wait until the final screen to discover a form is excluded. List your expected documents first—such as self-employment income, investments, rental income, education credits or itemized deductions—and compare that list with the offer’s inclusions.

8. H&R Block Free Online

H&R Block advertises an online offer with no federal, state or filing fee for qualifying users. The cited offer does not establish that every return qualifies, so read the current rules and price disclosures at Free Online Tax Filing before proceeding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As with any commercial free tier, eligibility can depend on forms, income and credits rather than income alone. Save the eligibility summary shown when you begin, and stop if adding a form changes the price unexpectedly.

9. The IRS Free File partner finder as your comparison route

The IRS partner finder is itself a useful no-cost service because it filters the eight current guided-software offers against your circumstances. The 2026 IRS announcement names partners including 1040Now, Drake (1040.com), ezTaxReturn, On-Line Taxes, TaxAct, TaxHawk (FreeTaxUSA) and TaxSlayer; the rendered announcement does not clearly expose every partner name. Do not infer missing names from an old list. Use the live IRS selection tool to see the complete, current set.

For each result, record whether it accepts your state, age, AGI and return type; whether state preparation and electronic filing are free; and which schedules are excluded. This approach prevents confusing a commercial provider’s general free advertisement with the specific offer the IRS program actually covers.

How to choose without an unexpected state fee

  1. Classify your return. Note wages, unemployment, retirement, self-employment, investments, rental income, dependents, itemized deductions and any unusual credits.
  2. Check the right eligibility gate. Use $89,000 of 2025 AGI for the 2026 IRS Free File season, then apply the partner’s additional age, state, military and form rules.
  3. Decide how much assistance you need. Choose guided software for an interview, Fillable Forms for confident self-preparation, or VITA/TCE for in-person volunteer help.
  4. Price federal and state together. A free federal return is not proof that your state return is free. Confirm the state name, number of returns and e-file fee.
  5. Save evidence of the offer. Keep the eligibility page, price screen, submitted forms and acceptance email in your tax records.

Thresholds and eligibility cautions

The IRS’s season-specific 2026 announcement and current Free File page use an $89,000 AGI threshold for 2025 returns. A general USAGov page displays $84,000 in one place while separately describing VITA eligibility around $69,000. Because the pages differ, use the IRS’s 2026 season figure for Free File and verify the local VITA or TCE site’s rules directly. The available information does not establish why the general USAGov figure differs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No single route is best for every return. A taxpayer over the Free File income limit can still use Fillable Forms, a qualifying commercial tier, VITA/TCE if eligible, or paid software. A taxpayer under the limit may still owe a state fee or need a product tier that supports a particular schedule.

Before you press Submit

  • Check names, Social Security numbers, addresses and bank-routing numbers character by character.
  • Reconcile every W-2, 1099 and retirement form with the entries in the software.
  • Review filing status, dependents, withholding and estimated payments.
  • Open the state-return summary and verify that the price is what you expected.
  • Download or print the complete federal and state returns, worksheets and acceptance confirmations.

The IRS began the 2026 season by emphasizing several free filing choices for 2025 returns. Its filing-season announcement and tax tip are available at IR-2026-05 and Tax Tip 2026-08. Use those notices and the live offer pages for current availability, then choose the route whose eligibility and total federal-plus-state cost match your return.
