Short answer: The federal government does not directly mail every eligible person a free Apple iPhone. The legitimate program behind most “free government phone” advertisements is Lifeline, which lowers the monthly cost of qualifying phone, internet, or bundled service. A participating provider may separately offer a free basic phone, refurbished iPhone, discounted upgrade, or bring-your-own-device service—but Lifeline does not guarantee an iPhone, a specific model, a new device, or even a free handset.
This guide is current as of August 10, 2026. It explains how to check eligibility, gather documents, apply safely, compare providers, use an existing iPhone, and recover from common application problems.

Scam warning: The Affordable Connectivity Program (ACP) ended on June 1, 2024. Do not enter your Social Security number or pay an “application fee” on a site claiming that ACP enrollment is open or that a government office selected you for a free iPhone. Start with LifelineSupport.org or independently verify a participating provider before submitting personal information.
Quick wins for a faster PC:

The phrase combines two different things:
- A federal service benefit: Lifeline is administered by the Universal Service Administrative Company (USAC) under Federal Communications Commission (FCC) oversight. It provides a monthly discount on qualifying service.
- A provider device offer: The phone company decides whether to provide a handset, which models are available, whether they are new or refurbished, and what charges or restrictions apply.
So these statements are not equivalent:
| Claim | What it usually means |
|---|---|
| “Government iPhone” | Misleading if it suggests the FCC, USAC, or another government office selects and ships Apple phones. |
| “Free phone through Lifeline” | Sometimes accurate when a participating carrier provides a $0 device to an approved customer. |
| “Free iPhone through Lifeline” | Possible in limited provider, state, inventory, and eligibility situations, but never guaranteed by Lifeline. |
| “Free government phone service” | A provider may set a plan at $0 after applying the Lifeline discount, subject to coverage, usage rules, taxes, fees, state requirements, and provider terms. |
The most accurate way to think about the process is a two-stage promise:
#1 Best Overall
- 20W High-Speed Charging: Enjoy fast charging with 20W max output for your iPhone, Samsung phones, and other devices.
- Simultaneous Dual-Port Charging: With the ability to use USB-C and USB-A ports simultaneously, power two devices at once without compromising speed or performance.
- Small and Compact: Designed with portability in mind, take the compact charger with you wherever you go, ensuring that you never run out of power when you need it the most.
- Safety Features You Can Trust: Anker's proprietary system includes overvoltage protection, temperature control, and other safety features designed to help safeguard your devices while charging.
- What You Get: Anker Charger (2-Port, 20W), 2-pack 5 ft USB-C to USB-C cable, welcome guide, 18-month warranty, and our friendly customer service.
- Stage 1: Determine whether you qualify for Lifeline.
- Stage 2: Find out whether a participating provider currently offers an iPhone—or lets you use your own—in your location.
Approval for Stage 1 does not approve a particular phone for Stage 2.
Which program is available in 2026?
Lifeline is the active federal program
Lifeline may provide up to:
| Eligible service or location | Maximum monthly benefit |
|---|---|
| Qualifying internet or bundled phone-and-internet service | $9.25 |
| Qualifying voice-only service | $5.25 |
| Qualifying consumer living on qualifying Tribal lands | $34.25 |
These are discounts toward qualifying service, not cash payments for an iPhone. Only one Lifeline benefit is allowed per household. See the current USAC Lifeline FAQ for benefit amounts and household rules.
ACP is closed
The Affordable Connectivity Program ended June 1, 2024. There are no new ACP applications through the former program. Websites that still advertise ACP enrollment or ask for personal information for an ACP benefit may be trying to collect data fraudulently.

State programs can add another discount
Some states operate separate assistance programs. California is especially important for people searching for an iPhone because it operates California LifeLine in addition to federal Lifeline. Other states may have their own requirements or discounts, so a state-specific offer should not be treated as a federal entitlement.
Who qualifies for federal Lifeline?
You can qualify through either participation in an eligible public-benefit program or household income. You do not need to qualify through both routes. A child’s or dependent’s participation in a qualifying program may also establish eligibility for the household. The current program list is maintained by USAC.
Qualifying federal programs
- Supplemental Nutrition Assistance Program (SNAP)
- Medicaid
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance, including qualifying Section 8 programs
- Veterans Pension
- Survivors Benefit
Residents of qualifying Tribal lands may also qualify through:
- Bureau of Indian Affairs General Assistance
- Tribal Temporary Assistance for Needy Families
- Food Distribution Program on Indian Reservations
- Tribal Head Start, if the household meets the applicable income standard
2026 federal income limits
For the income route, household gross income must generally be at or below 135% of the 2026 Federal Poverty Guidelines. These are annual household income limits—not an individual’s monthly take-home pay—and the figures depend on geography. The following table applies for the 2026 guidelines published by USAC:
| Household size | 48 states, D.C. and territories | Alaska | Hawaii |
|---|---|---|---|
| 1 | $21,546 | $26,933 | $24,786 |
| 2 | $29,214 | $36,518 | $33,602 |
| 3 | $36,882 | $46,103 | $42,417 |
| 4 | $44,550 | $55,688 | $51,233 |
| 5 | $52,218 | $65,273 | $60,048 |
| 6 | $59,886 | $74,858 | $68,864 |
| 7 | $67,554 | $84,443 | $77,679 |
| 8 | $75,222 | $94,028 | $86,495 |
| Each additional person | Add $7,668 | Add $9,585 | Add $8,816 |
Federal poverty guidelines change, so do not rely on an undated income table. If you are close to the limit, use the current USAC table and provide the documentation requested by the National Verifier.
Special survivor pathway
Survivors of domestic violence, human trafficking, and related crimes may qualify for emergency Lifeline support under the Safe Connections Act. The applicant generally must provide evidence of an attempted line-separation request and demonstrate financial hardship. The expanded pathway can include:
- Income at or below 200% of the 2026 poverty guidelines
- Participation in WIC
- Free or reduced-price school meals
- A current-year Federal Pell Grant
Emergency support may last for up to six months. Review the USAC survivor eligibility information and the current application instructions rather than sending sensitive evidence to an unverified website.
How Lifeline defines a household
Lifeline is limited to one benefit per household, not one benefit per person. A household generally consists of people who live together and share income and expenses, even if they are not related.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Married couple living together: One household and generally one benefit.
- Parent and child living together: One household and generally one benefit.
- Four roommates who do not share income or expenses: Potentially four separate households, subject to the program’s verification rules.
- Residents of a group facility who do not share finances: Potentially separate households, depending on the circumstances.
If another adult at your address receives Lifeline, do not apply through several providers to “improve your odds.” Determine whether you share income and expenses. If you are separate households, complete the Lifeline Household Worksheet.
Documents and information to prepare
The application may ask for:
- Full legal name
- Date of birth
- Last four digits of your Social Security number or a Tribal Identification Number
- Physical home address
- Mailing address, if different
- Household size
- Qualifying-program information or income information
- Information about a qualifying child or dependent, if that person establishes eligibility
Address requirements, including temporary housing
A permanent address is not always required. USAC says an applicant may use a temporary address such as a shelter, family member’s address, or friend’s address, or provide a descriptive address showing where the applicant physically lives. The paper application says not to use a P.O. Box as the home address. A P.O. Box may be used as a mailing address when appropriate, but it does not replace the required physical location.

Program-participation documents
When automated verification cannot confirm your benefit, a supporting document should generally show:
- Your name or the name of the qualifying dependent
- The name of the qualifying program
- The government agency, Tribal entity, or program administrator that issued it
- An issue date within the last 12 months or a future expiration date
Examples include a benefit award letter, statement of benefits, benefit-verification letter, or a screenshot from an official benefits portal. See USAC’s supporting-document guide for current examples.

Acceptable evidence may include:
- Prior-year federal, state, or Tribal tax return
- Current annual income statement
- Social Security benefit statement
- Veterans Administration statement
- Retirement or pension statement
- Unemployment or workers’ compensation statement
- Divorce decree or child-support award
- Pay stubs or other official income documents
If a document does not cover a full year, USAC may require the same type of evidence for three consecutive months within the previous 12 months.
Identity and address documents
Depending on the verification issue, possible identity documents include an unexpired driver’s license, birth certificate, passport, government-issued identification, Tribal ID, Social Security card, W-2, tax return, naturalization certificate, citizenship certificate, or Permanent Resident Card.
Address evidence may include a valid government ID, utility bill, lease, mortgage statement, W-2, tax return, map, or location coordinates. This can matter when an address is rural, temporary, newly constructed, or missing from the mapping database.
Send copies, not originals, when documentation is requested. Keep the originals and a record of what you submitted. USAC’s application-error guidance explains documentation and identity-verification problems.
How to apply for Lifeline
Route A: Apply online through the National Verifier
Most states and territories use the National Verifier, Lifeline’s centralized eligibility system. The general process is:
- Start from the official Lifeline application page or the USAC National Verifier page.
- Enter your legal identity and physical-address information.
- Choose whether you are qualifying through a public-benefit program or household income.
- Answer the household questions, including whether another person at the address receives Lifeline.
- Upload documents if the system cannot verify your information automatically.
- Wait for the eligibility decision or any follow-up document request.
- After approval, choose a participating phone or internet company and enroll with that company.
Oregon and Texas exception: Oregon and Texas are National Lifeline Accountability Database opt-out states with state-specific processes. If you live in either state, do not assume the generic National Verifier route is the correct application path. Follow the Oregon or Texas instructions linked through USAC’s National Verifier information and How to Apply page.
Route B: Apply through a participating provider
A participating carrier may help complete the Lifeline application and enroll you in service. Use USAC’s Companies Near Me tool to identify providers serving your location, then confirm the provider’s plan, privacy policy, device terms, and charges on its own website.
USAC warns that the search may not display every nearby company, so you can also ask a provider directly whether it offers Lifeline at your address. However, an unlisted website is not automatically legitimate. Verify its Lifeline participation and do not give sensitive information until you understand who operates the site and why the information is required.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Applying through a carrier can be convenient because eligibility and service selection happen together. Applying through USAC first may make it easier to compare multiple providers before choosing a plan.
Route C: Apply by mail
Use the current FCC Form 5629, not an old form downloaded from an unknown website:
- Download the current February 2026 Lifeline application.
- Complete every required page.
- Initial each certification and agreement statement.
- Sign and date the form.
- Include copies of requested eligibility, income, identity, or address documents.
- Include the Lifeline Household Worksheet if another adult at the address receives Lifeline.
- Mail the application to:
P.O. Box 1000
Horseheads, NY 14845
The February 2026 paper form estimates about 45 minutes to complete. An incomplete form, missing initials, missing signature, or missing documentation can delay or prevent processing.

What happens after Lifeline approval?
Lifeline approval establishes eligibility for the discount. You must still:
- Select a participating provider.
- Confirm that the provider serves your physical address.
- Review the exact plan, including data limits, coverage, fees, and usage conditions.
- Check which devices are actually available.
- Choose a free device, discounted device, or bring-your-own-device option.
- Complete activation and, if applicable, number porting.
USAC describes the process as signing up, connecting with a participating company, and saving on the monthly bill. The carrier—not USAC—handles activation, service, device fulfillment, billing questions, SIM or eSIM issues, and most equipment problems.
How to find out whether an iPhone is available
Do not assume that a provider offering Lifeline offers an iPhone. A provider may offer:
- A free basic Android smartphone
- An older iPhone
- A refurbished iPhone
- A discounted upgrade
- A SIM or eSIM without a phone
- Bring-your-own-device service only
Device model, condition, price, shipping charge, activation charge, lock status, upgrade rules, and inventory are live provider terms. They can vary by state, ZIP code, eligibility category, and supply.
For example, AirTalk’s enrollment page currently displays an iPhone 7 at $0 for California, Texas, and Tribal residents, while showing a price for some other states. That is a provider-specific promotion, not a federal promise, and the page can change. AirTalk is not being endorsed here; it is an example of why readers must check the actual checkout terms. See the provider’s current enrollment page before relying on any model or price.
Do not promise yourself an iPhone 14, iPhone 15, iPhone 16, iPhone 17, the latest iPhone, or a new iPhone unless the provider’s current checkout page explicitly identifies the model, condition, price, eligibility restriction, and stock status.
Questions to ask before choosing a provider
- Service area: Does the provider serve your ZIP code and physical address?
- Network: Which underlying network works at your home, workplace, medical provider, and other essential locations?
- Device: Is the phone free, discounted, refurbished, locked, or BYOD-only?
- Data: How much high-speed data is included? “Unlimited” may describe talk and text while high-speed data is capped.
- Activation: Will the provider use a physical SIM, eSIM, or a supplied handset?
- Number porting: Can you keep your existing number?
- Replacement: What happens if the phone is lost, stolen, defective, or damaged?
- Out-of-pocket charges: Are there shipping, taxes, upgrade, add-on, or top-up costs?
- Continuing eligibility: What usage and recertification rules apply?
- Support: Is there a verifiable customer-service number and a clear complaint process?
A provider with more advertised data is not necessarily better if its network performs poorly where you live. Similarly, an older refurbished iPhone may be preferable to a basic Android for some users, but it may have battery wear, limited storage, older cellular support, or a shorter software-update life.
Use your existing iPhone with Lifeline
Bring-your-own-device (BYOD) is often the most realistic route for someone who specifically wants an iPhone. It avoids waiting for uncertain device inventory, but the phone must satisfy the provider’s technical and account requirements.

This screen is a useful preliminary check, but the provider’s IMEI compatibility checker is the authoritative test for that provider. If the iPhone is locked, contact the original carrier to request an unlock; Lifeline does not override the original carrier’s device-lock policy. See the BYOD instructions from AirTalk and Assurance Wireless for examples of provider-specific requirements.
Generic BYOD activation process
- Back up the iPhone.
- Check Settings > General > About > Carrier Lock.
- Record the IMEI. Assurance Wireless says you can also display it by dialing
*#06#. - Run the IMEI through the provider’s compatibility checker.
- Apply for Lifeline or select BYOD during the provider’s application.
- Install the physical SIM or download the eSIM over Wi-Fi.
- Activate service and test calls, text messages, data, and emergency calling.
- Do not cancel your old carrier until a number port is confirmed if you want to keep your number.
Number transfer depends on the provider and account information. Ask the new provider what account number, transfer PIN, billing ZIP code, or other details it needs before starting the port.
California LifeLine and federal Lifeline
California operates California LifeLine in addition to federal Lifeline. California LifeLine provides discounts on home and cell phone service, including a published cell-service discount of up to $19 per month. Federal Lifeline can add up to $9.25 for most eligible bundled or internet service, creating a possible combined subsidy of up to $28.25 per month when the consumer qualifies for and enrolls in both programs.
As of February 1, 2026, new California customers must complete separate enrollment processes for California LifeLine and federal Lifeline if they want both discounts. Existing customers generally complete separate renewals when requested. Read the California LifeLine versus federal Lifeline guidance before assuming one application covers both programs.

Some California-serving providers advertise free or discounted Apple devices, which helps explain why California appears frequently in “free iPhone” searches. The phone is still a carrier offer—not a guaranteed California or federal entitlement.
Tribal lands and other special situations
Qualifying Tribal lands
Qualifying residents of Tribal lands may receive an enhanced federal benefit of up to $34.25 per month and may qualify through additional Tribal programs. Mark Tribal-land status accurately. The National Verifier may require location coordinates to verify the address and enhanced benefit. Do not select Tribal eligibility solely to obtain a larger discount if the requirement does not apply.
No permanent address
You may be able to use a shelter, family member’s address, friend’s address, temporary location, or descriptive physical address. Use the place where you physically live for the home-address field, not merely a P.O. Box. If the system cannot verify the location, submit the requested address evidence or use the mapping and location tools.
A qualifying child or dependent
If a child or dependent participates in a qualifying program, provide the requested information showing the relationship and program participation. The benefit is still subject to the one-per-household rule.
Domestic-violence or trafficking survivor
Use the Safe Connections Act pathway described earlier rather than submitting sensitive line-separation evidence to a random phone advertisement. The official USAC process explains what evidence is needed and how emergency support works.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when verification fails
The National Verifier cannot find you
Common causes include a mismatch in your legal name, date of birth, last four Social Security digits, address format, or a recently changed benefits record. An agency database may not have updated yet. Check every field against your official records, then upload the document requested by the portal or apply with a participating provider that can assist with the verification process.
Your address cannot be verified
Confirm that you entered a physical address rather than a P.O. Box. For a rural, temporary, newly built, or unmapped address, use the online mapping tool or submit qualifying evidence such as a government ID, utility bill, lease, mortgage statement, tax document, map, or location coordinates. Tribal-land verification may require latitude and longitude.

Someone at your address already has Lifeline
First decide whether you share income and expenses. If you do, the household generally has one benefit. If you do not, complete the Household Worksheet and provide the requested explanation. Do not create a second enrollment simply because a different provider advertises an iPhone.
Your Lifeline approval did not produce an iPhone
This is not necessarily an eligibility error. Lifeline approval does not guarantee a device. The provider may have sold out of iPhones, offer only Android devices in your area, or charge for an upgrade. Ask the provider for its current device options, replacement policy, and BYOD process. You can also compare another participating provider through USAC’s search.
Your iPhone failed the compatibility check
Check the unlock status, IMEI, lost-or-stolen status, network compatibility, and SIM or eSIM requirements. A phone can appear unlocked but still be incompatible with a particular network. The provider’s IMEI checker determines whether it can activate the device.
Your service stopped
Check whether you failed to use a no-cost service for 30 days, missed annual recertification, lost qualifying-program or income eligibility, moved, or had a provider account problem. Contact the provider first for activation, billing, data, SIM, device, coverage, and account issues.

How to keep Lifeline service
- Use the service: If you pay no monthly amount, use the Lifeline service at least once every 30 days. USAC says a customer who does not use the service receives a 15-day notice to use it before service is turned off.
- Complete recertification: Respond to annual requests. When requested, recertification generally must be completed within 60 days.
- Report changes: Notify the provider within 30 days after moving, losing eligibility, or learning that your household has another Lifeline benefit.
- Keep account information current: Save provider notices and confirmation numbers, and update your address or contact information when required.
Failure to use the service, recertify, or remain eligible can end the benefit even if you originally qualified.

Scams to avoid
The legitimate need for an affordable phone makes this benefit attractive to scammers. Warning signs include:
- A website claiming the ACP is accepting new applications
- A message saying a government agency “selected” you for a specific iPhone
- A demand for an application, shipping, activation, or “unlocking” fee before eligibility is established
- Requests for gift cards, cryptocurrency, wire transfers, or cash
- Pressure to provide a Social Security number, bank login, debit-card information, or identity documents before you can verify the organization
- A promise of a particular new iPhone with no state, provider, inventory, condition, or plan restrictions
- A site that copies government logos but does not identify the participating provider or its privacy terms
The FCC has warned about websites collecting personal information for nonexistent ACP enrollment. The FTC also warns about government-benefit and grant scams that request sensitive information or payment. Start with USAC’s official Lifeline pages, independently verify a carrier, and never pay someone simply to access a federal benefit.
What if no free iPhone is available?
You still have several practical options:
- Use an unlocked, compatible iPhone you already own.
- Choose the provider’s free basic smartphone.
- Buy a used or refurbished unlocked iPhone independently and use it with Lifeline service.
- Consider a discounted provider phone instead of a $0 device.
- Compare another participating carrier through USAC’s provider search.
- Use a state program, if your state offers one, alongside federal Lifeline.
- If your need is disability-related, investigate state disability communications programs separately. Those programs are not the same as a general federal free-iPhone entitlement.
One important note about proposed 2026 changes
The FCC’s 2026 Lifeline proceeding is a Notice of Proposed Rulemaking, not a final rule. Proposals concerning identity, lawful status, documentation, minimum service standards, or device distribution should not be described as current requirements unless and until they become final. Review the FCC 2026 Lifeline NPRM and comment-deadline notice for the status of that proceeding.
Frequently Asked Questions
Can I choose the iPhone model I receive?
Usually not through Lifeline itself. The provider controls its device inventory and may offer an older or refurbished iPhone, an Android phone, a discounted upgrade, a SIM or eSIM, or BYOD service. A model is available only if the provider’s current terms and checkout page show it for your location and eligibility category.
Is an iPhone 16 or iPhone 17 guaranteed?
No. Lifeline guarantees neither an iPhone nor a particular model, condition, age, or price. Treat claims about a current iPhone model as a live provider promotion that must be verified directly.
Can I use my existing iPhone?
Often, yes. The iPhone generally must be unlocked, compatible with the provider’s network, free of a lost-or-stolen block, and compatible with the provider’s SIM or eSIM process. Check Settings > General > About > Carrier Lock, then use the provider’s IMEI checker.
Can two people at one address qualify?
Only if they are separate Lifeline households under the shared-income-and-expenses rules. A household receives one benefit, even if multiple people live there. Unrelated roommates who do not share finances may be separate households, but they may need to complete the Household Worksheet.
Can I keep my existing phone number?
A participating provider may be able to port your number. Confirm the requirements before starting, and do not cancel your old service until the transfer is complete if keeping the number matters.
What if I do not have a permanent address?
A temporary address, shelter, family member’s address, friend’s address, or descriptive physical address may be acceptable. Use a physical location rather than a P.O. Box for the home-address field and provide address evidence if the National Verifier requests it.
What if the provider sends an Android phone instead of an iPhone?
Lifeline approval does not create an iPhone entitlement. Contact the provider to ask about its current device inventory, exchange or upgrade terms, and BYOD option. You can also compare another participating provider, but do not create duplicate Lifeline enrollments.

What if my Lifeline service is disconnected?
Check for missed 30-day usage, missed recertification, loss of eligibility, a move, or a provider-account issue. Contact the provider first for service and device problems; contact USAC for an eligibility or National Verifier issue.
Is ACP still available?
No. ACP ended June 1, 2024, and there is no current ACP application route. Be especially cautious with websites that continue to advertise ACP enrollment.
Can I switch Lifeline providers?
You can compare participating providers and ask a new provider about its switching and number-porting process. Avoid overlapping enrollments, and confirm how the existing service will end before starting the new service.
The Bottom Line
Bottom line: Lifeline is a real federal discount, but it is not a government iPhone giveaway. First verify eligibility through a qualifying benefit or the dated income limits. Then apply through the National Verifier, a verified participating provider, or the current paper Form 5629. After approval, compare coverage, data, fees, device terms, and inventory. A free or refurbished iPhone may be available in some locations, but the most reliable way to use an iPhone is often to bring an unlocked, compatible device you already own.
