Florida vs. Other Warm-Weather States for Retirement: Costs, Taxes, and Healthcare

Short answer: Florida is not automatically the cheapest or best warm-weather state for retirement. Its lack of a state personal-income tax can help some households, but Florida’s statewide price level is higher than Arizona, Texas, Georgia, and South Carolina in the latest comparable measure. Your result depends on the city or county, housing and insurance quotes, the types of income you receive, property-tax eligibility, and the Medicare plans and doctors available at your destination ZIP code.

The most useful comparison starts with the U.S. Bureau of Economic Analysis (BEA) 2024 Regional Price Parity (RPP), then moves to your own housing budget, income tax categories, property-tax rules, and medical network. RPP is a statewide price-level index—not a personal retirement budget—so use it to frame the decision, not to predict your monthly spending.

The practical answer: compare a destination, not just a state

A state slogan such as “no income tax” answers only one part of a retirement decision. A household can owe no state personal-income tax and still spend more because of housing, insurance, utilities, local sales taxes, property taxes, travel, or medical costs. Conversely, a state with an income tax may be competitive when a retiree qualifies for a retirement-income exclusion or buys a lower-cost home.

For a defensible comparison, choose the actual places you would live—such as two counties or metro areas—and compare five items:

  1. the local housing payment, property tax, insurance, utilities, and routine spending;
  2. how the state taxes each income source you receive;
  3. property-tax exemptions and their age, income, filing, and residency requirements;
  4. Medicare premiums, cost sharing, supplemental or Medicare Advantage availability, and prescription coverage in the intended ZIP code; and
  5. whether your doctors, hospitals, and needed specialists participate in the plans available there.

The evidence supports a careful process, not a universal winner. A Florida coastal city, an Arizona suburb, a Georgia county, a North Carolina community, a South Carolina town, and a Texas metro can produce very different budgets inside the same state.

What the latest statewide price data actually says

The BEA’s 2024 Regional Price Parities compare price levels across states and metropolitan areas for one year. The national price level is indexed at 100. The release dated February 19, 2026, reported the following values for the states in this comparison:

State 2024 RPP (U.S. = 100) How to read it
Florida 103.4 Statewide prices were above the national price level in the BEA index.
Arizona 100.7 Very close to the national price level in the statewide index.
Texas 97.1 Below the national price level in the statewide index.
Georgia 96.3 Below the national price level in the statewide index.
South Carolina 93.7 Below the national price level in the statewide index.
North Carolina Not available in the retrieved BEA table text Do not estimate a value from neighboring states or from a particular city.

These figures are useful for a first screen: Florida’s 103.4 is higher than Arizona’s 100.7 and the reported values for Texas, Georgia, and South Carolina. They do not tell you what a retiree will pay for a house, condo, hurricane coverage, electricity, health services, or groceries in a particular community. RPP combines broad price levels; it is not a retirement-budget calculator, and it does not replace a county-level quote.

Why a statewide index can mislead a retiree

  • Housing dominates many budgets. A modest home in one inland county can cost less than a waterfront or high-demand home in the same state. Compare the purchase price or rent, property tax, homeowners or renters insurance, flood coverage where relevant, maintenance, and association dues.
  • Location changes everyday prices. A major metro, resort area, college town, and rural county can have different rents, services, commuting needs, and access to stores.
  • Your spending mix matters. A household that owns its home, travels frequently, or pays for extensive care will experience the index differently from a renter with low transportation and medical spending.
  • The index is a starting point, not a forecast. Treat the BEA number as a signal to investigate a destination rather than as a promise of savings.

Florida’s no-income-tax status: useful, but not a complete answer

The Tax Foundation’s 2026 index identifies Florida as having no state personal income tax. That is a meaningful state-level fact, but the index is tied to a 2025 snapshot and does not calculate your household’s total tax bill. It also does not turn Florida’s 103.4 RPP into a low-cost result.

  • Social Security and Railroad Retirement;
  • pensions and annuities;
  • interest and dividends;
  • rental income;
  • capital gains and royalties; and
  • earnings from part-time work or a business.

Then check each state’s current treatment, filing status rules, exclusions, deductions, and thresholds. A retiree whose income is mostly from categories already excluded or reduced by another state may receive little additional benefit from Florida’s zero-income-tax label. A retiree with taxable investment, rental, or earned income may see a different result. Do not describe a state as producing a specific dollar saving without the household assumptions and current law needed to calculate it.

How retirement income is treated in the six states

Florida

Florida’s no-personal-income-tax status is the principal state tax advantage established in the cited 2026 Tax Foundation context. You still need to compare local property taxes, sales taxes, insurance, housing, and other expenses, and you should confirm current law before making a move. The absence of a personal income tax does not establish that every form of retirement income or every household budget will cost less overall.

Georgia

Georgia provides a retirement-income adjustment for certain taxpayers who are age 62 or older, or permanently and totally disabled. The adjustment can cover specified categories such as pensions and annuities, interest, dividends, rental income, capital gains, royalties, and up to $5,000 of earned income. The maximum amount depends on the applicable tax year, age, filing status, and the facts on the state’s worksheet. Do not use one universal exemption amount for every Georgia retiree.

Georgia also states that federally taxable Social Security and Railroad Retirement benefits are exempt from Georgia income tax. That rule should be checked against your actual benefit statement and filing situation rather than applied to every payment described informally as “retirement income.”

North Carolina

North Carolina’s Bailey exclusion can protect certain qualifying federal and North Carolina state or local government retirement benefits. It can include qualifying military retirement benefits, but eligibility and reporting instructions matter. A retiree who does not meet the Bailey requirements should not assume that the exclusion applies simply because the payment is a pension.

Arizona, South Carolina, and Texas

The material available for this comparison does not establish a complete, current treatment of every income category in Arizona, South Carolina, or Texas. That is not a reason to omit them from your shortlist; it is a reason to verify the rules for your own income with the relevant state tax authority or a qualified tax professional. Ask specifically about Social Security, each pension or annuity, retirement-account withdrawals, interest and dividends, capital gains, rental income, and part-time earnings.

Property taxes and senior exemptions can change the result

Property-tax treatment is local and eligibility-based. The clearest example in the available state information is Georgia’s county ad valorem homestead exemption: qualifying homeowners age 65 and older may receive a $4,000 exemption, subject to an income limit and other requirements. It is not an automatic statewide reduction for every older homeowner, and the amount should not be used as a proxy for the total property-tax bill.

For every candidate county, ask the assessor or tax office:

  • What is the regular homestead exemption?
  • Is there a senior, disabled, veteran, school-tax, or income-based exemption?
  • What age, income, ownership, residency, filing deadline, and renewal rules apply?
  • Does the benefit cover all taxing authorities or only certain portions of the bill?
  • Does moving, buying a different home, or adding a spouse change eligibility?

Obtain an estimated annual bill for the exact parcel or a comparable property. A state’s advertised senior benefit cannot be evaluated without the home’s assessed value, local millage or levy, and your eligibility.

Medicare: federal cost sharing is only the first layer

Medicare rules are federal, while plan availability and provider participation are local. Medicare.gov’s 2026 information says most people qualify for premium-free Part A because they or a spouse paid Medicare taxes long enough, generally at least 10 years. People who do not qualify can buy Part A at an applicable monthly premium.

Under Original Medicare, Part B beneficiaries generally pay 20% coinsurance after the deductible when the provider accepts assignment. Original Medicare does not have a yearly out-of-pocket limit unless you add supplemental coverage or enroll in Medicare Advantage. Those rules apply whether you live in Florida, Arizona, Georgia, North Carolina, South Carolina, or Texas; the practical differences arise from the plans, prices, networks, and providers available in your ZIP code.

What to verify before choosing a destination

  1. List your current care. Write down primary-care doctors, specialists, hospitals, dialysis or infusion centers, durable medical equipment suppliers, behavioral-health providers, and recurring prescriptions.
  2. Search by destination ZIP code. Check Original Medicare supplemental options and Medicare Advantage plans offered at the address where you would actually live. Availability is not guaranteed statewide.
  3. Confirm network participation directly. Ask each doctor and hospital whether they accept the exact plan name and network for the coming coverage year. “Accepts Medicare” does not by itself prove participation in a particular Medicare Advantage network.
  4. Check cost sharing, not only premiums. Compare deductibles, specialist and hospital copayments or coinsurance, prescription tiers, prior authorization, referrals, out-of-network rules, and the plan’s annual maximum out-of-pocket amount.
  5. Check prescriptions and pharmacies. Enter every medication, dose, and preferred pharmacy into the plan’s tools; a low premium can be offset by a restrictive formulary or higher tiers.
  6. Plan for a move. Moving can trigger a special enrollment period or require a new plan selection. Confirm the timing and consequences before terminating existing coverage.

The available evidence does not support ranking these six states for specialist availability, wait times, hospital quality, or long-term-care prices. Evaluate those factors at the city and ZIP-code level. If a particular specialist or hospital is essential, verify that access before signing a lease, buying a home, or changing coverage.

Decision area Information to collect for each destination Why it matters
Housing Purchase price or rent, property tax, homeowners or renters insurance, flood or other specialty coverage, association fees, maintenance, and utilities Housing and insurance can outweigh a state income-tax difference.
Everyday prices Groceries, transportation, communications, household services, and travel to family RPP is a broad screen; your spending pattern determines the lived cost.
Income taxes Rules for Social Security, pensions, annuities, withdrawals, investments, rentals, gains, and earnings; filing status and age thresholds Different income categories can receive different treatment.
Property taxes Estimated annual bill, homestead status, senior exemptions, income limits, deadlines, and renewal requirements Benefits are conditional and often administered locally.
Medicare Part A eligibility, Part B and plan premiums, deductibles, cost sharing, drug costs, out-of-pocket maximums, and network rules Coverage choice and use of providers determine actual medical spending.
Care access Named doctors, hospitals, specialists, appointment availability, emergency distance, and transportation Statewide labels cannot confirm access to the care you need.

A step-by-step comparison method

1. Define the household and the move

Record ages, filing status, homeownership plan, expected move date, vehicles, dependents, and whether one spouse will continue working. List gross income by source and identify which amounts are taxable, tax-deferred, or already excluded under current rules.

2. Pick two or three concrete locations

Choose actual counties or metro areas in the states that interest you. A statewide RPP can help you screen options, but it cannot replace a local housing listing, tax estimate, insurance quote, and utility history.

3. Build an annual spending model

Enter recurring costs first: housing, property tax, insurance, utilities, food, transportation, healthcare premiums and cost sharing, prescriptions, and support for family. Add irregular expenses such as travel, home repairs, dental and vision care, and gifts. Use quotes or documented bills wherever possible.

4. Apply tax rules to each income source

For each location, note the rule, eligibility condition, and tax year. Mark whether a provision is automatic, requires an application, or depends on a worksheet. Georgia’s retirement-income adjustment and senior homestead exemption, for example, require age, income, and other facts; North Carolina’s Bailey exclusion requires qualifying service and benefits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Test medical continuity

Search plans using the destination ZIP code, then call the plan and each provider. Record annual premiums, deductibles, specialist and hospital cost sharing, drug costs, authorization rules, and the annual out-of-pocket limit where applicable. Check whether your preferred providers are accepting new patients.

6. Stress-test the decision

Run the budget with a higher insurance quote, a major home repair, more specialist visits, a prescription change, and a temporary period of part-time work. A destination that wins only under optimistic assumptions may not be the safer retirement choice.

Common mistakes to avoid

  • Calling Florida “cheap” because it has no personal income tax. The BEA’s 2024 statewide RPP placed Florida at 103.4, above the national baseline and above the reported values for Arizona, Texas, Georgia, and South Carolina.
  • Using a state average as a city budget. Compare the exact neighborhood, home, insurance policy, and local tax bill.
  • Assuming every pension receives the same treatment. Georgia’s adjustment and North Carolina’s Bailey exclusion have defined categories and eligibility tests.
  • Treating a senior exemption as automatic. Georgia’s $4,000 county homestead exemption is conditional on age, income, and other requirements.
  • Comparing Medicare premiums alone. Deductibles, coinsurance, drug tiers, networks, prior authorization, and out-of-pocket limits can matter more when you use care.
  • Assuming a state has better healthcare access. The relevant question is whether your doctors, hospitals, and specialists are available at your destination ZIP code.
  • Relying on an old tax rule. State provisions and Medicare amounts can change by tax year or coverage year; verify them when you make the decision.

How to decide which state fits your retirement

Use the BEA numbers as a screening tool, not a verdict. Florida starts with a higher statewide price level but may still fit a household that values a particular community and has income that benefits from no state personal-income tax. Georgia or North Carolina may be more attractive when a retiree qualifies for the specific retirement-income provisions described above. Arizona, South Carolina, and Texas deserve the same location-by-location review, but the available evidence here does not support a blanket tax ranking for them.

The winning destination is the one that remains affordable after you price the actual home, apply the rules to your actual income, verify property-tax eligibility, and confirm Medicare and provider access. If two locations are close, favor the one whose budget still works after an insurance increase, a larger medical year, and ordinary home repairs. That process answers “Is Florida cheaper than Arizona?” or “Which state is best for retirement taxes?” more reliably than any statewide slogan.
