Florida is generally more tax-friendly for retirement income at the state level because it has no personal income tax. California does not tax U.S. Social Security benefits, but it generally taxes pension, annuity, IRA, and other retirement-account distributions received while you are a California resident—even when the former employer or account is based in another state. Federal income-tax rules, including taxation of up to 85% of Social Security benefits for some taxpayers, apply in both states.
The result depends on three questions: what kind of income you received, whether you were a California resident when you received it, and which tax authority is imposing the tax. A move between the states can change the state treatment of future payments without changing federal rules.

The basic Florida-versus-California answer
| Retirement income or issue | Florida | California |
|---|---|---|
| State personal income tax | Florida does not impose a personal income tax, so it has no Florida personal-income-tax filing requirement. | California imposes personal income tax and generally taxes residents on income from every source. |
| U.S. Social Security | No Florida personal income tax applies. Federal tax can still apply. | Excluded from California taxable income. If an amount was included in federal adjusted gross income, it is generally subtracted on Schedule CA (540). |
| Pension or annuity paid while resident | No Florida personal income tax applies. Federal tax may apply. | Generally taxable to a California resident, including an out-of-state pension. |
| IRA, 401(k), SEP, or similar distribution paid while resident | No Florida personal income tax applies. Federal tax may apply. | Generally taxable to a California resident under rules that usually follow federal treatment, subject to California-specific differences. |
| Retirement distribution received while a nonresident | No Florida personal income tax applies. | California generally does not tax retirement income received by a nonresident after December 31, 1995, including many pensions and retirement-plan distributions. |
| Early distribution additional tax | No Florida personal income tax additional tax. | California generally lists a 2.5% additional tax on early distributions and 6% for certain SIMPLE-plan distributions during the first two participation years; exceptions apply. |
This table compares state income-tax treatment. It does not turn any payment into federal-tax-free income. Florida’s lack of a personal income tax also does not eliminate property, sales, insurance, or other taxes that may affect a household budget.

Federal rules apply in both states
Your federal return follows you from Florida to California or from California to Florida. Federal rules can tax pension payments, traditional IRA and 401(k) withdrawals, annuities, and part of Social Security. The state in which a check is deposited does not determine the federal result.
Federal Social Security thresholds for tax year 2025
For tax year 2025, the Internal Revenue Service says that up to 85% of Social Security benefits may be included in taxable income when combined income is above the applicable thresholds. The IRS describes more than $34,000 for most single filers in the stated condition and more than $44,000 for married taxpayers filing jointly, with a separate rule for married filing separately. These are federal combined-income thresholds, not Florida or California thresholds.
“Up to 85% taxable” means that portion of the benefit can be included in federal taxable income; it is not an 85% tax rate. The actual amount depends on filing status, provisional or combined income, tax-exempt interest, other income, and the IRS worksheet for the return year. A retiree can therefore owe federal tax on Social Security while owing no Florida tax or no California tax on that same benefit.
How Florida taxes retirement income
Florida Department of Revenue guidance states: “Florida does not impose a personal income tax, so there are no filing requirements.” For a retiree, that means Florida does not levy a state personal income tax on Social Security, pension payments, annuities, traditional IRA withdrawals, Roth distributions, or 401(k) payments.
What Florida’s rule does—and does not—mean
- It removes a Florida personal income-tax calculation from the state-tax side of your retirement budget.
- It does not change the federal taxability of Social Security, pensions, annuities, or retirement-account distributions.
- It does not mean every Florida tax filing disappears. Federal returns, employer withholding forms, estimated federal payments, and non-income taxes can still apply.
- It does not make a distribution tax-free if federal law treats it as taxable income.
Florida’s state-level advantage is therefore broad but specific: there is no Florida personal income tax on the income categories described here. You still need to complete the federal analysis and account for other Florida taxes outside the scope of this comparison.
How California taxes Social Security
California excludes U.S. Social Security benefits from California taxable income. If Social Security was included in federal adjusted gross income, the California Franchise Tax Board directs the taxpayer to subtract it on Schedule CA (540). This applies to California residents filing a California return; the exclusion is a state adjustment, not a claim that federal law ignored the benefit.

Example: the same Social Security payment on two returns
Suppose a California resident receives Social Security and the IRS includes part of it in federal adjusted gross income. The federal amount remains in the federal calculation. On the California return, the qualifying U.S. Social Security amount is generally subtracted, so it is not included in California taxable income. A Florida resident follows the same federal rules but has no Florida personal income-tax return on which to include or subtract the benefit.
Do not confuse Social Security with other retirement income
California’s Social Security exclusion does not extend automatically to pensions, annuities, IRA withdrawals, 401(k) payments, or other retirement distributions. Those categories have their own California rules, and a California resident generally cannot exclude them merely because the payment is from outside the state.
How California taxes pensions, annuities, and retirement accounts
California generally taxes residents on income regardless of source. The Franchise Tax Board states, “California taxes residents on all income regardless of source.” Consequently, residency at the time a payment is received is usually more important than the location of the former employer, pension trust, bank, or plan administrator.
Out-of-state pensions received by a California resident
A person who moves from Florida to California and then receives qualified pension income will generally have California-taxable income after becoming a California resident, even if the former employer and pension plan are in Florida. The payment’s origin does not by itself preserve Florida treatment once the recipient is a California resident.
IRA, 401(k), and annuity distributions
The 2025 California Franchise Tax Board Publication 1005 explains that California generally treats pension, annuity, and IRA distributions similarly to federal law while recognizing state-federal differences that can change the California amount. Traditional IRA and qualified-plan distributions, Roth IRA conversions and distributions, SEP-plan payments, and self-employed retirement-plan distributions should be reviewed using the California publication and the applicable return instructions for the tax year.
Federal basis, previously taxed contributions, Roth qualification, required distribution rules, and California-specific basis differences can affect the amount reported. Do not assume that a Form 1099-R amount automatically equals the final California taxable amount, or that a federal exclusion automatically produces an identical California result.

Why residency and payment timing control a move-year return
California’s resident and nonresident rules make the effective residency date a central fact. The question is not simply where the account was opened or where the check was mailed; it is generally whether you were a California resident when the income was received and how the income is characterized under California law.
While you are a California resident
California generally taxes all income received during the resident period, including an out-of-state pension or retirement-account distribution. A payment received after you establish California residency is normally analyzed as resident income even when the plan has no California connection.
While you are a California nonresident
California generally does not impose tax on retirement income received by a nonresident after December 31, 1995. The Franchise Tax Board’s guidance includes military pensions, IRA distributions, Roth IRA conversions and distributions, SEP plans, and self-employed retirement plans within this general rule. A California pension’s origin alone does not generally make it taxable in California to a nonresident under this rule.

Someone who moves from Florida to California, or the reverse, may have a part-year resident filing obligation. Identify the date California residency began or ended, list every payment date, and separate resident-period income from nonresident-period income. A distribution received before the California move and one received after the move can receive different California treatment even if both came from the same account and were issued by the same administrator.
Early withdrawals: California’s additional taxes
California treats an early retirement distribution as income to report and generally lists an additional 2.5% California tax. For certain distributions from a SIMPLE plan made during the first two years of participation, the California additional tax is 6%. The Franchise Tax Board contrasts those figures with federal additional-tax rates of 10% and 25% for the corresponding SIMPLE-plan period.
Why the percentages cannot be applied mechanically
- The additional tax is separate from ordinary income tax on the distribution.
- Exceptions can remove or reduce the additional tax, so not every early withdrawal is subject to it.
- The applicable federal and California definitions, plan type, participation period, age, reason for distribution, and documentation matter.
- A California resident may face a California additional tax even when a distribution also has a federal additional tax; a Florida resident does not owe a Florida personal-income-tax additional tax.
Before taking an early distribution, check the current California instructions, federal Form 5329 rules, and the plan administrator’s coding. Keep records supporting any exception rather than assuming the absence of withholding settles the liability.

Practical scenarios
| Situation | Likely state treatment | Federal question |
|---|---|---|
| Florida resident receives Social Security | No Florida personal income tax. | Use the 2025 IRS combined-income rules; up to 85% may be taxable in the stated circumstances. |
| California resident receives Social Security | Subtract qualifying U.S. Social Security from California taxable income when it was included in federal adjusted gross income. | Federal taxation is calculated first and can still apply. |
| Florida resident receives a pension from a former California employer | No Florida personal income tax. | Federal pension rules still apply. |
| California resident receives a pension from a former Florida employer | Generally taxable to California because residents are taxed on income regardless of source. | Federal pension rules still apply. |
| California nonresident receives retirement income after December 31, 1995 | California generally does not tax the retirement income under its nonresident rule. | Federal tax may still apply. |
| Retiree moves to California between two annual IRA withdrawals | The withdrawal before California residency and the withdrawal after residency must be analyzed separately; the latter is generally resident income. | Both payments are tested under federal rules for the year. |
| California resident takes a potentially early SIMPLE-plan distribution in the first two participation years | A 6% California additional tax may apply, subject to exceptions. | The federal additional-tax rules and ordinary income treatment must also be checked. |
A step-by-step method for comparing your own move
- List every payment type. Separate Social Security, pension, annuity, traditional IRA, Roth IRA, 401(k), SEP, self-employed plan, required distribution, conversion, and early withdrawal. Do not group all retirement income under one label.
- Determine the federal result first. Use the tax-year IRS worksheet for Social Security and the federal rules for each distribution. Record the amount included in federal adjusted gross income, any basis recovery, and any federal additional tax.
- Establish residency dates. Document the date you became or ceased to be a California resident. For a split-year move, retain lease or purchase records, utility changes, voter registration, driver’s-license changes, and travel or domicile documentation that supports the date.
- Match each payment to its receipt date. Record the date funds were paid or made available, not just the date a tax form arrived. Mark payments before, during, and after the California resident period.
- Apply California’s resident rule. For the resident period, include income from outside California unless a specific California subtraction or exclusion applies. Social Security is treated differently from pensions and retirement-account distributions.
- Apply the California nonresident rule where appropriate. Retirement income received by a nonresident after December 31, 1995, is generally not taxed by California under the cited guidance. Confirm that the payment is truly retirement income and that you were a nonresident when received.
- Check state-federal differences. Compare the California amount with the federal amount for pension basis, IRA basis, Roth conversions, plan contributions, and early-distribution exceptions. Use the 2025 Publication 1005 and the return instructions for the filing year.
- Complete the correct return. A full-year California resident generally files a resident return; a person who changed residency may need a part-year return; a nonresident with California-source income may need a nonresident return. Florida has no personal income-tax return requirement.
- Retain supporting documents. Keep Forms 1099-R and SSA-1099, plan basis records, conversion records, withholding statements, distribution dates, residency evidence, and calculations for any subtraction or exception.
Common mistakes and how to avoid them
“Florida is tax-free, so I owe no tax.”
Florida’s statement concerns personal income tax. Federal income tax remains separate, and Social Security, pensions, and withdrawals can still be taxable federally. Budget for federal withholding or estimated payments.

“California taxes every retirement check from a California company.”
California’s nonresident rule generally prevents tax on retirement income received by a nonresident after December 31, 1995. The recipient’s residency and the income’s classification matter; the plan’s California origin alone is not the deciding fact.
“California does not tax retirement income.”
That overstates the Social Security exclusion. California excludes U.S. Social Security but generally taxes pensions, annuities, and retirement-account distributions received while the recipient is a resident.
“The 85% Social Security figure is my tax rate.”
It is the maximum portion of benefits that may be included in federal taxable income under the stated 2025 circumstances. Your marginal tax rate is applied separately.
“The state return must equal the federal return.”
California often starts with federal information but requires state adjustments. Social Security subtraction, pension or IRA basis differences, and early-distribution rules can change the California result.

Planning before and after a move
Before leaving California for Florida
- Set a defensible California residency-termination date and keep records.
- Review planned pension, IRA, Roth conversion, and large withdrawal dates relative to the move.
- Estimate federal tax separately, especially if a conversion or large distribution could increase the taxable portion of Social Security.
- Ask plan administrators when a payment is considered received and how withholding will be handled.
Before moving from Florida to California
- Identify recurring pensions, annuities, required distributions, and planned withdrawals.
- Recognize that future payments received as a California resident generally enter California’s resident income calculation regardless of the payer’s state.
- Review federal and California basis records before a conversion or distribution.
- Set aside funds for California withholding or estimated payments if the payment is taxable and withholding is not sufficient.
For a complicated or high-dollar case
Consider a qualified tax professional who regularly handles California residency changes, retirement-plan basis, military pensions, Roth conversions, and early distributions. This is particularly important when a move occurs midyear, a pension has contributions made under different state rules, or an early-distribution exception is being claimed. Use the current-year California publications and federal forms rather than relying on an older planning book or calculator.
What to verify for the return year
Tax rules and forms are tax-year-sensitive. For a 2025 return, consult the 2025 California Franchise Tax Board Publication 1005, the applicable California resident or part-year instructions, and the IRS Social Security worksheet and retirement-distribution instructions. The 2.5% California early-distribution figure, the 6% SIMPLE-plan figure, and the 2025 federal Social Security thresholds should be carried into a return only after confirming that the distribution and filing year match the cited guidance.
When a rule changes, the change may affect the amount reported, the additional tax, the form used, or an exception. The safest practice is to verify the current publication for the exact return year and preserve the version used for your records.
Bottom line for retirees choosing between Florida and California
For state personal income tax on retirement cash flow, Florida is simpler: it has no personal income tax. California’s treatment is more selective. It excludes U.S. Social Security from California taxable income, but generally taxes pensions, annuities, and retirement-account distributions received while you are a California resident, including payments from outside California. California generally does not tax retirement income received by a nonresident after December 31, 1995.
Federal tax follows you to either state. Start with the federal calculation, then classify each payment, pin down your residency on the payment date, and apply the state’s rule. That sequence prevents the two most costly errors: treating Florida’s state-tax advantage as a federal exemption, and assuming California’s Social Security exclusion covers every form of retirement income.
