Neither a fixed nor a variable mortgage rate is automatically the better choice. A fixed rate keeps the interest rate unchanged for the mortgage term, while a variable rate can move. The crucial comparison is broader than the headline rate: determine whether payments adjust, how quickly you repay principal, what happens at a trigger rate, how long the term lasts, and what it costs to leave early.
Use the written offer and mortgage contract to model rate-up, rate-flat and rate-down scenarios. A lower starting variable rate is not a guarantee of a lower total cost, and a fixed rate removes rate uncertainty only until renewal.

What “fixed” and “variable” mean in Canada
“Fixed” and “variable” describe the interest rate, not every feature of the payment. The Financial Consumer Agency of Canada (FCAC) says a fixed interest rate stays the same for the mortgage term. A variable interest rate can change during the term. With a variable mortgage, the payment can either move with the rate or remain fixed while the interest and principal portions change. Read FCAC’s explanations of interest on mortgages and choosing a mortgage alongside your actual offer.

Your contract sets an interest rate for the term. If the amortization, payment frequency and other terms do not change, the scheduled payment is normally predictable during that term. You still face the rate available when the mortgage renews, and a closed mortgage can carry a significant charge if you break or transfer it before the term ends.

Variable rate with adjustable payments
The interest rate changes according to the contract’s pricing formula. When the rate changes, the scheduled payment changes as well. A rate increase therefore affects the household budget immediately, while a rate decrease can reduce the payment or increase the amount applied to principal, depending on the contract.
Variable rate with fixed payments
The payment amount may initially stay unchanged as the rate moves. When the rate rises, more of that payment goes to interest and less to principal. The balance can decline more slowly, the amortization can lengthen, or—if the contract permits it—the amount owed can increase. A fixed payment is therefore not a fixed interest cost or a fixed principal schedule.
Why payment structure is the first risk question
Two offers both labelled “variable” can expose you to different cash-flow risks. Before comparing rates, identify whether the lender offers adjustable payments or fixed payments with a variable interest rate. Then ask how the payment, amortization and balance respond to a rate change.
Trigger rates and trigger points
On a fixed-payment variable mortgage, a rising rate eventually reaches the contract’s trigger rate (sometimes described as a trigger point). At that level, the payment may cover only interest, leaving no scheduled principal reduction. If rates rise beyond it, the lender may require a higher payment or another adjustment specified in the contract. FCAC warns that the total amount owed can increase; the exact remedy is contractual, not universal.
The Bank of Canada’s November 2022 staff analytical note estimated that about three-quarters of variable-rate mortgages in its Canadian context had fixed payments. It estimated that roughly 50% of borrowers with variable-rate, fixed-payment mortgages—nearly 13% of all Canadian mortgages—had reached their trigger rate at the time studied. The authors described that figure as an upper-bound estimate that did not account for borrower actions. These are 2022 estimates, not current market statistics; see Variable-rate mortgages with fixed payments: Examining trigger rates.

What to establish in writing
- The trigger rate or trigger point and the balance or payment condition that activates it.
- Whether the lender raises the payment, extends the amortization, requires a lump-sum payment, converts the mortgage, or uses another contractual remedy.
- How often the lender recalculates the payment and whether the balance can increase before action is required.
Risks that remain with a fixed rate
A fixed rate reduces rate and payment uncertainty during the term, but it is not risk-free.
- Renewal risk: You receive certainty only until the term ends. If market rates are higher at renewal, the new payment can be materially larger.
- Potentially higher starting rate: FCAC’s general guidance notes that fixed offers can start above variable offers. That is a comparison principle, not a promise about every lender or date.
- Early-exit cost: Breaking, transferring or repaying a closed fixed mortgage before term-end can trigger a prepayment charge. The calculation depends on the contract and the lender’s rules.
- Opportunity cost: If market rates fall during your term, your contract rate does not automatically fall. Leaving early may cost more than the interest savings.
The term affects both the interest you pay and the potential charge for ending the contract early. FCAC explains these issues in Mortgage terms and amortization.
Risks that vary by variable-rate design
Adjustable-payment exposure
With adjustable payments, a rate increase appears directly in your scheduled payment. The budget risk is easy to see, but you still need to know the size and timing of payment resets, the reference rate, and whether the lender recalculates interest daily or monthly under the contract.
Fixed-payment exposure
With fixed payments, the initial payment can look comfortable even as the loan repays less principal. A borrower may reach renewal with a higher balance or a longer remaining amortization than expected. At the trigger point, the lender’s required adjustment can be abrupt. Ask for the balance and amortization under each rate scenario rather than judging the mortgage by today’s payment alone.
Variable does not mean unlimited flexibility
A variable rate may be offered in either an open or closed mortgage. A closed variable mortgage can still restrict extra payments and impose a charge for breaking the contract. The rate type and the exit rules are separate decisions.

Term, amortization and the cost of changing plans
Term versus amortization
The term is the period for which the lender and borrower agree to the rate and contract conditions. The amortization is the planned time to repay the mortgage in full. A short term does not necessarily mean a short amortization. Compare the same term, amortization, payment frequency and mortgage features when reviewing two offers.

Open and closed mortgages
An open mortgage generally permits extra payments or full repayment without a prepayment penalty, but its interest rate may differ from a comparable closed mortgage. A closed mortgage limits extra payments, although the contract can grant annual lump-sum, payment-increase or other prepayment privileges.
When a lender may charge a prepayment penalty
FCAC says a lender may charge a penalty if you exceed permitted additional payments, break the contract, transfer to another lender before term-end, or repay the mortgage in full before term-end, including when you sell the home. Review Mortgage prepayment: know your rights for the consumer rules and then read the charge formula in your own agreement.
A March 2026 Bank of Canada staff working paper discusses how Canadian prepayment penalties vary by mortgage type and interest-rate conditions, with differences among major banks and smaller lenders. It is not a universal quotation for every lender. The paper’s authors, Michael Boutros, Nuno Clara and Katya Kartashova, write: “We demonstrate that restricting contract choice or mandating long terms, as in the U.S. system, can lead to substantial welfare losses by limiting risk management strategies and increasing mortgage pricing ex-ante.” This is a result from a staff working paper, not a Bank of Canada Governing Council position. - Collect the complete documents. Obtain the rate quote, disclosure statement, mortgage commitment and standard charge or mortgage agreement. Record the date the quote expires.
- Match the loan features. Confirm the principal, term, amortization, payment frequency, security, portability or transfer rules, and whether each mortgage is open or closed.
- Classify the rate correctly. Write down whether each product is fixed, variable with adjustable payments, or variable with fixed payments. Do not accept “variable” as a complete description.
- Map payment responses. Ask when payments reset, how much they can change, and whether a rate change alters the amortization or outstanding balance.
- Locate the trigger language. For a fixed-payment variable mortgage, identify the trigger rate, the calculation method and the lender’s required action when it is reached.
- Measure principal repayment. Request the remaining balance and amortization under the lender’s rate-up, rate-flat and rate-down illustrations. A lower payment is not necessarily a lower balance.
- Price flexibility. Record annual lump-sum limits, payment-increase privileges, skip-payment provisions, portability, transfer conditions and the charge calculation for an early exit.
- Test affordability. Determine whether your budget can absorb a higher payment, a larger balance at renewal or a lump-sum requirement without relying on an optimistic rate forecast.
Compare scenarios rather than labels
Use the same starting balance, payment frequency, amortization and term for every offer. The table below shows what to examine; it is a decision framework, not a prediction of future rates.
| Scenario | Fixed rate | Variable with adjustable payments | Variable with fixed payments |
|---|---|---|---|
| Rates rise during the term | Scheduled rate and payment normally remain unchanged until renewal; early-exit charges may still apply. | Payment rises according to the contract; more cash flow is required immediately. | Payment may initially stay unchanged; less goes to principal, and the trigger rule may require an adjustment. |
| Rates stay broadly flat | Payment and principal schedule follow the contract. | Payment follows the unchanged rate, subject to lender calculations. | Payment may remain stable, but confirm that the planned principal reduction is being achieved. |
| Rates fall during the term | Contract rate does not automatically fall; leaving early can create a charge. | Payment may fall or more of the payment may go to principal, depending on the agreement. | Payment may remain fixed while more of it is applied to principal. |
| At renewal | New rate and payment are set for the next term; the remaining balance matters. | New terms apply and the payment reflects the balance and available rate. | Any slower principal repayment or increased balance affects the renewal payment. |
Ask the lender to produce the actual dollar payment, interest paid, principal repaid and remaining balance for each scenario. If a cell cannot be established from the offer, treat it as unknown rather than assuming that the products are equivalent.
Renewal is a separate rate decision
Neither product removes renewal risk. A fixed mortgage postpones the next rate decision until the term ends. A variable mortgage exposes you to rate changes during the term, but its renewal payment also depends on how much principal was repaid.
A July 2025 Bank of Canada staff analytical note projected that some five-year fixed-rate borrowers renewing in 2025 or 2026 could face average payment increases of around 15%–20% compared with December 2024. That was a time-bounded projection for a defined group, not a current estimate for every borrower. Read How will mortgage payments change at renewal? Plan for renewal by tracking the balance, preserving an emergency reserve and checking the lender’s renewal notice against competing written offers. Do not assume that accepting an automatic renewal produces the best rate or the same features.

Questions to ask the lender or broker
- Is this variable product adjustable-payment or fixed-payment?
- What is the trigger rate or trigger point, and exactly what happens when it is reached?
- Can the payment change, can the amortization change, or can the balance increase?
- What are the annual prepayment privileges, payment-increase limits and transfer conditions?
- How is the early-exit charge calculated for this contract, and can you estimate it for my likely exit date?
- What are the payment, total interest, principal repaid and remaining balance under rate-up, rate-flat and rate-down scenarios?
- What rate is guaranteed, until what date, and what happens if closing is delayed?
- Which fees, insurance costs or administrative charges are included in the quoted payment?
Keep the answers with the offer documents. A verbal description that is absent from the contract is not a reliable substitute for the written terms.
If the payment is becoming unaffordable
Contact the financial institution promptly rather than waiting for a missed payment. FCAC lists higher variable payments, a fixed-rate mortgage renewing at a much higher payment, and a fixed-payment variable mortgage at or near its trigger rate among exceptional circumstances that may require lender contact. Its guidance is available at Paying your mortgage when experiencing financial difficulties.
Ask what relief options are available under your contract and how each option changes total interest, amortization and the balance. Get any modification in writing and confirm whether it creates a new term, a penalty or a higher future payment.

Which option fits which risk tolerance?
Fixed may fit when payment certainty is the priority
A fixed rate can suit a household whose budget cannot tolerate a higher payment during the term, who expects to remain in the home through the term, and who accepts the possibility of a higher starting rate or an early-exit charge. You still need a renewal plan.
Variable may fit when cash flow and flexibility can absorb movement
A variable rate can suit a borrower with room in the budget for higher payments, a willingness to monitor the balance and trigger rules, and a reason to value a potentially lower starting rate or different prepayment terms. The choice is defensible only after the payment structure and trigger consequences are clear.
When the answer is not obvious
If one option is affordable only under a rate-down scenario, it is not affordable. If the offers differ in term, amortization, portability or prepayment privileges, first obtain comparable versions. Then choose the contract whose worst plausible payment and exit cost you can manage, not the one with the most attractive initial label.
Bottom line
Compare fixed and variable mortgages on payment stability, principal repayment, rate-shock capacity, renewal exposure and the cost of leaving the contract. For any variable offer, identify whether payments adjust, find the trigger clause and model the remaining balance. For any fixed offer, price the renewal and early-exit risks. The written contract—not the headline rate—determines which risk you are actually accepting.
