A fixed-rate mortgage is usually the better fit when payment certainty and long-term affordability matter most. A variable-rate mortgage—called an adjustable-rate mortgage (ARM) in U.S. consumer lending—can start at a lower rate, but the rate and principal-and-interest payment may rise after its initial fixed period. Choose only after comparing the complete written offers, understanding the ARM’s adjustment formula and caps, and confirming that you could afford its highest permitted payment without depending on a future sale or refinance.
This guide uses U.S. mortgage terminology and Consumer Financial Protection Bureau (CFPB) guidance. Loan availability, disclosures, and product names can differ in other countries, and no current mortgage-rate quote is assumed.

Fixed-rate and variable-rate mortgages at a glance
The central difference is what happens to the interest rate after closing. A fixed-rate loan keeps the contract rate unchanged for the life of the loan. An ARM has an initial fixed-rate period, then can reset according to an index, a lender-set margin, an adjustment schedule, and contractual caps.

|---|---|---|
| Interest rate | Does not change under the loan contract. | Starts with a fixed period, then may adjust under the contract formula. |
| Principal-and-interest payment | Generally predictable for the loan term. | Can rise or fall after an adjustment and can rise substantially. |
| Initial pricing | Reflects the fixed rate selected at closing. | May offer a lower introductory rate than a comparable fixed loan. |
| Adjustment drivers | No rate-reset formula. | An index plus a margin, limited by initial, subsequent, and lifetime caps and other terms. |
| Main planning advantage | Stable principal-and-interest budgeting over the expected holding period. | Potentially lower initial payments when the borrower accepts future-rate risk. |
| Main risk | The borrower may pay for certainty even if market rates later fall. | The rate and payment may increase when the borrower still owns the home. |
Taxes, homeowners insurance, and mortgage insurance are often collected through escrow. Those charges can change the total monthly payment even when a fixed-rate loan’s principal and interest do not. With an ARM, the principal-and-interest portion itself can change as well.

What a fixed-rate mortgage does
Rate certainty
At closing, the lender sets one interest rate for the mortgage contract. The scheduled principal-and-interest payment is calculated from that rate, the amount borrowed, and the repayment term. A change in market rates does not change that contractual rate or scheduled principal-and-interest amount.
What can still change on your bill
“Fixed” does not mean every dollar of the monthly statement is frozen. Property taxes, homeowners insurance premiums, and mortgage-insurance charges can be reassessed or repriced. If those items are escrowed, the servicer can adjust the escrow portion while the loan’s principal-and-interest payment remains governed by the fixed rate.
When certainty has value
A fixed rate makes it easier to test a budget against one known principal-and-interest payment. It is especially useful when you expect to keep the mortgage for many years, have limited room for payment increases, or would find a higher payment difficult to absorb. The trade-off is that the initial fixed rate may be higher than an ARM’s introductory rate, and you may not benefit automatically if market rates fall; a later refinance would involve a new application, costs, and qualification.
How an adjustable-rate mortgage works
The initial fixed period
Most ARMs begin with a period during which the introductory rate is fixed. In a common “5/1” example, the first number indicates five years at the initial rate and the second indicates an adjustment every one year thereafter. The notation is only a shorthand: the actual contract controls, and products can use different initial periods and adjustment frequencies.
Index plus margin
After the initial period, the new rate generally equals a specified index plus the lender’s margin, subject to the loan’s caps, floors, and other provisions. The index is a market-based reference identified in the note or disclosures. The margin is set by the lender for the loan and normally does not change after closing. Two ARMs with similar introductory rates can therefore produce different future rates if their indexes, margins, adjustment dates, or caps differ.

Caps, floors, and payment recalculation
CFPB describes three common cap categories:
- Initial adjustment cap: limits the first rate change after the introductory period.
- Subsequent adjustment cap: limits each later periodic change.
- Lifetime cap: limits how far the rate may move above the starting rate over the life of the loan.
Some contracts also specify a rate floor, which prevents the rate from falling below a stated level. Caps limit the change; they do not guarantee that the rate will remain affordable. Ask when the payment is recalculated and how the new payment reflects the outstanding balance and remaining term. Certain structures can permit the balance to increase if the scheduled payment does not cover all accrued interest, so confirm whether that feature applies before signing.
Compare the risk, not just the introductory rate
Payment stability
For a fixed loan, the principal-and-interest portion is stable, while escrow items can move. For an ARM, both the rate and principal-and-interest payment may change after the initial period. A lower starting payment is useful only if it compensates you for accepting the possibility of later increases and if the payment remains affordable under the contract’s permitted range.
Maximum affordability
Ask the lender to show the highest interest rate and highest payment the contract allows. Evaluate that amount against income that you can reasonably expect, not a hoped-for raise, bonus, sale, or refinance. Include property taxes, insurance, mortgage insurance, maintenance, utilities, and other debts in the stress test. If the maximum payment would force you to cut essential spending or rely on new borrowing, the ARM is not a safe fit even if the introductory payment works today.
Total offer cost
Interest rate is only one line on a Loan Estimate. Compare the loan term, projected payments, points, lender fees, and other closing costs. APR is broader than the interest rate because it incorporates certain points, fees, and charges, but CFPB warns that an ARM’s APR does not show its maximum possible rate. Use APR as one comparison measure, not as a substitute for reading the ARM’s adjustment terms and payment projections.
Holding period: useful factor, not a promise
An ARM’s introductory rate can matter when you expect to sell or otherwise pay off the mortgage before the first adjustment. A longer initial fixed period can similarly reduce the time exposed to resets. But a planned move is not a guarantee. Employment changes, family needs, a slower sale, lower property values, or tighter credit can keep you in the home longer than expected. CFPB’s warning is direct: “Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.”

Use your expected holding period as one input, then test the outcome if you remain beyond it. Identify the first adjustment date, every later adjustment date, and the payment you would face at the contract’s maximum. If that scenario is unacceptable, the initial discount is not sufficient compensation for the risk.

Get written offers rather than relying on a verbal quote. CFPB recommends requesting Loan Estimates from at least three lenders. Requesting them close together helps you compare the same loan amount, property, term, occupancy, and points structure.
- Define the comparison. Give each lender the same loan type, term, estimated down payment, property details, and whether you want points. A fixed offer and an ARM offer should be compared on equivalent assumptions.
- Read the rate structure. For a fixed loan, verify that the rate is fixed for the full term. For an ARM, record the introductory period, first adjustment date, adjustment frequency, index, margin, floor, and all caps.
- Record payment projections. Note the initial principal-and-interest payment, projected payments after adjustments, and the highest payment the lender says the contract permits. Add escrow estimates so you are comparing a realistic monthly housing cost.
- Compare upfront and recurring costs. Review points, origination charges, lender credits, mortgage insurance, and other closing costs. A lower rate purchased with points may not pay off if you sell or refinance early.
- Check the term and balance path. Confirm the repayment term, how the payment is recalculated, and whether any provision could allow the balance to grow when a payment does not cover interest.
- Match the documents to the conversation. If the written Loan Estimate differs from what a loan officer described, ask for an explanation and rely on the final contractual documents, not an informal promise.
- Keep the offers together. Compare the same fields side by side and retain the estimates, revised estimates, and final closing disclosures so you can identify changed terms.
Questions to ask before choosing an ARM
Take these questions to the lender and ask for answers in writing:
- When does the interest rate first adjust, and how often can it adjust afterward?
- Which index determines the new rate, and what margin will be added?
- What are the initial, subsequent, and lifetime adjustment caps?
- Is there a rate floor, and how does it affect a potential decrease?
- What are the highest interest rate and highest principal-and-interest payment allowed by the contract?
- When is the payment recalculated after a rate change, and does the remaining term change?
- Could the balance rise because a scheduled payment is insufficient to cover interest?
- How do the ARM’s APR, points, fees, and projected payments compare with a fixed-rate offer for the same loan amount and term?
- Are there any prepayment or other contractual provisions that would affect a sale, refinance, or early payoff?
Common cap examples shown in consumer materials are illustrations, not universal standards. Use the actual note, rider, and Loan Estimate for your loan rather than assuming a familiar ARM label guarantees a particular cap structure.
Decision framework: who tends to fit each option?
A fixed-rate mortgage may fit when
- You expect to keep the home or mortgage for a long or uncertain period.
- Your budget has little room for a higher housing payment.
- You value predictable principal-and-interest payments more than a possible introductory discount.
- You would be unable or unwilling to refinance if rates or your circumstances changed.
- You prefer to avoid tracking indexes, margins, adjustment dates, and cap limits.
An ARM may fit when all of these are true
- You understand the initial period and every adjustment rule in the written contract.
- The introductory savings are meaningful after considering points, fees, and the possibility of later increases.
- You can afford the contract’s maximum permitted payment without selling or refinancing.
- Your expected holding period is shorter than the initial fixed period, while you still have a workable plan if that expectation fails.
- You have compared at least three written Loan Estimates and the ARM remains attractive under conservative payment assumptions.
An ARM is not automatically inappropriate for a short-term owner, and a fixed loan is not automatically cheapest. The correct choice depends on the complete offer and your ability to carry the loan under adverse but contractually permitted changes.

A practical affordability stress test
Before selecting either product, write down the monthly housing cost you can sustain without relying on variable income. For a fixed loan, use the scheduled principal-and-interest payment and add realistic escrow and insurance changes. For an ARM, perform three checks:
- Initial payment check: Can you afford the starting payment after adding taxes, insurance, mortgage insurance, and other recurring housing costs?
- First-reset check: What would the payment be if the rate rose by the full initial adjustment cap at the first reset?
- Maximum-contract check: What payment results at the highest rate permitted by the lifetime cap and other terms? Can you still meet essential expenses, debt payments, and emergency savings at that level?
Obtain the lender’s actual payment figures for these scenarios. Do not substitute a market-rate forecast for the contract limits, and do not assume rates will move in the direction that makes the ARM comfortable.
Common mistakes and how to avoid them
Choosing from the teaser rate alone
The introductory ARM rate covers only the initial period. Read the index, margin, adjustment dates, caps, floor, and payment-recalculation provisions before comparing it with a fixed offer.
Treating APR as a complete answer
APR incorporates certain charges, but an ARM APR does not reveal the maximum possible interest rate. Examine the payment projections and contractual ceiling separately.

Assuming refinancing will rescue the plan
Refinancing requires acceptable credit, income, property value, lender approval, and closing costs at the time you apply. A sale can also be delayed or produce less proceeds than expected. Build an ARM plan that remains viable if neither event occurs before a reset.

Ignoring escrow volatility
Even a fixed-rate borrower can see the total bill change when taxes or insurance change. Budget for the full payment, not only principal and interest.
Comparing offers with different assumptions
A quote with points, a different term, a different loan amount, or a different property-tax estimate is not directly comparable. Standardize the inputs and use the Loan Estimate to identify each cost.
What borrower choices show historically
CFPB consumer comparison material reports that from 2008 through 2022, approximately 85% to 95% of buyers chose fixed-rate mortgages and 5% to 15% chose ARMs. The same material describes historical shares of 70% to 75% fixed-rate and 25% to 30% ARM, without specifying a precise period for that historical comparison. These figures describe borrower choices in the cited comparisons; they do not establish that one product is best for an individual household or predict your available terms.
Bottom line for your decision
Start with the payment you can safely carry, not the rate that looks lowest in an advertisement. A fixed-rate mortgage buys long-term principal-and-interest stability. An ARM exchanges some of that certainty for a potentially lower starting rate and exposure to future index movements. Compare at least three Loan Estimates, calculate the highest ARM payment the contract permits, include escrow and insurance, and choose the structure that remains affordable if your timing, income, home value, or refinancing plans do not unfold as expected.
