An interest-rate cut does not affect every mortgage in the same way. An existing fixed-rate loan normally keeps the same interest rate and payment until its fixed period ends. A tracker or other index-linked variable loan can reprice on its contractual reset date, while a lender-set variable rate changes only when the lender changes it. New fixed-rate offers may even rise after a cut because they reflect longer-term funding costs and market expectations rather than the policy rate alone.
The right choice depends on your contract, how much payment uncertainty you can absorb, how long you expect to keep the loan, and the total cost after fees and penalties. Use the framework below instead of assuming that a central-bank announcement automatically makes one type cheaper.

What an interest-rate cut changes—and what it does not
An existing fixed-rate mortgage
When you are inside the fixed period, the interest rate is set in your contract. The Consumer Financial Protection Bureau (CFPB), in guidance last reviewed January 14, 2025, states: “With a fixed-rate mortgage, the interest rate is set when you take out the loan and will not change.” Your scheduled principal-and-interest payment therefore does not fall on the day a central bank cuts its policy rate. It changes only if the fixed period expires, you refinance, or you otherwise replace the loan under the contract.

A tracker or index-linked variable mortgage
A tracker is tied to a named benchmark. The contract normally specifies the index, the lender’s margin, the reset frequency and the date on which the new rate takes effect. A policy cut can lower the benchmark, but the reduction may appear on the next scheduled reset rather than on announcement day. Some contracts also include a pass-through clause, a minimum rate (floor), or a cap on how quickly the rate can move. Those provisions can reduce, delay or limit the payment change.

A lender-set variable mortgage
A lender-set variable rate is not mechanically linked to a single index in the same way as a tracker. The lender may change it on its own timetable and must follow the notice and contractual rules that apply in your jurisdiction. Read the rate-change notice and the mortgage terms to find the effective date, the amount of the change and whether the payment is recalculated immediately or at the next billing cycle.
Applying for a new mortgage after the cut
A policy cut is not a promise that a new fixed quote will be cheaper. Fixed pricing reflects longer-term reference rates, wholesale funding and expectations about future inflation and policy. Those markets can move up while the central bank is cutting. Compare a fixed and variable offer for the same loan amount and term, using the full fee and penalty schedule.
How fixed and variable mortgages are built
| Feature | Fixed-rate loan | Variable-rate loan |
|---|---|---|
| Interest-rate setting | Rate is locked for the agreed fixed period. | Rate changes under the contract, either by an index formula or by the lender’s decision. |
| Payment response to a policy cut | No immediate change during the fixed period. | May fall after the contractual reset or lender decision; timing is not necessarily the announcement date. |
| Main pricing influence | Longer-term market rates, funding costs and expectations. | Benchmark index plus margin, or the lender’s variable-rate policy. |
| Protections and limits | Payment certainty during the fixed period; early-repayment or break charges may apply. | Periodic and lifetime caps, floors, reset rules and margin can limit movement. |
| What happens at the end | You must arrange a new deal or move to the lender’s reversion rate. | The variable formula or lender-set rate continues, subject to its terms. |
| Best suited to | Borrowers who value certainty and have little room for a higher payment. | Borrowers who can absorb increases and accept forecast risk in exchange for potential faster reductions. |
For an adjustable-rate mortgage (ARM), the fully indexed rate is generally the index plus the lender’s margin. A low introductory rate can therefore reset to a higher rate even if the borrower has made every payment on time. The CFPB also notes that caps can restrict how much the rate or payment changes at one reset and over the life of the loan. A floor can prevent the rate from falling below a stated minimum.
Why fixed offers can move differently from the policy rate
Central-bank decisions primarily influence short-term money-market conditions. A new fixed mortgage, however, is priced for the length of its fixed period. If investors expect inflation, government-bond yields or other longer-term reference rates to rise, lenders can increase fixed quotes even after a policy cut. Conversely, fixed offers can fall before a central-bank announcement when markets anticipate easing.

Australia illustrates the distinction. The Reserve Bank of Australia reported that average variable mortgage rates declined by 75–80 basis points over 2025, while new fixed rates later increased slightly as longer-term reference rates and rate expectations rose. In the same reported market, less than 5% of new and outstanding mortgages were on fixed-rate terms. Those figures describe Australia’s market and period; they are not a forecast for another country or for your lender.
What happens when the fixed period ends
Reversion to the lender’s standard variable rate
If you do not arrange a new deal before the fixed period expires, the loan usually moves to a reversion rate. The UK Financial Conduct Authority explains that this is typically the lender’s standard variable rate, which is often higher than the initial deal. Your payment can therefore rise even if the central bank has cut rates since you took the mortgage.
Refinancing and early-repayment costs
Start checking replacement offers early enough to account for application, valuation, legal or arrangement fees and any early-repayment or break charge on the existing loan. A cheaper headline rate can cost more once those items are included. Also check whether the new loan is portable if you may move home, and whether the current lender allows a product transfer without a full refinance.

If your circumstances change
Do not assume that you will be able to refinance later. The CFPB warns that property value and financial circumstances can change before an ARM reset or refinance. A lower property valuation, reduced income or new debt can affect eligibility and pricing. Treat future refinancing as an option, not as a guarantee that makes a risky payment affordable today.

Renewal can still produce a higher payment after rates have fallen
The rate on your old fixed period may have been set when borrowing costs were much lower or higher than they are at renewal. The relevant comparison is the payment under the new deal, not simply whether the policy rate is below its previous peak. The Bank of Canada estimated that about 60% of borrowers renewing in 2025–2026 would face higher payments than they had in December 2024. Its analysis also said that payments for variable-rate, variable-payment borrowers had passed their peak and were expected to decline under market expectations. That estimate applies to Canada and to the stated renewal window; outcomes for an individual borrower depend on the loan balance, remaining term and contract.
How to compare a fixed and variable offer
Put both offers on the same footing: identical loan amount, repayment term, start date and assumptions about extra payments. Then evaluate the following items.
- All-in annual cost. Add the interest cost and recurring charges, and spread one-time fees over the period you realistically expect to keep the loan. A lower rate can be outweighed by a large arrangement fee.
- Fixed period and reset frequency. Record how long the fixed rate lasts and, for the variable option, how often the rate and payment can reset.
- Index and margin. For an indexed loan, identify the exact benchmark, the margin added to it and the method used to calculate the rate.
- Caps and floors. Note periodic, payment and lifetime caps, as well as any floor. Ask whether a cap limits the interest rate, the payment, or both.
- Payment calculation. Confirm whether a rate change alters the payment, the loan term, or the amount of principal repaid each month.
- Penalties. Check early-repayment, break, refinancing and portability rules. A loan that looks cheap for one year may be expensive to exit.
- Reversion rate. Write down the rate that applies if you take no action when a fixed period ends, and the notice period for arranging a replacement.
- Stress payment. Calculate the payment at the contract’s maximum permitted rate or at the highest rate your budget could withstand, whichever is more conservative.
Do not compare a fixed quote with a variable quote that has a different term or fee structure and then attribute the difference to the rate type. The comparison is meaningful only when the loan size, horizon and exit assumptions match.

When a fixed rate is generally the safer fit
- Your budget has little room for a higher monthly payment.
- You need predictable payments for household planning, parental leave or a single-income period.
- You expect to keep the mortgage through most or all of the fixed term.
- The fixed offer remains affordable after fees and does not carry a penalty that conflicts with a likely move or refinance.
Certainty has value even if a variable loan would be cheaper in one forecast. You are paying to transfer some interest-rate risk to the lender for the fixed period.

When a variable rate may fit
- You have enough income and savings to absorb a substantial payment increase.
- You understand the index, margin, reset dates, caps and floors rather than relying on a headline introductory rate.
- You may benefit from faster pass-through if rates fall and can tolerate the possibility that they rise first.
- You are unlikely to need to sell or refinance before the reset schedule or can do so without an unaffordable penalty.
Choosing variable is a risk decision, not a bet that a forecast will be correct. Central-bank paths, inflation and bond markets can change quickly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do immediately after a rate cut
- Identify your loan type. Read the note, offer document or annual statement to determine whether the rate is fixed, tracker/index-linked or lender-set variable.
- Locate the effective date. For a tracker, find the benchmark publication date and contractual reset date. For a lender-set rate, check the notice and the date the lender says the new rate starts.
- Recalculate the payment. Ask the lender for the new payment schedule and verify how much goes to interest and principal. A rate reduction may change the payment, shorten the term or leave the payment unchanged while principal is repaid faster, depending on the contract.
- Check constraints. Confirm any floor, cap, minimum payment or delayed pass-through clause that could limit the reduction.
- For a fixed loan, check the calendar. Record the fixed-end date, reversion rate and earliest date you can lock a replacement deal without an early-repayment charge.
- Compare alternatives on equal terms. Obtain fixed and variable quotes for the same balance and term, then include every fee, penalty and portability condition.
- Run the stress case before switching. Use the contract’s maximum rate or payment and confirm that the result still fits your budget after essential expenses and a realistic emergency reserve.
Affordability, underwriting and safeguards
A lender’s approval is not the same as a comfortable payment. In the United States, CFPB underwriting examples require lenders to consider the fully indexed rate or a permitted maximum rate for adjustable loans; other countries apply different tests. Ask which rate the lender used and perform your own calculation under a higher-rate scenario.
Keep a written record of the rate formula and every date. For an indexed loan, the formula should identify the index, margin, rounding method and reset interval. For a lender-set variable loan, retain each notice so you can reconcile the payment with the contract. If the payment does not match the stated formula, contact the lender promptly and request a written explanation.
Do not rely on a low introductory rate without checking the fully indexed rate that follows it. Also avoid assuming that a future sale, bonus or refinance will rescue an unaffordable payment. Property values, income and credit conditions can move against you at the same time that the mortgage resets.

Jurisdiction matters
Mortgage labels are not standardized worldwide. “Variable,” “adjustable,” “tracker,” “standard variable” and “floating” can refer to different formulas. Benchmark indexes, reset rules, break charges, affordability tests, disclosure duties and consumer protections differ by country and sometimes by lender. The evidence cited here comes from official US, UK, Australian and Canadian sources, so apply each numerical example only to its stated jurisdiction and date.
Before signing or switching, ask the lender or a qualified adviser to identify the governing law, the exact benchmark, the margin, the reset and notice rules, the reversion rate and the maximum payment under the contract. If a term in the offer is unclear, obtain the explanation in writing rather than relying on a sales summary.
Common mistakes after a cut
- Expecting an existing fixed payment to fall. The fixed contract prevents an immediate change.
- Using the announcement date as the reset date. Indexed loans follow their contractual schedule, which may be later.
- Assuming every variable loan tracks the same benchmark. A lender-set rate can move on a different timetable.
- Choosing a new fixed deal solely because the policy rate fell. Longer-term funding markets can push fixed quotes higher.
- Ignoring the reversion rate. Failing to arrange a replacement can move the loan to a higher standard variable rate.
- Comparing headline rates without fees or penalties. The lowest nominal rate is not necessarily the lowest total cost.
- Assuming refinancing is guaranteed. Future property value, income and credit conditions may prevent it or make it more expensive.
- Testing only the expected case. A variable loan should be affordable at its maximum contractual payment, not merely at today’s rate.
Bottom line
After a rate cut, a fixed mortgage usually stays unchanged until its fixed period ends, while a variable mortgage may reprice according to its index, margin, caps, floors and reset timetable. New fixed offers can rise because they follow longer-term market pricing. Choose the structure that remains affordable in the stress case, compare total cost and exit terms, and treat forecasts of further cuts as uncertain—not as a substitute for a contract-level calculation.
