There is no universal winner. A fixed-rate mortgage is usually the better fit for a Boise buyer who needs predictable principal-and-interest payments or expects to keep the loan for many years. An adjustable-rate mortgage (ARM) can make sense for a borrower who understands every reset term, can afford the contract’s maximum payment, and values a lower payment during the initial fixed period. Do not choose an ARM merely because you expect to sell or refinance before the rate changes; either event could become impossible or unaffordable.
The practical answer comes from comparing competing Loan Estimates for the same loan amount, term, down payment, property, occupancy and lock period, then stress-testing the ARM at its contractual maximum.

What the two mortgage types actually do
Fixed-rate mortgage
The interest rate is set when the loan closes and does not change during the loan term. The scheduled principal-and-interest payment therefore remains predictable. Your total housing payment can still change if property taxes, homeowners insurance, mortgage insurance or association dues change. The Consumer Financial Protection Bureau (CFPB) explains the distinction in its fixed-rate versus ARM guidance.

An ARM has an introductory fixed-rate period followed by contractual adjustments. Once that period ends, the new rate is generally calculated from an index plus the lender’s margin, subject to adjustment caps, a lifetime cap or floor, and the schedule stated in the disclosures. The payment can rise or fall. A lower opening payment is not a promise of a lower lifetime cost.

ARM labels describe timing, not a guaranteed payment path. For example, a 5/1 ARM generally has a five-year initial fixed period and then annual adjustments, but you must confirm the exact terms for the particular loan. CFPB’s mortgage key-terms guide explains how these labels work.
Which borrower is each loan designed to serve?
When a fixed rate is the stronger fit
- You want a stable principal-and-interest payment that is easier to budget.
- You expect to keep the home or the mortgage for a long period.
- Your budget has little room for a higher payment after a future reset.
- You would rather pay for certainty than accept rate risk.
- You do not want your plan to depend on refinancing or selling on a particular date.
CFPB’s consumer handbook on adjustable-rate mortgages identifies predictable payments and a long expected holding period as reasons a fixed loan may suit a borrower.
When an ARM may be reasonable
- You can afford the payment if the rate reaches the contract’s maximum, without refinancing or selling.
- You understand the index, margin, adjustment frequency, initial cap, later caps and lifetime cap or floor.
- You value the initial fixed period and have a well-supported reason to accept later uncertainty.
- Your income, cash reserves and other debts leave substantial room for payment increases.
- You have compared the ARM’s total costs, not just its initial rate, with a fixed-rate offer.
A short expected holding period can be one scenario, but it is not a guarantee. CFPB expressly warns: Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.
A home-value decline, job change, tighter underwriting or higher rates could block either exit.

Initial fixed period
The introductory rate applies only for the period specified in the note and disclosures. Ask whether the quoted payment includes only principal and interest or also taxes, insurance and mortgage insurance. Compare like with like.
Index plus margin
After the introductory period, the contract uses a named index and adds a margin. The index can move with market conditions; the margin is set by the lender in the loan contract. Two ARMs with the same label can therefore produce different future rates.

Adjustment frequency and caps
The contract states how often the rate can adjust and limits how much it may change. Review all of these items:
- Initial adjustment cap: the largest rate increase or decrease at the first reset.
- Subsequent adjustment cap: the limit at each later reset.
- Lifetime cap or floor: the highest or lowest rate permitted over the loan’s life, if stated.
- Payment cap: a limit on payment changes in some contracts; it can create deferred interest or a larger balance, so ask how it interacts with the rate cap.
- Reset frequency: the interval between adjustments after the initial period.
CFPB’s rate-cap explanation describes why you should evaluate both the rate limits and the resulting maximum payment. Request the lender’s calculation rather than trying to infer it from the opening rate.
Side-by-side decision framework
| Decision axis | Fixed-rate mortgage | Adjustable-rate mortgage |
|---|---|---|
| Interest-rate path | Rate is set at origination and stays the same for the term. | Initial rate is fixed for the specified period; later changes follow the index, margin, schedule and caps. |
| Payment predictability | Scheduled principal-and-interest payment is stable; taxes and insurance can still change. | Payment may rise or fall after the introductory period. |
| Long holding period | Aligned with a preference for certainty and keeping the loan many years. | Requires willingness and capacity to absorb resets for as long as the loan remains outstanding. |
| Short holding plan | Provides certainty even if the plan changes. | May offer a lower initial payment, but selling or refinancing before reset is not assured. |
| Worst-case affordability | The interest rate itself does not adjust. | Must be tested at contractual maximums, including the maximum principal-and-interest payment. |
| Offer comparison | Compare rate, APR, points, fees, term and payment in the Loan Estimate. | Compare those items plus the introductory period, index, margin, reset frequency, caps, floor and maximum payment. |
Boise and Ada County context
Boise Regional REALTORS’ report for February 2026 recorded a $538,000 median sales price for single-family homes in Ada County, based on Intermountain MLS data. See the February 2026 Ada County report for the geography and reporting period.
That figure is a dated market indicator, not a current October 2026 quote, a buyer’s budget, a loan amount or a prediction of what an individual Boise property will cost. The available information does not establish a comparable fixed-rate and ARM offer for Boise borrowers. Your rate and payment depend on the date, lender, credit profile, down payment, loan size, property, occupancy and lock period. Use the local median only to understand the market area; use actual Loan Estimates to choose a mortgage.
How to compare real Loan Estimates
CFPB says borrowers applying for an ARM receive a Loan Estimate and can request estimates from competing lenders. Request fixed-rate and ARM estimates using identical assumptions so the comparison is meaningful.

- Set the assumptions. Give each lender the same purchase price, loan amount, down payment, loan term, property type, occupancy and desired rate-lock period.
- Record the opening economics. Compare the note rate, annual percentage rate (APR), points, lender fees, other closing costs, prepaid items and the initial principal-and-interest payment.
- Read the ARM structure. Write down the initial fixed period, first adjustment date, subsequent adjustment frequency, index, margin, initial cap, later cap, lifetime cap or floor and any payment cap.
- Request the maximum scenario. Ask the lender for the highest rate allowed by the contract and the resulting highest monthly principal-and-interest payment. Ask for the payment at each scheduled adjustment as well.
- Compare total cash needs. Check cash to close, reserves, points and any prepayment or other loan-specific charges shown in the disclosures.
- Stress-test your household. Subtract other debt payments and essential expenses from dependable after-tax income. The maximum ARM payment must fit without a refinance, sale, bonus or uncertain future income.
- Check the timing. Put the first reset date on your calendar and consider how long you might realistically remain in the home if a move, job change or family change occurs.
- Ask for corrections. If estimates use different assumptions or omit a fee, request revised disclosures before deciding.
Questions to put in writing to every lender
- What are the interest rate and APR, and which points, lender fees and other costs are included?
- For the ARM, exactly how long is the introductory fixed period?
- How often can the rate adjust after that period?
- Which index is used, what margin is added, and where are those terms disclosed?
- What are the initial, subsequent and lifetime caps or floor?
- Is there a payment cap, and could it cause deferred interest or a larger balance?
- What are the maximum permitted rate and monthly principal-and-interest payment?
- What would the payment be at the first adjustment and at each later adjustment under the lender’s examples?
- Could my household afford that maximum without refinancing or selling?
- Are all competing Loan Estimates based on the same amount, term, down payment, property type, occupancy and lock period?
Costs and risks that are easy to overlook
The opening payment can hide future exposure
An ARM’s introductory payment may be lower than a fixed-rate payment, but that difference is temporary. Compare the payment after the first reset and at the contractual maximum. A low first-year payment is not evidence that the ARM will cost less over the period you actually keep it.
Taxes and insurance are separate from rate risk
Even with a fixed-rate loan, property taxes, homeowners insurance, mortgage insurance and association dues can change. Include those expenses in the household budget rather than treating the fixed principal-and-interest payment as a fixed total housing cost.
Refinancing has underwriting and market risk
Refinancing requires sufficient home equity, acceptable income and credit, and an available loan product. A higher-rate environment can make the new payment unaffordable; a lower property value can prevent approval. Closing costs also apply. Treat a future refinance as an option, not as part of the ARM’s guaranteed design.
Selling has timing and price risk
A sale before the first reset may be delayed by market conditions, relocation problems or a change in your finances. If the home sells for less than expected, the proceeds may not cover the mortgage and selling costs. Choose an ARM only if you can carry it when the timing or price is unfavorable.

Assuming a 5/1 label tells you everything
Fix: Confirm the actual first-reset date, later frequency, index, margin and all caps in the disclosures. The label is a shorthand, not the complete contract.
Planning to refinance automatically
Fix: Budget as though refinancing will not be available. If a future refinance improves the outcome, treat it as a benefit rather than a requirement.
Comparing unlike Loan Estimates
Fix: Standardize the loan amount, term, down payment, property, occupancy and lock period before comparing rates or cash to close.
Ignoring a payment cap’s interaction with the rate
Fix: Ask whether the payment can lag behind the interest due and whether that can increase the balance. Request the lender’s written explanation and payment schedule.

A practical choice process for a Boise buyer
Choose fixed-rate first when certainty is the priority
If a payment increase would force you to cut essentials, deplete reserves or take on debt, a fixed rate removes the mortgage-rate reset risk. It can be the cleaner choice even when an ARM’s initial payment is lower.
Consider an ARM only after the maximum-payment test passes
An ARM remains a risk-bearing contract for as long as you keep it. Proceed only when the maximum payment fits your budget, you understand the adjustment mechanics and the initial-period savings justify accepting uncertainty.
Use the household’s time horizon as evidence, not a promise
Estimate how long you might own the home, but model a longer stay as well. A job transfer, delayed move, divorce, illness or weak resale market can extend the holding period. The loan should remain workable if your plan changes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhere to get neutral help
CFPB provides an ARM resource page and points consumers to HUD-approved housing counseling agencies for help understanding mortgage choices. A counselor can help organize income, debts, reserves and Loan Estimates, but cannot remove the contract’s rate risk. Keep the lender’s disclosures and your own maximum-payment calculation together before you commit.
Bottom-line decision
For a Boise homebuyer, choose the mortgage whose payment remains affordable under realistic—not optimistic—conditions. A fixed-rate loan favors predictable budgeting and a long or uncertain holding period. An ARM may fit a borrower with strong cash-flow capacity, a clear understanding of the index, margin, caps and resets, and an ability to pay the maximum without relying on a sale or refinance. The decisive evidence is not the county median or the teaser rate; it is a matched set of Loan Estimates and a written maximum-payment stress test.
