Compare matched Loan Estimates, not headline rates. Request fixed-rate and adjustable-rate mortgage (ARM) offers for the same loan amount, term, down payment, and rate-lock timing. Then compare the total monthly payment, lender charges and credits, cash to close, principal paid, and borrowing cost over a period that fits your plans. For an ARM, also calculate the payment at every permitted rate increase and at the contract maximum. A lower introductory payment can cost more if the rate resets while you still own the home.

This guide explains how to make that comparison using the Consumer Financial Protection Bureau’s (CFPB) Loan Estimate disclosures and the contract details that determine an ARM’s risk. CFPB guidance accessed October 13, 2026, is educational rather than a personalized recommendation; actual costs depend on your offers, finances, and how long you keep the loan.

What changes between a fixed-rate mortgage and an ARM?

With a fixed-rate mortgage, the interest rate is set when you take out the loan and does not change. Your principal-and-interest payment is therefore stable, although property taxes, homeowners insurance, and mortgage insurance can change. The CFPB describes the fixed-rate structure this way: “With a fixed-rate mortgage, the interest rate is set when you take out the loan and will not change.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An ARM keeps its initial rate for a specified period, then adjusts according to the contract. The new rate generally combines a published index with the lender’s margin, subject to adjustment dates, caps, and any floor. Because the rate can rise, the principal-and-interest payment can rise as well. The initial ARM rate is only one part of the offer.

Feature Fixed-rate mortgage ARM Why it affects total cost
Interest rate Set for the loan term Initial rate can reset under the contract Future interest and payments are more predictable with fixed financing
Payment risk Principal-and-interest payment generally remains level Payment may increase after an adjustment A low starting payment does not establish the long-term cost
Rate formula No index or margin after closing Index plus lender margin, limited by caps and floors Two ARMs with the same introductory rate can reset differently
Planning assumption Can be evaluated using the stated rate for the term Requires both the disclosed scenario and a maximum-payment stress test Sale or refinance is uncertain and should not be your only exit plan

Do not assume you will sell or refinance before the first adjustment. CFPB guidance specifically cautions borrowers against relying on a future transaction to avoid a payment change. Compare the loan you can afford if you remain in the home and rates move against you.

Build an apples-to-apples Loan Estimate comparison

Loan Estimates are most useful when the underlying assumptions match. Ask each lender for the same product type, loan amount, repayment term, down payment, occupancy and property assumptions, and rate-lock timing. CFPB recommends shopping among lenders and says requesting estimates from at least three lenders is a good idea.

1. Fix the assumptions before requesting offers

  • Use the same target loan amount and repayment term, such as 15 or 30 years.
  • Use the same down payment and property value assumptions so mortgage insurance is comparable.
  • Request the fixed-rate product and ARM on the same day when possible. Mortgage rates can change daily, so estimates issued on different dates may not be directly comparable.
  • Ask whether each rate is locked, for how long, and what happens if closing is delayed.
  • Keep points, lender credits, and other concessions visible rather than treating a lower rate as free.

2. Confirm that the estimates describe comparable loans

Check the loan amount, term, interest rate, and projected payments on page 1 of each Loan Estimate. Confirm whether mortgage insurance is included and whether property taxes and homeowners insurance are escrowed. A quoted principal-and-interest payment is not the same as the total monthly payment you must budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Review all lender charges and cash requirements

On page 2, examine origination charges, points, services you can and cannot shop for, other closing costs, and lender credits. Then review the cash-to-close figure. A loan with a smaller payment can require substantially more money upfront, while credits can reduce cash needed at closing but may accompany a higher rate.

Which numbers matter most in the comparison?

Organize each estimate into four groups: payment, upfront cost, payoff progress, and risk. This prevents an advertised rate from dominating the decision.

Comparison item What to record Question to answer
Initial interest rate Fixed rate or ARM introductory rate How long is this rate guaranteed?
Total monthly payment Principal, interest, mortgage insurance, escrowed taxes, and insurance as shown What amount must the household budget each month?
ARM adjustment terms First adjustment date, later frequency, index, margin, caps, and floor How and when can the payment change?
Lender charges Origination fees, points, services, and other closing charges What are you paying to obtain this rate?
Lender credits Credits shown on page 2 How much upfront cost is being offset, and does the rate reflect it?
Cash to close Total shown on the estimate Can you close without draining emergency reserves?
Principal paid Principal reduction over your comparison period How much of your payment builds equity?
Prepayment penalty Whether one applies and under what conditions Would selling, refinancing, or paying extra trigger a charge?

Include the loan term and any feature that changes principal payoff. Two loans can have similar payments but leave different balances if their terms, rates, or payment-change provisions differ.

Use the Loan Estimate’s five-year cost correctly

The Loan Estimate’s Comparisons section includes an “In 5 years” line. CFPB says borrowers keep a mortgage about five years on average and presents this period as a useful comparison. That is a general agency statistic, not a forecast of how long you will keep your loan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To estimate interest and fees paid during those five years, follow the CFPB method:

  1. Find the total amount paid in the “In 5 years” column.
  2. Find the principal paid in the same column.
  3. Subtract principal paid from total paid.

Five-year interest and fees = total paid in five years − principal paid in five years

Apply the same calculation to every matched Loan Estimate. Include cash-to-close differences separately because the five-year line does not replace your analysis of money required at closing. If you might sell earlier or hold the loan longer, run an additional comparison for that period using the payment schedule and contract terms.

The five-year ARM figure is conditional. The disclosed calculation assumes rates stay the same under the estimate’s assumptions. If the ARM’s index rises and the rate adjusts upward, actual interest and payment costs can be higher. Treat the five-year number as a standardized starting point, not a promise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stress-test every ARM before comparing it with a fixed loan

Read the ARM disclosure and ask the lender to calculate the highest monthly payment permitted by the contract. You need the contract’s full adjustment structure, not just the introductory rate.

Identify the index and margin

The index is a broader market-rate measure used in the contract. The margin is the lender-set percentage added to that index. Ask which index applies, where its value is published, and how the margin is set. A lower initial rate does not necessarily mean a lower margin or a better future rate.

Map every adjustment date

Record when the initial rate can change and how often later adjustments can occur. Many ARMs hold an initial rate for a stated period and then recalculate regularly, but the schedule varies by contract. Put the first adjustment date on your household calendar and test the payment you would owe then.

Read all caps and any floor

Compare the initial adjustment cap, subsequent adjustment cap, and lifetime cap. Check whether the contract has a floor that prevents the rate from falling below a stated level. Caps can differ between offers even when introductory rates match. A lifetime cap limits the rate increase under the contract; it does not guarantee that the payment will remain affordable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request the maximum-payment calculation

Ask the lender for the highest possible monthly payment allowed by the contract, including the effect of the maximum rate. Compare that payment with current household income, other debts, emergency savings, and realistic future expenses. If the maximum payment would not be manageable today, the ARM depends on a future event such as a sale, refinance, income increase, or falling rates. Those events are not guaranteed.

Understand points, credits, and break-even timing

Points are upfront charges paid in exchange for a lower interest rate. Compare the amount paid with the monthly savings over the period you expect to keep the loan. The relevant break-even question is whether the accumulated payment savings exceed the upfront points before you sell, refinance, or otherwise pay off the mortgage.

For an ARM, CFPB notes that points may reduce the rate only during the initial period. Include the first adjustment in your break-even analysis; savings that disappear at reset should not be treated as lifetime savings.

Lender credits work in the opposite direction: they reduce certain upfront costs but can be associated with a higher interest rate. Record both the credit and the rate. Compare the cash-to-close requirement and the five-year interest-and-fee estimate together rather than selecting the offer with the largest credit or the lowest rate in isolation.

APR, TIP, and finance charge answer different questions

The interest rate is the annual cost of borrowing expressed as a percentage, but it excludes loan charges. APR incorporates the interest rate and certain charges, such as points, broker fees, and other specified costs. It is useful for comparing offers with similar structures, but an ARM’s APR does not show the maximum possible rate or payment.

Measure What it is designed to show Important limitation
Interest rate The stated annual borrowing rate Excludes loan charges and does not describe total cash required
APR Rate plus certain specified finance charges For an ARM, does not reveal the maximum possible rate
TIP Estimated total interest over the full term relative to the loan amount For an ARM, uses current rates and excludes upfront fees other than prepaid interest
Finance charge Interest and specified loan charges if the loan is kept to maturity Assumes the mortgage remains outstanding for the full term
Five-year comparison Interest and fees estimated from payments and principal paid during five years ARM result assumes rates remain unchanged under the disclosed scenario

These measures are not interchangeable. APR does not replace an ARM maximum-payment test, and TIP is not a forecast of what you will pay if you sell or refinance early. Review the fee scope and time horizon behind each number.

CFPB’s illustrative example shows why the measures differ: a $100,000 mortgage at 4 percent fixed interest could have a 4.25 percent APR and a 72 percent TIP. That is an agency example, not a current offer or market statistic.

Compare the loans over the period you may actually keep them

Start with the five-year comparison because it is available in a standardized disclosure, then add a period that reflects your circumstances. If you expect to move in three years, compare the balance, payments, points, and closing costs through year three. If you expect to stay for the full term, examine the full-term interest, TIP, finance charge, and the fixed-versus-ARM rate path.

For each period, calculate:

  • Total principal-and-interest payments.
  • Mortgage insurance, escrowed amounts, and other recurring payment components shown on the estimate.
  • Upfront points and lender charges, minus applicable lender credits.
  • Principal paid and the remaining loan balance.
  • Any prepayment penalty or payoff charge.
  • For an ARM, the payment under the disclosed assumption and under the maximum contract rate.

Do not count a speculative refinance as a guaranteed reduction in cost. If refinancing is part of your plan, treat it as a separate future transaction with its own rates, fees, qualification requirements, and timing risk.

How household priorities change the decision

A fixed rate may fit a payment-sensitive budget

A fixed loan provides rate certainty and makes principal-and-interest budgeting simpler. It may be preferable when a payment increase would threaten reserves, when you expect to stay for many years, or when you do not want to monitor an index and adjustment schedule. This does not automatically make it cheaper; you still must compare points, credits, closing costs, and payoff progress.

An ARM may fit only when the risk is affordable

An ARM can offer a lower initial payment, but that advantage is conditional on the introductory period and future index behavior. It may be considered when you understand the adjustment terms, can afford the maximum payment, and have a realistic holding period that does not depend on an uncertain sale or refinance. A shorter expected holding period can reduce exposure to later resets, but it does not eliminate early-adjustment or resale risk.

Use a payment ceiling, not a hoped-for payment

Set a maximum monthly principal-and-interest payment before choosing. Test the ARM’s highest contractually permitted payment against that ceiling. If the maximum exceeds what you can safely pay, compare fixed financing or a different ARM structure rather than assuming rates will cooperate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common comparison mistakes and how to correct them

  • Choosing the lowest advertised rate. Correct it by comparing matched Loan Estimates, including points, credits, total payment, and cash to close.
  • Comparing estimates issued on different days without noting rate changes. Request same-day estimates or record the date and lock status for each offer.
  • Using principal and interest as the whole payment. Include mortgage insurance, escrowed taxes and insurance, and every recurring amount shown on page 1.
  • Treating the ARM introductory rate as permanent. Record the index, margin, first adjustment, adjustment frequency, caps, floor, and maximum payment.
  • Assuming a sale or refinance will occur before reset. Evaluate affordability if you keep the home and the rate rises.
  • Reading APR as an ARM ceiling. APR does not show the maximum ARM rate; use the contract caps and lender’s maximum-payment calculation.
  • Using TIP as a short-term cost. TIP is a full-term estimate and, for an ARM, uses current rates and omits most upfront fees.
  • Ignoring points on an ARM. Determine whether the discount lasts only through the initial period and compare savings with the upfront charge.
  • Forgetting prepayment terms. Check whether selling, refinancing, or paying early can trigger a penalty.
  • Comparing unlike terms. Match loan amount, term, down payment, and rate-lock assumptions before judging price.

A practical worksheet for lender conversations

Use one row for each offer and ask the lender to fill every item. Keep the estimates and the ARM note or disclosure with the worksheet.

  1. Write the offer date, rate-lock status, loan amount, term, property value, and down payment.
  2. Copy the interest rate, APR, total monthly payment, mortgage insurance, and escrow amounts from page 1.
  3. Copy origination charges, points, lender credits, other closing costs, and cash to close from page 2.
  4. Copy the “In 5 years” total paid and principal paid, then calculate interest and fees.
  5. For an ARM, write the initial period, first adjustment date, later frequency, index, margin, initial and subsequent caps, lifetime cap, floor, and maximum payment.
  6. Record the loan balance after each comparison period and any prepayment penalty.
  7. Test whether the maximum ARM payment and required cash to close fit your budget without relying on a future refinance.

If a lender cannot explain a term or provide the maximum-payment calculation, pause the comparison until you understand the contract. No generalized table can substitute for the actual Loan Estimate and ARM disclosure.

What the available evidence can—and cannot—tell you

CFPB consumer guidance supports using matched Loan Estimates, shopping at least three lenders, reviewing the five-year comparison, and stress-testing ARM caps. Mortgage rates and loan estimates change frequently, and ARM provisions are offer-specific. Without your actual loan amount, term, fees, down payment, and ARM contract, no one can calculate your personal lowest-cost option.

The sound conclusion is therefore conditional: choose the offer whose total costs and worst-case payment fit your expected holding period and financial capacity. A fixed rate buys payment certainty; an ARM trades that certainty for an introductory rate and exposure to future adjustments. Compare both on the same disclosures, then decide whether the ARM’s maximum risk is acceptable—not merely whether its starting payment is attractive.
