Neither plan is always cheaper. A fixed-rate contract buys a known unit price for a defined term, protecting your budget if reference prices rise. A variable or dynamic tariff can cost less when market prices fall, and may reward households that shift consumption to cheaper periods. The right choice depends on your region, usage, standing charges, contract length, exit fees, meter, and ability to absorb price changes.
Prices and tariff rules differ by country. The examples below draw on guidance from the European Commission, UK regulator Ofgem, Australia’s Energy Regulator (AER), and the Australian Energy Market Commission (AEMC), so check the rules and offers that apply to your address.

How fixed, variable and dynamic energy plans work
Fixed-rate contracts
A fixed-rate plan sets the electricity or gas unit price for a stated contract term. Some contracts also fix the standing or supply charge; others fix only the unit rate, so you must read the price sheet. The European Commission describes fixed-price contracts as offering a stable, predictable electricity rate over a set period (17 March 2026).
“Fixed” does not mean your total bill is fixed. Your bill still changes when you use more or less energy, when taxes change, or when a standing charge remains payable each day. A fixed contract also may include an exit fee if you leave before the end date.

Variable-rate contracts
A variable tariff changes according to a reference such as a regulated default tariff, supplier pricing formula, or wholesale-linked index. The European Commission says variable contracts are usually adjusted monthly or quarterly. Ofgem explains that standard variable tariffs move as market and policy costs change.
With a variable plan, a fall in the reference price can reach you at the next reset, but a rise can do the same. The notice period, reset formula, and limit on increases are contractual details, not assumptions.
Dynamic or time-of-use tariffs
Dynamic tariffs vary by time of day, sometimes using half-hourly or hourly wholesale prices. The AER notes that meters may record usage by day, night, and weekend, with different prices. These plans require a compatible smart meter or interval meter and enough flexibility to move demand.

Running a dishwasher, water heater, electric vehicle charger, or heat pump in a low-price window can reduce the energy charge. If you must consume electricity during expensive periods, a dynamic plan can instead increase your bill.
What volatility does to each plan
| Market condition | Fixed-rate customer | Variable-rate customer | Dynamic or time-of-use customer |
|---|---|---|---|
| Reference prices rise | Unit price normally stays at the contracted level until the term ends; savings depend on how far market prices rise above that rate. | Rate usually increases at the next contractual reset, subject to any cap or notice rules. | High-price periods become more expensive, although low-price periods may remain available. |
| Reference prices fall | Customer generally continues paying the contracted rate and may miss the reduction. | Rate can reset lower, depending on the supplier’s formula and timing. | Prices may fall sharply in selected hours, creating savings for customers who can shift usage. |
| Prices are unpredictable | Provides budget certainty but can look expensive if the supplier priced in a large risk premium. | Preserves the chance to benefit from falls but exposes the household to increases. | Transfers more risk to the customer and makes the timing of consumption critical. |
The AEMC describes a fixed contract as replacing exposure to a variable spot price with a fixed “strike price.” That is an insurance-like trade-off: you pay for certainty and give up some benefit if prices collapse. This is why a fixed plan cannot be declared cheaper solely because prices are volatile.

- Usage charge: your kWh multiplied by the unit rate, with separate day, night, peak, or off-peak rates where applicable.
- Standing or supply charge: a daily or monthly amount that applies even when consumption is low.
- Taxes and regulated charges: these may be included in the quoted rate or added separately.
- Payment-method effects: direct debit, prepayment, paper billing, and other methods can have different prices or discounts.
- Contract incentives: a welcome credit or conditional discount may expire or require on-time payment.
- Exit fees: a fixed-term contract can charge for leaving early, including when you switch to a cheaper offer.
Ofgem’s price cap illustrates why a headline annual figure can mislead. The cap limits unit rates and standing charges for covered standard variable tariffs; it does not cap the amount of energy you consume. Ofgem publishes different levels by region and payment method and updates them over time. Your actual bill therefore depends on kWh used, meter type, region, payment method, and the cap period.

- Collect a realistic usage figure. Use the last 12 months of bills or your meter’s annual projection. Keep electricity and gas separate, and check whether the estimate is based on actual readings or a supplier forecast.
- Put every offer on the same units. Record the unit rate, standing charge, reset frequency, contract dates, payment method, and any time-of-use periods. Do not compare a variable quote based on today’s rate with a fixed quote for an entire year without noting that difference.
- Calculate the annual energy charge. Multiply each rate by the kWh expected in that period, then add standing charges, taxes, and any non-conditional discounts. For a time-of-use tariff, split your usage between each period rather than applying one average rate.
- Model at least three price paths. Calculate the bill if the variable rate stays where it is, rises at the next reset, and falls at the next reset. A fixed quote is usually unchanged in these scenarios, except for usage and non-fixed charges. Label these as scenarios, not forecasts.
- Add switching and exit costs. Subtract credits only if you meet their conditions. Add an early-termination fee if you might move or switch before the term ends.
- Check the reset mechanics. Find out whether the supplier can change the rate monthly or quarterly, which index or regulated tariff it follows, how much notice you receive, and whether the standing charge can also change.
- Test your flexibility. For a dynamic plan, estimate how many kWh you can move to cheap periods without reducing comfort or safety. If most of your demand is heating, cooking, or medical equipment that cannot be shifted, assume limited benefit.
- Recalculate for a move. A fixed term can become costly if you relocate, because the new property may have a different meter, region, or tariff eligibility. Confirm the supplier’s moving-home policy before signing.
Choosing according to your household’s risk
Fix when a bill shock would be difficult to absorb
A fixed rate can be sensible when your budget has little room for a sudden increase, your income is predictable, and the quoted premium is affordable. You are paying for a known unit cost, not guaranteeing a known monthly bill. Verify which charges are actually fixed and the length of the guarantee.
Stay variable when you can tolerate changes and want downside access
A variable plan may suit a household with emergency savings, low or declining energy use, and the ability to switch when the market changes. It can become cheaper after a price fall, but the saving is not guaranteed and may arrive only at the next reset.

Consider dynamic pricing only when you can shift demand
Dynamic pricing is most useful when you have a compatible interval meter, controllable loads, and a reliable way to see or automate hourly prices. Measure your actual share of usage that can move before choosing it. A nominally cheap overnight rate is irrelevant if nearly all your consumption occurs during expensive evening hours.
Use the contract term as a risk decision
A longer fixed term gives longer protection but increases the chance that market prices will fall while you remain locked in. A short term reduces that exposure but may carry a higher unit rate or require another decision soon. Match the term to how long you expect to stay at the property and how often you are willing to compare offers.

The European Commission estimated almost €320 in average annual savings per EU household, based on 2024 figures, in connection with shifting consumption under variable or dynamic pricing. This is an EU-wide estimate, not a guaranteed result for an individual home. Your achievable saving depends on local prices, available tariffs, meter capability, and how much demand you can move.

The European Commission’s 17 March 2026 explanation states: “Fixed-price contracts include ‘flat-price’ contracts, which offer consumers a stable and predictable rate for electricity over a set period.” It contrasts these with variable contracts that link retail rates more closely to wholesale prices, usually monthly or quarterly.
Ofgem’s current guidance says: “The price cap protects people who are on tariffs where the unit rate can go up or down depending on the energy market.” The protection applies to covered standard variable tariffs and their regulated components, not to unlimited annual spending.
Common mistakes and how to avoid them
- Treating a capped tariff as a capped bill: multiply the capped unit rates by your own expected kWh and add standing charges.
- Comparing different usage assumptions: request quotes using the same annual kWh and meter details.
- Ignoring standing charges: a low unit rate can be outweighed by a high daily charge, especially in a low-use home.
- Assuming “fixed” covers everything: check whether taxes, levies, and the standing charge can change.
- Overestimating flexibility: count only load you can safely move, not every appliance you own.
- Forgetting the exit fee: include it in the cost of leaving early or moving.
- Using a promotional price as a permanent rate: record the date the discount ends and the rate that follows.
- Relying on a single market prediction: compare several rise, fall, and unchanged scenarios instead of betting your budget on one forecast.
Checklist before you sign
- Confirm the tariff’s region, meter type, payment method, and eligibility.
- Write down the unit rate, standing charge, taxes, discounts, reset date, and contract end date.
- Ask whether the standing charge is fixed as well as the unit price.
- Read the exit-fee and moving-home clauses.
- For dynamic plans, confirm smart-meter compatibility, data intervals, and how prices are communicated.
- Run the quote against your actual annual kWh and a higher-use winter scenario.
- Check when any introductory credit expires and what rate applies afterward.
- Set a calendar reminder before the fixed term or discount ends so you can compare again.
Bottom line
Fixing your rate is usually the better choice when certainty has high value and a sudden increase would damage your budget. A variable tariff is potentially cheaper when prices fall and you can tolerate changes. A dynamic tariff adds another opportunity—shifting usage—but also another source of risk. Compare the complete contract on your own consumption, charges, timing, and flexibility; volatility alone does not identify a winner.
