Fixed or variable energy tariff: which is safer when gas prices are volatile?

By TheFinanceBase Team 8 min read

Choose a fixed tariff for protection against rising rates and a predictable price per unit; choose a standard variable tariff for flexibility and the chance to benefit when market prices fall. Neither is universally safest. Your decision depends on the fixed deal’s premium, term and exit fee, your gas and electricity use, and how much bill uncertainty your budget can absorb.

This guide uses the UK Ofgem framework. It explains what the price cap does, how to compare offers using your own consumption, and when each tariff is the less risky choice. Citizens Advice coverage cited here is for England and Wales; Northern Ireland operates under a different regulatory arrangement.

What a fixed tariff and a standard variable tariff actually fix

Fixed tariff

A fixed deal sets the gas and electricity unit rates and the daily standing charges for the contract period. If wholesale costs or Ofgem’s cap change, those agreed rates stay in place under the tariff terms. Citizens Advice says a supplier cannot increase the agreed fixed price unless the government changes VAT. Your total bill can still rise or fall because you use more or less energy.

Standard variable tariff

A standard variable tariff (SVT) has rates that move as the supplier’s costs and market conditions change. The supplier can reprice the tariff, subject to the rules that apply to the account. For an eligible domestic SVT, Ofgem’s price cap limits the maximum unit rates and standing charges, but it does not lock your rate or your total spending.

Every tariff has two cost components

  • Unit rate: the price for each kilowatt-hour (kWh) of gas or electricity.
  • Standing charge: a daily fee paid whether or not you consume energy.

A low unit rate can be offset by a high standing charge, and vice versa. Compare both fuels separately rather than judging an offer by one headline figure.

What Ofgem’s price cap protects—and what it does not

Ofgem reviews the cap every three months. The cap is a maximum for the unit rates and standing charges that suppliers may charge on covered standard variable tariffs. Ofgem explicitly says, “It does not limit the cost of your total bill.” A household that uses more kWh therefore pays more, even when every unit is within the cap.

Cap levels differ by region, payment method, fuel and meter type. A quoted annual “typical household” amount is an illustration, not a personal limit. Your meter readings and actual consumption determine the bill.

The cap generally covers eligible domestic SVTs. It does not automatically cover every tracker, time-of-use tariff, business contract or heat-network arrangement. Citizens Advice warns that a tracker may have a supplier-set ceiling above Ofgem’s cap—or no ceiling at all. Check the tariff’s terms before assuming cap protection.

Which option is safer when prices are rising?

Why a fixed deal can be safer

Fixing transfers short-term price-rise risk from your monthly budget to the supplier for the agreed term. This suits a household that cannot absorb a sudden increase, needs a stable direct-debit plan, or expects to remain at the property until the contract ends. Certainty can be valuable even when the fixed rate is not the absolute cheapest on the day.

Safety depends on the premium. If the fixed unit rates and standing charges are far above the available SVT, you are paying in advance for insurance against a rise that may not happen. A long contract also reduces your ability to respond if prices fall or a better tariff appears. Leaving early can trigger an exit fee, so read the specific contract rather than assuming switching is free.

When a variable tariff can still be safer

An SVT avoids a long commitment and normally lets you switch without a fixed-term exit fee. It may be safer for someone who expects prices to fall, is moving home, or finds every fixed offer materially higher than the current capped rates. You retain the ability to change supplier or tariff as the market changes.

The trade-off is repricing risk. A cap review can raise the permitted rates, and a supplier’s bill may change even though your usage is unchanged. A cap is not a promise that your monthly payment will stay level.

Compare the annual cost using your own kWh

Do not compare tariffs using a generic monthly direct-debit figure. Use the last 12 months of meter readings or your supplier’s annual consumption estimate for gas and electricity.

  1. Record annual gas kWh and annual electricity kWh separately. If you have a smart meter, use a full year’s data where available.
  2. For each tariff, multiply gas kWh by the gas unit rate and electricity kWh by the electricity unit rate.
  3. Calculate standing charges separately: daily gas charge multiplied by the number of days in the billing period, plus the equivalent electricity charge.
  4. Add the four results to obtain an annual energy cost before any conditional discounts or credits.
  5. Apply the same payment-method, paperless-billing or direct-debit assumptions to every quote.
  6. For a fixed offer, include the whole contract period and any exit fee you would pay if you left at a realistic date. For an SVT, model more than one cap period because the rate can change every quarter.

Keep gas and electricity figures visible rather than relying on a single blended number. A tariff with a slightly lower electricity rate may still cost more if its gas rate or standing charge is higher for your household’s usage pattern.

Comparison point Fixed tariff Standard variable tariff
Unit rates during the term Agreed rates remain fixed under the contract terms Can move with market conditions and supplier repricing
Standing charges Agreed daily charges remain fixed under the contract terms Subject to the applicable cap and supplier changes
Protection from a cap rise Not needed for the agreed rates; the cap does not govern your fixed contract Cap limits covered rates, but the permitted maximum can rise at a review
Benefit if prices fall You keep the contracted rate unless you switch and accept any fee Rates can fall when the supplier passes through lower costs
Switching flexibility May be restricted by a fixed term or exit fee Usually easier to leave, subject to the account’s terms
Bill certainty Higher certainty for the price per unit; total cost still follows usage Less predictable because rates and usage can both change

Check the contract before treating a fixed rate as “safe”

Term and end date

Write down the start date, end date and the date on which you can switch without a fee. A deal that looks cheap for 12 months may become expensive if it rolls onto a default tariff after expiry. Set a reminder several weeks before the end date so you can compare alternatives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Exit fees and moving home

Read the exit-fee amount for each fuel and the conditions for moving. Ask the supplier whether the contract can transfer to a new address and whether the new property must meet particular meter or payment requirements. Do not assume a house move cancels the agreement.

Eligibility and payment method

Check whether the quoted rates require direct debit, a smart meter, a particular meter type or time-of-use data. Your region, payment method and dual-fuel status can alter both eligibility and price.

What happens at renewal

Confirm the supplier’s stated renewal or default arrangement. A fixed term does not mean the rate stays fixed indefinitely; once it ends, a different tariff can apply unless you actively choose another option.

Use a practical risk test

Ask these questions before choosing:

  • Could your household cover a materially higher bill for several months if the cap rises?
  • Are you confident you will stay in the property for the full fixed term?
  • How much higher are the fixed unit rates and standing charges than the best eligible variable option today?
  • Would a fall in prices matter enough to justify giving up certainty?
  • Do you have irregular usage, electric heating, a heat pump or other equipment that makes consumption unusually sensitive to weather?

If a rise would force you to miss essential payments, place more weight on certainty and keep an emergency buffer for usage changes. If your budget can absorb fluctuations and flexibility is important, the variable option may carry less overall risk.

How the choice behaves in three price scenarios

Wholesale prices rise sharply

An SVT can move higher at the next permitted repricing, although covered rates remain within the cap. A fixed customer keeps the contracted unit rates and standing charges, so the financial advantage grows when the fixed deal was priced reasonably.

Wholesale prices fall

A variable customer can benefit as the supplier lowers rates or as a cap review permits lower charges. A fixed customer does not receive that automatic reduction and must weigh any exit fee against the expected saving from switching.

Prices remain broadly flat

The cheaper option is determined mainly by the fixed premium, standing charges, usage and contract fees. In this scenario, payment certainty is the principal reason to fix; it is not evidence that the fixed tariff will cost less.

What the latest official snapshot tells you—and what it cannot

Ofgem’s State of the Market: Energy Retail Highlights January 2026 reported that, as of October 2025, the cheapest tariff was approximately £265 below the price cap. That is a dated market snapshot, not a current quote or a forecast. Offers change by region, meter and payment method, so obtain current figures before signing.

Common mistakes that create avoidable risk

  • Confusing a capped rate with a capped bill: higher consumption still produces a higher bill.
  • Comparing only the monthly estimate: inspect each unit rate and standing charge.
  • Ignoring the fixed premium: calculate the extra annual cost you are paying for certainty.
  • Forgetting the end date: a new default tariff can apply when the fix expires.
  • Assuming every tracker is protected: read the tracker ceiling and fallback terms.
  • Using another household’s usage: heating, insulation, occupancy and appliances make kWh highly personal.
  • Overlooking regional rules: the Ofgem framework described here is for Great Britain; Northern Ireland is different.

A step-by-step decision you can repeat

  1. Gather 12 months of gas and electricity kWh and your current standing charges.
  2. Obtain a current SVT estimate and at least one fixed quote that you are eligible to take.
  3. Calculate annual costs for each fuel, including standing charges and any conditional discounts.
  4. Record the fixed term, end date, exit fee, payment requirements and post-term tariff.
  5. Stress-test your budget for a higher SVT rate at the next cap review and for a colder-than-average year that increases usage.
  6. Choose the tariff whose cost and risk fit your likely time at the property and your ability to absorb volatility.
  7. Save the confirmation and set a calendar reminder before the fixed term ends or before the next time you want to review a variable tariff.

Bottom line for a volatile gas market

A fixed tariff is the safer form of insurance against rising unit rates when your budget is tight and you can stay for the full term without paying an excessive premium. A standard variable tariff is safer for flexibility and for sharing in potential price falls, provided you can tolerate changing bills. Compare the complete annual cost with your own kWh, verify the cap and eligibility rules that apply to your account, and treat every current price as time- and region-specific.
