There is no single “European AI” label that answers where a business’s data goes. Choose a service only after mapping four separate flows: where inference runs, where prompts and outputs are stored, where account and operational metadata is processed, and which legal entities or subprocessors can access the service. Current provider documentation shows meaningful European options, but each has different boundaries and qualifications.
Mistral offers an optional EU regional inference endpoint; Scaleway documents European hosting for its generative APIs; and OVHcloud offers managed AI Endpoints with a zero-data-retention claim apart from billing data. None of those statements, by themselves, proves that every associated control-plane record stays in Europe, that support access is confined to Europe, or that a deployment is automatically GDPR-compliant.

What “European” must mean for an AI service
Data-location decisions fail when “European,” “EU-hosted,” and “GDPR-ready” are treated as synonyms. A procurement team should record a separate answer for each of the following questions and attach the answer to the exact service, endpoint, model, account type, and contract being considered.
1. Where does inference run?
Inference is the computation that turns a prompt into an output. A provider may route that computation to a named region, a group of European data centers, or an undisclosed global pool. Ask whether the location is guaranteed contractually or merely selected by default, whether failover can leave the region, and whether all models in the catalog follow the same route.

“EU” and “EFTA” are not identical geographic commitments. An EU-and-EFTA region can include countries outside the European Union, so the acceptable geography depends on your policy, regulator, and transfer analysis. Record the countries, not just the region label.
2. Where are prompts, outputs, and logs stored?
Inference location does not determine storage location. Prompts and outputs may be retained for abuse monitoring, debugging, safety review, support, or product improvement. Application logs, backups, caches, and disaster-recovery copies can follow different rules from the live inference request.
Request a retention schedule that distinguishes request content, generated output, safety logs, audit logs, backups, and deletion events. A “no training” statement answers one question—whether customer data is used to improve models—but does not necessarily answer how long operational logs remain available.

Control-plane data can include account configuration, API keys, identity and access records, billing details, usage analytics, support tickets, and security telemetry. A regional inference endpoint may still use a global control plane for some or all of these functions.
For each metadata class, ask the provider to identify the processing region, retention period, administrators with access, and any transfer mechanism used when the region is outside the EU or EFTA. If your policy requires strict European confinement, an EU inference endpoint alone is insufficient.
4. Which entities and subprocessors can access the service?
Location is also a legal and organizational question. Identify the contracting entity, its place of incorporation, ownership and control, support entities, cloud or colocation partners, model licensors, and subprocessors. Ask whether support personnel can view prompts, outputs, or diagnostics and whether access can be restricted by role, country, or approval workflow.

These four questions should appear in your architecture record and in the contract review. A provider’s marketing page can be a starting point, but the data-processing agreement, subprocessor list, service terms, security addendum, and service-specific data-flow diagram control the decision.

Documented European options to investigate
The services below are not ranked. Their documentation describes different products and guarantees, so a fair comparison requires matching each one to the same workload, model, region, retention setting, and contract date.
| Service | What current documentation says | Questions still requiring service-specific confirmation |
|---|---|---|
| Mistral AI regional inference | Optional EU regional inference endpoint using data centers in EU and EFTA countries. The global endpoint is not region-specific and does not commit to a particular inference location. | Eligible models, prompt/output retention, control-plane geography, feature-dependent transfers, subprocessors, support access, and current contractual commitments. |
| Scaleway Generative APIs | Serverless generative APIs are described as hosted in European data centers. Its Generative APIs privacy policy names Paris, France as a personal-data storage region. A dedicated deployment option is also documented. | Exact endpoint and model region, retention and logging, failover behavior, subprocessors, and terms applying to the selected deployment. |
| OVHcloud AI Endpoints | Managed inference API with open-weight models and OpenAI-compatible interfaces. The product page says data is not used to train or improve models and advertises zero data retention beyond billing requirements. | Exact processing geography for each configuration, billing-data retention, current model and beta status, support access, subprocessors, and the applicable availability commitment. |
Mistral AI regional inference
Mistral’s regional option is useful when the primary requirement is to keep inference in a defined European geography. Its documentation describes an EU regional inference endpoint served from data centers in EU and EFTA countries. The same documentation says the global endpoint is not region-specific and does not promise a particular inference location.
The key limitation is scope: regional routing applies to inference, not automatically to the control plane. Mistral identifies account configuration, keys, billing, access management, and analytics as data that may be handled outside the selected inference geography. Its help-center guidance dated August 12, 2026, says data is hosted in the EU by default but that some features can involve temporary transfers outside the EU; Enterprise customers can deactivate some of those features.
Before production use, confirm which models are eligible for the regional endpoint, whether streaming, batch jobs, fine-tuning, safety review, and observability features follow the same route, and what deletion and logging rules apply. Ask for the current subprocessor list and a diagram separating inference traffic from identity, billing, support, and analytics traffic.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsScaleway Generative APIs
Scaleway documents serverless generative APIs hosted in European data centers. Its FAQ states that serverless models remain hosted in Europe, and the Generative APIs privacy policy identifies Paris, France, as a personal-data storage region. The service is billed per token, so usage forecasting matters even when geography is the main procurement concern. A dedicated deployment option is available for workloads that need more control than a shared serverless service.

“Hosted in Europe” still needs to be translated into an operational commitment. Ask whether backups, telemetry, abuse monitoring, support tooling, and disaster recovery remain in the same countries. Confirm the endpoint’s current model catalog, the treatment of prompts and outputs, and whether a dedicated deployment changes the legal entity or subprocessor chain.
OVHcloud AI Endpoints
OVHcloud AI Endpoints is a managed inference API category with a selection of open-weight models and OpenAI-compatible interfaces. Its product documentation says customer data is not used to train or improve models and advertises zero data retention beyond billing requirements. That combination may suit teams that need short-lived inference and want to minimize application changes through a compatible API.
The cited product page does not, by itself, settle the exact processing geography for every model or configuration. It also lists an API availability service-level commitment and marks some offerings as beta, so check the current status before making a production dependency. Obtain the service-specific data-flow documentation, including billing records, logs, support access, failover, and the countries in which each model is served.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Use the European Commission’s sovereignty framework as a buying checklist
The European Commission’s Cloud Sovereignty Framework is a procurement vocabulary rather than a product badge. It organizes assessment around eight sovereignty categories and highlights legal and jurisdictional control, data and AI, operations, supply chain, technology, security and compliance, and environmental sustainability. Use the framework to expose risks that a simple “EU region” checkbox misses.
Legal and jurisdictional sovereignty
- Name the contracting entity and governing law.
- List parent companies, owners, and affiliates that could receive control or support access.
- Identify where compelled disclosure, court orders, or regulator requests could arise.
- Document the transfer mechanism for any personal data processed outside the European Economic Area.
Data and AI sovereignty
- Specify countries for inference, storage, backups, and disaster recovery.
- Separate prompts, outputs, embeddings, fine-tuning data, safety logs, and usage telemetry.
- Confirm whether customer data trains or improves models, and whether that setting can be disabled contractually.
- Record who governs the models, data pipelines, content filters, and update process.
Operational sovereignty
- Ask where administrators and support engineers are located and how privileged access is approved.
- Require an audit trail for support access, key use, configuration changes, and exports.
- Check whether the service can operate during a cross-border network or identity-provider outage.
- Establish incident-notification deadlines and the provider’s recovery objectives.
Supply-chain sovereignty
- Obtain the complete subprocessor and model-provider list.
- Ask which data-center, networking, identity, observability, and security vendors are involved.
- Require notice and objection rights for material subprocessor changes.
- Map dependencies that could force a change of region, model, or legal entity.
Technology sovereignty
- Check whether the API uses open standards or an OpenAI-compatible interface.
- Determine whether prompts, system instructions, tool calls, and safety settings can be exported.
- Test portability of prompts, evaluation sets, embeddings, and fine-tuned artifacts.
- Record model versioning, deprecation notice, and rollback options.
Security and compliance
- Review encryption in transit and at rest, key-management architecture, and customer control of cryptographic keys.
- Ask whether the provider or a subprocessor can decrypt content for support or abuse investigations.
- Verify access controls, tenant isolation, vulnerability management, penetration testing, and audit reports.
- Do not treat a European data center as proof of GDPR compliance; compliance depends on the processing arrangement and your controls.
Environmental sustainability
For large workloads, include data-center energy sourcing, efficiency reporting, hardware lifecycle, and workload-placement policies in the request for proposal. These factors affect both sovereignty objectives and long-run operating cost, even though they do not determine legal residency.
A practical due-diligence process
Run the following sequence for every candidate and preserve the answers in your vendor-risk file.

- Define the data classes. Separate personal data, confidential business information, regulated records, credentials, prompts, outputs, embeddings, logs, and billing data. Mark which classes may leave a named country and which must remain within the EU or EFTA.
- Draw the data-flow diagram. Show the application, API gateway, inference endpoint, model host, logging system, identity provider, support tools, backups, and deletion path. Draw control-plane traffic separately from prompt and output traffic.
- Select the exact service configuration. Record provider, legal entity, endpoint, model, account tier, region, logging options, retention settings, and optional features. A regional promise made for one endpoint may not apply to another.
- Request primary documents. Obtain the current DPA, subprocessor list, retention schedule, security documentation, service terms, SLA, and service-specific data-flow diagram. Ask for the effective date and version of each document.
- Ask written location questions. Require country-level answers for inference, storage, backups, metadata, support, and disaster recovery. Ask what happens during capacity shortages, maintenance, and failover.
- Test deletion and access controls. Send synthetic records, request deletion, and verify the resulting logs and administrative records. Confirm that customer-managed keys can be disabled or rotated and that access events are exportable.
- Review legal transfers. Have counsel assess the DPA, international-transfer mechanism, government-access provisions, and whether the provider’s role is processor, independent controller, or another arrangement for each data class.
- Evaluate workload behavior. Measure quality, latency, throughput, context limits, tool use, language coverage, and reliability on your own test set. No standardized official benchmark in the available documentation makes vendor quality, speed, or token price directly comparable.
- Price the whole operating model. Include token usage, dedicated capacity, logging, storage, egress, support, security tooling, dual-provider resilience, migration work, and the cost of retaining a European fallback. Require the billing unit and any minimum commitments in writing.
- Approve, monitor, and revisit. Set an owner for region, subprocessor, model, and retention changes. Recheck documentation before renewing and whenever the provider adds a model, feature, or new support path.
Match the option to the workload
Low-risk experimentation
For synthetic or public data, a global endpoint may be technically acceptable, but it can still create governance debt. Establish the same account, key, logging, and deletion practices you will need in production so that a later migration does not require redesigning the application.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Personal or confidential data
Use a service with a documented European route only after confirming storage, logs, support, and metadata. Configure the minimum retention available, disable optional analytics where the contract permits it, and keep highly sensitive identifiers out of prompts through tokenization or pseudonymization.
Regulated or mission-critical workloads
Consider dedicated deployment, customer-controlled keys, restrictive support access, and a second provider or self-hosted fallback. Require tested exit procedures and a contractual remedy if the provider changes a region, subprocessor, model, or legal entity.
High-volume production inference
Model quality and operational economics become decisive. Compare the same workload across providers using identical prompts, concurrency, context size, and evaluation criteria. A European location that cannot meet latency or availability requirements may force a documented exception, workload partitioning, or a second region.
Legal context: data location is not GDPR compliance
The EU’s Your Europe guidance generally recognizes a business’s right to choose where non-personal data is stored or processed within the EU, subject to exceptions. Security requirements continue to apply. Personal-data obligations and international-transfer questions are separate and depend on the actual processing arrangement.
Accordingly, an EU data center does not automatically establish a lawful basis, processor relationship, appropriate security, or compliant transfer mechanism. Your organization remains responsible for data minimization, access control, retention, records of processing, data-subject rights, and breach response. The provider’s location statement is one input to that analysis, not its conclusion.

What EU policy signals—and what it does not
European institutions are increasing demand for sovereign infrastructure, but policy activity should not be mistaken for a certification of every commercial AI product.
In June 2026, the European Commission announced parallel sovereign-cloud contracts for EU institutions with four provider groups. The procurement can reach up to €180 million over six years. The groups named were Post Telecom with CleverCloud and OVHcloud; STACKIT; Scaleway; and Proximus with S3NS, Clarence, and Mistral. This is a diversification and procurement signal. It does not prove that every AI endpoint, model, account tier, or commercial product from those firms has identical residency, access, or sovereignty properties.
The Commission’s June 2026 Cloud and AI Development Act proposal sets a target to at least triple EU data-center capacity within five to seven years and to meet EU business and public-administration needs by 2035. Those are proposed targets, not completed outcomes. Capacity growth may expand the menu of European deployments, but buyers still need service-level evidence for the endpoint they select.

Common mistakes and their fixes
- Choosing by headquarters. A European company can use a global control plane or non-European subprocessors. Fix: map the legal entity and every data flow.
- Confusing inference with storage. A request can be computed in Europe and logged elsewhere. Fix: obtain separate answers for live traffic, logs, backups, and metadata.
- Assuming “no training” means no retention. Training use and operational retention are different controls. Fix: require a retention schedule and deletion evidence.
- Ignoring feature changes. Analytics, abuse monitoring, batch processing, or support tools can trigger temporary transfers. Fix: review optional features and disable those that are not necessary.
- Relying on a public-sector award. An institutional contract covers its defined scope. Fix: read the commercial product’s own terms and data-flow documentation.
- Skipping exit planning. Region or model changes can create an emergency migration. Fix: preserve prompts, evaluations, schemas, and configuration in portable formats and test a second endpoint.
- Comparing token prices alone. Lower unit pricing can be offset by retention controls, dedicated capacity, egress, support, or resilience costs. Fix: price the complete operating model under your expected workload.
Questions to put in the contract
Ask the provider to answer these questions for the named service and account:
- Which countries process inference requests, prompts, outputs, logs, backups, billing, identity, analytics, and support data?
- Can any request or copy leave the selected geography during failover, maintenance, abuse review, or capacity shortage?
- What are the retention periods for each data class, and how is deletion verified?
- Is customer data used to train or improve models, and can that setting be changed without moving to another product?
- Which legal entities, employees, contractors, subprocessors, and model suppliers can access content or metadata?
- What encryption keys are used, who controls them, and can access be blocked by the customer?
- How much notice is provided for changes to regions, subprocessors, models, terms, and beta status?
- What data and configuration can be exported if the service is terminated?
The strongest choice is the provider configuration whose documented data flows, legal controls, operational practices, and workload performance match your risk tolerance. European geography can reduce transfer complexity, but only a complete, service-specific map tells you where your business data actually travels.
