There is no universally best ETF for these themes. The practical shortlist depends on the index each fund tracks, its geography and company-size range, portfolio concentration, total cost, and how closely its holdings fit the exposure you want. For U.S.-listed examples, Vanguard Industrials ETF (VIS) and Vanguard Energy ETF (VDE) provide broad U.S. sector exposure; iShares U.S. Energy ETF (IYE) is a narrower U.S. energy portfolio; iShares Global Infrastructure ETF (IGF) covers developed-market infrastructure companies; and iShares Environmental Infrastructure and Industrials ETF (EFRA) targets companies tied to environmental infrastructure and industrial solutions.

Compare the benchmark and current holdings first. Then check fees, spreads, assets, trading activity, premiums or discounts to net asset value (NAV), distributions, and overlap with funds you already own. The figures below are dated snapshots, so verify each fund’s current prospectus and portfolio before trading.

What these ETF categories actually cover

“Industrials,” “energy,” and “infrastructure” are index universes, not interchangeable labels. Two funds with similar names can own very different companies because their index providers use different eligibility rules, sector definitions, country limits, and weighting caps.

Industrials

Vanguard describes the industrials sector as companies in capital goods, commercial services and supplies, and transportation. That can include machinery, aerospace and defense, construction-related businesses, logistics, environmental services, staffing, and industrial equipment. VIS tracks the MSCI US Investable Market Industrials 25/50 Index, giving multi-cap U.S. industrials exposure rather than a portfolio limited to the largest names.

Energy

Energy funds generally concentrate on oil and gas producers, refiners, distributors, equipment makers, and related services. VDE’s index description includes energy-related services and equipment as well as oil and gas exploration, production, marketing, refining, and transport. IYE’s issuer description emphasizes U.S. oil and gas producers and distributors. Their sector label therefore does not mean the same balance of producers, midstream companies, refiners, and service firms.

Infrastructure

Infrastructure strategies can span several conventional sectors. IGF describes exposure to transportation, communication, water, and electricity services and tracks developed-market infrastructure equities. EFRA targets companies whose products or services support energy efficiency and emissions mitigation, pollution reduction, or land and resource optimization. An infrastructure ETF may therefore own utilities, transport operators, industrial suppliers, materials companies, and selected technology businesses rather than a single accounting sector.

Fund-by-fund details

VIS: broad U.S. industrials exposure

VIS follows the MSCI US Investable Market Industrials 25/50 Index. The index’s multi-cap design reaches beyond mega-cap industrial companies, so the fund can include large-, mid-, and small-cap businesses across capital goods, commercial services and supplies, and transportation. Vanguard reported 397 holdings on July 31, 2026, and the ETF began on September 23, 2004.

Its 0.09% expense ratio was reported as of December 19, 2025. A broad sector fund can still be concentrated in its largest positions, so review the current top-10 weights rather than treating 397 holdings as a guarantee of equal diversification. Also inspect whether the portfolio’s largest companies are manufacturers, defense contractors, transport firms, or business-service providers; those groups can respond differently to economic growth, government spending, labor costs, and freight demand.

VDE: a low-cost, broad-cap U.S. energy index

VDE tracks the MSCI US Investable Market Energy 25/50 Index and includes large-, mid-, and small-cap U.S. energy companies. Vanguard’s description covers services and equipment along with exploration, production, marketing, refining, and transport. That broader activity mix can produce a different portfolio shape from a fund focused primarily on integrated producers or exploration companies.

Vanguard reported a 0.09% expense ratio as of December 19, 2025. Before buying, examine the current weights of producers, refiners, pipelines, and service companies, because the economic drivers are not identical. Oil and gas prices, refining margins, production costs, capital spending, regulation, and energy-transition policy can affect these subsectors in different ways.

IYE: a more concentrated U.S. energy alternative

IYE tracks the Russell 1000 Energy RIC 22.5/45 Capped Index. The issuer describes it as access to U.S. oil and gas producers and distributors. The index’s RIC caps limit the weight of individual holdings and groups under its methodology, but those rules do not make the fund broadly diversified across industries: it remains a single-sector portfolio.

IYE listed 40 holdings as of September 9, 2026. Its expense ratio was 0.37% in current prospectus data displayed on October 12, 2026. The same date-stamped data reported a 30-day median bid/ask spread of 0.02%. A narrow holdings count and a sector-specific mandate make the current top positions especially important to review. Confirm the latest holdings and prospectus because both the count and fee can change.

IGF: developed-market infrastructure across several sectors

IGF tracks an index of developed-market infrastructure equities and describes exposure to transportation, communication, water, and electricity services. That mandate gives it a different geographic and business mix from U.S.-only industrials or energy funds. Currency movements, foreign-market regulation, concession structures, and country-specific interest rates can influence returns in addition to company fundamentals.

The March 31, 2026 fact sheet listed 77 holdings and a 0.39% expense ratio. The holding count is a snapshot, not a measure of concentration by itself: a fund with 77 names can still have a large percentage in its biggest companies or in one infrastructure subsector. Review country weights and the split among utilities, transport, communications, and water-related businesses before deciding whether the exposure complements your existing funds.

EFRA: environmental infrastructure and industrial solutions

EFRA’s July 31, 2026 summary prospectus states that the fund seeks to track an index composed of U.S. and non-U.S. companies that provide infrastructure and industrials solutions aiming to support energy efficiency and emissions mitigation, pollution reduction or land and resource optimization. Its benchmark is the FTSE Green Revenues Select Infrastructure and Industrials Index (USD) (Net).

The prospectus reports a 0.47% management fee. Its mandate is thematic and revenue-linked, so holdings may come from several conventional sectors. In the annual report dated March 31, 2026, the portfolio was 54.6% industrials, 31.6% utilities, 9.7% materials, and 4.1% information technology. Those percentages describe that report date and should not be treated as permanent allocations. Read the index methodology to understand how “green revenues” are identified and how much qualifying revenue a company must have.

A step-by-step method for comparing industrials, energy, and infrastructure ETFs

1. Start with the benchmark rules

Read the fund’s prospectus and index methodology before looking at performance charts. Record the index name, eligible activities, security-selection rules, rebalancing schedule, weighting method, and any single-stock or sector caps. VIS and VDE use MSCI U.S. Investable Market sector indexes; IYE uses a Russell 1000 energy index with RIC caps; IGF uses a developed-market infrastructure index; EFRA uses a FTSE green-revenues infrastructure and industrials index. These are different starting universes, so a return comparison without this context can be misleading.

2. Confirm geography and market-cap coverage

VIS, VDE, and IYE are U.S.-focused examples. IGF covers developed markets, while EFRA’s stated universe includes U.S. and non-U.S. companies. Foreign exposure introduces currency and market-structure considerations that a U.S.-only fund does not. Check whether an index includes large, mid, and small companies; VDE explicitly spans all three, and VIS is described as multi-cap. Do not infer the size range of another fund from its name alone.

3. Inspect holdings and concentration

Download the latest holdings file and note the top 10 positions, their combined weight, sector or subsector allocations, and country distribution. IYE had 40 holdings on September 9, 2026, while IGF had 77 on March 31, 2026. Those counts are useful context but do not reveal how evenly assets are distributed. Compare the largest position, top-five weight, and exposure to a single commodity, regulated utility group, or transport subsector.

4. Separate the stated theme from the actual sector mix

Classify each holding by the business driver you want. For an industrials allocation, decide whether you want machinery and capital goods, transport, or commercial services. For energy, distinguish producers from refiners, distributors, and equipment providers. For infrastructure, identify whether the fund is mostly utilities, transport, communications, water, or environmental-technology revenue. EFRA’s March 31, 2026 mix—54.6% industrials, 31.6% utilities, 9.7% materials, and 4.1% information technology—illustrates why the label alone is insufficient.

5. Compare costs beyond the expense ratio

Place each expense ratio beside trading costs and tax considerations. The cited expense ratios range from 0.09% for VIS and VDE to 0.47% management fee for EFRA, with IYE at 0.37% and IGF at 0.39% in their respective dated disclosures. A lower annual fee does not automatically produce a better result if the fund’s spread, tracking difference, or portfolio fit is worse. Check the prospectus for acquired-fund fees, securities-lending revenue, fee waivers, and the difference between the published expense ratio and the fund’s realized tracking performance.

6. Evaluate liquidity using matching dates

Review average daily volume, assets, quoted spread, and the premium or discount to NAV on the same date and under similar market conditions. IYE’s reported 30-day median bid/ask spread was 0.02% as of September 9, 2026; do not treat that figure as a permanent promise or apply it to the other ETFs. Use limit orders when the spread is wide or markets are volatile, and avoid judging liquidity from a single intraday quote.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Check distributions and tax treatment

Read the fund page and prospectus for distribution frequency, recent income, and capital-gain policies. A distribution is not the same as a total return: the share price generally adjusts when a distribution leaves the fund. U.S. taxpayers should consider whether dividends are qualified, how capital gains are reported, and whether foreign holdings create additional tax forms or withholding. Investors outside the United States must verify local availability, withholding, reporting, and account rules because these examples are U.S.-listed products.

8. Test for overlap with your existing portfolio

Compare the ETF’s holdings with broad-market funds you already own. A U.S. industrials or energy ETF may add a deliberate sector tilt but also increase exposure to companies already held in a total-market fund. IGF or EFRA may add geographic or thematic exposure, yet they can still overlap with utilities, industrials, materials, or technology positions. The relevant question is whether the ETF changes your portfolio’s intended risk and return drivers, not whether its name sounds different.

Matching a fund to a portfolio role

When a broad U.S. industrials sleeve may fit

A fund such as VIS is designed for an investor who wants one vehicle spanning U.S. capital goods, commercial services and supplies, and transportation across multiple company sizes. It may be more suitable for a broad industrials allocation than a narrowly defined machinery or aerospace fund, but it remains a sector tilt rather than a complete portfolio.

When to distinguish between the two U.S. energy approaches

VDE’s MSCI investable-market approach explicitly includes large-, mid-, and small-cap companies and a wide range of energy activities. IYE’s Russell 1000 energy index and 40-name snapshot represent a more concentrated large-company energy universe. Compare the current producer, refiner, distributor, and service-company weights to decide which economic exposures you actually want.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When infrastructure diversification matters

IGF may be relevant when the goal is developed-market infrastructure across utilities and essential-service operators rather than a single U.S. sector. The trade-off is added currency and country risk, plus a higher cited expense ratio than VIS or VDE. EFRA may fit an investor specifically seeking environmental-infrastructure and industrial solutions, but its thematic screen and multi-sector mix can behave differently from a traditional infrastructure fund.

Risks that can be hidden by a theme label

  • Commodity sensitivity: Energy funds can move sharply with oil and gas prices, refining margins, production costs, and capital-spending cycles.
  • Interest-rate sensitivity: Utilities and infrastructure operators often carry substantial financing needs, so borrowing costs and discount rates can affect valuations.
  • Regulatory and political exposure: Transport concessions, utility rate decisions, environmental rules, and energy policy vary by country and can change expected cash flows.
  • Concentration: A fund can hold dozens of securities while remaining dominated by a few large companies or one subsector.
  • Currency risk: Developed-market infrastructure and non-U.S. EFRA holdings can gain or lose value as exchange rates move against the U.S. dollar.
  • Methodology risk: Index reconstitutions, eligibility changes, revenue screens, and weighting caps can alter exposure without an investor making a trade.
  • Trading risk: Wide spreads, market closures in other time zones, and premiums or discounts to NAV can make execution differ from the displayed share price.
  • Tax and account constraints: U.S.-listed products may have different withholding, reporting, and availability outcomes in non-U.S. accounts.

Past performance cannot predict future returns, and a higher distribution yield is not proof of a safer or more profitable fund. Read the risk section and current holdings before deciding how much, if any, of a sector or thematic ETF belongs in your allocation.

Due-diligence checklist before placing an order

  1. Write down the exposure you want in business terms—for example, U.S. transportation, global utilities, oil producers, or environmental equipment.
  2. Open the latest prospectus and index methodology and confirm the benchmark, caps, screens, rebalance schedule, and eligible countries.
  3. Download current holdings and record the top-10 weight, largest position, sector or subsector mix, country mix, and market-cap distribution.
  4. Compare the latest expense ratio or management fee with the fund’s tracking difference and any waiver expiration.
  5. Check recent assets, trading volume, quoted spread, and premium or discount to NAV; use dates that line up across funds.
  6. Review distribution frequency, tax characteristics, and foreign withholding implications for your account and residence.
  7. Measure overlap with broad-market and sector funds you already own.
  8. Decide an allocation limit and rebalancing rule before buying so a strong run in one commodity or subsector does not silently dominate your portfolio.
  9. Use a limit order when the spread or market conditions make the execution price uncertain, and confirm the fill rather than assuming it matched the last trade.

Bottom line for comparing these ETFs

Use the benchmark and holdings to define the exposure, then use geography, concentration, fees, liquidity, distributions, and overlap to judge implementation. VIS and VDE are low-cost, broad U.S. sector examples in the cited disclosures; IYE is a 40-holding U.S. energy option with a reported 0.02% median spread on September 9, 2026; IGF provides developed-market infrastructure exposure with 77 holdings in its March 31, 2026 fact sheet; and EFRA applies a cross-sector environmental-infrastructure and industrial screen. None is automatically best. Confirm current documents and your own tax, account, and risk requirements before investing.
