Estimated Tax Payments vs. Extra Paycheck Withholding: Which Is Better?

Neither method is universally better. For U.S. federal individual income tax, the right choice depends on where your income comes from, when you receive it, your cash flow and which underpayment safe harbor applies. If you have wages, you can generally ask your employer to withhold more. If income comes from self-employment, interest, dividends, rent or another source without withholding, estimated payments are usually the separate-payment route. You can also use both.

What you are choosing

The federal income-tax system is pay-as-you-go: tax is generally paid as income is earned or received, rather than being postponed until the annual return. The IRS describes three practical ways to meet that obligation: withholding from pay, estimated tax payments, or a combination.

Extra paycheck withholding

You submit a new Form W-4 to your employer and request additional federal income tax withholding from each paycheck (or from specified pay periods under your employer’s payroll process). The money is remitted with payroll, so you do not have to send a separate quarterly payment for the amount covered by withholding.

Estimated tax payments

You calculate the tax you expect to owe on income that is not adequately covered by withholding and send payments directly under the IRS estimated-tax system. Form 1040-ES provides the calculation and payment instructions. This approach is common for self-employment earnings, interest, dividends, rents and other nonwage income.

Using both

A worker with wages and a side business, investment income or a large one-time gain can increase payroll withholding and make estimated payments for the remaining shortfall. The IRS specifically says taxpayers can increase quarterly estimated payments, increase federal withholding, or do both to cover an estimated-tax requirement.

Side-by-side comparison

Decision factor Extra paycheck withholding Estimated tax payments
Income source Requires wages or other compensation processed through payroll. Designed for income without enough withholding, including self-employment, interest, dividends and rent.
How money is paid Employer deducts the added amount from pay and sends it with payroll. You send separate installments under the estimated-tax schedule.
Cash-flow pattern Spreads the amount across paychecks, which can be easier to automate. Requires setting aside cash and meeting four scheduled due dates.
Timing for penalty calculations Withholding is generally treated as paid evenly during the year, although actual withholding dates may be used when that produces a lower penalty. Each installment is tested for the period in which it was due; a later payment does not automatically cure an earlier underpayment.
Irregular income May not track a gain or seasonal income that arrives after most paychecks. Can be annualized so installments better match when income was earned.
Primary forms Form W-4 submitted to your employer. Form 1040-ES for estimates; Form 2210 is used to determine or explain an underpayment penalty.

The convenience and cash-flow distinctions in this table follow how the two payment mechanisms operate; they do not determine whether a particular taxpayer has paid enough.

How the underpayment safe harbor works

Choosing a method is not a guarantee that no penalty will apply. You need to compare your expected total tax with withholding, estimated payments and any applicable credits, then apply the rules for your filing status and income level.

General federal tests

Under the IRS’s current general guidance, most taxpayers avoid the federal underpayment penalty if either of these conditions is met:

  • After subtracting withholding and refundable credits, the amount owed is less than $1,000; or
  • Payments reach at least the smaller of 90% of the current-year tax or 100% of the prior-year tax.

The percentages are a comparison, not a permission to ignore the year’s actual tax. A large increase in income can leave a balance due even when the prior-year percentage was met, and special categories have different rules.

Higher-income rule in the 2025 Form 2210 instructions

For tax year 2025, the IRS Form 2210 instructions use the smaller of 90% of 2025 tax or 100% of 2024 tax for the usual test. If 2024 adjusted gross income was more than $150,000, or more than $75,000 for married taxpayers filing separately, the prior-year percentage in that test is generally 110% instead of 100%. These figures belong to the 2025 instructions; verify the form for any other tax year before relying on them.

Why the installment timing matters

Estimated-tax penalties are calculated by installment. Paying the full annual shortfall in January may still leave a penalty for an amount that should have been paid in an earlier quarter. Withholding has a different treatment: it is generally allocated evenly over the year for this calculation. If you can document the actual dates of withholding and that produces a lower result, the actual-date method may be used.

When increasing withholding is usually the practical fit

You receive regular wages

Payroll gives you a built-in payment schedule. A revised Form W-4 can direct the employer to take an additional amount from each paycheck, avoiding separate transfers for that portion of your expected tax.

You value automation and predictable cash flow

Spreading an amount over weekly, biweekly or monthly payroll can be easier than reserving a large amount for four deadlines. The trade-off is a smaller paycheck during the year, so choose an amount that does not create avoidable cash-flow strain.

You want withholding to cover nonwage income too

Wages can supply the withholding lever even when the tax is caused by a side activity or investment. Estimate the total year’s tax, then request enough additional wage withholding to cover the nonwage portion that would otherwise require estimated payments. Whether the adjustment is sufficient depends on the complete projection and the applicable safe harbor.

When estimated payments are usually the practical fit

Your main income has no payroll withholding

Self-employment profits, interest, dividends and rents generally do not generate an employer withholding stream. Estimated payments let you pay as that income is received instead of waiting for the annual return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your income is irregular or seasonal

If cash arrives in a few months, a fixed amount from every paycheck may be impossible or may withhold too much before the income exists. Estimate the tax as the year develops and adjust later installments when the facts change.

You do not have enough wages for an adjustment

Retirees, landlords, investors and business owners without a regular paycheck may have no payroll source from which to increase withholding. Separate estimated payments are then the available payment mechanism unless another payer provides withholding.

Estimated-payment due dates and what each period covers

The IRS generally divides the year into four estimated-tax installments:

Installment Income period generally covered Typical due date
1 January through March April 15
2 April and May June 15
3 June through August September 15
4 September through December January 15 of the following year

Weekends and holidays can move a due date. Check the current IRS calendar for the tax year rather than assuming these dates never change. Because the penalty is assessed by period, missing an early installment and making it up later can still produce an earlier-period charge.

How to increase federal withholding

  1. Project the full year’s tax. Include wages, self-employment or other nonwage income, expected deductions, credits and withholding already taken. The IRS Tax Withholding Estimator can help organize the projection, but its output is only as useful as the information entered.
  2. Compare the projection with your payment target. Check the general $1,000 rule and the smaller-of-90%-current-year or prior-year safe-harbor test. Apply the 110% prior-year rule if the 2025 Form 2210 instructions cover your income level and filing status.
  3. Submit a new Form W-4. Use the form’s instructions to report the additional withholding amount and give the completed form to your employer. Employers can have different payroll cutoffs for when a change takes effect.
  4. Verify the first affected paystub. Confirm that federal withholding increased by the intended amount. If it did not, ask payroll when the form will be implemented and whether a correction is needed.
  5. Recheck after a material change. A new job, bonus, large gain, change in business income or major credit can alter the amount required. Update the projection and the W-4 rather than leaving an obsolete figure in place.

Withholding is not a separate tax; it is a prepayment credited on your federal return. The goal is to have enough paid at the right times, not to select a particular payroll amount in isolation.

How to make estimated payments

  1. Estimate annual income and tax. Use current-year information for wages, business or freelance receipts, investment income, rent and any other taxable amounts, along with expected deductions and credits.
  2. Subtract amounts already covered. Include federal withholding from pay and other sources, plus credits that count under the applicable penalty rules.
  3. Choose a payment target. Compare the projected balance with the $1,000 exception and the applicable current-year and prior-year safe harbors. Higher-income, farmer, fisher and other special-category rules may require different calculations.
  4. Divide or annualize the target. A simple approach is four installments, but taxpayers with uneven income may use the annualized income installment method so each payment reflects income earned through that period.
  5. Use Form 1040-ES instructions and an IRS payment channel. Follow the current instructions for selecting the installment, recording the amount and retaining confirmation or voucher records.
  6. Recalculate during the year. If income rises, falls or arrives earlier or later than expected, revise later installments. Do not assume an unchanged quarterly amount remains adequate.

Uneven income: annualization can change the answer

A taxpayer who receives most income late in the year may face a penalty under equal installments even though the tax was not economically due early in the year. The annualized income installment method can align required payments with the timing of income.

Large capital gain example

Suppose an investor realizes a sizable capital gain in November after receiving modest income in the first three periods. Rather than treating one-fourth of the eventual annual tax as due in each period, the taxpayer can use the annualized method to show that the gain arose late. The IRS identifies Form 2210 Schedule AI as the schedule used to report uneven income for this purpose. The calculation still requires complete income and tax information; annualization is not an automatic waiver.

Seasonal business or freelance income

A business that earns most of its receipts in one season can likewise compare income through each installment period and calculate annualized requirements. Keep records showing when income was received and expenses were incurred so the Schedule AI figures can be supported.

Decision examples

Steady employee with no significant other income

Regular wages provide a reliable withholding source. Increasing the W-4 amount may be simpler than establishing four separate payments, provided the revised amount is checked against the year’s expected tax and safe harbor.

Freelancer with no employer

There is no paycheck from which to withhold. Estimated payments are the natural starting point, with later installments adjusted as invoices and expenses become clearer.

Employee with a side business

Either method can work. The employee can increase W-4 withholding to cover the side-business tax, make estimated payments, or split the requirement between payroll and installments. The best mix depends on available wage withholding and cash-flow preference.

Investor with a one-time late-year gain

Early equal installments may not reflect when the gain occurred. Annualized installments can better match the timing, while additional withholding from wages can be used if there is a convenient payroll source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

High-income taxpayer relying on the prior year

Do not use the ordinary 100% prior-year figure without checking the applicable Form 2210 instructions. For 2025, the 110% prior-year percentage generally applies above the stated adjusted-gross-income thresholds, with a separate threshold for married filing separately.

Common mistakes and fixes

  • Assuming 90% is always enough: The test is the smaller applicable safe-harbor amount, and special rules can change the calculation. Recompute using current and prior-year tax figures.
  • Ignoring withholding already taken: Start with year-to-date federal withholding before deciding how much more to pay.
  • Paying one large amount late: A later payment may not erase an earlier installment underpayment. Schedule payments by period or use the annualized method when income is uneven.
  • Leaving an outdated W-4 in place: A raise, bonus, new side income or large gain can make an earlier payroll amount inadequate. Review the projection after significant changes.
  • Confusing federal and state obligations: This comparison concerns U.S. federal individual income tax. State and local estimated-tax and withholding rules can differ and must be checked separately.
  • Using the wrong year’s figures: The 110% thresholds cited here come from the 2025 Form 2210 instructions. Confirm the current year’s forms, percentages and dates before filing or paying.
  • Overlooking special categories: Farmers, fishers, taxpayers with unusual income patterns and others may have exceptions or different installment rules. Read the instructions that apply to your return.

A practical choice checklist

  • List every income source and identify which amounts already have withholding.
  • Estimate total current-year tax and compare it with the prior-year tax.
  • Check whether the less-than-$1,000 exception or a safe harbor applies.
  • Consider whether wages can absorb extra withholding without damaging cash flow.
  • For nonwage or irregular income, map receipts to the four installment periods.
  • Use annualization when income is materially uneven and keep records of timing.
  • Recheck Form 2210 instructions, due dates and special rules for the specific tax year.

The most defensible answer is therefore conditional: use the payroll lever when regular wages make it convenient, use estimated payments when income arrives without withholding, and combine them when that best matches the sources and timing of your income. In every case, test the total against the applicable safe harbor rather than assuming either method by itself prevents a penalty.
