EPF is an employment-linked retirement account; PPF is a voluntary, individual 15-year savings account. EPF can provide both a provident-fund balance and, for eligible members, a separate Employees’ Pension Scheme (EPS) benefit. PPF offers government-backed savings with defined loan, withdrawal and extension rules, but no employer contribution or pension component. The better fit depends on whether you are covered by EPFO, which tax regime you use, how soon you may need the money and whether your retirement plan needs a pension as well as a lump sum.
The figures often quoted online need dates. EPFO described an 8.25% EPF rate in an October 2025 press brief, but that does not establish the rate for the financial year in force on 12 October 2026. The Government’s myScheme page states 7.1% for PPF and a ₹1.5 lakh annual deposit ceiling; PPF rates are government-notified and can change by quarter, so verify the notification that applies when you invest.

What EPF actually provides
An employment-linked provident balance
EPF is administered by EPFO for workers covered by the EPF framework. Your employment status, the employer’s coverage and the scheme rules determine whether contributions are required and how claims work. It is not simply a personal investment account that anyone can open independently.
#1 Best Overall
The EPF account records contributions and interest under the EPF Scheme. The scheme states that the Commissioner credits interest at a rate determined by the Central Government in consultation with the Central Board. The exact crediting rate therefore comes from official decisions and accounting rules, not from a permanently fixed promise. Read the scheme text at EPF Scheme, paragraph 60.
EPS is a separate retirement component
EPFO describes an Employees’ Pension Scheme (EPS) benefit in addition to EPF accumulation. A passbook balance is therefore not a complete statement of every retirement benefit connected with employment. EPS pension eligibility and amount depend on EPS rules and the member’s circumstances. When estimating retirement income, model the provident balance and any EPS entitlement separately rather than treating the EPF passbook as a guaranteed monthly pension.
What the October 2025 rate does—and does not—prove
In a 13 October 2025 press brief, EPFO described 8.25% per annum as the rate then being offered. That dated statement is useful historical evidence, but it is not proof of the rate applicable in October 2026. Check the latest EPFO notification before entering a rate in a projection or comparing it with PPF. The dated brief is at EPFO’s 238th CBT press brief.
What PPF provides
A voluntary 15-year account
PPF is an individual account that does not depend on an employer. The National Savings Institute’s summary describes a 15-year term. Deposits are voluntary, subject to the scheme’s annual limit, and the account can continue after maturity through five-year extensions under the prescribed options.
Current published rate and deposit ceiling
The Government’s myScheme page states 7.1% per annum and a maximum deposit of ₹1.5 lakh in each financial year. Small-savings rates are government-notified and can change quarterly. Treat 7.1% as the rate displayed by that page, not as a perpetual return or as proof of the rate for every quarter. Verify the current notification when opening the account or making a long-term projection. See myScheme’s PPF account page. An India Post historical table shows 7.1% through 31 March 2024, which by itself cannot establish the rate for October 2026; its page is India Post small-savings rates.

How the tax treatment differs
PPF: exempt treatment with regime and limit conditions
Government tax guidance describes PPF interest and withdrawals as exempt and says deposits may qualify for a Section 80C deduction, subject to the applicable tax regime and statutory limits. “Exempt” does not remove the need to meet account and contribution rules, and a deduction is useful only where your selected tax regime allows it and you have qualifying taxable income against which to claim it.
Keep the account statements and deposit evidence used for any deduction. The PPF exemption applies to the scheme’s permitted interest and withdrawals; it should not be generalized to unrelated products or to deposits made outside the account rules.

EPF tax treatment is conditional. Employee and employer contributions are treated differently under salary-tax rules. The Income Tax Department’s retirement-benefits guide discusses recognized provident funds, a five-year service condition for withdrawal tax exemption, and taxation that can arise on specified excess contributions or interest. The relevant service period can require checking qualifying service across employers, not merely the tenure with your latest company.
Because the rules depend on recognition, service length, contribution amounts, annual interest and the tax regime, avoid saying that every EPF contribution, every rupee of interest and every withdrawal is automatically tax-free. Use the official salary guide and taxability of retirement benefits guide for the facts that apply to your case.
Excess contributions and interest need attention
Tax law can distinguish the portion of provident-fund contribution or interest that falls within the permitted treatment from specified excess amounts. If your combined employee contributions to relevant funds are high, obtain the annual contribution and interest figures before assuming the entire credited interest is exempt. This is a calculation issue, not a reason to disregard EPF; it is a reason to retain precise records.

TDS is withholding, not the final answer
EPFO’s TDS flow chart is an older operational document describing Section 192A withholding scenarios for certain withdrawals before five years. Thresholds, forms and law can change. A deduction of tax at source does not by itself determine your final tax liability, and no TDS does not by itself prove that a withdrawal is exempt. Confirm the current provisions and report the transaction correctly in your return. The flow chart is at EPFO’s TDS instructions.

Access: when can you use the money?
PPF’s staged liquidity
PPF is designed for long-term saving rather than unrestricted access. The NSI summary describes this sequence:
- Financial years 3–6: loans are available subject to the scheme’s conditions and calculation method.
- From financial year 7: annual withdrawals are permitted under the applicable limits and account rules.
- After 15 years: the account reaches maturity. You may take the maturity proceeds or elect a permitted five-year extension, with or without further contributions as allowed by the scheme option.
Count financial years using the account’s opening and scheme definitions, not an informal “number of calendar years” estimate. Before requesting a loan or withdrawal, ask the bank or post office for the current form, balance calculation and eligibility date. The NSI feature summary is at NSI PPF account features.
EPF claims depend on status and current rules
EPFO permits specified partial and final claims, but the route depends on employment status, the purpose of the claim, service information, identity and bank records, and the rules operative when you apply. Do not assume that an EPF balance is available on demand simply because it appears in a passbook.
EPFO press materials issued in October 2025 announced simplified partial-withdrawal eligibility, including a uniform 12-month eligibility period for categories covered by that announcement and expanded limits. Those documents establish an announcement, not the implementation status of every change on 12 October 2026. Check the current EPF Scheme, member-service instructions and claim interface before relying on a category, waiting period or amount. Relevant announcements are EPFO’s reform brief and the 238th CBT brief.

Retirement benefits: balance versus income
EPF can combine a lump sum with pension rights
At retirement, an EPF member may have a provident-fund accumulation built from contributions and credited interest, plus an EPS pension right if the member satisfies EPS conditions. The two benefits answer different needs: the EPF balance can fund a lump-sum goal or a planned drawdown, while a pension can provide recurring income. Your retirement projection should list them on separate lines and state which assumptions produce each figure.
PPF supplies a maturity corpus, not an employer pension
PPF’s core outcome is the account value at maturity or during an extension. It can be useful for a retirement corpus, especially when you value a long lock-in and the scheme’s stated tax treatment, but it does not create an EPS-style employer-linked pension. If you need monthly retirement income, you must decide how the PPF corpus will be converted into withdrawals or combined with another income source.
Interest rates are not a complete performance comparison
Comparing 8.25% (a dated EPFO statement from 2025) with 7.1% (the rate displayed by myScheme) as if they were guaranteed, same-date investment returns is misleading. The figures come from different schemes, dates and notification processes. EPF also links to employment contributions and possible EPS rights, while PPF has a fixed term and voluntary deposits. Compare the whole benefit structure, not just two percentages copied into a spreadsheet.

If you are covered by EPF employment
- Understand the employee and employer contribution entries and keep your Universal Account and service records consistent when changing jobs.
- Check whether your retirement estimate includes EPS separately from the EPF balance.
- Use the current EPFO rate and claim rules, not an old article’s figures.
- Review the tax effect of service length, recognition and any excess contribution or interest.
If you are self-employed or not covered by EPF
PPF can supply a disciplined, long-term account without an employer relationship, provided you can accept the 15-year structure and staged access. It does not recreate the employer contribution or EPS pension that an eligible EPF member may receive.

Neither account should be treated as an emergency fund. PPF’s first loan window begins only in the third financial year and withdrawals begin from the seventh under the NSI summary. EPF may allow specified claims, but eligibility and implementation must be checked for the purpose and date. Keep a separate readily accessible reserve for near-term expenses.

If Section 80C is central to your decision
Check your tax regime first. PPF deposits are described as Section 80C-eligible subject to limits and regime, while EPF deductions and exemptions depend on the applicable salary and recognized-fund rules. A deduction has value only if you can legally claim it and have tax liability against which it applies.
Can you use both?
Yes. EPF and PPF solve different parts of a retirement plan. An eligible employee can retain the employment-linked EPF and any associated EPS rights while using PPF as a separate, voluntary long-term account. The practical question is how much money should remain locked for retirement, how much liquidity you need, and whether your tax regime rewards the relevant deduction.
When using both, maintain separate records for employee contributions, employer contributions, EPF interest, EPS information and PPF deposits. Apply each scheme’s tax and access rules independently; do not transfer a PPF rule, such as its 15-year maturity, to EPF or assume that an EPF claim follows PPF’s withdrawal calendar.
A decision checklist before you choose
- Confirm eligibility: establish whether your employment is covered by EPF and whether you already have an EPF member account. PPF is an individual account through an eligible provider.
- Separate retirement outputs: write down the EPF balance, any EPS pension estimate and the PPF corpus as three distinct items.
- Record the date: note the EPF rate notification and PPF quarter that you use. Replace assumptions when a new government notification is issued.
- Test liquidity: identify the earliest date and conditions for a PPF loan or withdrawal, and verify the current EPF claim rule for your purpose.
- Check tax regime: determine whether Section 80C treatment is available to you and whether EPF service and contribution conditions are met.
- Stress-test contributions: include periods of unemployment, job changes and irregular PPF deposits; neither account should be modeled as receiving an uninterrupted contribution forever.
- Keep evidence: save salary records, EPF statements, service history, PPF deposit receipts and tax documents.
Common mistakes and how to avoid them
- Calling 8.25% the current EPF rate: it was a rate described in an October 2025 EPFO brief. Verify the rate for the relevant financial year.
- Calling 7.1% a permanent PPF return: myScheme displays that figure, but small-savings rates are notified and may change quarterly.
- Ignoring EPS: an EPF passbook is not a complete retirement-income statement where EPS rights exist.
- Promising tax-free EPF: recognized-fund status, five-year service, contribution levels, interest and the selected tax regime matter.
- Equating no TDS with exemption: withholding and final tax liability are different questions.
- Assuming an announcement is already an operating rule: verify the October 2025 EPF withdrawal changes in the live scheme and claim process.
- Using PPF as an emergency account: its loan and withdrawal windows are deliberately delayed and limited.
- Comparing only rates: include employer-linked contributions, EPS, lock-in, access and tax conditions in the decision.
