EPF vs EPS: How Provident Fund Savings and Pension Benefits Differ in India

EPF is a provident-fund balance that earns interest; EPS is a pension entitlement that can pay a monthly benefit when its service and age conditions are met. Both are administered by the Employees’ Provident Fund Organisation (EPFO), but they are separate schemes. Your EPF account represents accumulated savings, while EPS records pensionable service and salary for retirement, disability and family benefits. They cannot be treated as two versions of the same withdrawable account.

The distinction matters when you change jobs, leave employment, claim money, or estimate retirement income. EPFO’s overview explains the schemes and claim forms at About EPFO; the detailed legal provisions are in its Employees’ Pension Scheme, 1995 handbook.

EPF and EPS at a glance

Question EPF EPS
What it is A provident-fund accumulation recorded for the member, with interest and specified settlement or advance-withdrawal routes. A pension scheme that can provide monthly retirement, disability and family benefits under its eligibility rules.
How the benefit is expressed As an account balance that may be transferred, finally settled or partly withdrawn when a scheme condition is met. Usually as a monthly pension; a withdrawal benefit or scheme certificate can apply when a member does not qualify for a monthly pension.
Who funds it Member and employer contributions are recorded under EPF rules. EPFO’s employer guidance says the EPS pension contribution is paid by the employer and is not recovered from the employee.
What determines the amount The contributions credited to the account and the interest declared under EPF rules. Pensionable salary, pensionable service, age and the applicable EPS provisions, including relevant salary ceilings or higher-wage arrangements.
Typical member action Track the balance, transfer the account after a job change, and use the correct settlement or advance-claim route. Check pensionable service and records, then claim a monthly pension, withdrawal benefit or scheme certificate as appropriate.

EPFO also administers the Employees’ Deposit Linked Insurance (EDLI) scheme. EDLI is a third scheme, not another name for EPS.

What EPF gives you

Employees’ Provident Fund (EPF) is the savings component. Contributions credited under EPF rules build an accumulation in the member’s provident-fund account, and EPFO credits interest according to the applicable declaration. The result is expressed as a balance, not as a promise of a fixed monthly income.

The balance can normally remain invested while you work, move with you when you change employers, or be settled when the conditions for final settlement are met. The scheme also permits specified partial withdrawals, called advances, for situations covered by the rules. An advance is not the same as closing the account: it reduces the accumulation available later, while a transfer preserves the service and balance in the receiving account.

EPFO lists three commonly used EPF claim routes:

  • Form 19: final settlement of the EPF accumulation when the applicable conditions are satisfied.
  • Form 13: transfer of the EPF account when moving between covered establishments.
  • Form 31: an advance or specified partial withdrawal permitted for a listed purpose.

Form names and filing steps can change with EPFO instructions, so confirm the current process on the official EPFO portal before submitting a claim. The overview and claim references are available at EPFO’s About EPFO page.

What EPS gives you

The Employees’ Pension Scheme (EPS), 1995 is the pension component. It is designed primarily to provide a monthly pension rather than an individual savings balance. Depending on the member’s record and the applicable provisions, EPS can provide:

  • superannuation pension at the scheme’s relevant age;
  • early pension provisions for an eligible member who leaves employment before that age;
  • disability pension; and
  • survivor benefits, including widow’s and children’s pensions.

EPFO’s Pension Manual and EPS handbook set out the scheme framework. A member’s individual entitlement still depends on the service history, pensionable wages, membership dates and amendments that apply to that record.

EPS is related to EPF because both appear in the EPFO system and arise from covered employment. It is not, however, a second pocket of cash inside your EPF balance. A pension claim and an EPF settlement are different claims under different provisions.

How contributions to the two schemes differ

EPF records contributions from the member and the employer under the provident-fund rules. Those credits, together with interest, form the accumulation shown for EPF purposes.

EPS is funded through the employer-side pension contribution prescribed by the scheme. EPFO’s employer information booklet states: Pension contribution should not be recovered from employee. The statement concerns the EPS pension contribution; it does not mean that every line item in every payroll record is identical, or that a member’s individual account history can be inferred without examining the record. Read the contribution guidance in EPFO’s Employer Information Booklet.

Because the two contributions serve different purposes, a member should not add an EPS pension contribution to the EPF balance when estimating a lump-sum settlement. Conversely, an EPF balance should not be described as the capital value of a future EPS pension.

EPS service and age qualifications

The 10-year service threshold

EPFO’s EPS material uses 10 years of eligible service as the general threshold for a retirement pension. “Eligible service” is a scheme concept, not simply the number of calendar years since your first payslip. Transfers, breaks, service credits and the dates on which you were covered can affect the total, so a member must check the pension record rather than rely on an approximate employment duration.

Age 58 and superannuation pension

The scheme describes superannuation pension at age 58. Early-pension provisions can apply to an eligible member who leaves before 58, subject to the conditions and reductions or other rules in force for that claim. Reaching 58 by itself does not create a pension if the required pensionable service or other conditions are absent.

Service below 10 years

A member who does not meet the service requirement for a monthly pension may have a withdrawal-benefit or scheme-certificate route instead. Those outcomes are governed by EPS provisions and are not a refund of an EPF balance. The correct route depends on the member’s completed service, age and claim circumstances.

How an EPS pension is calculated

The general formula shown in the EPS scheme material is:

Monthly pension = pensionable salary × pensionable service ÷ 70

This is an explanatory scheme formula, not a personal quotation. “Pensionable salary” and “pensionable service” have defined meanings. The applicable salary ceiling, any permitted higher-wage arrangement, service credits, membership period and amendments can change the result. The calculation also has to follow the provisions in force for the member’s dates and category.

For that reason, a rough multiplication using your current salary can be misleading. Gather the wages used for pension purposes, the service credited in each covered employment and the relevant membership dates before relying on an estimate. The EPS handbook at EPFO’s official site is the appropriate starting point for the definitions and exceptions.

Claims, transfers and withdrawals: which form belongs to which benefit?

Purpose EPF route EPS route
Move benefits after changing covered employment Form 13 for EPF transfer. Check that pensionable service is correctly carried into the member’s record; a transfer is not an EPS cash withdrawal.
Close the provident-fund accumulation Form 19 for EPF final settlement, where the conditions are met. Not an EPS pension claim.
Take a permitted advance while retaining membership Form 31 for specified EPF withdrawals. Not a substitute for an EPS withdrawal benefit.
Claim a monthly pension Not an EPF settlement form. Form 10D for a monthly pension claim, including the applicable retirement or family-benefit category.
Claim an EPS withdrawal benefit or obtain a scheme certificate Not an EPF balance settlement. Form 10C for the applicable withdrawal-benefit or scheme-certificate route.

EPFO’s overview identifies these forms, but instructions and online workflows can be revised. Verify the current requirements, service record and bank or identity details before filing. A rejected claim often reflects a mismatch in service or personal records rather than a difference between the two schemes.

What changed for EPS withdrawal benefits in 2024?

A June 2024 change altered the treatment of members with short EPS service. The Ministry of Labour and Employment reported on 28 June 2024 that the amendment extended withdrawal-benefit eligibility to members with less than six months of contributory service. It also said the revised Table D calculation counts completed months of service rather than only completed years. The ministry estimated that more than 7 lakh members could benefit each year from the under-six-month change and more than 23 lakh from the completed-month calculation change. Those figures are government estimates published in 2024, not independently verified outcomes.

EPFO’s circular dated 24 June 2024 says the revised Table D applies to cases settled after notification, regardless of when the service ended, with an exception for members who attained age 58 before 14 June 2024. Read the circular itself at Modification in Table D under EPS 1995 and the ministry’s release at EPS 1995 amended to provide withdrawal benefit to members having less than six months service.

The practical point is that an EPS withdrawal benefit is calculated under Table D and the scheme’s conditions. It is not the same amount as the EPF balance shown in your passbook. A short-service member should check the relevant settlement date, age exception and completed months before choosing Form 10C.

Changing jobs: what to preserve and what to check

Transfer the EPF accumulation

When you move to another covered employer, use the applicable EPF transfer route rather than treating every job change as a final settlement. A transfer keeps the provident-fund accumulation in the retirement system and avoids confusing a job change with withdrawal eligibility.

Verify pensionable service

EPS value is tied to pensionable service, so inspect the service history after each move. Check that the previous and current periods are associated with the correct member record and that the dates and employer details are consistent. A missing period can affect whether you later reach the 10-year threshold or qualify for a withdrawal benefit.

Do not take an EPS withdrawal benefit automatically

If your combined service could reach the pension threshold through continued covered employment, taking a withdrawal benefit may produce a different long-term outcome from preserving service with a scheme certificate. The right choice depends on your record and plans; obtain the current EPFO instructions before filing.

Retirement, disability and family outcomes

EPF and EPS protect different needs. EPF provides a pool of money that can be settled or partly accessed under specified conditions. EPS provides an income stream or family benefit when the scheme’s qualifying rules are met. EPFO’s overview lists retirement, disability, survivor, widow and children’s benefits under EPS, while EPF claims concern the accumulation itself.

For a family handling a member’s death, this distinction is especially important. The EPF settlement and any EPS survivor claim are separate assessments and may require different forms and supporting records. Do not assume that settling the EPF balance also completes the pension claim.

October 2025 withdrawal proposals: what is and is not established

An EPFO and Ministry of Labour and Employment press brief dated 15 October 2025 described proposed withdrawal changes. It discussed retaining a portion of PF funds and delaying pension-accumulation withdrawals until 36 months rather than two months. The brief said the pension entitlement at age 58 would be unaffected and again described 10 years of EPS membership as the retirement-pension qualification.

The brief described these measures as proposals. It does not by itself establish that every change became an operative rule. Before making a claim decision based on the 36-month period or any retained-balance provision, check a subsequent notification and the current EPFO instructions. The press brief is available at EPFO’s October 2025 release.

A practical way to compare your own position

  1. Separate the records. Note the EPF balance and interest information independently from the EPS service and pension details.
  2. List every covered employment period. Include start and end dates, breaks, transfers and any scheme certificate information.
  3. Check the service threshold. Determine whether the record shows at least 10 years of eligible EPS service, rather than counting jobs informally.
  4. Identify the event. A job change, retirement, early exit, disability or death leads to different claim routes.
  5. Choose the form for that event. Form 13 concerns EPF transfer; Form 19 concerns EPF final settlement; Form 31 concerns specified EPF advances; Form 10D concerns monthly pension; and Form 10C concerns an EPS withdrawal benefit or scheme certificate.
  6. Check amendments and dates. For short-service EPS withdrawal benefits, apply the 2024 Table D rules and the stated age exception where relevant.
  7. Confirm current instructions. EPFO procedures can be updated, and the October 2025 brief contains proposals rather than a complete statement of current law.

Common mistakes to avoid

  • Calling EPS an account balance: EPS is primarily a pension entitlement; its withdrawal benefit is calculated under scheme rules.
  • Adding EPS to the EPF passbook balance: the schemes have different funding and benefit structures.
  • Assuming every job change permits final settlement: transfer and settlement are separate EPF choices, while EPS service must be preserved or claimed under its own rules.
  • Using current salary as the pensionable salary automatically: ceilings, higher-wage provisions and the member’s history can affect the formula.
  • Assuming 10 years guarantees a fixed amount: the threshold addresses broad eligibility; the pension amount still depends on pensionable salary, service and applicable provisions.
  • Treating a press announcement as a notification: proposed withdrawal reforms require confirmation in a later operative instruction.
  • Submitting the wrong form: an EPF final-settlement form cannot replace an EPS pension or withdrawal-benefit form.

Where to verify the rules

Use EPFO’s official material for the current scheme and claim requirements:

Those documents explain the framework, but no generic article can calculate an individual entitlement without the member’s service records, wage history, membership dates and the amendments applicable to that record.
