EPF and EPS are two different Employees’ Provident Fund Organisation (EPFO) schemes attached to the same employment relationship. EPF builds an account-style accumulation of contributions plus interest, while EPS provides a pension and related benefits when its age, service and other rules are met. They are not two equal deductions from your salary, and an EPF balance cannot be treated as an EPS balance.
The practical distinction determines what you can claim: EPF uses final-settlement and specified-withdrawal routes, whereas EPS uses a withdrawal benefit or scheme certificate in some cases and a monthly-pension claim in others. Your membership history and EPFO service record—not the form name alone—determine eligibility. EPFO describes the schemes and claim forms on its scheme benefits and claims page.

EPF and EPS at a glance
Both schemes are administered through EPFO, but they answer different financial needs. EPF is a provident-fund accumulation: contributions are credited under EPF rules, interest is added, and the member may seek final settlement or specified partial withdrawals. EPS is a pension scheme: eligible members may receive monthly retirement, disability or survivor-related benefits, or an EPS withdrawal benefit or scheme certificate where the rules allow it.

How the contribution split works
EPF and EPS are funded through the statutory allocation of the employment-linked contribution. The ordinary allocation described by EPFO is not an employee deduction for both schemes.
Rates shown in EPFO’s contribution information
| Contribution item | Rate or treatment listed by EPFO | Who pays or receives it |
|---|---|---|
| Employee EPF | 12% in the ordinary category; 10% for specified establishments and industries | Deducted from the employee’s eligible wages and credited to EPF |
| Employee EPS | 0% | No separate employee EPS contribution is listed |
| Employer EPS | 8.33% | Paid by the employer and allocated to EPS, subject to the applicable rules |
| Employer EPF | Balance after the pension allocation | Employer-side amount credited to EPF under the statutory allocation |
These percentages are the categories shown in EPFO’s Present Rates of Contribution information. That page also contains historical wage-ceiling references. Wage definitions, ceilings, exemptions, membership dates and other exceptions can change the amount on an individual payslip, so do not multiply a headline percentage by gross salary and assume the result is your legal contribution.
Why an employee usually sees only an EPF deduction
EPFO’s Employer Information Booklet explains that the EPS contribution is payable by the employer and must not be recovered from the employee. In practical terms, an employee contribution line normally represents EPF; the pension allocation comes out of the employer-side statutory contribution. The employer’s total statutory outlay is therefore divided between EPF and EPS according to the applicable rules rather than duplicated as two equal employee deductions.

Why your payslip may not match the simple table
The rates are an overview of the ordinary statutory allocation, not a personalized payroll calculation. The relevant wage base, whether the establishment falls within a specified 10% category, historic ceilings, exemptions and the worker’s membership history can all matter. Compare your payslip with the EPFO member record and ask the employer’s payroll team about a discrepancy; do not infer an EPS entitlement from a rounded deduction or from the employer’s total cost.
What EPF gives you
EPF is designed to accumulate money during covered employment. EPFO describes the benefit as the accumulated contribution with interest. When a qualifying event or permitted purpose applies, the member may request final settlement or a specified partial withdrawal.

Final settlement
EPFO lists Form 19 for EPF final settlement. Settlement means claiming the EPF accumulation under the conditions that apply to the member’s situation; it does not convert the EPF account into an EPS pension. The amount ultimately payable depends on the contribution and interest credited in the member’s record and on whether the settlement conditions are met.
Specified partial withdrawals
EPFO lists Form 31 for specified EPF withdrawals. A Form 31 application is not an unrestricted cash facility. The permitted purpose, service or account conditions, documentation and amount limits are determined by the current EPF rules and the member’s record. Check the current instructions in EPFO’s employee services area before submitting a claim, because the existence of the form does not establish eligibility.

EPF is an account accumulation, not a pension promise
EPF’s value is the balance accumulated in the account, including interest credited under EPF rules. It does not by itself promise a particular monthly income for life. A member deciding whether to settle or leave the accumulation should therefore treat the EPF claim and the EPS pension decision as separate questions.
What EPS gives you
EPS is intended to provide pension benefits rather than an employee-controlled account balance. EPFO identifies monthly retirement pension, disability-related pension and survivor or family benefits within the scheme, subject to the relevant conditions.
Retirement pension
EPFO states that pension depends on the member’s salary and total years of employment. The record used for a decision can include contributory service, the applicable pensionable-pay rules and the member’s age and status when the claim is made. Because those inputs differ, there is no single EPS amount that can be quoted for every EPF member.

Disability and survivor benefits
EPS is broader than a retirement-only payment. The scheme includes specified disability benefits and benefits for eligible family members or survivors. Those claims have their own factual and documentary requirements. A nominee or family member should not assume that an EPF final-settlement form also claims EPS survivor benefits.
EPS is not an interchangeable cash balance
An employee cannot simply transfer an EPF account balance into an EPS balance or withdraw every EPS contribution as a lump sum. Depending on age, contributory service and the applicable rule, the available route may be a monthly pension, an EPS withdrawal benefit, or a scheme certificate that preserves service for a later pension claim.
Which forms apply to EPF and EPS?
| Form | Scheme | Purpose described by EPFO | Important qualification |
|---|---|---|---|
| Form 19 | EPF | Final settlement | Settlement conditions still have to be satisfied |
| Form 31 | EPF | Specified partial withdrawal | Only purposes and amounts allowed by the applicable rules |
| Form 10C | EPS | Withdrawal benefit or scheme certificate | Age and contributory-service rules determine which option is available |
| Form 10D | EPS | Monthly pension | Used for a pension claim when the member meets the relevant EPS conditions |
EPFO lists these forms on its official claim-form information. Selecting a form before checking the service record can lead to rejection or to claiming the wrong benefit.
Can EPS be withdrawn as a lump sum?
Sometimes an EPS withdrawal benefit is available, but EPS is not universally withdrawable. The relevant question is whether the member falls within the withdrawal-benefit rules or should receive a scheme certificate or monthly pension instead. Age, completed contributory service, the date of membership and other scheme conditions matter.
The June 2024 Table D change
On 24 June 2024, EPFO issued its circular on modification in Table D under EPS’95. The revised Table D uses completed months of contributory service for applicable withdrawal-benefit calculations instead of relying only on completed years. The circular specifies an exception for members who had already reached age 58 before 14 June 2024.

The change is significant for people with short or partial periods of service: months that previously did not fit a whole-year approach can now be reflected in the applicable calculation. It does not make every former member eligible, and it does not turn a monthly-pension case into a withdrawal-benefit case.
What the Ministry reported about the amendment
In its 28 June 2024 announcement, the Ministry of Labour & Employment said the change would ensure "fair payment of withdrawal benefit." The Ministry reported that approximately 7 lakh EPS withdrawal claims were rejected in financial year 2023–24 for service below six months. It estimated that more than 7 lakh members a year could benefit from making withdrawal benefit available to qualifying members with less than six months of contributory service, and that more than 23 lakh members each year could benefit from the Table D modification. These are the Ministry’s estimates in that 2024 release, not a current annual claims count or a guarantee that a particular claim will be approved.
How EPS pension is determined
There is no responsible one-line answer to “How much EPS pension will I get?” EPFO says the pension depends on salary and total years of employment, while eligibility and calculation also depend on the member’s contributory record and the applicable EPS provisions. The record, not an illustrative percentage on a website, controls an individual award.
Information that affects a pension decision
- Recorded contributory service and the periods recognized by EPFO.
- The salary or pensionable-pay information used under the applicable EPS rules.
- The member’s age and the type and timing of the pension claim.
- Whether the claim is for retirement, disability or an eligible survivor benefit.
- Whether any special higher-wage pension route applies and has been approved.
The list identifies the kinds of facts that must be checked; it is not a substitute for the scheme’s calculation provisions or a record-based determination.

Higher-wage EPS pension is a conditional category
Higher-wage pension is not an open option for every worker who has an EPF account. EPFO’s Manual of Accounting Procedure: EPS, 1995 (December 2024) describes additional contribution treatment for members who exercised the required joint option and were found eligible. The manual describes a 9.49% employer contribution on relevant pay above ₹15,000 for that conditional category, together with the government-contribution treatment set out there.
The ₹15,000 reference and the 9.49% figure should not be copied into an ordinary payslip calculation. They belong to the higher-wage process described in the manual and depend on eligibility, the exercised joint option and record verification. A member who did not exercise the option or was not found eligible cannot assume that paying or requesting a higher amount now creates the entitlement.
How to check your own EPF and EPS position
- Start with the EPFO employee-services page. Use For Employees to reach the official member-service instructions rather than relying on an unofficial form or calculator.
- Confirm the identity of the account. Check that your Universal Account Number and personal details correspond to the employment record you are claiming. Errors in name, date of birth or bank details can block a claim even when contributions were paid.
- Review the contribution and service history. Separate the EPF balance and interest entries from the EPS service information. Record the contributory months and employment periods shown by EPFO; do not estimate service from memory or from the number of payslips.
- Classify the benefit you actually need. A final EPF settlement or permitted EPF advance points to Form 19 or Form 31. An EPS withdrawal benefit or scheme certificate points to Form 10C. A monthly pension claim points to Form 10D. The form must match the benefit, not merely the fact that employment ended.
- Check the age and service conditions. Apply the current EPS instructions and the 24 June 2024 Table D circular where a withdrawal-benefit calculation is relevant. If your circumstances are unusual, ask the responsible EPFO office for a record-based decision.
- Use the higher-wage portal only for its stated purpose. If you are considering higher-wage pension, check whether a joint option was exercised and whether EPFO has found the case eligible. Treat the portal’s calculator output as a ballpark estimate.
- Keep the submission evidence. Save the claim acknowledgement, service history, bank confirmation and any employer or EPFO correspondence. These documents make it easier to correct a rejected or misdirected claim.
Common mistakes and how to avoid them
- Assuming two employee deductions: EPFO’s rate information lists employee EPS contribution at 0%; the employer funds the EPS allocation. Check the statutory allocation before disputing a payslip.
- Calling the EPF balance “EPS money”: EPF is an accumulation with interest; EPS is a pension entitlement or a rule-based withdrawal benefit. Keep the two records and claims separate.
- Using Form 31 as a general cash-out form: Form 31 is for specified EPF withdrawals, not an unrestricted withdrawal of all savings.
- Submitting Form 19 for an EPS benefit: Form 19 concerns EPF final settlement. EPS withdrawal benefit, scheme certificate and monthly pension use the EPS routes listed by EPFO.
- Believing a form guarantees approval: EPFO’s form list describes the purpose of a form. Eligibility still depends on age, service, records and the applicable scheme conditions.
- Ignoring partial months of service: For applicable cases after the 2024 amendment, revised Table D uses completed months. A service history that is less than a whole number of years should be checked under the revised method.
- Treating the Ministry’s 2024 estimates as personal odds: The reported 7-lakh and 23-lakh figures describe estimated population effects, not the outcome of an individual application.
- Assuming higher-wage pension is automatic: The higher-wage route requires the relevant joint option and an eligibility finding. The ordinary EPF/EPS contribution split does not prove higher-wage entitlement.
- Using a calculator as a sanction letter: EPFO identifies the higher-wage calculator as a ballpark tool and the Regional Office’s record-based calculation as authoritative.
- Relying on old wage ceilings: Some official contribution material contains historic ceiling references. Confirm the current rule that applies to your membership date, establishment and wage definition.
Which outcome fits which situation?
| Your question | Likely subject | What to verify |
|---|---|---|
| How much money is in my provident-fund account? | EPF | Contributions, credited interest and the current member record |
| Can I take a permitted advance for a specified purpose? | EPF | Form 31 conditions, service and amount rules |
| Can I receive an EPS withdrawal benefit after short service? | EPS | Contributory months, age, membership date and the revised Table D rules where applicable |
| Should I preserve service for a later pension? | EPS | Whether Form 10C should result in a scheme certificate rather than a withdrawal benefit |
| How do I claim a monthly pension? | EPS | Form 10D requirements, age, service and the type of pension |
| Can I use higher wages for pension? | Conditional EPS higher-wage process | Joint-option history, EPFO eligibility finding and the Regional Office record |
This decision table is a way to start the inquiry, not an automatic eligibility decision. The same person may have an EPF settlement question and a separate EPS service-certificate or pension question.

What to carry into an EPFO or employer query
- Your UAN and the employment establishments connected to it.
- The contribution passbook or member record showing EPF entries and the service history used for EPS.
- Dates of joining, leaving and any transfer or break in service.
- The exact benefit requested: EPF settlement, EPF partial withdrawal, EPS withdrawal benefit, scheme certificate, retirement pension, disability pension or survivor benefit.
- Any prior claim number, rejection message, option form or higher-wage correspondence.
- Bank and identity details matching the EPFO record.
Providing a precise benefit request prevents the common error of asking an EPFO office to “withdraw EPS” without saying whether you mean a withdrawal benefit, a scheme certificate or a monthly pension.
The practical bottom line
Think of EPF as the interest-bearing provident-fund accumulation and EPS as the employer-funded pension framework attached to eligible service. The employee usually contributes to EPF, while EPFO’s ordinary rate information lists no separate employee EPS contribution. EPF claims use Forms 19 and 31; EPS claims use Forms 10C and 10D. The 2024 Table D amendment improves the treatment of completed months for applicable withdrawal-benefit cases, but it does not remove the need to check age, service and records. For any personal amount or approval decision, use your EPFO service record and the current official instructions, with the Regional Office’s record-based calculation controlling where EPFO says it does.
