Short answer: EPF and VPF interest can become taxable when contributions exceed the applicable annual threshold. The Income-tax Rules, 2026 state thresholds of ₹250,000 where an employer contributes and ₹500,000 where no employer contribution is made; interest attributable to the taxable contribution account is then taxed under the rules for the relevant tax year. PPF is different: the National Savings Institute (NSI) describes PPF interest and withdrawals as income-tax exempt, subject to the scheme’s deposit, withdrawal and maturity conditions. A PPF deduction is not automatic for every taxpayer because the old and default new tax regimes treat Section 80C differently.

The governing year matters. The 2026 Rules were notified on 20 March 2026, while some EPFO and policy material is older. Match every threshold, deduction and withdrawal statement to the financial year (FY) and assessment year (AY) on your return; do not apply a later rule to an earlier year without checking its effective-date provisions.

EPF, VPF and PPF are not taxed in the same way

EPF is an employment-linked provident fund administered through the Employees’ Provident Fund Organisation (EPFO). VPF is an employee’s voluntary contribution within that provident-fund setting. PPF is a separate Public Provident Fund account under the small-savings scheme administered through the National Savings Institute and designated financial institutions.

That distinction drives the tax result. The 2026 Rules create a taxable and a non-taxable contribution account for provident-fund contributions above the applicable limit. PPF, by contrast, has its own statutory deposit limits and an exempt-interest framework. Money moved between these products should not be assumed to retain the same tax treatment.

EPF and VPF contribution thresholds for taxable interest

What the Income-tax Rules, 2026 state

Rule 277 of the Income-tax Rules, 2026 sets two annual thresholds for provident-fund contributions:

Employer-contribution position Threshold stated in the 2026 Rules Interest treatment
An employer contributes to the provident fund ₹250,000 per tax year Interest accrued in the taxable contribution account is taxable
No employer contribution is made ₹500,000 per tax year Interest accrued in the taxable contribution account is taxable

The threshold is not a tax on the principal itself. The Rules require separate accounting for taxable and non-taxable contributions and define taxable interest by reference to interest accrued in the taxable contribution account during the tax year. In practical terms, exceeding the threshold can move the excess contribution and its associated interest into the taxable account; it does not make every rupee in the provident-fund balance taxable.

How VPF fits into the limit

VPF does not automatically create a separate, higher tax-free interest allowance. A December 12, 2024 written answer from the Ministry of Labour and Employment said: “Currently, there is no proposal to raise the ceiling of contributions with tax free interest to the Voluntary Provident Fund (VPF) under EPFO from the current 2.5 lakh.” That was a dated policy statement, not a permanent promise. The later 2026 Rules separately state the ₹250,000 employer-contribution threshold and the ₹500,000 threshold where no employer contribution is made.

When reviewing a VPF election, identify whether the account also receives an employer EPF contribution and which legal framework applies to the year being filed. Do not describe all VPF contributions as enjoying a standalone ₹500,000 allowance.

Why the tax-year label is essential

The 2026 Rules were notified on March 20, 2026. A return for FY 2025-26 is generally filed as AY 2026-27, but the effective-date and transition wording of the applicable law controls. For an earlier FY, use the rules in force for that year. For FY 2025-26 or a later year, confirm that Rule 277 applies before calculating taxable interest. A notification date by itself is not a reason to rewrite an earlier year’s tax computation.

How taxable EPF or VPF interest is calculated conceptually

Separate taxable and non-taxable accounts

The 2026 framework requires the provident-fund administrator to maintain separate accounts. The non-taxable account tracks contributions within the permitted threshold and the related exempt interest. The taxable account tracks contributions treated as excess and the interest earned on that account.

The calculation can involve opening balances, current-year contributions, interest credited during the year and withdrawals. This is why the result cannot safely be estimated as a flat tax on the entire EPF balance or as tax on the full annual contribution. The amount that matters is the interest accrued in the taxable contribution account for the relevant tax year.

What the EPFO implementation material adds

An EPFO circular dated April 5, 2022 explained the separate-account method under the earlier legal framework and identified interest related to excess contributions as taxable. It is useful for understanding the mechanics, but its calculations must be matched to the law applicable to the year under review. A payroll statement showing an “excess contribution” does not, by itself, establish the final tax payable.

A practical record-keeping checklist

  • Record the FY and AY for which the computation is being made.
  • Identify whether any employer contribution was made during that year.
  • Keep the employee contribution, employer contribution and VPF election records separately.
  • Obtain the provident-fund administrator’s split between taxable and non-taxable contribution accounts.
  • Check the interest credited to the taxable account, rather than taxing the total provident-fund balance.
  • Reconcile withdrawals and transfers because they can affect the account balances used in the calculation.

Is PPF tax-free?

NSI describes PPF interest as free from income tax and states that withdrawals are exempt under the scheme. PPF is therefore not subject to the EPF/VPF excess-contribution account method. Its tax treatment must instead be read with its statutory deposit, withdrawal and maturity rules.

PPF deposit limits

For each financial year, the current NSI PPF account page lists a minimum deposit of ₹500 and a maximum deposit of ₹150,000. Deposits below the minimum can affect the account’s regular status under scheme rules; deposits above the annual maximum do not create an additional PPF tax-free allowance.

Loans, withdrawals and maturity

  • A loan facility is available from the third through the sixth financial years, subject to the scheme’s conditions.
  • Withdrawals are available each year from the seventh financial year.
  • The account matures after fifteen complete financial years from the end of the financial year in which it was opened.
  • After maturity, the account can be extended in five-year blocks under the scheme’s extension choices.

The year-seven and fifteen-year references are scheme timing rules, not tax-year labels. Keep the account-opening year and the financial year of each transaction so the bank or post office can apply the correct eligibility date.

Can you claim a PPF deduction under Section 80C?

NSI says PPF deposits qualify for a Section 80C deduction. That statement must be read with the tax regime selected for the relevant assessment year. Income-tax guidance for AY 2026-27 describes the new regime as the default and the old regime as an available option subject to the applicable conditions. The listed deductions under the new regime do not include Section 80C, while the old-regime guidance covers Chapter VI-A deductions.

Accordingly, do not promise an 80C benefit merely because a deposit was made into PPF. Before claiming it, check:

  • whether you are using the old or default new regime for that AY;
  • whether you satisfy the filing and election conditions for choosing the old regime;
  • whether the deposit falls within the relevant year and is supported by account records; and
  • whether your total Chapter VI-A claims remain within the statutory limits that apply to you.

The exemption of PPF interest is a separate question from the availability of a contribution deduction. A taxpayer may have exempt interest but no Section 80C deduction under the chosen regime.

EPF withdrawal tax: what is established and what is not

EPFO’s historical TDS statement

An EPFO press release dated June 4, 2015 stated that TDS did not apply to withdrawals after five years of continuous service under the conditions and law described in that release. It also described withholding for specified early withdrawals. That is historical TDS guidance, not a complete current statement of ultimate tax liability.

Why “before five years” is not a complete answer

Whether an EPF withdrawal is taxable can depend on service duration, transfers and continuity across employers, the reason for leaving, the type of withdrawal and the rules in force when the payment is made. The reviewed current material does not establish a complete, up-to-date list of exceptions or explain every interaction between withholding and final tax. Therefore, the question “Is EPF withdrawal taxable before five years?” cannot be answered safely with a universal yes or no.

If an imminent withdrawal is unusual, large or made before five years, obtain the current EPFO and Income-tax Department position for that transaction and consider advice from a qualified tax professional. Ask specifically about both TDS at payment and the income-tax treatment in the return; they are not interchangeable.

Scheme access is not the same as tax clearance

EPFO describes accumulated EPF balance plus interest as payable on retirement, resignation or death. It also permits partial withdrawals for specified purposes such as housing, education, marriage and illness. These are access rules. Eligibility to withdraw does not, by itself, settle whether a particular payment is taxable or whether tax must be withheld.

EPF/VPF versus PPF: a working comparison

Question EPF and VPF PPF
Basic arrangement Employment-linked EPF; VPF is an employee’s voluntary provident-fund contribution Separate Public Provident Fund account under the small-savings scheme
Interest above contribution limits For the 2026 Rules: ₹250,000 threshold when an employer contributes, ₹500,000 when no employer contribution is made; interest in the taxable contribution account is taxable NSI describes interest as income-tax exempt
Contribution deduction Check the specific contribution and the taxpayer’s regime; no blanket claim follows from the sources reviewed NSI states Section 80C eligibility, but AY 2026-27 regime guidance requires an old/new-regime qualification
Access Retirement, resignation, death and specified partial-withdrawal purposes; tax treatment depends on the circumstances Loans from the third to sixth financial years; annual withdrawals from the seventh financial year
Maturity Governed by employment and EPFO rules rather than a fixed PPF-style term Fifteen complete financial years, with five-year extension blocks

Worked decision examples

Example 1: employee with employer contributions

An employee contributes through EPF and adds VPF during a year in which the employer also contributes. The relevant 2026 threshold is the ₹250,000 threshold stated for an employer-contribution situation. The administrator should separate any amount treated as excess and calculate interest on the taxable contribution account. The employee should not multiply the entire EPF balance by a tax rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example 2: provident fund with no employer contribution

Where no employer contribution is made, the 2026 Rules state a ₹500,000 threshold. The taxpayer still needs the administrator’s account-level calculation, because taxable interest is tied to the taxable contribution account and the year’s credited interest, not simply to a headline balance.

Example 3: PPF deposit under the new regime

A taxpayer deposits ₹150,000 into PPF during the financial year. The deposit is within the NSI annual limit and the account’s interest remains exempt under the scheme description. The taxpayer must nevertheless check the AY’s regime: the default new-regime guidance does not list Section 80C, so the deposit should not be claimed as an 80C deduction without establishing eligibility under the old regime.

Common mistakes and how to avoid them

  • Calling VPF a separate unlimited tax-free bucket: VPF remains within the provident-fund context; use the threshold and employer-contribution test applicable to the year.
  • Taxing the whole EPF balance: the 2026 method focuses on interest accrued in the taxable contribution account.
  • Using the 2015 TDS release as current withdrawal law: treat it as dated guidance and verify the present rule for the payment.
  • Applying the 2026 threshold to an earlier FY: identify the FY/AY and effective-date provisions first.
  • Assuming every PPF deposit earns 80C relief: deduction availability depends on the chosen tax regime and year.
  • Confusing scheme access with tax treatment: an eligible withdrawal can still require a separate TDS and return-tax analysis.
  • Using historical PPF limits: rely on the current NSI account page for the ₹500 minimum and ₹150,000 annual maximum rather than older compilations.

A filing checklist for provident-fund tax questions

  1. Write down the financial year and corresponding assessment year.
  2. Classify the account as EPF, VPF within EPF, or PPF.
  3. For EPF/VPF, confirm whether an employer contribution was made and identify the applicable ₹250,000 or ₹500,000 threshold under the governing rules.
  4. Request the taxable/non-taxable account split and taxable-account interest from the fund administrator.
  5. For PPF, verify deposits against the ₹500–₹150,000 annual range and record the account’s withdrawal or maturity status.
  6. Choose the tax regime before claiming any PPF Section 80C deduction.
  7. For an EPF withdrawal, document service history, transfers, reason for payment and any TDS certificate; then check current EPFO and Income-tax Department guidance.
