The right EPF payroll software depends on whether you only need accurate statutory payroll or also need leave, claims, attendance and approvals. KWSP’s e-Payroll, available inside i-Akaun (Employer), is a practical basic option for an eligible employer with at least one employee: it stores payroll records, calculates listed contributions, produces payslips and selected statutory and bank files, and creates annual income-tax forms. A broader Malaysian payroll platform may be a better fit when HR workflows must feed into payroll. Compare statutory coverage, update controls, filing and payment steps, wage patterns, outputs, integrations and total cost at your actual staff count before choosing.
What is EPF payroll software, and why does a small business need it?
EPF payroll software records each employee’s pay, applies the contribution rules relevant to that employee, produces payroll outputs and supports the employer’s monthly filing process. In Malaysia, that process can involve EPF (KWSP), SOCSO, EIS and income-tax or PCB obligations, depending on the employee and the payment involved.

Automation matters because a “statutory-compliant” label can describe very different things. One product may calculate an amount but leave you to key it into an agency portal. Another may create an upload file, while a third may connect payment and filing steps. Treat calculation, file creation, payment and final submission as separate controls to verify.
For a very small employer with straightforward wages, a basic payroll facility may be enough. Once you have mixed wage frequencies, overtime, leave, claims, several approvers or accounting integration, the administrative cost of moving data between systems can outweigh a higher subscription fee.
#1 Best Overall
What is the best payroll software for a small business in Malaysia?
There is no universal best product. The best choice is the one that handles your employee categories and pay patterns correctly, gives you a reviewable payroll run, and leaves a clear path from calculation to statutory submission by the deadline.
Use this decision rule:
- Choose a basic option when you have at least one employee, mainly need payroll records, statutory calculations, payslips and files, and do not require integrated leave or claims workflows.
- Choose an integrated HR payroll platform when attendance, overtime, leave, claims, approvals or employee access must flow into payroll without re-keying.
- Choose on operational fit, not the headline price. A low-cost plan that lacks a required file, wage frequency or approval step can create manual work and compliance risk.
What does KWSP e-Payroll include?
KWSP describes e-Payroll as a basic payroll-management facility inside i-Akaun (Employer). You need an existing employer i-Akaun user account and at least one employee; no software installation is required.
| Capability | What KWSP lists |
|---|---|
| Employee records | Import employee records using EPF Form A and check EPF membership. |
| Pay components | Compensation and deduction items. |
| Calculations | EPF, SOCSO, IRBM and other contributions listed by the service. |
| Wage frequency | Monthly, weekly and daily wages. |
| Payroll outputs | Employee payslips and annual income-tax forms. |
| Files and agency access | Selected statutory and bank files, plus links to relevant agency websites. |
| Installation | Accessed online through i-Akaun (Employer); no local installation. |
That feature set covers core payroll administration, but it is not a complete HR suite. KWSP specifically identifies claims and leave management as examples of modules outside its basic e-Payroll function. Its FAQ also explains that the service generates electronic data files and links to agency websites; it does not directly make payments to every agency.
Does EPF e-Payroll calculate SOCSO and PCB too?
KWSP’s feature description includes SOCSO and IRBM calculations, along with EPF and other contributions. That means it covers more than EPF alone, but you should confirm the exact income-tax or PCB treatment and any employee-specific exceptions before relying on a run.
Do not infer that a calculation equals a completed payment. For each agency, establish whether the software calculates the liability, exports an accepted file, opens a submission portal, or completes payment. KWSP states that e-Payroll creates files and links to agency websites rather than paying all agencies directly.
How do EPF rates and deadlines affect your software choice?
EPF rates are not one universal percentage. The contribution schedule distinguishes employee status, age, wage band and membership circumstances. The current KWSP page identifies its listed schedule as effective for October 2025 salary or wage, corresponding to the November 2025 contribution month; check the live schedule when configuring payroll because rates and effective dates can change.

For the listed Malaysian, permanent-resident and qualifying-member group, the schedule shows a 13% employer contribution when monthly wages are RM5,000 or below and 12% when wages exceed RM5,000. Those figures apply only to that category and schedule conditions; they are not a blanket rate for every employee.
KWSP states: “Employer must make monthly payment on or before 15th of the month.” January wages, for example, are due by 15 February. Your payroll calendar should therefore allow time to review the run, correct employee data, generate files, complete portal steps and retain confirmation before the deadline.
When assessing a product, ask how rate updates are delivered, how an administrator is notified, and how the system handles a change in age band, citizenship or membership status. A product that requires a manual rule change should provide a clear audit trail and a documented review step.
Which statutory-compliance features should you compare?
Coverage for the obligations you actually have
Make a list of the agencies and forms your employees require. Confirm EPF, SOCSO, EIS and income-tax or PCB support where relevant, then ask whether the product calculates each item from current rules or merely stores a user-entered amount. KWSP lists EPF, SOCSO and IRBM calculations in e-Payroll; other providers advertise broader combinations, so compare the exact deliverable rather than the marketing label.

Rule updates and exceptions
Ask when statutory updates take effect, whether historical payroll is protected, and how the system handles employees who do not fit the common category. A useful demonstration should show the employee-status fields, wage-band logic and a preview of the employer and employee amounts before finalisation.
Review and audit controls
Look for a draft or review stage, change history, role-based approval and downloadable payroll reports. These controls help you investigate a changed salary, deduction or employee category before a file is submitted.
Rank #3
Does the software submit and pay contributions, or only create files?
Clarify the hand-off for every agency. A system can calculate a liability, generate a bank or statutory CSV, provide a portal link, or make a direct payment. Those are different levels of automation and should not be presented as interchangeable.
- Run the payroll calculation. Check gross pay, deductions, employer contributions and the pay-period totals.
- Review the statutory preview. Confirm employee categories, wage bands and any exception before locking the run.
- Generate the required file or form. Check the file period, employee count and total against the approved payroll report.
- Complete the agency step. Upload or enter the file through the relevant portal, or use an available payment integration.
- Save evidence. Retain the final payroll report, exported file and submission or payment confirmation in your normal accounting records.
KWSP’s e-Payroll description supports the file-and-link model: it generates electronic data files and links to agency websites, but does not directly pay every agency. If your team expects one-click settlement, confirm that requirement explicitly.
Which payroll outputs should a small business require?
At minimum, compare the outputs needed by employees, the bank, the tax authority and your bookkeeper.
- Payslips: Check whether each payslip shows the pay period, earnings, deductions and employer contributions in a form employees can access or receive.
- Annual tax forms: KWSP lists annual income-tax forms for e-Payroll. Confirm the form type, delivery method and year-end process relevant to your employees.
- Bank payment files: Ask which bank formats are supported, whether multiple accounts or payment dates are possible, and whether the file can be reviewed before release.
- Statutory exports: Confirm the agency, file format, period and whether totals reconcile with the payroll register.
- Management reports: Look for payroll summaries, employer-cost reports and deduction breakdowns that can be exported for accounting review.
A product may advertise “bank files” or “statutory files” without supporting your bank or agency format. Request a sample output or a documented list of formats before subscribing.
Can EPF payroll software handle monthly, weekly and daily wages?
KWSP says e-Payroll supports monthly, weekly and daily wages. That is important for businesses with casual, hourly or weekly-paid staff, but support for a wage frequency does not by itself explain how several pay calendars are consolidated into the monthly statutory process.
Ask the provider to demonstrate a mixed workforce: one monthly employee, one weekly employee and one daily employee, with overtime or deductions where applicable. Confirm how the system calculates the monthly EPF amount, groups employees in the export and prevents a worker from being included twice.
Rank #4
Can EPF payroll software handle leave, attendance, overtime and claims?
Basic EPF payroll is not the same as integrated HR management. KWSP explicitly calls claims and leave management outside the scope of its basic e-Payroll function. If your payroll depends on attendance, overtime, leave approvals or expense claims, compare whether those records are captured in the same platform and flow automatically into the pay run.
Attendance and overtime
Check how hours are imported, who approves adjustments and whether the approved overtime value is locked before payroll calculation. If attendance remains in a separate spreadsheet, include the time needed to reconcile it every pay period.
Leave
Ask whether leave balances, unpaid leave and approval dates feed into deductions automatically. A payroll product that only prints payslips may still require a separate leave system and manual adjustment.
Claims and approvals
Confirm whether employees can submit claims, attach receipts and see approval status, and whether approved claims are paid through payroll or a separate reimbursement run. Do not assume these functions are included because a product uses the word “HR.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat integrations and access arrangements matter?
Web access can reduce installation and maintenance work, while an accounting integration can reduce duplicate data entry. KWSP’s e-Payroll is accessed through i-Akaun (Employer) and requires no software installation. Some vendor pages advertise accounting links, such as Xero integration, but verify the current scope, direction of data flow and plan restrictions.
Ask these practical questions:
- Can employee master data be imported and exported in a usable format?
- Does the accounting connection post payroll journals, or only export a report?
- Can more than one person review or approve a payroll run?
- What happens when an employee’s bank account, status or salary changes?
- Can the employer retrieve historical payslips and statutory files after a subscription ends?
Also confirm who can see salary data and whether the provider offers an employee-facing login. A payroll calculation feature does not automatically imply employee self-service.

How much does small-business payroll software cost?
Published prices vary by staff limit and feature bundle. The figures below are vendor-published descriptions, not independent tests, and should be checked on the provider’s current plan page before purchase.
| Provider and plan | Published price | Published staff limit | Advertised scope |
|---|---|---|---|
| Staffly Free | Free | Up to 3 staff | Payroll and HR features are advertised; confirm the exact free-tier limits. |
| Staffly Starter | RM79 per month | Up to 15 staff | Automated EPF, SOCSO, EIS and PCB calculations, payslips, statutory and bank CSVs, plus HR functions are advertised. |
| Staffly Growth | RM199 per month | Up to 50 staff | Feature bundle advertised by the provider; verify current inclusions. |
| Staffly Business | RM399 per month | Up to 150 staff | Feature bundle advertised by the provider; verify current inclusions. |
| AltomateHR free tier | Free | Up to 3 staff | Payroll and HR functions are advertised; confirm exclusions. |
| AltomateHR paid DIY plan | From RM30 per month | Not stated on the reviewed description | Payroll calculations, EPF/SOCSO/EIS/PCB files and forms, leave, attendance, claims, employee access and Xero integration are advertised. |
| I’m In | Not stated on the reviewed page | Not stated on the reviewed page | EPF, SOCSO, EIS and PCB calculations, attendance and overtime feeding payroll, payslips and statutory files are advertised. |
Calculate your real annual cost at the highest staff count you expect during the year, not only today’s headcount. Include extra users, implementation, support, payroll migration and any required HR modules when comparing plans. Free tiers can be useful for a micro-business, but only if they include the statutory files and approval controls you need.

How should you compare basic e-Payroll with an integrated platform?
| Decision area | Basic e-Payroll approach | Integrated payroll-and-HR approach |
|---|---|---|
| Access and setup | Employer i-Akaun access; no installation; at least one employee required. | Vendor account and configuration; confirm implementation requirements. |
| Core payroll | Records, compensation and deductions, listed statutory calculations and payslips. | Payroll plus broader workflows, depending on the plan. |
| Wage patterns | Monthly, weekly and daily wages are listed. | Verify support for your specific combination and consolidation method. |
| Leave and claims | KWSP identifies these as outside the basic e-Payroll scope. | Some vendors advertise leave, attendance, overtime, claims and approvals; verify the plan. |
| Agency process | Electronic files and links to agency websites; not direct payment to every agency. | May add file automation or integrations; confirm whether payment is actually included. |
| Cost model | Access is through the official service; confirm any applicable account or process requirements. | Usually staff-based subscription tiers; compare current prices and limits. |
What setup process reduces payroll errors?
Use a controlled first run rather than entering employees and immediately submitting a file.
- Confirm eligibility and scope. For e-Payroll, verify the employer i-Akaun account and at least one employee. List every wage frequency, deduction, agency and HR workflow you need.
- Prepare employee data. Gather the identifiers, EPF membership details, status, age-related information, wage terms, bank details and approved deductions required by the chosen system.
- Map pay components. Separate regular pay, overtime, allowances, deductions and claims so each item is treated consistently and appears correctly on the payslip.
- Configure statutory rules. Check the current KWSP schedule and the applicable employee category rather than applying a single rate to everyone.
- Run a test period. Compare gross pay, employee deductions, employer contributions, totals and sample payslips with your manual calculation or accountant’s review.
- Reconcile outputs. Match the payroll register to the statutory file and bank file. Investigate any difference before export.
- Submit and archive. Complete the agency portal or payment step, observe the 15th-of-the-month EPF deadline, and retain the approved reports and confirmations.
What are the most common selection mistakes?
- Confusing calculation with payment: A generated file or portal link does not prove that an agency payment was completed.
- Using one EPF rate for everyone: Status, age, wage band and membership circumstances affect the applicable schedule.
- Ignoring wage frequency: A system may support weekly or daily wages but still require careful monthly consolidation.
- Buying the cheapest tier without checking limits: Staff caps, file formats, users and HR modules can differ by plan.
- Assuming “HR” means leave and claims: Read the feature list and test the approval-to-payroll flow.
- Skipping a review stage: An unchecked salary or employee-category change can flow into every statutory output.
- Failing to recheck volatile information: Rates, effective dates, provider features and prices change; verify them before implementation and periodically thereafter.
What is the practical verdict for a small Malaysian employer?
Start with KWSP e-Payroll when your requirement is a basic, online payroll process and you can manage agency submission steps separately. It covers employee records, listed statutory calculations, monthly/weekly/daily wages, payslips, selected bank and statutory files and annual income-tax forms, but it does not replace a full leave-and-claims system.
Choose a broader payroll platform when attendance, overtime, leave, claims, approvals, employee access or accounting integration are essential. Whichever route you take, validate the current statutory schedule, test a complete payroll run and document who reviews, submits and pays each obligation.
Frequently Asked Questions
Does e-Payroll provide employee self-service?
KWSP’s listed e-Payroll functions focus on the employer’s records, calculations, files, payslips and forms; they do not describe a separate employee self-service portal. If staff must submit leave or claims themselves, confirm that capability independently before choosing the system.

e-Payroll is described as supporting monthly, weekly and daily wages. Ask how the product combines those calendars into one monthly statutory export and how it prevents duplicate employee records, because wage-frequency support alone does not explain consolidation.
When should employee statutory details be reviewed?
Review them whenever an employee’s status, age-related category, wage band or EPF membership circumstance changes, and before a new contribution schedule takes effect. Those fields can alter the applicable EPF calculation even when the payroll software itself has not changed.
Are free payroll plans enough for a three-person business?
A free tier can cover a three-staff headcount on some vendor plans, but headcount is only one test. Confirm that the free plan includes the statutory files, review controls, payslips and support your business requires, rather than assuming it has the paid plan’s full feature set.
