There is no defensible universal cheapest option among SAP Cloud ERP, Oracle Fusion Cloud ERP and Microsoft Dynamics 365 Finance for a large enterprise in Asia. The public figures are different kinds of reference prices: SAP shows regional package examples by user band, Oracle publishes a US-dollar subscription price list with a standard term, and Microsoft displays Singapore license prices. None of the reviewed pages includes a matched, multi-country implementation and total-cost estimate.
Use the figures below to understand each vendor’s pricing model, then request bids built on the same countries, legal entities, users, modules, integrations, migration scope, support, contract term and tax assumptions.

What the published prices actually tell you
Public ERP pricing is useful for establishing a starting point, not for selecting a winner. The three vendors express price in incompatible ways:
| System | Published reference | What it is tied to | What is not established |
|---|---|---|---|
| SAP Cloud ERP | SGD 374.00 monthly on the Southeast Asia page; INR 26,880.00 monthly for Finance Premium on the India page | Regional package, currency, selected user band (25–39 users) and a 15-user minimum | Comparable multi-country license, implementation, taxes, integrations or total cost |
| Oracle Fusion Cloud ERP | US-dollar subscription price-list context; standard subscription term of three years | Enterprise service price list and separately listed optional services | A matched amount for the large-enterprise Asia scenario, implementation services, country quote or total cost |
| Microsoft Dynamics 365 Finance | USD 210 per user/month for Finance; USD 300 per user/month for Finance Premium, paid yearly | Singapore pricing page, annual payment, license subscription | GST, implementation, country variations, localization, integrations, migration or total cost |
These amounts cannot be converted into a reliable ranking. They use different currencies, package definitions, user metrics, terms and inclusions. SAP’s examples are regional package displays, Oracle’s is a price-list framework, and Microsoft’s is a Singapore license display.

SAP Cloud ERP cost structure
Regional package examples
SAP presents Cloud ERP as modular packages covering areas such as Finance, Supply Chain and HR. On the Southeast Asia page, the displayed amount is SGD 374.00 per user per month for the stated 25–39-user band, with a 15-user minimum. The India page displays INR 26,880.00 monthly for the Finance Premium package, also associated with a 25–39-user band and a 15-user minimum.
At the published Southeast Asia rate, a simple 12-month multiplication would be SGD 4,488 per user for a year. At the displayed India amount, the arithmetic annual equivalent is INR 322,560. Those calculations only illustrate the page figures; they are not quotes for a large enterprise and should not be treated as a cross-country comparison.
Why the SAP figures do not scale directly to a multinational rollout
- User band: SAP states that price can vary with user count and that larger counts may qualify for a lower rate. A 25–39-user illustration does not establish the rate for hundreds or thousands of users.
- Package selection: Finance Premium is not automatically equivalent to another vendor’s Finance or premium tier. Confirm included capabilities, limits and add-ons.
- Regional terms: SGD and INR figures are page-specific. Confirm currency, tax treatment, contract duration, price protection and renewal rules in the quote.
- Deployment: The Singapore result describes public-cloud deployment on S/4HANA. Confirm whether the proposed architecture, environments and operating model match your requirements.
Ask SAP to quote every country and legal entity, the exact package combination, named-user roles and quantities, environments, support level, storage or capacity, localization and integration requirements. Request implementation services separately so that configuration, migration and testing are visible rather than assumed to be included.

What the Oracle price list establishes
Oracle’s official ASEAN-hosted Fusion Cloud global price-list result identifies Oracle Fusion Enterprise Resource Planning Cloud Service subscription pricing in US dollars and states a standard subscription term of three years. The same material lists optional services, showing that the subscribed ERP service may not be the only recurring or one-time line item.
No single amount in the reviewed material is a matched all-in price for a large enterprise operating across Asian markets. Do not turn an optional-service list price into a total-cost estimate, and do not import third-party implementation ranges as if Oracle had published them.
Questions to resolve before comparing an Oracle proposal
- Which edition, service metrics and minimum commitments apply to each legal entity?
- Is the price list edition current for the countries in your deployment, and are local taxes or withholding charges added?
- Which optional services are required for reporting, integration, testing, environments, analytics or capacity?
- Does the three-year subscription term include price protection, renewal mechanics or escalation provisions?
- Which implementation partner will scope design, configuration, migration, integrations, testing, training and cutover?
The absence of a public, scenario-matched number is itself important: a buyer must obtain a country-specific Oracle quote and a separately scoped services estimate before comparing Oracle with the SAP and Microsoft displays.

Singapore license references
Microsoft’s Singapore pricing page displays USD 210 per user/month, paid yearly, for Dynamics 365 Finance and USD 300 per user/month, paid yearly, for Finance Premium. The page says the displayed amounts exclude GST and warns that actual list prices can differ because of currency, country and regional-variant factors.

Geography and availability affect the Microsoft quote
Microsoft distinguishes global, local and sovereign availability levels in relation to data residency, sovereignty and compliance. A multinational Asian deployment therefore needs a country-by-country availability review. Establish where the service can run, which localization is supported, whether data must remain in a particular jurisdiction, and what cross-border processing is permitted.
Do not assume that the Singapore page applies unchanged to every Asian subsidiary. Ask for the local currency or billing currency, GST or other indirect taxes, country-specific service availability, localization features, disaster-recovery arrangement and any capacity or environment charges.
Why license price is not implementation cost
An ERP subscription or package usually covers access to the service under defined metrics. A large enterprise still has to fund the work and operating choices that make the system usable. Require each proposal to show these items separately:
| Cost area | What to request in the estimate |
|---|---|
| Process and solution design | Workshops, target operating model, fit-gap decisions, controls and design authority |
| Configuration and extensions | Module setup, workflows, reports, custom development and testing of extensions |
| Data migration | Profiling, cleansing, mapping, extraction, transformation, reconciliation and repeated mock loads |
| Integrations | Interfaces to banking, tax, payroll, procurement, warehouse, CRM, identity and legacy systems; include monitoring and error handling |
| Testing and assurance | System, integration, performance, security, user-acceptance and regression testing |
| Change management | Communications, role mapping, training materials, super-user preparation and adoption support |
| Cutover and stabilization | Dress rehearsals, go-live command center, hypercare and handover to operations |
| Ongoing operations | Support tier, service management, upgrades, release testing, environments, storage, capacity and internal administration |
Ask the implementation partner to state assumptions, deliverables, staffing, timeline, travel or local-country coverage, change-request rates and what happens when data quality or integration complexity exceeds the baseline.

Build a like-for-like Asia ERP comparison
1. Fix the deployment and country scope
List every country, legal entity, branch and shared-service center in phase one and later phases. Specify public cloud, private cloud or another supported model, plus required environments for development, test, training and production. Record data-residency, sovereignty, language, statutory reporting and tax requirements for each jurisdiction.
2. Define users by role, not a single headcount
Provide named or other licensing metrics, full-time and occasional users, self-service roles, approvers, warehouse or shop-floor access, shared accounts, contractors and peak-period users. State minimum commitments and whether inactive or seasonal users remain billable. A vendor cannot price accurately from “large enterprise” alone.
3. Lock the functional scope
Identify the modules and processes required: general ledger, accounts payable and receivable, procurement, fixed assets, budgeting, project accounting, supply chain, human resources, reporting and local statutory functions. Mark each as phase one, later phase or out of scope. Comparable proposals must price the same scope.
4. Inventory integrations and data
Count interfaces and classify them by complexity, frequency, direction and criticality. List legacy systems, data volumes, retention rules, historical periods to migrate and reconciliation requirements. Include master-data governance and ownership; migration effort often depends more on data condition than record count.
5. Normalize commercial assumptions
Ask every vendor for the same contract term, billing frequency, currency, tax treatment, renewal assumptions, price increases, support tier, service-level commitments, environments, storage or capacity, add-on modules and consumption-based services. Put one-time implementation, recurring subscription and internal costs in separate columns.
6. Obtain two linked documents
- Vendor subscription quote: licenses, packages, metrics, quantities, term, currency, taxes, support and optional services.
- Scoped implementation statement of work: deliverables, milestones, responsibilities, assumptions, acceptance criteria, travel, change control and post-launch support.
Review the documents together. A low subscription figure can be offset by a broader implementation scope, while a premium package may reduce custom work. Only a matched total-cost model reveals that trade-off.

Cost categories to model over the contract term
| Category | Include | Common omission |
|---|---|---|
| Subscription or license | Base modules, premium tiers, user quantities, minimums and term | Role mix, renewal increases or additional entities |
| Implementation | Design, configuration, migration, integrations, testing, training and cutover | Data cleansing, localization and change requests |
| Platform capacity | Environments, storage, transaction or integration capacity and add-ons | Non-production environments and growth headroom |
| Internal program cost | Business SMEs, project management, controls, training time and backfill | Opportunity cost of subject-matter experts |
| Operating cost | Support, release management, security, administration and continuous improvement | Upgrade testing and local compliance updates |
| Exit and change | Scaling, contract renewal, transition, data extraction and migration to another service | Future reimplementation or archive requirements |
Model at least the initial contract term and a renewal scenario. Keep currency conversion separate from the vendor’s quote and document the exchange-rate date; otherwise currency movement can be mistaken for a licensing change.

How to interpret “which ERP is cheapest?”
The available evidence does not establish a universal lowest-cost vendor. SAP’s figures are tied to regional packages and a 25–39-user band; Oracle’s public material provides a three-year US-dollar price-list context without a matched scenario total; Microsoft’s figures are Singapore license references that exclude GST and may vary by country. The correct answer depends on scope and geography.
When SAP may fit the comparison
SAP is a candidate when the required package mix, public-cloud architecture, regional localizations and user bands align with the enterprise’s operating model. Validate whether larger user volumes receive a lower rate and whether every required country and module is covered.
When Oracle may fit the comparison
Oracle should be evaluated using its current country quote, the three-year commercial structure and the optional services required for the target architecture. The price-list format makes contract-term and service-scope normalization especially important.
When Microsoft may fit the comparison
Microsoft’s Finance and Finance Premium tiers provide a clear Singapore license reference, but the buyer must confirm regional variants, GST, availability level, localization and the implementation effort for each country. Premium functionality should be compared feature by feature rather than by tier name.

Multiplying a small user band to represent a large enterprise
A 25–39-user display is not evidence of the rate for a multinational deployment. Request volume bands, minimums and role-based quantities for the actual population.
Calling a license total “total cost of ownership”
Implementation, migration, integrations, training, support, internal staffing and future changes can be material. Require a separate services statement and an operating-cost model.
Assuming one Asian country represents the region
Country availability, tax, statutory reporting, language and residency rules differ. Obtain a country matrix and identify any entity that needs a local solution or additional service.
Leaving optional services unpriced
Oracle’s price-list presentation demonstrates why optional services must be identified. Apply the same discipline to environments, capacity, analytics, integration and premium support in every proposal.
Ignoring renewal and exit terms
Ask how prices change at renewal, how users or entities can be added or removed, what happens to unused commitments, and how data can be extracted if the enterprise changes platforms.
A practical request-for-quote checklist
- Countries, legal entities, currencies and tax registrations
- Deployment model, data residency and sovereignty requirements
- Modules, processes, statutory localizations and languages
- User roles, quantities, peaks, minimums and licensing metric
- Contract term, payment schedule, renewal and price-protection terms
- Development, test, training and production environments
- Storage, transaction, integration or other capacity assumptions
- Legacy applications, interfaces, data volumes and migration history
- Design, configuration, testing, training, cutover and hypercare deliverables
- Support tier, service levels, release management and security responsibilities
- Change-request rates, exclusions, travel and local-country staffing
- Exit, data extraction, transition and future scaling assumptions
Send this same checklist to SAP, Oracle, Microsoft and qualified implementation partners. Require a response table that marks each item as included, optional, excluded or requiring confirmation.
Bottom line for an Asian large enterprise
Use SAP’s SGD 374 and INR 26,880 displays, Oracle’s three-year US-dollar price-list structure and Microsoft’s USD 210 and USD 300 Singapore figures as orientation only. They describe different commercial units and do not answer the all-in cost question. The reliable buying decision comes from matched, country-specific quotes and a separately scoped implementation estimate covering users, entities, modules, integrations, migration, support, taxes, residency and term. Until those assumptions are identical, declaring one of the three cheapest would be unsupported.
