Gas supply disruptions can lift wholesale electricity prices because gas-fired generators often set the marginal price when demand is high or wind, solar, hydro, or nuclear output is insufficient. A shortage does not automatically cause blackouts: storage, imports, interconnectors, demand response, and non-gas generation can cover the gap, although usually at a higher cost. The effect on a household bill depends on the retail contract, hedging, taxes, network charges, and regulated-price rules as well as the wholesale market.
What happens when gas supply is disrupted?
Electricity markets dispatch available generators in roughly increasing order of short-run operating cost. The last generator needed to meet demand sets the wholesale clearing price in many markets. A gas disruption affects that process in two ways: gas units may cost more to run, and some may be unable to obtain fuel or operate at full output.

The fuel-cost and reliability chain
- Supply is interrupted or repriced. A pipeline-flow reduction, LNG shipping problem, production outage, or geopolitical event makes gas scarcer in a region or raises its market price.
- Gas generators face a higher marginal cost or lower availability. Their bids rise to reflect fuel costs, or they withdraw capacity if fuel cannot be secured.
- The system searches for substitutes. It dispatches available coal, hydro, nuclear, biomass, storage, imports, or demand response. Some of those options have physical or environmental limits and may be more expensive.
- The marginal price rises when a costlier substitute is needed. If a gas plant remains the marginal generator, its higher fuel cost is transmitted directly into the wholesale electricity price. If another technology becomes marginal, the price can still rise because the system has moved to a more expensive part of the supply stack.
- Reliability pressure increases if the gap cannot be covered. Grid operators may call emergency reserves, ask large consumers to reduce demand, curtail some load, or impose controlled outages as a last resort.
This chain explains why a physical gas shortage in one corridor can influence electricity prices over a wider interconnected market. Power flows across borders, and generators compete in linked wholesale zones, although transmission limits can prevent the full shock from spreading evenly.

Why gas matters even as renewable generation grows
Wind and solar reduce fuel consumption when they are producing, but their output varies with weather and time of day. Gas turbines can change output quickly, making them a balancing resource during a wind lull, a cloudy period, an evening demand peak, or an unexpected outage. Gas therefore provides both energy and flexibility: the ability to deliver when it is needed, not just the annual volume of electricity produced.

The International Energy Agency says more extreme weather and higher shares of variable renewables increase the importance of gas-fired backup when wind or solar output is low. Its European example is unusually clear: during slow winds in the first half of November 2024, gas-fired power output rose nearly 80% year on year. That figure describes a specific European period, not a permanent requirement for gas or a universal increase in every low-wind event.
Other technologies can provide flexibility, but each has different operating characteristics. Hydroelectric reservoirs can respond quickly where water is available; batteries are effective for short-duration peaks; interconnectors can import power if neighboring systems have spare capacity; nuclear and some thermal plants provide steady output but generally do not ramp as freely. A system with more renewables can therefore need less gas energy over a year while still relying on gas during a smaller number of critical hours.
Do gas and electricity prices always move together?
No. The relationship is strong when gas-fired units set the electricity price, but it is not a one-for-one rule. Weather, renewable output, plant outages, transmission congestion, hydro conditions, demand, imports, and market bidding can push the two prices in different directions.

| ACER 2024 measure | Reported correlation | How to interpret it |
|---|---|---|
| Month-ahead gas and electricity prices | 0.86 | Strong co-movement over a longer planning horizon in the covered EU member states. |
| Day-ahead gas and electricity prices | 0.56 | Moderate co-movement; short-term weather, outages, renewables, congestion, and bidding conditions create more divergence. |
These are ACER’s 2024 correlations for the member states included in its analysis. A correlation is not a price multiplier: it indicates how prices moved together, not how many euros electricity must rise for each euro increase in gas. No universal global gas-to-power multiplier has been established.

How storage, LNG, and interconnectors cushion a shock
Underground gas storage
Storage changes the timing of a disruption. Gas injected during lower-demand months can be withdrawn during a cold winter, a supply interruption, or a period when imports are temporarily constrained. ACER states that EU gas storage can supply up to 25–30% of total gas consumed in the Union during winter. The percentage is a system-wide seasonal contribution, not a guarantee that every country or every day can draw that share.
Storage has limits. Working-gas volume, withdrawal rates, local pipeline capacity, injection history, and the location of caverns or reservoirs determine how useful inventory is to a particular power market. A site can be full in aggregate while a local network still faces congestion. As a current example of system preparedness, the European Commission said on 9 October 2025 that the EU system was resilient in ENTSOG’s winter outlook, which tested the end of Russian pipeline-gas imports; EU storage stood at 83% on 1 October 2025.
LNG imports
Liquefied natural gas allows buyers to replace some pipeline supply with cargoes from other producing regions. Regasification terminals and connected pipelines then deliver the gas to the market. LNG reduces dependence on a single route, but it does not remove scarcity. Cargoes compete globally, ships take time to arrive, terminals have finite capacity, and inland bottlenecks can prevent gas from reaching a power plant.

It also said the change tightened market fundamentals and increased the EU’s need for LNG. That combination—physical resilience alongside higher procurement pressure—is typical of a well-supplied but more expensive system.

Electricity interconnectors
Cross-border power lines can substitute for some gas generation by importing electricity from a neighboring area with spare hydro, nuclear, renewable, or thermal output. They are most valuable during short peaks, but their benefit depends on simultaneous conditions: a neighbor may be experiencing the same cold weather or low-wind event, and transmission capacity can be reduced by outages or congestion. Gas and electricity networks are therefore linked through both fuel flows and power flows.
Can a gas disruption cause blackouts?
Not automatically. The first effects are usually higher wholesale bids, more expensive procurement, and tighter reserve margins. A blackout becomes more likely only when the lost gas-fired output cannot be replaced by available generation, imports, storage, demand response, or emergency reserves.
ACER reported that average electricity outages in the EU lasted under two hours per customer in 2024 and that none of those outages was caused by inadequate electricity supply. This is an EU-wide monitoring result for that year, not a promise that future gas crises will have no reliability consequences.
Conditions that increase blackout risk
- A cold spell raises heating and electricity demand at the same time that gas withdrawals accelerate.
- Wind and solar output are low across several interconnected countries.
- Hydro reservoirs, batteries, or other storage are depleted or cannot discharge for long enough.
- Pipeline, LNG-terminal, or transmission constraints prevent fuel or electricity from reaching the affected zone.
- Neighboring systems lack spare capacity because they face the same event.
- Demand-response programs, reserve contracts, or emergency procedures are too small or cannot be activated quickly.
Operators generally use a sequence of increasingly severe measures—reserve activation, redispatch, voltage or consumption controls, and voluntary or contracted demand reductions—before involuntary outages. The exact rules differ by country and market design.

What households see on an electricity bill
A wholesale gas shock does not appear on every bill at the same speed or in the same amount. A variable-rate customer whose supplier buys electricity at short intervals may see a relatively quick pass-through. A fixed-rate customer may be protected until the contract is repriced or renewed, while the supplier absorbs or hedges the interim risk. Regulated tariffs can follow a government formula rather than the latest spot price.
The retail bill also includes items unrelated to the gas plant’s marginal cost:
- Energy supply charges: the wholesale electricity cost, supplier margin, and hedging costs.
- Network charges: payments for transmission and distribution infrastructure.
- Taxes, levies, and policy charges: set by the relevant jurisdiction.
- Metering and fixed fees: charges that may not vary with consumption.
When comparing a tariff after a disruption, check the contract’s pricing formula, reset frequency, standing charge, exit terms, and whether taxes or network charges are included. A lower spot price may not immediately reduce a fixed bill, just as a temporary wholesale spike may not fully reach a hedged contract.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow policymakers should compare resilience options
No single technology solves every gas-security problem. A useful comparison separates four questions: how quickly an option can be delivered, how much winter energy it can provide, how well it handles short peaks, and how exposed it is to imported fuel or infrastructure failure.

| Option | Strength | Constraint to test |
|---|---|---|
| Gas storage | Large seasonal volume and rapid withdrawal in equipped facilities. | Finite inventory, withdrawal-rate limits, and geographic or pipeline bottlenecks. |
| LNG terminals and cargoes | Alternative supply source when a pipeline route is lost. | Global competition, shipping time, regasification capacity, and inland network limits. |
| Power interconnectors | Import electricity during local generation shortfalls. | Congestion, outages, and the possibility that neighbors face the same weather event. |
| Demand response | Reduces peak demand without building generation. | Limited duration, customer participation, and activation reliability. |
| Batteries | Very fast response for short-duration balancing and reserves. | Energy duration and recharge needs during prolonged shortages. |
| Hydro, nuclear, and renewables | Reduce gas consumption and diversify generation. | Weather, water, construction time, ramping characteristics, or siting constraints vary by technology. |
ACER reported that about €11 billion was spent across nearly 40 EU security-of-supply measures in 2024. Spending alone does not show whether a system can manage a particular winter event; planners need stress tests that combine fuel availability, network capacity, weather, and demand.
Coordination is another weakness. Only 10% of national electricity risk-preparedness plans included joint measures to mitigate electricity crises and assist neighboring countries, according to ACER’s 2025 assessment. A country can own adequate assets yet remain vulnerable if cross-border assistance rules, data sharing, or reserve arrangements are unclear.
Three practical disruption scenarios
A pipeline route stops during normal weather
Storage and LNG may replace much of the missing gas, while interconnectors cover some electricity demand. Prices can still rise because replacement cargoes are expensive and market participants bid defensively. If spare generation remains available, reliability may be preserved without customer outages.
A pipeline disruption coincides with a cold, low-wind week
Heating demand increases gas withdrawals while gas-fired generators are needed to cover weak renewable output. Storage withdrawal rates, LNG delivery timing, neighboring countries’ spare capacity, and demand-response contracts become decisive. The same volume of lost pipeline gas is more dangerous under these conditions than during mild weather with strong wind and full reservoirs.
LNG is available globally but blocked locally
A country may secure cargoes yet be unable to move regasified gas to inland power stations because terminal, compressor, or transmission capacity is constrained. The national supply balance can look comfortable while a regional power market faces scarcity pricing.
Quick Recap
What to watch in future energy-security updates
- Storage level and, more importantly, withdrawal capability at the start of winter.
- LNG terminal utilization, shipping schedules, and pipeline capacity connecting terminals to demand centers.
- Forecast wind, solar, hydro, and temperature conditions across the entire interconnected region.
- Availability of gas-fired and other dispatchable generators, including maintenance schedules.
- Day-ahead and month-ahead gas-electricity price spreads rather than a single headline price.
- Changes to household tariff formulas, regulated-price decisions, taxes, and network charges.
- Whether national crisis plans include tested cross-border assistance and demand-response procedures.
