An energy-efficient mortgage (EEM) lets you finance qualifying home-energy improvements through a purchase or refinance loan instead of paying for all the work separately. It is an umbrella term, not one standardized mortgage. The two paths covered here are the Federal Housing Administration (FHA) Energy Efficient Mortgage and Fannie Mae HomeStyle Refresh. They differ in eligible properties, improvement rules, documentation, loan limits, underwriting and lender operations. Neither guarantees lower bills or approval.
What an energy-efficient mortgage does
The basic idea is to combine a home’s financing and eligible improvements in one transaction. Depending on the program, the work can include insulation, air-sealing, heating and cooling upgrades, efficient windows, water-saving equipment, renewable-energy measures, repairs or resilience improvements. The improvements become part of the mortgage transaction rather than a separate personal loan or credit account.

A lender still evaluates your income, assets, credit, debts, property and occupancy under the rules of the underlying mortgage. An energy feature does not remove ordinary underwriting requirements. Your final rate, mortgage insurance, fees, cash required and total interest depend on the loan terms and lender, not simply on the fact that the project saves energy.

FHA Energy Efficient Mortgage (EEM)
The U.S. Department of Energy’s 2016 guide to the HUD program describes FHA EEM as available with the purchase or refinance of a new or existing one-to-four-unit home. The financed improvements are assembled into an “energy package.” Because the guide is from 2016, confirm current HUD policy and your lender’s implementation before applying.
Cost-effectiveness test
The package must be cost-effective. The DOE-published HUD guide explains: “Essentially, the financed energy package is cost effective if it pays for itself with the energy savings.” In the guide’s method, the total cost of the measures, including expected maintenance and repair, must be less than the value of energy saved over the measures’ estimated useful lives. This is an eligibility calculation based on estimates, not a guarantee of actual utility-bill reductions.
Energy assessment and eligible measures
A qualified rater, assessor or auditor performs a whole-home energy assessment and identifies measures that fit the home’s condition. The 2016 guide lists credentials including:
- BPI Building Analyst Professional
- BPI Home Energy Professional Energy Auditor
- RESNET Home Energy Rater
The assessment generally supplies the baseline, recommended work, useful-life assumptions and savings estimates used for the package. Ask the lender which credential, report format and date it accepts; a local assessor’s report is not automatically acceptable for every lender.

How FHA underwriting treats the package
The guide says the loan is underwritten under standard FHA requirements without counting the energy-package portion in qualifying ratios. That treatment does not waive FHA’s ordinary requirements for the rest of the loan. Your lender must determine how the improvements are documented, valued, completed and disbursed under current FHA instructions.
Fannie Mae HomeStyle Refresh
HomeStyle Refresh is a separate conventional renovation option. Fannie Mae describes it as financing improvements through a purchase or refinance mortgage. Its scope can include energy-saving and water-related work, ordinary repairs and resilience-focused improvements, so it may fit a broader renovation than an FHA energy package.
Financing limit and appraisal
Fannie Mae’s product page states that up to 15% of the home’s as-completed appraised value may be financed for the improvements. The page also states a maximum loan-to-value ratio of up to 97%, subject to the transaction’s rules. The 15% figure is a HomeStyle Refresh program limit, not a universal limit for all energy-efficient mortgages. The lender must calculate the as-completed value and apply the current eligibility matrix.
Construction, codes and escrow
Work must comply with local zoning and building codes. Fannie Mae’s FAQs say that when work will be completed after closing, the lender must be able to administer escrow and monitor completion. That operational requirement matters: an otherwise eligible project can be delayed if the lender does not have a renovation process, approved contractors or staff to inspect and release funds.

The DOE’s Home Energy Score and Financing Products summary indicates that a Home Energy Score or comparable report may be required at certain improvement amounts. The exact trigger and acceptable report should be verified in the current Fannie Mae guide and with the lender before you order an assessment.
Paying off earlier energy-related debt
Fannie Mae’s FAQs discuss paying off prior energy-related obligations. The lender may request a PACE payoff statement or invoices and receipts for other debt used to pay for energy upgrades. Cash-paid improvements cannot simply be reimbursed through this debt-payoff provision. Confirm the documentation and timing rules for your transaction.

- Transaction: Are you buying the home or refinancing an existing mortgage? Both FHA EEM and HomeStyle Refresh can be used with purchase or refinance transactions, subject to program rules.
- Property: Is it a new or existing one-to-four-unit home, and will you occupy it as required by the chosen mortgage? FHA’s 2016 guide covers one-to-four-unit homes; other occupancy and property restrictions still apply.
- Improvements: Does each measure appear on the program’s eligible list, and is the work permitted by local code? HomeStyle Refresh expressly includes energy, water, repair and resilience work; FHA requires a qualifying energy package.
- Assessment: Do you need a whole-home assessment, Home Energy Score or comparable report, appraisal update, inspection or contractor bids?
- Value and limits: For HomeStyle Refresh, will the proposed work fit within 15% of the as-completed appraised value and the applicable LTV limit? For FHA, how does the lender calculate the package and document cost-effectiveness?
- Execution: Can the lender hold funds in escrow, monitor progress and close out the project? This is especially important when work happens after closing.
- Underwriting: How will income, debts, credit, reserves, mortgage insurance and the improvement financing affect approval and cash-to-close?
Ask for written answers based on your address, occupancy, transaction type and improvement list. A general marketing description is not a loan decision.

How the process works
- Define the project. List each proposed measure, expected cost, timing, contractor and any permit requirement. Separate energy work from unrelated repairs so the lender can test eligibility accurately.
- Choose the financing path. Ask an FHA-approved lender about EEM and an approved Fannie Mae lender about HomeStyle Refresh. A lender may offer one path but not have staff or contractors for the other.
- Order the required assessment. For FHA, use a qualified rater, assessor or auditor under the lender’s accepted whole-home standard. For HomeStyle Refresh, determine whether a Home Energy Score or comparable report is required for the planned amount.
- Obtain bids and permits. Use detailed bids that identify equipment, labor, warranties, energy assumptions and contingencies. Verify local zoning and building-code requirements.
- Have the lender calculate value and eligibility. The lender reviews the assessment, cost-effectiveness analysis, appraisal, LTV, contractor information and any escrow plan. For HomeStyle Refresh, the improvement limit is tied to the as-completed appraised value.
- Compare the full loan estimate. Review rate, term, principal, projected payment, mortgage insurance, lender fees, assessment and appraisal charges, cash-to-close and the amount attributable to improvements.
- Close and complete the work. If funds are escrowed, follow the lender’s draw schedule and inspection process. Do not change materials or scope without written approval; a substitution can affect code compliance, appraisal or eligibility.
- Document completion. Keep paid invoices, permits, inspection sign-offs, equipment information, warranties and before-and-after records. The lender may require a final inspection or other evidence before releasing the last funds.
What it can cost
There is no universal EEM price. Compare these cost buckets for the same home and project:
| Cost category | What to include |
|---|---|
| Assessment and reports | Energy assessment, Home Energy Score or comparable report, appraisal updates and inspections required by the program or lender. |
| Work itself | Equipment, materials, labor, permits, delivery, installation, contractor overhead and any contingency. Include expected maintenance and repair in the FHA cost-effectiveness calculation. |
| Financing the improvements | Principal and interest on the improvement amount over the mortgage term. A small project financed for decades can cost substantially more than its invoice price in total interest. |
| Mortgage charges | Origination, underwriting, title, recording, appraisal, escrow and other ordinary loan fees. |
| Mortgage insurance | For FHA loans, the CFPB explains that mortgage insurance has an upfront and a monthly component. If the upfront charge is financed, the loan balance and overall cost rise. |
| Opportunity cost | The effect of refinancing, changing the rate or term, paying points, losing an existing low rate or using cash that could serve another purpose. |
Estimated utility savings should be compared with all of these costs, plus ongoing maintenance. A forecast that covers the equipment price but ignores financing, repairs or replacement timing is incomplete.

| Comparison point | FHA Energy Efficient Mortgage | Fannie Mae HomeStyle Refresh |
|---|---|---|
| Loan type | FHA mortgage with an energy package. | Conventional renovation mortgage. |
| Purchase or refinance | Both, subject to current FHA rules. | Both, subject to Fannie Mae and lender rules. |
| Property scope | DOE/HUD 2016 guide covers new and existing one-to-four-unit homes; verify current occupancy and property rules. | Property and occupancy rules follow the applicable Fannie Mae transaction requirements. |
| Improvement scope | Measures in a qualified, cost-effective energy package. | Energy-saving and water work, repairs and resilience improvements, subject to eligibility and code. |
| Assessment | Whole-home assessment by a qualified rater, assessor or auditor under accepted standards. | A Home Energy Score or comparable report may be required at certain amounts; verify the current guide. |
| Dollar limit | Specific current limit and calculation must come from HUD and the lender; the reviewed 2016 guide does not establish a universal current dollar figure. | Up to 15% of as-completed appraised value, according to Fannie Mae’s product page. |
| LTV | FHA limits and mortgage-insurance rules apply. | Up to 97% maximum LTV stated by Fannie Mae, subject to transaction rules. |
| After-closing work | Follow the lender’s FHA documentation and disbursement process. | Lender must support escrow administration and completion monitoring when work is deferred. |
| Prior energy debt | Requirements depend on current FHA rules and lender policy. | PACE payoff statements or invoices and receipts may be required; cash-paid work is not simply reimbursed under the described debt-payoff provision. |
Neither column is automatically cheaper or better. The right choice depends on the property’s value, project scope, credit and debt profile, mortgage-insurance cost, rate, term, lender capability and the quality of the savings estimate.
How to compare offers without overstating savings
- Give each lender the identical property address, purchase price or refinance balance, improvement list and contractor bids.
- Request the same loan term and ask for the interest rate, annual percentage rate, points, lender fees, mortgage insurance and cash-to-close.
- Ask which costs are financed, which must be paid up front and whether an escrow or contingency reserve is required.
- Request the assumptions behind the energy forecast: baseline usage, energy prices, useful life, maintenance, operating conditions and installation date.
- Calculate total payments attributable to the improvements and compare them with estimated savings over the same period. Show a range rather than treating one forecast as certain.
- Ask what happens if the appraisal is lower than expected, the contractor’s bid rises, a measure fails inspection or the work is not completed on time.
Use the lender’s Loan Estimate and revised disclosures for formal charges. A utility estimate alone cannot reveal the cost of changing your mortgage.

Common pitfalls and fixes
Assuming every “green” improvement qualifies
Programs have defined measures, documentation and code requirements. Obtain written eligibility confirmation before signing a contract or ordering equipment.
Relying on an old program description
The FHA mechanism cited here comes from a 2016 DOE/HUD guide. HUD policy, lender overlays and forms can change. Ask for the current rule that will govern your application.
Ignoring lender capacity
A lender may advertise renovation financing but lack escrow, inspection or contractor-management capability. Confirm who administers draws, who performs inspections and how disputes are handled.
Confusing appraised value with market optimism
HomeStyle Refresh’s 15% limit uses the as-completed appraised value. A contractor’s estimate or hoped-for resale price is not that appraisal.
Counting on a guaranteed payback
The FHA test and any Home Energy Score are estimates. Weather, energy prices, habits, maintenance and workmanship can change results. Keep a reserve for repairs and higher-than-forecast costs.
Forgetting the mortgage-insurance effect
Adding improvements can increase the loan balance. For FHA, include both upfront and monthly mortgage insurance in the comparison, including the effect of financing the upfront charge.
Questions to ask before signing
- Which exact program and current guide section govern my loan?
- Is my assessor’s credential and report format accepted?
- Which improvements are eligible, and which are excluded?
- What is the maximum financed amount for this property and appraisal?
- What must be completed before closing, and what can be completed afterward?
- How are escrow draws, inspections, change orders and incomplete work handled?
- What fees, mortgage insurance and interest will the improvement amount add?
- What documents are required for prior PACE or other energy-related debt?
- Which savings assumptions were used, and who is responsible if actual bills differ?
Bottom line
An energy-efficient mortgage can make a qualifying improvement project easier to finance by combining it with a home purchase or refinance. FHA EEM centers on a qualified whole-home assessment and a cost-effective energy package; HomeStyle Refresh is a separate conventional renovation option with broader stated scope and a 15% of as-completed value improvement limit. Check current program rules, lender capability, appraisal and documentation requirements, then compare the mortgage’s complete cost with a realistic, maintenance-inclusive savings estimate. Treat lower bills as a possibility, not a promise.
