Egypt has approved a pipeline of 30 public-private partnership (PPP) projects with combined planned investment of EGP 41 billion, reported as more than $771 million. Finance Minister Ahmed Kouchouk said some projects have already entered implementation, so the announcement describes a developing pipeline rather than 30 completed or operating assets.

What Egypt announced

Kouchouk disclosed the figures on 15 October 2026 during a panel on the sidelines of the International Monetary Fund and World Bank meetings in Bangkok. He said Egypt had “prepared and approved 30 projects under the public-private partnership (PPP) initiative over the past period, with a combined EGP 41 billion in investment.” The dollar figure in the report’s headline is a conversion of that Egyptian-pound total and should not be read as a separate appropriation.

The minister also said additional PPP projects were being prepared. That means the 30-project figure is a snapshot of the approved pipeline at the time of the announcement, not a final count of every project Egypt may eventually bring to market.

What the EGP 41 billion covers

Measure Reported figure How to interpret it
Approved PPP projects 30 Projects prepared and approved under the initiative; the report does not provide a project-by-project list.
Combined planned investment EGP 41 billion Aggregate investment associated with the 30-project pipeline.
Headline dollar equivalent More than $771 million Reported conversion of the Egyptian-pound total; exchange rates can change.
Private-sector share 65% A contemporaneous statement attributed to Kouchouk in secondary business reporting, not an independently audited ratio.

The 65% figure refers to private-sector participation in total investments, according to a related report. It is best treated as the minister’s stated estimate rather than a separately verified breakdown of the EGP 41 billion.

Which sectors are in the pipeline?

Available reporting identifies several types of infrastructure and public-service projects, but does not name all 30 initiatives.

Ports and logistics

  • Dry ports, which can move customs and freight activity inland and reduce pressure on seaports.

Water and sanitation

  • Potable-water facilities.
  • Wastewater-treatment plants.
  • Sludge-management projects.

Electricity infrastructure

  • Power substations.
  • Electricity-distribution networks.

Technical education

  • Technical-education facilities, placing vocational training alongside utility and transport infrastructure in the PPP program.

For each opportunity, key commercial details such as the capital requirement, contract term, user-fee or government-payment mechanism, procurement timetable and responsible ministry would need to come from the individual tender documents. Those details were not included in the announcement.

Why the government is using PPPs

The policy rationale described by Egyptian officials is not simply to raise money. The government wants private participation to improve execution quality, management and long-term maintenance of public assets. A PPP can assign construction, operating or maintenance responsibilities to a private partner while the state retains a public-service role under the project contract.

Because some projects are already in implementation, investors should distinguish among projects that are approved, being tendered, under construction and operating. Approval signals government authorization to develop or procure a project; it does not establish that financing has closed, construction has started or services are available to the public.

How Egypt’s PPP system is organized

Egypt’s documented institutional framework has three layers:

  • PPP Supreme Committee: regulates PPP activities.
  • PPP Central Unit: implements and manages the national PPP program.
  • Ministry-level satellite units: support PPP work within the relevant government ministries.

The legal framework recorded in the World Bank’s Egypt PPP country profile includes PPP Law No. 67 of 2010, amendment Law No. 153 of 2021 and executive regulations issued in 2022. The applicable ministry and tender documents remain essential because legal authority does not by itself specify the risk allocation or payment terms of a particular concession.

Support for preparing projects

A related report describes a dedicated PPP fund for feasibility studies and advisory services, supported by the European Bank for Reconstruction and Development with an initial EUR 10 million investment. Such preparation funding is intended to help develop bankable studies and transaction materials before procurement. Public information available for this announcement does not establish the fund’s current eligibility rules, application process or any referral arrangements.

What private investors should watch

There is no complete public list in the announcement from which an investor can select one of the 30 projects. A practical diligence checklist is:

  1. Identify the sponsoring ministry and confirm whether the project is approved, in tendering, in implementation or operating.
  2. Obtain the official feasibility study, request for proposals and draft PPP agreement when released.
  3. Check the proposed revenue or payment mechanism, including whether income comes from users, government availability payments or a combination.
  4. Assess construction, demand, currency, regulatory and termination risks, and how each is allocated in the contract.
  5. Confirm bidding deadlines, qualification requirements, required local partners and financing conditions from the procurement authority.

Professional feasibility, transaction-advisory, infrastructure-finance and legal or procurement support may be relevant for bidders, but service availability and commercial terms must be verified directly with the responsible Egyptian authority or adviser.

What is still unknown

The announcement does not disclose the names of all 30 projects, their individual budgets, locations, sponsors, expected completion dates or procurement schedules. It also does not say how many have reached financial close or construction. Until those project-level documents are published, the most reliable conclusion is that Egypt has authorized a sizeable, multi-sector PPP pipeline and begun implementing at least part of it—not that 30 new facilities are already operating.
