In 2024, West Germany had higher average gross earnings and median household income, while East Germany had higher registered unemployment. The employment-rate gap was much smaller. Whether the East is cheaper to live in cannot be answered with a single reliable figure from the available official comparisons: regional price levels are measured irregularly, and rent indices show price changes rather than current rents.
How wages compare
For a like-for-like headline comparison, Destatis reports average gross monthly earnings of full-time employees in the producing and service sectors in 2024. The western states, including Berlin, averaged €4,810; the eastern states averaged €3,973. Destatis describes the West’s figure as about 21% higher. These are gross averages excluding special payments—not take-home pay, a median salary, or an estimate adjusted for occupation, hours, or personal circumstances.

| Measure (2024) | West | East | What it measures |
|---|---|---|---|
| Average gross monthly earnings | €4,810 | €3,973 | Full-time employees in producing and service sectors; excludes special payments. West includes Berlin. Destatis, 2025 release reporting 2024 data. |
| Average gross annual earnings | €63,999 | €50,625 | Full-time employees across agriculture, industry, and services; includes special payments. West is the former Federal Republic territory and East is the New Länder. Destatis, 2025. |
The annual figures are not an alternative calculation of the monthly figures. They cover a different sector scope and include special payments, so they should not be combined or compared as if they were the same measure. See Destatis’s East–West earnings comparison and its 2024 annual earnings table.

Two measures give different but complementary views. Registered unemployment counts people registered as unemployed and is not the same as the share of residents who are employed. In 2024, the registered unemployment rate was 8.2% in the New Länder including Berlin, compared with 6.1% in the former Federal Republic territory. By contrast, the employment rate among people aged 15 to under 65 was 76.5% in East Germany and 77.5% in West Germany.

| Measure (2024) | West | East | Definition and geography |
|---|---|---|---|
| Registered unemployment rate | 6.1% | 8.2% | Former Federal Republic territory versus New Länder including Berlin; Destatis series based on Federal Employment Agency data. |
| Employment rate, ages 15 to under 65 | 77.5% | 76.5% | Share of people in the specified age group who are employed; East/West definitions follow the Destatis table. |
The higher eastern registered unemployment rate points to a more difficult unemployment picture on that measure, but the one-percentage-point employment-rate difference is modest by comparison. These statistics use distinct definitions and regional groupings; they should not be read as interchangeable or as a prediction of any individual’s job prospects. Consult the registered unemployment series and employment-rate table for their respective definitions and historical series.
Household income is not the same as salary
In 2024, median net equivalised income was about €28,100 in western states and €25,900 in eastern states. Equivalised income adjusts household income for household size and age composition, making it useful for comparing household living standards. It is a household-income measure, not an individual wage or monthly take-home salary. The eastern level remained lower even though it had grown faster since 2008. Destatis publishes this comparison in its 35 years of German unity overview.

Is East Germany cheaper to live in?
The cited official figures do not establish a definitive East-versus-West cost-of-living difference. Destatis says regional price-level differences within Germany are measured only at irregular intervals, because collecting the data requires considerable effort and expense. Its guidance points to an IW and BBSR study published in autumn 2023 using 2022 data, but the figures here do not provide that study’s regional results. It would therefore be misleading to claim from these sources that the East as a whole is cheaper by a particular percentage or euro amount.

Destatis’s state-level net cold rent index, rebased to 2020=100, tracks how rents have changed over time. An index is not the current rent in euros per square metre, and it does not cover the full cost of a household budget. The Destatis consumer-price guidance explains the limits of regional price comparisons; the GENESIS net cold rent index table provides state-level rent-price development through 2025.

How to use the comparison when weighing a move
- Compare gross pay with the right benchmark. Check the occupation, industry, working hours, and whether the stated figure includes special payments; regional averages do not control for these factors.
- Estimate your own net income. Gross earnings do not account for taxes, social contributions, household circumstances, or individual deductions.
- Compare actual housing options. Look at current rents and housing costs in the specific cities or towns you are considering; a regional rent index cannot supply an asking rent.
- Build a household budget rather than applying a regional discount. Match income and likely expenses for your household and location. The figures above alone cannot show which person or household will have greater purchasing power.
“East” and “West” are statistical groupings, not uniform labor or housing markets. Berlin is included in the western group in the monthly earnings series, but in the eastern group in the registered unemployment series; other cited measures also use their stated table definitions. Historical unemployment geography has changed, so comparisons across long periods require checking the series notes.
