Short answer: an e-invoice proves that a covered GST invoice was reported to the Invoice Registration Portal (IRP) and assigned an Invoice Reference Number (IRN). An e-way bill records the particulars of moving goods, including transport information where required. They can be generated through a connected workflow, but one does not automatically replace the other.
During a covered movement, the person in charge generally needs access to the applicable invoice, bill of supply or delivery challan and the e-way bill copy or number, subject to the exceptions in the current rules. For a covered tax invoice issued under the prescribed e-invoicing process, Rule 138A also permits the IRN-embedded QR code to be produced electronically for verification instead of a physical copy of that tax invoice. These records support reporting and transit verification; neither is conclusive proof that goods were physically loaded, that every declared detail matches the consignment, or that delivery was accepted.

What an e-invoice proves
It is an IRP record of reported invoice data
An e-invoice is not simply a PDF created by accounting software. For taxpayers and transactions covered by the e-invoicing rules, the supplier reports prescribed invoice data to the IRP. The IRP returns an IRN and signed invoice information. The resulting QR code provides a way to verify the reported invoice particulars.

That record supports a specific proposition: the invoice details were submitted through the prescribed system and received an IRN. It can help an inspector or recipient check the identity of the invoice, supplier and recipient details, taxable values, tax amounts and item information that were reported. The IRN format described in the official IRP FAQ contains 64 characters; that is a system-format detail, not a measure of compliance quality or a guarantee that the physical goods are correct.
What the e-invoice does not establish
- It does not, by itself, establish that goods were loaded onto a vehicle.
- It does not identify the particular vehicle that carried the goods unless transport information has separately been supplied through the connected movement workflow.
- It does not prove that the consignment physically contains exactly the quantities, descriptions or values shown on the invoice.
- It does not prove that the recipient accepted delivery or that delivery was completed.
Those limits matter because an invoice is a transaction record. The fact that it has an IRN and a verifiable QR code authenticates the reported electronic record; it does not turn the record into independent evidence of every physical event after invoicing.
What an e-way bill proves
It records movement-related particulars
An e-way bill is the movement record. Its Part A contains invoice-linked goods information, while Part B contains transport particulars where required. Depending on the movement, those particulars can include the mode of transport, transporter identity, road vehicle number and distance.

It gives enforcement personnel a record against which the documents and the conveyance can be checked.
What the e-way bill does not establish
- It is not independent proof that a truck, rail wagon, aircraft or vessel actually carried the goods.
- It is not conclusive proof that the physical consignment matches every declared item, quantity or value.
- It is not proof that the recipient accepted the goods.
- It is not a substitute for the underlying invoice, bill of supply or delivery challan when one of those documents is required.
Part B is especially important for movement validity where the rules require transport details. If the conveyance changes, the applicable workflow may require the conveyance information to be updated before movement continues. The precise obligation depends on the circumstances and the current rule text.
How the two systems connect without becoming interchangeable
The IRP and e-way bill systems can share invoice data. The IRP FAQ explains that invoice information may flow to the e-way bill system and prefill Part A. That integration reduces duplicate entry, but it does not transform an invoice into an e-way bill.

- Prepare the invoice: the supplier creates invoice data in an accounting, billing or enterprise system.
- Report to the IRP: for a covered taxpayer and transaction, the supplier reports the prescribed data and receives the IRN and signed invoice information, including the QR code.
- Populate movement data: invoice-linked information can flow into e-way bill Part A. Transport fields such as mode, transporter, vehicle number and distance are supplied in Part B where required.
- Complete missing fields: if the required transport details were not submitted as part of the invoice-reporting transaction, they must be completed through the relevant e-way bill workflow.
- Carry or present the records: the person in charge makes the applicable transaction document and e-way bill copy or number available for verification, using the electronic options and exceptions allowed by Rule 138A.
Consequently, a business can experience both records in one software flow while still having two legal functions: the IRN authenticates reported invoice data, and the e-way bill records the proposed movement.

Usually, you must generate an e-way bill whenever the movement rules require one, even if the e-invoice has already been generated. The IRP FAQ addresses this directly: integration can prefill e-way bill fields, but an e-invoice is not automatically an e-way bill.
Use this decision sequence for a particular consignment:
- Confirm that goods are moving. Rule 138 covers movement in relation to a supply, for reasons other than supply, or because of an inward supply from an unregistered person.
- Check the general value trigger. The general CGST Rule 138 trigger is a consignment value exceeding ₹50,000. The threshold is not a complete decision test because the rule contains exceptions and special cases.
- Check the transaction document. Depending on the facts, the underlying document may be a tax invoice, bill of supply or delivery challan. An e-way bill does not change which document is appropriate.
- Check the movement mode and route. Road, rail, air and vessel movements have different procedural details in Rule 138A and related provisions.
- Check current notifications and applicability. Do not infer current e-invoice applicability from an old turnover table. The official FAQ page contains historical phase information that may be out of date; current notifications and the exact taxpayer and transaction facts control.
- Generate or complete the e-way bill when required. Use the invoice-linked data already available, then supply the required transport details and update them if the conveyance changes.
A consignment below ₹50,000 is not automatically free from every e-way bill obligation, and a consignment above ₹50,000 is not automatically subject to an identical process in every circumstance. Exceptions, special categories and state-specific provisions must be checked before dispatch.
What the driver or person in charge should be able to present
General Rule 138A document set
For a covered movement, Rule 138A generally requires the person in charge of the conveyance to carry the applicable invoice, bill of supply or delivery challan and an e-way bill copy or the e-way bill number. The rule recognizes physical and electronic presentation and specifies exceptions.
The statutory wording includes: a copy of the e-way bill in physical form or the e-way bill number in electronic form
. Therefore, a paper printout is not the only method described. A driver can present the number electronically, such as on a phone, provided the information can be produced for verification and the particular movement is not subject to a different exception or requirement.

Using the IRN QR code
For a covered invoice issued in the manner prescribed by Rule 48(4), amended Rule 138A permits the IRN-embedded QR code to be produced electronically for verification in lieu of a physical copy of that tax invoice. This is a specific route for the covered invoice described in the rule. It should not be generalized into a claim that no invoice information is ever needed during transit.
Rail, air and vessel movements
Rule 138A contains a proviso concerning the e-way bill-copy requirement for movement by rail, air or vessel. Do not apply the road-carriage explanation mechanically to every mode. Check the provision that applies to the actual conveyance and the current text of the rule.
Imported goods
The amended Rule 138A text includes a bill-of-entry requirement for imported goods. An import movement therefore needs to be assessed against that requirement as well as the invoice, delivery and e-way bill rules that apply to the onward movement.
What an inspection can and cannot establish
An inspection usually compares the electronic records with the documents and the consignment. The records can show whether an IRN exists, what invoice data was reported, what movement information was furnished and which transport details were entered. They do not eliminate the need for a physical and documentary check.
- Invoice identity: the IRN and QR code help verify the reported invoice data.
- Movement identity: the e-way bill number links the consignment to movement information in the e-way bill system.
- Transport identity: Part B can show the mode, transporter and vehicle information where required.
- Physical consistency: officers can still compare the declared goods with the goods actually carried.
- Delivery outcome: neither electronic record alone demonstrates acceptance or completed delivery.
This distinction prevents two common overstatements: that an IRN proves goods are genuine, and that an e-way bill proves delivery. The rules describe reporting, document carriage and verification; they do not make either electronic record conclusive evidence of the physical state of the goods or a completed handover.

Symptom: the person in charge cannot produce the e-way bill number or copy even though an invoice is available.
Fix: make the e-way bill number available electronically or carry a copy, as Rule 138A permits for the movement. A tax invoice alone does not perform the movement-record function.

Bill-to/ship-to movements and the June 2026 portal advisory
Bill-to/ship-to transactions require particular attention to the destination information used in the records. A GSTN advisory dated 17 June 2026 addresses mandatory Ship-to GSTIN capture in bill-to/ship-to transactions and discusses voluntary e-way bill closure. Treat that advisory as implementation guidance tied to its publication date, not as a complete restatement of e-way bill law.
Before relying on a portal field or closure option, verify the latest GSTN instructions and the current rule position. A portal change can alter how data is entered without changing the underlying distinction between invoice authentication and movement reporting.
Three practical examples
Example 1: Domestic road supply above the general threshold
A supplier issues a covered tax invoice and receives an IRN. Goods worth more than ₹50,000 are dispatched by road. The invoice data may prefill e-way bill Part A, but the supplier or another permitted party must complete the movement record with the required transport details. The driver should be able to present the applicable invoice information, the e-way bill number or copy and the transport details recorded for the vehicle.
Example 2: Invoice reported, but no goods are moving
An invoice is reported to the IRP for a transaction that has not yet resulted in a covered movement. The IRN proves the invoice was reported; it does not prove that goods were loaded or carried. An e-way bill becomes relevant when the movement rules are triggered by the actual movement and facts.
Example 3: Goods move under a delivery challan
Goods are moved for a reason other than a taxable supply, and a delivery challan is the appropriate underlying document. The e-way bill, where required, records the movement. The presence of an e-way bill does not turn the delivery challan into a tax invoice, and an IRN for some other invoice cannot be assumed to cover this movement.
Dispatch checklist
- Identify whether the movement relates to a supply, a non-supply movement or an inward supply from an unregistered person.
- Confirm the correct underlying document: invoice, bill of supply or delivery challan.
- For a covered e-invoice, verify that the IRN and signed invoice information were received and that the QR code corresponds to the transaction.
- Assess the ₹50,000 general trigger together with every applicable exception and special case.
- Confirm that e-way bill Part A reflects the correct invoice-linked goods data.
- Enter Part B transport information where required, including the correct mode, transporter, vehicle and distance details.
- Give the person in charge access to the e-way bill number or copy and the permitted invoice presentation method.
- For rail, air, vessel and import movements, check the mode-specific or import-specific Rule 138A provisions.
- Update conveyance information when the transport changes, before further movement where the rules require it.
- Recheck current CGST Rules, notifications, state provisions and GSTN portal instructions for the date and transaction involved.
The bottom line
An e-invoice answers, “Was this covered invoice reported through the IRP and assigned an IRN?” An e-way bill answers, “What movement details have been furnished for this consignment?” Their data may flow together, but their legal and practical jobs remain distinct. For a covered movement, plan around the complete Rule 138A document set and the applicable exceptions rather than assuming that an IRN alone authorizes transport or that an e-way bill proves delivery.
